Green Infrastructure Ontario is a non-incorporated coalition of industry groups, nongovernmental organizations, academic institutions, companies and local governments. GIO advocates for adoption of green infrastructure across the Province of Ontario, including urban forests, natural areas, landscaped spaces and vegetative technologies such as greenroofs and bioswales. It seeks policy improvements at the municipal and provincial level to facilitate green infrastructure opportunities, and encourages a shift in both public and private investment in support of greater protection and enhancement of green infrastructure. TRCA is a founding partner of the coalition and was instrumental in obtaining the Ontario Trillium Foundation grant that supports its activities. TRCA currently serves as the secretariat, and sits on the leadership group of steering committee members, together with the following organizations:

Ontario Association of Landscape Architects (OALA) The State of the Urban Forest in the Greater Toronto Area report is a communications tool intended to provide information to senior decision makers in municipal, regional, provincial and federal governments. It provides a summary of the state and value of the urban forest in the Greater Toronto Area by integrating data collected by TRCA and partner municipalities between 2005 and 2014. The report demonstrates the long term importance of urban forests as part of a system of green infrastructure and highlights the success of the collective action taken by TRCA and partner municipalities in conducting urban forest studies across the region. It is also pioneering work: as the first research report to undertake a regional-scale spatial analysis of urban forest distribution and ecosystem services, it provides an important contribution to the field of urban forest planning and management. The report was prepared by TRCA staff, and input to and review of the report was provided by staff from the Town of Aurora, Town of Ajax, City of Brampton, Town of Caledon, City of Markham, City of Mississauga, Town of Oakville, City of Pickering, Region of Peel, Town of Richmond Hill, City of Toronto, City of Vaughan, York Region, Lake Simcoe and Region Conservation Authority, Central Lake Ontario Conservation, and Credit Valley Conservation. State of the Urban Forest in the Greater Toronto Area puts forward a vision for healthier, greener cities where trees are considered an asset of value, comparable to roads, sewers and other capitally funded and supported infrastructure. It underscores that urban forests provide significant public health benefits and important climate change mitigation and adaption functions. The report also maintains that growing the urban forest will take sustained effort on the part of all levels of government, and concludes that decision makers can and should support the urban forest by:

championing policies and practices that help more trees grow to maturity in more places;

sustaining investment and supporting proactive management of the urban forest; developing community engagement programs that empower more residents to

contribute to urban forest health; encouraging applied research and monitoring that provides information needed to

respond to new and existing threats to our urban trees. The report also provides a summary of urban forest research at a regional level and highlights the following key facts about the region’s urban forests:

34.2 million - the approximate number of trees in the GTA. Together, they provide canopy cover for 26 percent of the total land area.

$14.2 billion - the cost of replacing all the trees in the GTA.

2.7 billion - the number of tonnes of carbon stored in the GTA’s urban forests.

The GTA urban forests remove 113,000 tonnes of carbon annually, which is equivalent to the annual emissions of 23,000 passenger vehicles.

The GTA’s urban forests remove nearly 4,000 tonnes of atmospheric pollution annually; over half of this pollution (approximately 2,300 tonnes) is ground level ozone, the primary component of photochemical smog, which can have negative health effects.

The GTA’s third most common tree species is ash (behind maple and cedar). 3.2 million ash trees (10% of the total tree population) in the GTA may be killed by the emerald ash borer, an exotic wood-boring beetle.

