I am very pleased to introduce this, the sixth FlintshireBusiness Week magazine and to thank AGS security, theheadline sponsor as well as all the many othersponsors, for supporting Business Week so generously.

The County Council is very proud of FlintshireBusiness Week, it is a credit to Flintshire, it ishighly regarded not just within the county, butwell beyond. Why is it so important? We facevery difficult economic times, with probably theworst recession for seventy years. We all have ashared interest in making Flintshire a safe,attractive and successful place. To make thathappen needs the public and private sectors to beconstantly working together. Business Week hashelped to develop a shared working relationshipbetween the community and local businesses thatbenefits both parties in so many ways. Businesseshere often refer to the ‘Flintshire family’, that issomething has been developed by mypredecessors, in particular, Cllr Matt Wright and Iam grateful for all that Matt has done.

Much has been achieved over the last year, inparticular the new Deeside Enterprise Zone (DEZ).We have great ambitions here, we want to seeDEZ generating large numbers of new, quality jobopportunities for our young people, we want tosee DEZ transforming our local economy to onebased on high skills and high quality employment.

I am proud of our county and of what has beenachieved here. We have a great history, somebeautiful countryside and coast and probablymost importantly of all, the right people. There ismuch to do, but I believe we have the rightingredients in place, together with thedetermination to make things happen. Flintshireis a very good place to live and work and to run abusiness, we can make a great future for all ourpeople.

Honouring Flintshire’s best businessesThe 6th Annual Flintshire Business Awards in association with AGSSecurity Systems will take place on October 19th 2012 at Soughton Hall,Northop, and will attract some of Flintshireʼs most dynamicentrepreneurs.

These awards are open to any business or individual within Flintshire, andcelebrating the achievements of the Flintshireʼs vibrant companies, providingvaluable recognition for the entire company. The publicity generated is equallyrelevant and platforms the company and its achievements regionally

Flintshire Business Week may be the highlight of the Business DevelopmentTeamʼs year, but the team is dedicated to supporting the countyʼs businesses allyear round, providing a wide range of services.

Our Business Development Team works hard to get the message out that the countyis very much “Open for Business” and is firmly committed to the need for a strong,vibrant local economy.

Each year our dedicated team deals with thousands of business enquiries on a widevariety of subjects. As well as a range of support to business, we have a reputation forintegrity and partnership working with private, public and voluntary sector organisations.

So who are we?Based at the Greenfield Business Centre, Flintshireʼs Business Development team isoften the first point of contact for a company with the County Council.

In September 2011, Edwina Hart AM, the Minister for Business, Enterprise,Technology and Skills, announced the Welsh Governmentʼs intention todesignate a new Enterprise Zone in Deeside, this is Walesʼ preferred location foradvanced manufacturing investment in Wales.

This new generation enterprise zone, Deeside Enterprise Zone (DEZ) came into beingon 2 April 2012 and is now being managed by a private sector led board, withrepresentatives from key local employers, Deeside College, Glyndwr University andtwo major banks. DEZ covers a large area, it extends to 2000 hectares and stretches from the FlintshireBridge in the north, along the River Dee to Hawarden/Broughton in the south. Thisarea contains most of Flintshireʼs employment areas and includes the Airbus complex,Hawarden Aerospace Park, TATA Steel, UPM Kymmene, Toyota, the whole of DIP andthe Northern Gateway site, Flintshireʼs major new employment area. A total of 20,000people currently work in this area. The objective is to see 7,000 new jobs created overthe five year life of the enterprise zone, with most of these jobs to be in manufacturing.

This is a very ambitious target, particularly at a time of severe economic difficulty, sowill it work and what will it do for Deeside?

