Dated 14.03.2015 (LAST DATE FOR SUBMISSION OF APPLICATIONS : 10.04.2015) ENGINEERING SERVICES EXAMINATION, 2015 (COMMISSION'S WEBSITE - www.upsc.gov.in) No.F. 2/2/2014-E.I(B): A combined competitive examination for recruit- ment to the services/ posts mentioned in para 2 below will be held by the Union Public Service Commission at AGARTALA, AHMEDABAD, AIZAWL, ALIGARH, ALLAHABAD, BANGA- LORE, BAREILLY, BHOPAL, CHANDI- GARH, CHENNAI, CUTTACK, DEHRADUN, DELHI, DHARWAD, DIS- PUR, GANGTOK, HYDERABAD, IMPHAL, ITANAGAR, JAIPUR, JAMMU, JORHAT, KOCHI (COCHIN), KOHIMA, KOLKATA, LUCKNOW, MADURAI, MUMBAI, NAGPUR, PANAJI (GOA), PATNA, PORT BLAIR, RAIPUR, RANCHI, SAMBALPUR, SHILLONG, SHIMLA, SRINAGAR, THIRUVANANTHAPURAM, TIRUPATI, UDAIPUR AND VISHAKHAPATNAM commencing on 12th June, 2015 in accordance with the Rules published by the Ministry of Railways (Railway Board) in the Gazette of India Extraordinary dated the 14th March 2015. THE CENTRES AND THE DATE OF HOLDING THE EXAMINATION AS MENTIONED ABOVE ARE LIABLE TO BE CHANGED AT THE DISCRETION OF THE COMMISSION. Application should note that there will be a ceiling on the number of candi- dates allotted to each of the centres except Chennai, Delhi, Dispur, Kolkata and Nagpur. Allotment of Centres will be on the first-apply-first-allot basis and once the capacity of a particular centre is attained, the same will be frozen. Applicants, who cannot get a centre of their choice due to ceiling, will be required to choose a centre from the remaining ones. Applicants are, thus, advised that they may apply early so that they could get a Centre of their choice. NB : Notwithstandig the aforesaid pro- vision, Commission reserve the right to change the Centres at their discretion if the situation demands. CANDIDATES ADMITTED TO THE EXAMINATION WILL BE INFORMED OF THE TIME TABLE AND PLACE OR PLACES OF EXAMINATION. The candidates should note that no request for change of centre will be entertained. 2. (A) Recruitment on the results of this examination will be made to the Services/ Posts under the following cat- egories:- Category I-Civil Engineering. Category II-Mecahnical Engineering. Category III-Electrical Engineering. Category IV-Electronics & Telecommunication Engineering. The number of vacancies to be filled on the results of the examination is expected to be approximately 475 including 20 PH vacancies. The number of vacancies is liable to alteration. Reservations will be made for candi- dates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically Disabled Category in respect of vacancies as may be fixed by the Government of India. Candidates who are declared qualified on the result of writ- ten part of the examination will be required to indicate their preference for Services/Posts at the appropriate time in the Detailed Application Form. N.B. (i) —DEPARTMENTAL CANDI- DATES ARE THE CANDIDATES ADMITTED TO THE EXAMINATION UNDER AGE RELAXATION VIDE RULE 5(B). SUCH CANDIDATES MAY GIVE THEIR PREFERENCES FOR THE SERVICES/POSTS IN OTHER MINISTRIES/DEPARTMENTS ALSO. 1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The candidates applying for the examination should ensure that they fulfil all eli- gibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the pre- scribed eligibility conditions. Mere issue of e-Admission Certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission. Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test. 2. HOW TO APPLY Candidates are required to apply Online only by using the website www .up sconline.nic.in. Brief instructions are given in Appendix-II. Detailed instructions for filling up online applications are available on the above mentioned website. 3. LAST DATE FOR SUBMISSION OF APPLICATIONS : The Online Applications can be filled upto 10th April, 2015 (10.04.2015) till 11.59 PM after which the link will be disabled. 4. The eligible candidates shall be issued an e-Admission Certificate three weeks before the commencement of the examination. The e-Admission Certificate will be made available in the UPSC website [www.upsc.gov.in] for downloading by candidates. No Admission Certificate will be sent by post. All the applicants are requested to provide valid & active e-mail i.d. while filling up online application form as the Commission may use electronic mode for contacting them. 5. PENALTY FOR WRONG ANSWERS (in Objective Type Papers) : Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers. 6. FACILITATION COUNTER AND WEBSITE FOR GUIDANCE OF CANDI- DATES : In case of any guidance/information/clarification regarding their applications, can- didature etc., candidates can contact UPSC’s Facilitation Counter near Gate ‘C’ of its campus in person or over Telephone Nos.011-23385271/011- 23381125/011- 23098543 on working days between 10.00 hrs. and 17.00 hrs. The Commission also has Website at address : www .up sc.gov .in over which the candidates can obtain details of the examination as well as information about reg- istration of their applications, venue of the examination and results etc. 7. SPECIAL INSTRUCTIONS : Candidates are advised to read carefully “Special Instructions to the candi- dates for Conventional Type Tests and Objective Type Tests” (Appendix III Part A and Part B). For both writting and marking answers in the OMR sheet [Answer Sheet] in objective type papers, candidates must use either black ball pen only. Pens with any other colours are prohibited. Do not use Pencil or ink pen. Candidates should note that any omission/mistake/discrepancy in encod- ing/filling of details in the OMR answer sheet, especially with regard to Roll Number and Test Booklet Series code, will render the answer sheet liable for rejection. Candidates in the Categroy of visually impaired are advised not to apply for this examination as no vacancies are earmarked/identified for them for the Services/Posts icluded in Engineering Services Examination, 2015 8. MOBILE PHONES NOT PERMITTED : (a) Mobiles phones, pagers, bluetooth or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action includ- ing ban from future examinations. (b) Candiates are advised in their own interest not to bring any of the banned items including mobile phones/pagers or any valuable/costly items to the venue of the examination, as arrangements for safekeeping cannot be assured. (ii)—Candidates admitted to theexamination under the proviso to para3(III) will be considered only for theposts mentioned in the said proviso andtheir preference for other Services andPosts, if any, will be ignored.N.B. (iii)—The candidates will be allot-ted to various Services/Posts strictly inaccordance with their merit position,preferences exercised by them andnumber of vacancies, subject to theirmedical fitness.2 (B) A candidate may apply for admis-sion to the examination in respect ofanyone of the categories of theServices/Posts mentioned in para 2above viz. ELIGIBILITY CONDITIONS:(I) Nationality:A candidate must be either:(a) a citizen of India, or(b) a subject of Nepal, or(c) a subject of Bhutan, or(d) a Tibetan refugee who came over toIndia before the 1st January, 1962 withthe intention of permanently settling inIndia, or(e) a person of Indian origin who hasmigrated from Pakistan, Burma, SriLanka or East African countries ofKenya, Uganda, the United Republic ofTanzania, Zambia, Malawi, Zaire andEthiopia or from Vietnam with the inten-tion of permanently settling in India.Provided that a candidate belonging tocategories (b), (c), (d) and (e) aboveshall be a person in whose favour acertificate of eligibility has been issuedby the Government of India.A candidate in whose case a certificateof eligibility is necessary, may be admit-ted to the examination but the offer ofappintment may be given only after thenecesary eligibility certificate has beenissued by the Government of India.(II) Age Limits:(a) A candidate for this examinationmust have attained the age of 21 yearsand must not have attained the age of30 years on the 1st January, 2015 i.e.he/she must have been born not earlierthan 2nd January, 1985 and not laterthan 1st January, 1994.(b) The upper age limit of 30 years willbe relaxable upto 35 years in the caseof Government Servants of the followingcategories, if they are employed in aDepartment/Office under the control ofany of the authorities mentioned in col-umn 1 below and apply for admission tothe examination for all or any of theService(s)/ Post(s) mentioned in column2, for which they are otherwise eligible.(i) A candidate who holds substantivelya permanent post in the particularDepartment/Office concerned. Group 'A'NOTE—The period of apprenticeship iffollowed by appointment against aworking posts on the Railways may betreated as Railway Service for the pur-pose of age concession.(c) The upper age limit prescribedabove will be further relaxable—(i) Upto a maximum of five years if a

