8. THE EXISTING UNDERGROUND IMPROVEMENTS SHOWN HEREON WERE DETERMINED BASED ONRECORD PLANS AND MAPS PROVIDED BY THE COUNTY OF SACRAMENTO. WHERE SURFACEFEATURES OF THE VARIOUS FACILITIES ARE VISIBLE, IT WAS USED TO INTERPOLATE THELOCATIONS OF THE UNDERGROUND PORTIONS OF THE EXISTING FACILITIES.

5. PROVIDE COORDINATION AMONG THE TRADES TO AVOID CONFLICTS WITH EQUIPMENT AND CONDUITLOCATIONS.
6. PROVIDE COORDINATION AMONG ALL EQUIPMENT OR DEVICE MANUFACTURERS TO VERIFY THAT THEEQUIPMENT WILL SAFELY OPERATE AS INTENDED AS PROVIDED.

ALLWIRES MUST BE TERMINATED ON A TERMINAL BLOCK WITH NO MORE THAN TWO CONDUCTORS PERTERMINAL. NO BUTT SPLICES OR WIRE NUTS ALLOWED WITHIN THE CONTROL PANEL. TERMINALBLOCKS SHALL BE ALLEN BRADLEY, CONNECTRON OR EQUAL.POWER DISTRIBUTION BLOCKS SHALL BE FURNISHED AND INSTALLED IN THE CONTROL PANEL ASREQUIRED FOR DISTRIBUTION OF THE THREE-PHASE POWER. 1.12 VENTILATION:
CABINET VENTILATION SHALL BE ACCOMPLISHED WITH COOLING FANS AND LOUVERS TOP ANDBOTTOM, EQUIPPED WITH ENCAPSULATED BUG SCREENS AND CLEANABLE FILTERS. COOLING FANSSHALL BE ENCAPSULATED WITH RAIN CAP AT TOP OF CABINET FOR HEAT DISSIPATION AS SHOWN ONPLANS.
1.13 TESTING:
1. THE FULLY CONFIGURED SYSTEM AS A WHOLE SHALL BE SUCCESSFULLY SUBMITTED TO AFACTORY ACCEPTANCE TEST BEFORE SHIPMENT TO THE JOBSITE. THE OWNER AND ENGINEERSHALL, AT THEIR DISCRETION, ATTEND AND WITNESS THE FACTORY ACCEPTANCE TEST TOENSURE QUALITY AND PROPER FUNCTIONALITY BEFORE SHIPPING TO THE JOBSITE AND BILLINGFOR PROGRESS PAYMENT. SYSTEM SHALL INCLUDE CONTROL PANELS, PLC / RTU SYSTEMS, ANDCOMMUNICATIONS. THE SYSTEM SHALL BE FULLY ASSEMBLED AS ONE ASSEMBLY, AND WIRED,AND TESTED TO SIMULATE AS-INSTALLED CONDITION.
2. FACTORY TESTING SHALL BE CONDUCTED IN FACTORY SETTING AND TAKE PLACE ATINTEGRATOR'S FACILITY.
3. PRIOR TO FACTORY SYSTEM TESTING, SUBMIT A WRITTEN DETAILED TEST PROCEDURE FORREVIEW BY THE OWNER. NOTIFY THE OWNER IN WRITING FOUR WEEKS IN ADVANCE OF THESCHEDULED TESTING.
4. FACTORY WITNESS TESTS SHALL DEMONSTRATE THAT THE SYSTEM WILL PERFORM EACHOPERATION REQUIRED FOR ALL SPECIFIED CONDITIONS, INCLUDING BOTH NORMAL ANDEMERGENCY OPERATIONS AND CONDITIONS. PROVIDE A CERTIFICATION AND LOG OF ALL TESTSTO THE OWNER FOR REVIEW AND COMMENT.
5. CHECK PANEL WIRING AGAINST APPROVED SUBMITTAL DRAWINGS. RECORD ANY CHANGES MADEDURING TESTING OF THE EQUIPMENT ON THE RECORD DRAWINGS.