Copies of the report are available upon request. RATIONALE The State of the Urban Forest in the Greater Toronto Area report makes an important contribution to efforts to protect and enhance green infrastructure in the region by providing important information regarding the state of the urban forest, the benefits it provides to communities, and the measures that can be taken to protect and enhance it. The report will be an important communications tool for GIO as well as for TRCA and the municipalities and conservation authorities who partnered on the report. The report is also a key deliverable of the Ontario Trillium Foundation grant that funds GIO. Publication and dissemination of the report will also support the fulfillment of TRCA’s 2013-2022 strategic plan priorities, including ‘Rethink greenspace to maximize its value’, and ‘Build partnerships and new business models’. FINANCIAL DETAILS A three-year Ontario Trillium Foundation grant funds the GIO project manager position as well as additional TRCA staff support that was required for the development of the report. RES.#B155/15 - REDELMEIER POND REHABILITATION Longyard Properties Inc., Draft Approved Plan of Subdivision 19T-03V13,

Block 12, City of Vaughan, Regional Municipality of York, Don River Watershed. Authorization for staff to continue detailed design discussions, enter into final negotiations and reach an agreement toward the rehabilitation of Redelmeier Pond (also known as Patterson Pond), in Block 12, in the City of Vaughan.

Moved by: Michael Di Biase Seconded by: Glenn De Baeremaeker THE EXECUTIVE COMMITTEE RECOMMENDS THAT Toronto and Region Conservation Authority (TRCA) staff be authorized to enter into final negotiations and to finalize an agreement toward the rehabilitation of Redelmeier Pond, in Block 12, in the City of Vaughan; THAT staff continue to work with representatives for Longyard Properties Inc., Senang Investments Limited, Block 12 Properties Inc., City of Vaughan, Ministry of Natural Resources and Forestry (MNRF) and others, as may be required, to ensure that the requirements of The Living City Policies for Planning and Development in the Watersheds of the Toronto and Region Conservation Authority (LCP) are met as they pertain to the proposed works and that a state-of-the-art channel rehabilitation be implemented; THAT Restoration Projects staff be permitted to construct the finalized, approved project for the proposed rehabilitation of Redelmeier Pond, subject to acceptance by the impacted parties and participants; THAT staff be permitted to clear the condition of draft plan approval for Longyard Properties Inc. (Draft Approved Plan of Subdivision 19T-03V13) for the conveyance of the valleylands and buffers into public ownership by allowing these lands to be held by Longyard Properties Inc. or Block 12 Properties Inc. in the interim until an agreement has been reached on the scope of the rehabilitation project or until such other time as agreed to by the parties, at which time those lands shall be transferred to TRCA; THAT staff be permitted to accept a Letter of Credit from Longyard Properties Inc. for the cost of the design, implementation and monitoring of the rehabilitation project, as well as the land transfer, in the event that Longyard Properties Inc. requests release of the conditions of draft plan approval in the absence of an agreement; THAT staff report back to the Executive Committee on the status of the project once an agreement has been reached between the parties; AND FURTHER THAT the City of Vaughan and all parties and participants for the proposed works be so advised. BACKGROUND Block 12 Block Plan: In 2003, TRCA staff was part of the review team for the Block 12 Block Plan. The block is bound by Major Mackenzie Drive to the south, Dufferin Street to the west, Bathurst Street to the east and Teston Road to the north. The plan primarily proposed low density residential development for the block plan area, complemented by five neighbourhood parks, twelve stormwater management facilities, four elementary schools and three commercial sites. Concurrent to the Block Plan review, TRCA staff reviewed the Block 12 Master Environmental Servicing Plan (MESP). The MESP identified, among other things, the natural features on the site and provided a discussion of their significance. Appropriate buffers were established from these natural features, which would later be placed into public ownership. Subsequent to TRCA staff review and the resolution of outstanding issues, TRCA approvals of the Block Plan and MESP were provided on January 17, 2003. On September 20, 2003, City of Vaughan Council approved the Block Plan for Planning Block 12. Draft Plan of Subdivision: In October 2003, Helmhorst Investments Ltd. submitted draft plan of subdivision and zoning by-law amendment applications (File Nos. 19T-03V13 and Z.03.076) to the City of Vaughan for the proposed development of a residential plan of subdivision in Block 12. The lands are located at the northwest corner of Bathurst Street and Major Mackenzie Drive, and are approximately 77 hectares (190 acres) in size. There are two main tributaries of the Don River in the plan of subdivision: one along the western portion of the site (East Don River) and a second along the eastern portion of the property (McNair/Patterson Creek). Redelmeier Pond is situated along the East Don River where it intersects with a smaller feature known as Tributary A. Helmhorst Investments Ltd. was a non-participating landowner in the Block Plan process. A review was undertaken to ensure the development was in conformity with the approved MESP and Block Plan. Subsequent to TRCA staff review and the resolution of outstanding issues, TRCA recommended conditional approval of the planning applications in February 2006. Subsequent revisions to the applications were made, which necessitated updates to the conditions of draft plan approval. A revised version of the draft plan was approved by City of Vaughan Council on July 16, 2008 and then again on September 27, 2010. Around January 2013, Longyard Properties Inc. purchased the lands from Helmhorst Investments Ltd. Additional revisions to the draft plan were made in 2013. Since that time, TRCA has been working with Longyard Properties Inc. to satisfy the conditions of draft plan approval. One of the conditions requires the dedication of the open space valleylands along with the associated buffers into public ownership, namely TRCA. This condition along with other requirements are to be fulfilled prior to the owner's registration of the subdivision. Longyard Properties Inc. is pursuing registration of Phase 2 at this time, which has prompted the need to finalize an agreement toward the rehabilitation of Redelmeier Pond and the ultimate transfer of the valleylands and buffers to TRCA.