We think it will for the following reasons;■ After a long period of neglect, the importance of manufacturing to the UK economy

has been recognised. This must be good news for Flintshire, given that it is now themost manufacturing dependent local authority area in the UK, with three times thenational level of jobs in that sector (33.4%, the figure for the UK is 11%). AtDeeside, we now have one of the main manufacturing centres in Wales and the UK;

■ Manufacturing covers a very broad range of activity, Flintshire is fortunate in havingvery high representation in the high value, high growth sectors of aerospace,automotive engineering, green energy, pharmaceuticals and electronics. Around25% of all Walesʼ jobs in advanced manufacturing are here and these are thesectors where most new jobs will come from;

■ We have great communication links, we are close to the large markets of the NorthWest, two major airports are close by and at Northern Gateway, we have the largestdevelopment site in Wales which is now ʻready to goʼ;

■ Importantly, Flintshire is seen as a very business-friendly area, with manysuccessful companies that operate on a world scale, an area which has a greattrack record of delivering, where the private and public sectors work very closelytogether and where both sectors are committed to seeing more investment for thebenefit of the community.

The Way Forward?Attracting the investment needed now needs much more than setting out new industrialsites. This approach worked well twenty years ago, but this is a different world and wewill need to work much harder to attract the quality of investment we want.

To succeed, Deeside will need to provide a full package, ensuring that we have theskilled workforce available that modern industry requires and the kind of environmentthat high tech companies now demand. This means well-designed buildings inlandscaped settings, with easy access by road, good public transport, as well as accessby foot and bike. Business parks will also be well linked with both further and highereducation, giving easy access to continual skills development. We will also need amechanism to allow companies to have rapid and simple access to the latestdevelopments in manufacturing technology. We are competing here not just with otherparts of the UK, but with locations worldwide.

The developing plan for DEZ includes key ʻidentityʻareas, focussing on;■ Green Energy and Recycling at DIP Zone 4■ Advanced Manufacturing at DIP Zones 1,2 and 3■ Aerospace at Hawarden and the Airbus Complex

Further plans are now being considered to develop anʻAdvanced Manufacturing Centre (AMC)ʼ. Linked to amajor UK university and with a further education presence,the AMC will provide a means of continually updating skillsas well as the opportunity to bring the latest manufacturingtechnology directly into our local businesses. It will raisethe profile of the sector generally, presenting as anattractive career choice for local young people. This is nota new idea, Sheffield pioneered this approach ten yearsago, but we believe strongly that this provides a model thatcould be adopted on Deeside.

These are busy and exciting times for the area. But theCounty Council, its partners locally and further afield arefully committed to making this once in a generationopportunity, deliver for the community.

■ Mae gennym gysylltiadau cyfathrebu gwych, rydym yn agos at farchnadoeddmawrion Gogledd-orllewin Lloegr, mae dau faes awyr o bwys gerllaw ac, ym Mhorthy Gogledd, mae gennym y safle datblygu mwyaf yng Nghymru sydd erbyn hyn ynʻbarod i fyndʼ;

■ Yn bwysig, caiff Sir y Fflint ei hystyried yn ardal gefnogol iawn i fusnes, lle mae llawero gwmnïau byd-eang llwyddiannus, cylch sydd â hanes gwych o gyflawni, lle maeʼrsectorau preifat a chyhoeddus yn cydweithioʼn agos iawn aʼr ddau sector yn frwddros weld mwy o fuddsoddi er lles y gymuned.

Y Ffordd Ymlaen?Mae denuʼr buddsoddiad sydd ei angen heddiwʼn gofyn llawer mwy na pharatoi safleoedddiwydiannol newydd. Roedd yr agwedd hon yn gweithioʼn dda ugain mlynedd yn ôl, ondmae hwn yn fyd gwahanol a bydd angen i ni weithioʼn llawer caletach i ddenubuddsoddiad oʼr ansawdd a fynnwn.

This time last year when I was asked to write apiece for the FBW publication, I focussed oneducation and training for employment – “MissionEmployability”! Call me boring if you like, but thistime itʼs the same theme from me. Why? Wellbecause ultimately employment is so importantand itʼs what my job is about, and despite a yearof developments and progress, there are manychallenges and much still to do.

