The Committee bog to submit their Annual Report and a Statement

of Accounts.

The New Nurses’ Home was opened by the then Lord Mayor, Miss

Margaret Beavan, in June last, and it has proved a great boon to our

Nursing Staff. As forecasted in our last Annual Report, a number of

rooms which were formerly used as Nurses’ bedrooms in the main building

of the Infirmary have been converted into Wards for middle class patients.

On the Eye side there are now five of such Wards and on the Ear and

Throat side five. These paying Wards are meeting a want which is so

prevalent in many of our voluntary Hospitals to-day, namely, the

provision of accommodation for patients anxious to pay something for

the services of Nursing, Medical and Surgical treatment, but quite unable

to pay for the expense of a private Nursing Home and the increased

Surgical and Medical fees involved in their treatment in such a Home.

'The Committee have been careful to arrange that the fees charged

for accommodation and Nursing and Surgical attendance in these paying

Wards is kept as low as possible consistent with the increased cost to the

Infirmary of the upkeep of such Wards.

The Committee has for sometime had under serious consideration

the extension of the function of the Infirmary to diseases of the Throat,

and has decided in view of modern developments of Medical Science in

this special branch that Laryngological cases shall in future be treated

at the Infirmary.

After more than 100 years of excellent work done at the Infirmary

in Eye and Ear cases the Committee are satisfied that this extension to

Throat cases will prove of great benefit to the Community.

During the year a new department has been established. The

Committee refer to an Oto-Neurological Clinic which deals with those

diseases in which the Eyes, Nose, Ears and Throat and parts of the nervous

system (more particularly the brain) are closely associated. The

collaboration of Neurologist, Radiologist, Pathologist and Specialist in

the Eyes, Ears, Nose and Throat will, it is hoped, not only bring out new

facts of importance and increase the precise knowledge of the members of

the Staff and their Students, but will also prove of immediate service to

the patient and the Doctor who sends such patient to the Clinic. This

Clinic meets at the Infirmary on Friday afternoons at 1.45,

The Committee have to record, with regret, the death during the

year of their Hon. Physician, Dr. John Owen, and the resignation of

Dr. Sanderson, one of the Honorary Aural Surgeons. Our Honorary

Assistant Surgeon, Dr. F. B. Chavasse, has, during the year, resigned

his position as Hon. Pathologist so as to give more time to his other

work at the Infirmary, and Dr. Hugh Smith has been elected to this

position in place of Dr. Chavasse.

Our Honorary Medical Staff increases in number almost every year,

and this is inevitable if we are to keep abreast of the times. This year

we have added to our list an Honorarj^ Consulting General Physician,

and in addition in the new Oto-Neurological Clinic an Hon. Registrar,

Hon. Surgeons and Physicians and an Honorary Radiologist.

We said farewell during the year to Miss Bramwell, wrho was our

Matron for 50 years, and elected in her place Miss Simon, who was

associated with the Infirmary for some years as Sister. The Committee,

however, very much regret to say that soon after Miss Simon’s arrival

at the Infirmary her health completely broke down and she was compelled

to resign.

MEDICAL AND SURGICAL REPORT

The routine work of the hospital in both departments, Ophthalmic

and Aural, has continued uneventfully throughout the year, but we

have to regret the resignation of a valued colleague, Mr. Sanderson.

The bacteriological department under Dr. Cronin Lowe has been

fully occupied with much important work.

A new department connected with the neuropathology of the eye

and ear has been started under the direction of Mr. Hugh E. Jones.

This department will continue to increase in value.

Perhaps the outstanding events of the year, so far as treatment is

concerned, has been the opening of accommodation for the reception of

private patients at reduced fees, made possible by the removal of the

nursing staff to the New Nurses’ Home, and the extension of the functions

of the Infirmary to Laryngological cases.

BACTERIOLOGICAL REPORT

The work in the Bacteriological Clinic, as regards number of exam¬

inations and treatment, has continued during tlie past year at a somewhat

increased figure as regards certain tests, etc., but lias decreased as regards

others, but this may be accounted for by the fact that the figures arc

calculated on only 101 months working, namely from April, 1928, up to

date, instead of the usual 12 months as previously.

The undermentioned notes detail the work carried out under three

headings :—diagnostic tests, bacterial examinations, and treatment

administered.

GENERAL LAWS.

Revised and passed at the Annual Meetings of Subscribers, held

January /(S’, 1S4?, March y, iS(>7, and March 16, 1914.

1. — l'his Charity shall be known and distinguished by the Name and name of the Liverpool, Eye and Ear Infirmary, and the (,mernme||t government thereof shall be vested in the hands <>t- a Committee.