REDELMEIER POND The Project: The approved Block 12 MESP identified opportunities to improve aquatic habitat linkages through the removal of several barriers in the watercourses of the new community. The East Don River, which flows through the Block 12 area, is disrupted by several barriers to fish migration. Four ponds were identified as part of the restoration works in this area: Redelmeier Pond, East Mayvon Pond, West Mayvon Pond and one additional pond on lands now owned by the City of Vaughan. No action has been taken to date on the City-owned pond, but a report on the rehabilitation of the Mayvon Ponds was approved by the Executive Committee on October 13, 2006 at Meeting #8/06. The rehabilitation of these two ponds is ongoing. Redelmeier Pond is located at the confluence of the East Don River and Tributary A. The pond is the largest and furthest downstream of the four ponds identified for restoration along the East Don River in Block 12. This century-old human-made pond is approximately 2.91 hectares (7.19 acres) in size. The downstream end of the pond consists of an earth berm approximately 6.5 metres (21 feet) high, 4.5 metres (15 feet) wide and 60 metres (197 feet) long. The downstream side of the berm and portions of the pond edge are heavily vegetated. Other edges of the pond have been manicured historically and vegetation is less dense in these areas. A small pedestrian bridge is located at the west end of the berm and there is a concrete spillway on the downstream side of the bridge. The pond straddles two properties, one owned by Longyard Properties Inc. (formerly Helmhorst Investments Ltd.) and the other by Senang Investments Limited. In the MESP, Redelmeier Pond was proposed to be retained for historical and amenity purposes with consideration for fish passage. A feasibility study was undertaken which recommended two alternative designs to encourage fish passage: a by-pass channel within the pond; and, a fish ladder. As neither owner of the pond was participating in the Block Plan process at that time, no further studies were undertaken and it was suggested that further detailed work would be undertaken through the draft plan of subdivision process. After the purchase of the subject lands by Longyard Properties Inc., TRCA staff re-visited the desire to take the pond off-line. Staff also flagged to both owners and the City that there was little known about the pond and that it appeared the control structure was in poor repair. A later study in 2015 confirmed that the control structure had exceeded its intended and useful life cycle. TRCA has been in discussions with the owners, City and MNRF about the desired plan for Redelmeier Pond. The removal, modification or repair of Redelmeier Pond, the earth berm and the concrete spillway have been the options explored. At this time, modification (or the ‘hybrid approach’) is the preferred option. This includes the restoration of a stream channel with the opportunity to create an off-line pond or wetland for continued amenity and historical interpretation purposes. The modification option would mitigate the current fish barrier, re-establish natural channel form and function, restore hydrology, provide tertiary treatment of urban stormwater, improve terrestrial and aquatic habitat, and incorporate opportunities for public awareness, involvement and stewardship (e.g., trails and interpretive signage). The full removal of the pond and control structure or their repair have been determined on a preliminary basis to be costly, both in short-term construction and long-term maintenance costs, or not meeting the desires of the impacted stakeholders. These discussions are ongoing.