(iii) Upto a maximum of five years if acandidate had ordinarily beendomiciled in the State of Jammu &Kashmir during the period fromthe 1st January, 1980 to the 31stDecember, 1989.

(iv) Upto a maximum of three years inthe case of Defence Service per-sonnel disabled in operations dur-ing hostilities with any foreigncountry or in a disturbed area, andreleased as a consequence there-of;

(v) Upto a maximum of five years inthe case of ex-servicemen includ-ing Commissioned Officers andECOs/ SSCOs who have ren-dered at least five years MilitaryService as on 1st January, 2015and have been released (i) oncompletion of assignment (includ-ing those whose assignment isdue to be completed within oneyear from 1st January, 2015) oth-erwise than by way of dismissal ordischarge on account of miscon-duct or inefficiency, or (ii) onaccount of physical disabilityattributable to Military Service or(iii) on invalidment;

(vi) Upto a maximum of five years inthe case of ECOs/SSCOs whohave completed an initial period ofassignment of five years ofMilitary Services as on 1stJanuary, 2015 and whose assign-ment has been extended beyondfive years and in whose case theMinistry of Defence issues a cer-tificate that they can apply for civilemployment and they will bereleased on three months noticeon selection from the date ofreceipt of offer of appointment;

(vii) Upto a maximum of 10 years inthe case of deaf-mute andorthopaedically handicapped per-sons.