-Every person subscribing at any one time the sum of Cife rover shall be a Life Governor of the Infirmary and (l0ver .£50 or

shall have the privilege of recommending, in the coarse of every year, for a term of four tveeks, four Indoor Patients— too poor to pay for treatment—free from all charge for board and lodging ; and for every further sum of £50 shall have the privilege of recommending, in the course of every year, four more Indoor Patients under similar circumstances, and every Company or corporate body subscribing at any one time a similar amount shall have similar privileges for a period of ten vears.

—Every Annual Subscriber of £8 8s. and upwards shall Annual

G.—A General Meeting of the Subscribers shall be held as General

early in each year as convenient for the purpose of passing Meeting—

the Treasurer’s Accounts and transacting other customary ar,> business, and Special Meetings shall be held at such times as shall be determined by the Committee.

7.—No Subscriber shall be entitled to vote at a Meeting when his subscription is more than three months in arrear.

to make all orders relating to the internal government of the Infirmary, and to enforce their due observance, and to appoint, suspend, or dismiss the Honorary Medical Sraff of the Infirmary, and to amend all Rules, except the general laws of the Infirmary (which can only be altered at a General Meeting of Subscribers).

9. —The Finances of the Infirmary shall he under the control of the Committee.

10. --The property of the Infirmary shall he vested in special Trustees who shall be at least three in number, and who shall hold such property upon trust solely for the use and benefit of tlic Infirmary.

11. —The Funds of the Infirmary shall, with the uppro\al of the Committee, he invested in the names of the Special Trustees, in any stocks, funds or securities in or upon which Trust funds may for the time being be authorised by law to he invested, with power at the discretion of the Committee to vary or transpose such investments into or for others of a nature hereinbefore authorised.

12. —The Auditors shall examine the Accounts of the Infirmary once a year at the least and such accounts up to 31st December, signed by them, together with a report of the number of patients admitted within the year, shall lie produced at the Annual General Meeting.

13. —All persons unable to pay for their treatment (whose

ease may require an operation, or whose disease is of severe character) are admitted as In-patients.

II.—No Subscriber’s recommendation of an In-patient should be received whilst his subscription is twelve months in arrear.

13.—Persons residing in Liverpool and immediate neighbour¬ hood shall be charged a sum of 14s. a week for board and lodging as In-patients, and in all other cases a charge of 25s. shall be made, but this law shall not apply to persons who are, in the opinion of the Committee, too poor to pay for treatment as In-patients.

10.—The Honorary Medical Staff may consist of one or more Honorary Consulting Surgeons, and an Honorary Physician, Honorary Surgeons, Honorary Assistant-Surgeons. Honorary Out-patients, Assistant-Surgeons, Honorary Patho¬ logists, and such other Ollicers as the Committee mav decide to appoint to meet the requirements of the Hospital.

17.— The Honorary Surgeons and Assistant-Surgeons and such other members of the Infirmary Medical Staff, as such Surgeons may appoint, shall form a Medical Board, and shall meet at least once a month to consider any medical question connected with the Infirmary, or which may from time to time be referred to them by the Committee.

18. —No gentleman is eligible to the office of Honorary Medical Officer who is not a fully qualified Practitioner, and who has not attended some Ophthalmic or Aural Institution for six months.

19. —No Honorary Surgeon shall he eligible after lie has attained the age of 65 to remain on the Honorary Medical Staff, but he may then succeed to the rank of Consulting Surgeon.

20. —The Honorary Surgeons shall attend two davs in the M eek by cum. at One o’clock ; but should any of them be prevented from attending at the appointed time, he should secure the attendance of one of his colleagues when practicable.

21. —The Honorary Assistant-Surgeons shall attend in rotation, and on such days as the Committee may order, and they shall not absent themselves from their duties without permission of the Committee or one of the Honorary Surgeons.

22. —They shall assist the Surgeons in the attendance on Out- Patients. and in the operations on In-Patients. They shall not perform any operations without permission from one of rhe Honorary Surgeons.

23. — After having performed their duties to the satisfaction of the Committee for a period of seven years, they shall receive under their sole control a certain number of Out- Patients. not exceeding one-fourth of the total number on any one day. and shall become ipso facto Surgeons, with the sole charge of six beds each in the Infirmary. It is understood that an Assistant-Surgeon having become Surgeon shall continue to perform the duties of an Assistant-Surgeon so long as there are three Surgeons senior to him.

lM.—The House Surgeon shall devote his whole time and attention to the services of the Infirmary, and shall assist the Surgeons on their respective days of attendance, and shall generally act under the direction of the Committee and Medical Hoard.