So how does the economy of Flintshire fare,twelve months down the line? Well, North-EastWales, largely through the economies of Flintshireand Wrexham, continues to be a flagship forWales and the UK. We have a diverse economy,but with a much higher than average proportion ofjobs in manufacturing - almost 22,000 in Flintshirealone in the most recent survey, and accountingfor 33.7% of jobs in the county. This is the highestproportion of any UK region, and we should proudof this achievement. Does this make usvulnerable? It does if we stand back ormanufacture in the wrong sectors, and thatʼs whysecuring Deeside as an Advanced ManufacturingEnterprise Zone is so important.

Securing the “EZ” is clearly the most significantlocal development over the past year, as part ofthe associated Welsh Government initiative. I amvery pleased to be part of the board who aretasked with shaping and driving the Deeside EZ,and our aim is very clear - to make it the very bestin Wales, to have international credibility, and tosecure and create thousands of new jobs. This isvital for the people of Flintshire and those whowork here, but there is no guarantee. It willdepend on many others of us too, particularlythose who have the power and authority to makestrategic decisions, in local and national

government, and in institutions such as DeesideCollege and Glyndwr University.

High level skills will be at the heart of a successfulFlintshire EZ, and we need to join-up a wide rangeof policy developments to make sure that ourcurrent and emerging local workforce is “fit forpurpose”. Grasping the nettle and at long lastprogressing with the implementation of a SchoolsModernisation Strategy for Flintshire is crucial inthis regard. How much longer can we wait untilSouth Wales will have emptied the “capital pot”!We must throw away institutional self-interests

and make sure that we equip young people withan education-for-employment, one that allowsthem to develop and achieve their potential and acareer here in Flintshire, if thatʼs what they wantto do. At present, the overall educational offer ismisplaced, overly competitive and wasteful, andfull of gaps. We have a great chance to put this

right now, if we act decisively and quickly. If weget it wrong, our economy will suffer, and theopportunity that the Deeside EZ provides will notbe realised.

Deeside College also has a part to play, and weneed to ensure we do the right things, and then dothem right. The past twelve months have beenparticularly busy and productive, and the next yearlooks equally demanding with great opportunitiesfor success. Just six months after securing thelargest single college contract for Work BasedLearning contract in Wales, with over £7 millioninvested in 2011-2012, this work was inspected bythe Welsh Governmentʼs Inspectorate, Estyn.

Iʼm pleased to say that the outcomes of thisinspection were excellent - the best for Wales infact, since the new tougher inspection regime wasintroduced in 2010 - with excellent prospects forimprovement. This was a huge vote of confidencein the hundreds of employer who work with us onapprenticeship and traineeship schemes, and inthe College and its stakeholders. We have alsocontinued to expand our Welsh GovernmentPathways to Apprenticeship (PTA) and links havebeen formed with many local businesses. This isa real win-win-win situation - for employers, youngpeople and Deeside College.

Looking ahead, there is much to do. The WelshGovernment will be concluding their qualificationsreview in Autumn 2012 - this is a root and branchreview, involving and actively listening toemployers, and getting behind the monster whichis todayʼs qualification menu in Wales. The realityis that at all levels, from schools, to colleges touniversities, more and more people have moreand more qualification certificates, but more andmore employers are dissatisfied with standardsand employability skills – somethingʼs wrong?! Iam really looking forward to reading the final reportand finding out where we go next - there is acompelling need for change.

Closer to home, we are progressing our mergerwith Yale College - a merger of equals, to create anew college for North East Wales. Improvingchoice and the quality of offer to employers is akey driver for our merger proposals. We also needto increase our focus on unemployment rates of19-25 year olds, where there is a worrying post-recession trend, and grasp local opportunities,such as those resulting from the developments atand from the Post of Mostyn. We plan to completeour merger by 1 August 2013, and I am confidentthat this will be another boost for MissionEmployability

Strategic Business Parks ProjectThis is a unique project which aims to co-ordinate a range of activities and events

that will enhance and develop the economic and environmental prosperity of bothWrexham Industrial Estate and Deeside Industrial Park, two of the most

important employment hubs in Wales.

