o Severely affected by more than three decades of prolonged civil conflict

o Access to the communities was limited due to the presence of areas with buried land mines/ fear of land mines & roads had been taken over by the jungle tide by after years of abandonment.

o Access to day to day service requirements, facilities and sources of input supply were serious challenge.