Construction Works: TRCA has years of experience in the planning, design, construction, maintenance and monitoring of habitat restoration projects. Based on this experience, TRCA will assume a leadership role in the planning of the project. The developers have also requested that the works be executed by TRCA. It is intended that the developers will fund all costs associated with construction and monitoring works and will transfer the valleyland and buffer blocks to TRCA at the appropriate time. The timing of the construction works will be dependent on the finalization of the agreement, completion of the background studies needed to better understand the existing site conditions, preparation of a design to the satisfaction of all parties and participants, and the attainment of the requisite regulatory approvals. It is expected that maintenance of the site will be minimal once the rehabilitation project has been completed. A monitoring program will be implemented to evaluate post-construction performance. RATIONALE Proposed Agreement: There have been initial discussions about the process and anticipated schedule to implement this rehabilitation project. The draft agreement, which includes many of these process and scheduling details, is currently under review by the parties. These details include, but are not limited to:

completion of the background studies needed to better understand the existing site conditions;

concept development and feasibility analysis with preliminary cost estimates;

project design and cost refinement;

regulatory approvals;

construction and implementation;

monitoring;

land transfer to TRCA; and

roles and responsibilities of the parties through the process, including the provision of funding from Longyard Properties Inc. and Block 12 Properties Inc. to TRCA for the works.

The details of the agreement are currently under review by the parties and may be subject to change. TRCA staff is seeking authorization to enter into these final negotiations and to finalize an agreement toward the rehabilitation of Redelmeier Pond. Once the agreement has been finalized, TRCA staff will provide clearance for the condition requiring that the open space valleylands and buffers be dedicated into public ownership to allow Longyard Properties Inc. to proceed with registration. This is to be reflected in correspondence to the City of Vaughan detailing the modified clearance for this condition, whereby the lands will be temporarily held by Longyard Properties Inc. or Block 12 Properties Inc.

There are several benefits by instituting the above-noted activities for the proposed works:

From TRCA's perspective, TRCA will be able to oversee and construct a state-of-the-art natural channel restoration project as a unique partnering opportunity with a prominent development group. The project will remove the liability associated with the failing control structure and earth berm, while also providing a key ecological improvement opportunity for this section of the East Don River. Valuable monitoring information will be obtained on this project as TRCA will be able to control design, construction and post-construction phases of its implementation. This will allow for dedicated attention to be paid toward impacts to aquatic habitat, riparian vegetation and the Redelmeier Pond system as a whole, which may not necessarily be a priority for external contractors.

From the developer's perspective, the draft plan can be released for registration with a set agreement for land transfer and the natural channel construction in place. This process also provides for an integrated technical design and environmental enhancement project and streamlined approvals with all participating parties.

Alternative to the Agreement: As previously noted, a signed agreement for the rehabilitation of Redelmeier Pond is one of the items required in order for TRCA staff to provide clearance for the registration of Phase 2 of the Longyard Properties Inc. subdivision. In the event that Longyard Properties Inc. requests release of the conditions of draft plan approval in the absence of an agreement, TRCA could in the alternative accept a Letter of Credit from Longyard Properties Inc. for the cost of the design, implementation and monitoring of the rehabilitation project, as well as the land transfer, at a value established by TRCA. This would provide TRCA with the funds necessary to undertake the project and transfer of the lands, while also allowing the developer to proceed with registration. DETAILS OF WORK TO BE DONE Staff requests authorization to proceed with the proposed agreement and schedule of activities as they pertain to the Redelmeier Pond rehabilitation area. Staff will continue to work with Longyard Properties Inc., Senang Investments Limited, Block 12 Properties Inc., City of Vaughan, MNRF and others, as may be required, to ensure this project is designed and implemented in a satisfactory manner. THE COMMITTEE RECOMMENDS TO THE EXECUTIVE COMMITTEE THAT the hiring process for Toronto and Region Conservation Authority’s (TRCA) Chief Executive Officer (CEO), as amended, be approved.