NOTE (I)—Candidates belonging to theScheduled Castes and the ScheduledTribes and the Other BackwardClasses who are also covered underany other clauses of Para 3 (II)(c)above, viz. those coming under the cat-egory of Ex-servicemen, persons domi-ciled in the State of J & K, blind, deaf-mute and orthopaedically handicappedetc. will be eligible for grant of cumula-tive age relaxation under both the cate-gories. NOTE (II)—The term Ex-servicemenwill apply to the persons who aredefined as Ex-servicemen in the Ex-servicemen (Re-employment in CivilServices and Posts) Rules, 1979, asamended from time to time. NOTE (III)—The age concession underPara 3(II) (c)(v) and (vi) will not beadmissible to Ex-Servicemen andCommissioned Officers includingECOs/SSCOs, who are released ontheir own request.NOTE (IV)—Notwithstanding, the provi-sion of age relaxation under Para3(II)(c)(vii) above, a physically handi-capped candidate will be considered tobe eligible for appointment only ifhe/she (after such physical examinationas the Government or appointingauthority, as the case may be, may pre-scribe) is found to satisfy the require-ment of physical and medical standardsfor the concerned Services/Posts to beallocated to the physically handicappedcandidates by the Government.NOTE (V)— A candidate will be eligibleto get the benefit of community reser-vation only in case the particular casteto which the candidates belong isincluded in the list of reserved commu-nities issued by the CentralGovernment. If a candidate indicates inhis/her application form for EngineeringServices Examination that he/shebelongs to General category but subse-quently writes to the Commission tochange his/her category to a reservedone, such request shall not be enter-tained by the Commission."Candidates seeking reservation/relax-ation benefits available for SC/ST/OBC/PH/Ex-servicemen must ensurethat they are entitled to such reserva-tion/relaxation as per eligibility pre-scribed in the Rules/Notice. Theyshould be in possession of all the req-uisite certificates in the prescribed for-mat in support of their claim as stipulat-ed in the Rules/Notice for such bene-fits, and these certificates should bedated earlier than the due date (Closingdate) of the application."While the above principle will be fol-lowed in general, there may be a fewcases where there was a little gap (say2-3 months) between the issuance of aGovernment Notifications enlisting aparticular community in the list of any ofthe reserved communities and the dateof submission of the application by thecandidate. (xi) being in possession of or usingany cellular/mobile phone/pager/ bluetooth or any otherelectronic equipment or deviceor any other equipment capableof being used as a communica-tion device during the examina-tion; or

(xii) violating any of the instructionsissued to candidates along withtheir admission certificate per-mitting them to take the exami-nation; or

(xiii) attempting to commit or as thecase may be abetting the com-mission of all or any of the actsspecified in the foregoing claus-es, may in addition to renderinghimself liable to criminal prose-cution, be liable—(a) to be disqualified by theCommission from the examina-tion for which he/she is a candi-date; and/or(b) to be debarred either perma-nently or for a specified period—(i) by the Commission from anyexamination or selection held bythem;(ii) by the Central Governmentfrom any employment underthem; and(c) if he/she is already in serviceunder Government to discipli-nary action under the appropri-ate rules.

Provided that no penalty under this ruleshall be imposed except after—(i) giving the candidate an opportu-

nity of making such representa-tion in writing as he/she maywish to make on that behalf, and

(ii) taking the representation if anysubmitted by the candidate,within the period allowed tohim/her into consideration.

(ii) If a candidate does not receivehis/her e-admit card or any othercommunication regardinghis/her candidature for theexamination two week beforethe commencement of theexamination, he/she should atonce contact the Commission.Information in this regard canalso be obtained from theFacilitation Counter located inthe Commission’s Office eitherin person or over phone Nos.011-23381125/ 011-23385271/011-23098543. Incase no communication isreceived in the Commission’sOffice from the candidateregarding non-receipt ofhis/her e-AdmissionCertificate atleast one weekbefore the examination,he/she himself/herself will besolely responsible for non-receipt of his/her e-AdmissionCertificate. No candidate will ordinarily beallowed to take the examinationunless he/she holds e-Admission Certificate for theexamination. On receipt of e-Admission Certificate, check itcarefully and bring discrepan-cies/errors, if any, to the noticeof UPSC immediately. (iii) The mere fact that an e-Admission Certificate of admis-sion to the Examination hasbeen issued to a candidate willnot imply that his/her candida-ture has been finally cleared bythe Commission, or that theentries made by the candidate inhis/her application for theExamination have been accept-ed by the Commission as trueand correct. Candidates may notethat the Commission takes up theverification of eligibility conditionsof a candidate, with reference tooriginal documents, only after thecandidate has qualified forInterview or Personality Test onthe result of the written part of theexamination. Unless candidatureis formally confirmed by theCommission, it continues to beprovisional. The decision of the Commissionas to the acceptance of theapplication of a candidate andhis/her eligibility or otherwise foradmission to the Examinationshall be final. (iv) If a candidate receives an e-Admission Certificate in respectof some other candidate onaccount of handling error, thesame should be immediatelybrought to the notice ofCommission with a request toissue the correct e-AdmissionCertificate.
