The decline in the above mentioned activities was noted especially in the southern provinces of the country. This is not to say however that human rights abuses have completely dissipated. As reports indicate, there still are reports of political retribution, that have in the main, been perpetrated by supporters of the ruling party, and, to some extent, state organs and supporters of the country’s main opposition party, the Movement for Democratic Change (MDC). Cases involving members of the uniformed forces as perpetrators of human rights violations against perceived and known opposition supporters ostensibly to enforce the controversial clean-up campaign coined Operation ‘Murambatsvina’ have increased in most urban areas. There has been a lot of consternation as a result of the increasingly discordant ‘mop-up’ which has been viewed by some sections as a retributive displacement campaign against urbanites most of whom voted for the MDC in the March general elections. Political intolerance is still prevalent as our monitors’ reports show. In the Midlands city of Gweru, the MDC has been reportedly caught up on the wrong side of the law in perpetrating acts of human rights abuses. In

Mkoba 17 on 8 May, M, a femalemember of Zanu PF was reportedlyforced to chant MDC slogans byunidentified MDC activists during adevelopment meeting chaired by JamesBwerazuva, the city’s executive mayor. In an unsettling incident inZvishavane, on 7 May, PD, an MDCsupporter had his house set on fire atmidnight allegedly by Zanu PF activists. Itis said property valued at approximately$750 000 000.00 was destroyed. The saidvictim suffered burns and was admitted ata local hospital where he was said to berecovering. It was also reported that thepolice arrested GK, a suspected rulingparty activist in connection with the arsonattack. There have been disturbing reports thatMDC supporters have launched a wave ofterror campaigns against perceived orknown ruling party supporters in

For example, in MberengwaWest on the 25th of May, TS, a Zanu PFsupporter of Sovelele ward in Tabanyanivillage was reportedly assaulted by MDCsupporters who accused him of supportingthe ruling party. Also, in Mberengwa Easton 11 May, MM, a Zanu PF supporter ofMnyaka village reportedly received athreatening letter from an MDC youth JB‘advising’ him to renounce his Zanu PFmembership and join the MDC. Traditional leaders also continued to besucked into the political fray either asperpetrators or victims of human rightsabuses. In an unbecoming act in ChiviNorth for occurrence, the Madamombevillage headman on the 17th of Mayreportedly threatened anyone who wanted toattend the funeral of GS, a known MDCsupporter with expulsion from the village. Itis said as a result GS was given a Mozart-likeburial by his two brothers and sister.

METHODOLOGYThis report is based on reports from ZPP long-term community-based primary peace monitors who observe, monitor andrecord cases of human rights violations in the constituencies they reside. ZPP deploys a total of 240 community-based primarypeace monitors (two per each of the 120 electoral constituencies of Zimbabwe). These monitors reside in the constituenciesthey monitor. The monitors compile reports that are handed over to ZPP provincial coordinators who head ZPP offices in theten administrative provinces of Zimbabwe. After receiving and verifying reports from the monitors, the provincialcoordinators compile provincial monthly monitoring reports that are used to come up with this report-the ZPP monthlymonitoring report.

EM a ruling party activist wasreportedly chased away fromhome by her husband D (see theabove incident) after he hadspotted her in the company ofC, the war veteran who hadallegedly assaulted him theprevious day.

6 May 2005

A group of unidentified ensuspected to be war veteransallegedly assaulted a C beforeillegally evicting the said victimfrom his home in theBingaguru-Chinyika east areaafter accusing the victim ofbeing an MDC supporter.

11 May 2005

A group of unidentified MDCyouths from village 25, led byone B allegedly assaulted ZanuPF youths at Dombo growthpoint. The said victims were saidto have later regrouped toretaliate but were thwarted byvillagers in the area.

13 May 2005

M, a National Railways ofZimbabwe (NRZ) train driverwas allegedly assaulted andlabelled an MDC saboteur atHeadlands by a group ofsuspected Zanu PF supportersled by one P. This was after thevictim was accused ofabandoning a passenger train inHeadlands in a bid to discreditthe government parastatal(NRZ), of which train had infact developed a fault.

Two suspected ruling partysupporters, LS and FS living onKop farm (a few kilometresfrom Rusape town) allegedly‘confiscated’ householdproperty amounting to fifteenmillion dollars belonging to FM,an MDC supporter fromChitsva School as a form of‘punishment’ for supporting theopposition party.

Three MDC supporters L, Mand LW were allegedly assaultedby two war veterans JM and TNwho subsequently declared thatthe trio would not receive anyfood aid or related socialamenities from the governmentbecause of their continuedsupport o the MDC.

At Katiyo-ARDA Estate, ZanuPF activists led by ZZ, AG andMM allegedly looted householdgoods and MDC t-shirts fromFN and JC of the MDC afteraccusing the two of failing tomake financial contributions tothe April 18 Independencecelebrations.

PM was allegedly assaulted andher MDC t-shirt confiscated byTZ, a ruling party supporter inTafamombe village.

2 May 2005

In an act of brutality in theNyakomba irrigation schemearea, a group of unidentifiedZRP Support Unit detailsallegedly assaulted TM and fiveother MDC supporters claimingthe beating was a punishmentfor their MDC activism. 7 May 2005

For responding with anextended hand to PS’s raisedclenched fist KF, who wasvisiting a relative in Mazumbavillage was reportedlyexhaustively assaulted by theformer, who accused him ofbeing an MDC suporter.

War veterans in Nyamaropairrigation scheme allegedlydragged TM and NM to a‘court’ where they went on toassault them for supporting theMDC. The beating wasthorough, so say reports.

In an unbecoming occurrence,KJ, a ruling party activistreportedly assaulted, beforedivorcing his two wives who heaccused of having stronglycampaigned for the MDCduring the run-up to the Marchelections.

VM and VM of Sikona villageward 4 were allegedly harassedand assaulted by TK and LB ofthe ruling party for participatingin the MDC’s political activities.

It was reported that C of theMDC and other members of hisparty who live in MhanguraMine were intimidated andharassed by Leo Mugabe, theconstituency’s Member ofParliament.

21 May 2005

C, MM and JP of the rulingparty reportedly harassed OCand GM of the MDC who theythreatened with eviction if theydid not denounce their party.

26 May 2005

MV, GK, WM and PV of theruling Zanu PF reportedlyassaulted CP and EJ for wearingMDC t-shirts and holding MDCmeetings. Reports further sayCP was force-marched to thepolice station where he was‘fined’ $25,000 before beingreleased.

GN, a Zimbabwe ElectionSupport Network (ZESN)election observer was allegedlyharassed assaulted for havingobserved the March elections byPJ, a councillor for ward 8.

In another incident, the samecouncillor reportedly harassedEN of the MDC by forcing himto resign from beingchairperson of a SchoolDevelopment Committee or riskhaving his name struck off frompotential beneficiaries of thelocal food aid programme.