The process undertaken in 2003 for the hiring of the CEO took approximately four months from beginning to end. Based on feedback received from recent recruitment processes for CEO’s at other conservation authorities and their recommendations, staff is recommending a longer timeline than the process taken in 2003. Their recommendation was that this process would take anywhere from six months to one year to complete from a business perspective, particularly if an external candidate was chosen. It is based on this information, as well as the framework outlined below, that staff is suggesting that a six month to one year timeframe be considered for the recruitment of the CEO position. At CEO Succession Planning Sucbommittee Meeting #1/15, held on October 30, 2015, the Committee referred the staff report on the CEO Hiring Process back to staff to further develop the timeline for the Recruitment Framework for CEO, and to make changes to the recommended Selection Committee so that there is only one selection team, consisting of the members of the CEO Selection Process Subcommittee. In this regard, the recommended changes are outlined below.

RATIONALE It is recommended that the official recruitment or posting of the CEO position be ready to commence in January 2017 or earlier should the Authority or CEO choose to end the contract prior to the contract end date of December 31, 2017. It is recommended that the process for hiring a consultant be initiated in February 2016 in order that the consultant be in place mid-March 2016. In 2016 the consultant will develop the list of competences in consultation with identified stakeholders with a view to inform the official recruitment process to begin in January 2017. This work in 2016 would also facilitate an earlier recruitment process should it be required. It is based on this information, as well as the framework and timelines outlined below, that staff is suggesting that a one year timeframe be considered for the recruitment of the CEO position. Recruitment Framework and Timelines for Consideration:

1. Immediately following Executive Committee approval on February 5, 2016, HR will issue a Request for Proposal (RFP) to hire an executive recruitment firm (consultant) to manage the recruitment process, develop the list of competencies in consultation with identified stakeholders, develop the job description for the CEO position based on these competencies required for the CEO position, develop an advertising plan and conduct a peer review of the compensation package. It is intended that the RFP will be issued on February 11, 2016 and will close on February 26, 2016. Executive recruitment firms are typically used for the recruitment of executive level positions as they provide marketplace knowledge and expertise, have specialized knowledge and resources, are confidential and provide objective input.

2. HR will conduct an analysis of RFP responses and provide a recommendation. Pending staff’s satisfaction of the bids received and required approvals of the contract as per TRCA’s Purchasing Policy, the contract will be awarded on March 14, 2016.

3. Beginning in April 2016, the Consultant will develop the list of competencies required for the positon of the CEO with identified stakeholders, develop a job description and advertising plan to be effective January 2017. It is estimated this work will take a few months.

4. Staff will bring the above information from the consultant to the subcommittee prior to posting.

5. In January 2017, the consultant will arrange for posting of the CEO position on various media sites, with executive placement firms, internally at TRCA and other locations recommended by the subcommittee. This will take place between mid-January and mid-February unless a longer posting time is recommended by the consultant.

6. The consultant will screen the resumes after the posting has closed and resumes have

been received. The resumes will be reviewed and 10-20 selected for further consideration. This will take place between mid-February and the beginning of March.

7. Pre-screening interview questions will be developed by the consultant. The pre-screening telephone interviews of the top 10-20 candidates will be carried out by the consultant. The purpose of this pre-screening interview is to assess the strategic fit of the candidates with the competencies identified as needing to be possessed by the new CEO. Based on the pre-screening interviews, the top 6-8 candidates will then be selected for presentation to the selection committee (see description below). This will take place between March and April.

