AGENDA Raymore City Council Work Session City Hall – 100 Municipal Circle Monday, May 21, 2018 7:00 p.m. A. Voluntary Annexation Review Staff will be updating the City Council on the status of voluntary annexation meetings with the Mayor over the past several months and making recommendations for moving forward. B. Tornado Warning System Staff will be reviewing with the City Council the process and procedures associated with utilization of the tornado warning system and program in place for the City of Raymore. C. Other EXECUTIVE SESSION (CLOSED MEETING) The Raymore City Council may enter an executive session before or during this meeting, if such action is approved by a majority of Council present, with a quorum, to discuss: Litigation matters as authorized by § 610.021 (1), Real Estate acquisition matters as authorized by § 610.021 (2), Personnel matters as authorized by § 610.021 (3), Other matters as authorized by § 610.021 (4-21) as may be applicable. Any person requiring special accommodation (i.e., qualified interpreter, large print, hearing assistance) in order to attend this meeting, please notify this office at (816) 331-0488 no later than forty eight (48) hours prior to the scheduled commencement of the meeting. Hearing aids are available for this meeting for the hearing impaired. Inquire with the City Clerk, who sits immediately left of the podium as one faces the dais. 1 of 12

Raymore City Council Work Session

Monday, May 21, 2018

7:00 p.m.

A. Voluntary Annexation Review

Staff will be updating the City Council on the status of voluntary annexation

meetings with the Mayor over the past several months and making

recommendations for moving forward.

B. Tornado Warning System

Staff will be reviewing with the City Council the process and procedures

associated with utilization of the tornado warning system and program in

place for the City of Raymore.

C. Other

EXECUTIVE SESSION (CLOSED MEETING)

The Raymore City Council may enter an executive session before or during this

meeting, if such action is approved by a majority of Council present, with a quorum,

to discuss:

● Litigation matters as authorized by § 610.021 (1),

● Real Estate acquisition matters as authorized by § 610.021 (2),

● Personnel matters as authorized by § 610.021 (3),

● Other matters as authorized by § 610.021 (4-21) as may be applicable.

● Current speed limit on 58 Highway is too high ● Want improvements to 58 Highway to be limited to expanded shoulders, not

4-lane ● Valued the short response time of the Raymore Police ● Expressed concern on the condition of some of the properties in Dikeland ● Supportive of connecting the school district to the City ● Expressed value to City storm water program and resources available ● Supportive of the annexation effort

● Plan to sell for development ● Increased taxes minimal on agricultural ground ● Somewhat supportive of the annexation effort

● Question on impacts of any future road work on 58 Highway ○ Told her possible widening of shoulder ○ Her business sign could be relocated if right-of-way affected by any

future road work Raised questions regarding sanitary sewer connectivity Asked about installation of street lights along 58 Highway Somewhat supportive of the annexation effort

○ Staff feels property could support residential development ● Raised questions regarding sanitary sewer connectivity ● Supportive

● Like their “country living” ● Concern on increase in taxes, including taxes on vehicle purchases ● Sheriff response time is adequate for non-emergencies ● Concern on impacts of City codes on their properties

○ Existing single-wide mobile homes are non-conforming (can remain; if removed must be replaced with site built home or a conforming double-wide manufactured home)

○ City codes are different than County codes (City and County have adopted the same building codes - enforcement may differ)

● A few residents supportive of the annexation effort - most not supportive

Comments:

● Wants to continue to enjoy shooting of firearm on his property ○ Since his lot is zoned agricultural, could continue provided at least 150

yards from a residential home or 58 Highway ● Doesn’t see any benefits of annexation at this time for the $400 increase in

taxes he would pay ● Bought property in 2000..knew annexation would happen at some time and

is planning on selling ● Not supportive of the annexation effort