6. THE SYSTEM SHALL BE EXERCISED THROUGH OPERATIONAL TESTS, UNDERFACTORY-SIMULATED CONDITIONS TO DEMONSTRATE THAT THE SYSTEM IS FULLY CONFIGUREDTO PERFORM ALL CONTROL, LOGIC, AND MONITORING FUNCTIONS AS SPECIFIED AND THAT THESYSTEM IS READY FOR FIELD INSTALLATION. ALL TEST EQUIPMENT REQUIRED TO SIMULATEACTUAL FIELD CONDITIONS SHALL BE PROVIDED BY THE CONTROL SYSTEM INTEGRATOR.
7. THE FACTORY WITNESS TEST SHALL TAKE AS LONG AS NECESSARY TO DEMONSTRATE TO THEOWNER AND THE OWNER'S REPRESENTATIVE THAT THE SYSTEM PERFORMS EACH OPERATION.
8. A RETURN VISIT TO THE INTEGRATOR'S FACILITY FOR RE-TESTING WILL BE AT THE TOTALEXPENSE OF THE INTEGRATOR/CONTRACTOR.
9. PROVIDE INSULATION RESISTANCE MEASUREMENTS ON ALL CONDUCTORS. TESTS SHALL BEMADE ON CONDUCTORS AND ELECTRICAL EQUIPMENT THAT WILL CARRY CURRENT. THEMINIMUM ACCEPTABLE VALUES OF INSULATION RESISTANCE SHALL BE IN ACCORDANCE WITHTHE APPLICABLE NETA-ATS, ICEA, NEMA OR ANSI STANDARDS FOR THE EQUIPMENT OR MATERIALBEING TESTED. A MEGOHMMETER SHALL BE USED FOR TESTS. INSULATION WITH RESISTANCEOF LESS THAN 100 MEGOHMS IS NOT ACCEPTABLE.
10. TEST THE WELL PUMP FOR PROPER CONNECTION AND FULL LOAD AMPS RUNNING.
11. PROVIDE ARC FLASH LABELS FOR ALL NEW EQUIPMENT AND INSTALL LABELS ON THEEQUIPMENT.
CONTROL SYSTEMS:
1. MANUFACTURING AND INTEGRATION OF CONTROL SYSTEMS MUST BE PERFORMED BY AQUALIFIED SYSTEM INTEGRATOR. SYSTEM INTEGRATOR SHALL BE RESPONSIBLE FOR PUMPCONTROL PANEL MANUFACTURING, INTEGRATION OF INSTRUMENTATION SYSTEMS AND ALLRELATED PLC PROGRAMMING AND SCADA PROGRAMMING FOR THIS PROJECT. NEW SCADASCREENS SHALL BE PROGRAMMED FOR MAIN CONTROL SYSTEM FOR THE PLANT AND FOR LOCALSCREENS AT THE LOCAL ELECTRICAL ROOM. PANELS SHALL BE RATED UL508A FROM THE SHOP.
2. SYSTEM INTEGRATOR SHALL PERFORM ALL FACTORY ACCEPTANCE TESTING (TO BE WITNESSEDBY THE OWNER, AT THEIR OPTION) AT SYSTEM INTEGRATOR'S FACILITY AS A COMPLETELYINTEGRATED, WHOLE SYSTEM TO THE SATISFACTION OF THE OWNER PRIOR TO DELIVERY OFEQUIPMENT TO THE JOBSITE (OR RELATED PROGRESS PAYMENTS).
3. SYSTEM INTEGRATOR SHALL PERFORM ALL TECHNICAL FIELD SERVICES, INCLUDINGCALIBRATIONS, SYSTEM VERIFICATIONS, INTEGRATION INTO EXISTING SYSTEMS (TO MATCHOWNER STANDARDS), FIELD ACCEPTANCE TESTING, AND STARTUP FOR COMPLETE TURN-KEYSERVICES.
4. ALL EQUIPMENT, MANUFACTURING, INTEGRATION, PLC PROGRAMMING, SCADA PROGRAMMING,AND FIELD SERVICES SHALL BE IN ACCORDANCE WITH EXISTING ESTABLISHED STANDARDS ANDMETHODOLOGIES; INCLUDING EQUIPMENT SUPPLY, MANUFACTURING PRACTICES, CONTROLSTRATEGIES AND PROGRAMMING METHODOLOGIES, TESTING PROCEDURES, ANDCOMPREHENSIVE DOCUMENTATION.