8. The Selection Committee The consultant will develop the first and second set of interview questions to be used by the selection committee. The consultant can be used as a resource throughout the process, as well as participate more fully at the interviews. 8.1 First Interviews

The Selection Committee will undertake the first set of interviews. They will interview the top 6-8 candidates identified by the consultant. The mandate of the Selection Committee is to recommend the top 3-4 candidates for the second round of interviews. This will take place mid-April to mid-May.

The Selection Committee is recommended to consist of the Members of the CEO

Succession Process Subcommittee. 8.2 Second Interviews The Selection Committee will undertake the second and final set of interviews

selected from the identified top 3-4 candidates. The mandate of the Selection Committee will be to recommend their nominee for the CEO position to the Authority. This will take place between mid-May to mid-June.

9. The recommendation for the new CEO must have the consensus of the Selection

Committee. If consensus cannot be made at that time, a third interview stage may have to be arranged.

10. The Selection Committee will recommend a new CEO to the Authority. Upon approval of the Authority, a letter of offer will be sent to the successful candidate.

11. The successful candidate will be selected no later than June 30, 2017. The available start date of the candidate will be determined once the offer has been made and accepted. TRCA anticipates the candidate starting no later than January 3, 2018.

FINANCIAL DETAILS Estimated cost of the consultant and advertising is $50,000 - $75,000. PPG initiated work with key stakeholders to explore the possibility of launching a new eco-business zone in the Leaside/Thorncliffe/Flemingdon area.

Completed accessibility plan for TRCA and is posted on TRCA's accessibility website.

External audit showed that TRCA is fully compliant with Accessibility for Ontarians with Disability Act (AODA) guidelines.

With the aim of creating a new Eco-Business Zone in Toronto's east end, Partners in Project Green (PPG) held a 'visioning' session with 23 business and community leaders in Leaside. The group unanimously agreed to support TRCA in the development of a project business plan.

Partners in Project Green facilitated the exchange of 50 syrup barrels from Coca-Cola with TRCA. The barrels will be turned into planters for urban farming, and be distributed through the Sustainable Neighbourhood Retrofit Action Program (SNAP) and Mill Pond Splash in the spring. TRCA to lead design of planters and if successful create ongoing program that will produce 500 planters annually.

Completed a metadata catalogue of TRCA datasets and mapping files for York Region. Staff will also be streamlining the process for sharing data and responding to data requests.

TRCA's Restoration Services Centre received a Building Performance Award for the Lowest Energy Use in 2014 for a building under 250,000 sq. feet in Civic Action's 2015 Race to Reduce awards program.

Since December 2014, TRCA's Restoration Services Centre (RSC) has been harvesting solar energy and selling generated power back to the grid under a Feed-in-Tariff (FIT 2.0) contract with the Independent Electricity System Operator (IESO). As of November 30, 2015, RSC's photovoltaic system has generated more than 56MWh and has recently received the first payment from PowerStream in excess of $26,500 in revenue for electricity contributed to the grid. The payments for generated electricity will continue for a period of 20 years.

TRCA received the 2015 Award of Excellence from the Ontario Professional Planners Institute for The Living City Policies for Planning and Development in the Watershed of the Toronto and Region Conservation Authority - comprehensive policies that highlight the importance of watershed management now and into the future. The TRCA policy document incorporates science-based research into community and planning development within TRCA’s nine watersheds and a portion of the Lake Ontario waterfront.

MTO has agreed to enroll 530 staff in TRCA's Introduction to Erosion and Sediment Control online training course.

December A grant of $72,000 from Friends of the Greenbelt Foundation was awarded to the LCF on

behalf of the Conservation Authorities Moraine Coalition, to create an Action Plan to identify, coordinate and source funding for a suite of high priority, high impact projects to improve and restore the ecological health of lands and waters across the Greenbelt.