Central to the project are the two Business Park Co-ordinators, one based ateach of the sites, who have a pivotal role in reacting to the specificrequirements of business and co-ordinating services to address theirindividual and shared needs. A number of key partners and stakeholdershave also been involved at both Wrexham and Deeside in order to identifyand assist in the development activities.

In recognition of this, a key part of the project is the development of businesssupport that will enable companies to strengthen their supply chains; develop

new partnerships and foster potential for collaboration, improved trade, productdevelopment and innovation.

This project will build on the previous success of these Industrial areas delivering aworking business community that is able to sustain a level of continued businesssuccess by working together both with the private sector within the businesscommunities themselves and with public support organisations.

There is a clear focus on long term business to business relationships which willencourage growth, development and sustainability.

This £1 million project is brought to you with financial support from EuropeanRegional Development Funding via the Welsh European Funding Office, inpartnership with Wrexham County Borough Council and Flintshire County Council.

Announcing the funding in 2009, Deputy First Minister, Ieuan Wyn Jones, said:

“Helping businesses to become more competitive is vital, particularly duringdifficult economic times. The project will allow SMEs in these centres of employmentto take advantage of a larger “business community” as well as having a positiveinfluence on the future of the estates.

The project will promote the importance of working together and independently forenterprises and such collaboration and partnership facilitation will be a highpriority to encourage environmental and economic sustainability.”

A number of successful events have already been facilitated at both industrial sites,with a focus placed firmly on getting businesses to engage with each other at a seniorlevel to promote and develop joint activities.

1. Prepare your businessMake sure your house is in orderbefore you even start. Anyprospective purchaser will want tosee accurate financial, contractualand other detailed information anddocumentation, so make sure thingsare ready, well presented and up todate. Buyers need to haveconfidence that they are getting awell run business and are fully awareof any potential issues from theoutset. Preparing your company forsale in advance, will ultimately saveyou time, money and stress in thelong run. It will also go some way towards ensuringthat there are fewer areas where the potentialpurchaser can chip away at the sale price.

2. Prepare yourselfSelling a company is not always a quick or easyprocess - you are likely to spend more time withyour solicitor than with your family! Making surethat you choose the right solicitor is thereforecrucial. It is also important to remember that youare going to have to share information, justifythings on which you wouldn't normally bechallenged and take negative comments in yourstride so make sure you learn how to distanceyourself from this - it is not personal, but simplypart of the due diligence process.

3. Have a realistic value in mindBe realistic, itʼs likely that yourvaluation and the purchaserʼsvaluation will differ. Get some trustedexperts to work with you to determinethe value of the business so that youare in a position to explain the valuethat you have placed on the business.Time and energy invested at thisstage will be well worth it.

4. Don't count on a cash saleNot all business sales result in theseller receiving the full amount of thepurchase price on the day of

completion. Purchasers may propose alternativepayment methods such as 'deferred consideration'or 'earn outs' (further payments based on thefuture profitability of the Company) that reducetheir upfront financial outlay. It is essential that youinstruct a solicitor to negotiate on these type ofpayment methods, ensuring that you stand thebest opportunity of receiving the full purchase pricewithin a structure that you are happy with.

5. Confidentiality is keyFinally, I would always recommend that anyprospective purchaser signs a confidentialityagreement prior to you divulging any information.During the sale process you will be asked toprovide detailed, commercially sensitive

information about your company, to allow thepurchaser to properly assess the strengths,opportunities or risks that the deal represents. If forany reason the deal does not go ahead, you needto be safe in the knowledge that all yourconfidential information will be returned to you andcannot be used by the potential purchaser for theirown benefit in the future.

During times of economic austerity the value addedof the public sector comes under intense scrutiny. Isthe public sector bloated? Is the spendingrequirement for the sector an unsustainable fiscalburden which shackles economic growth? What isthe value of the public sector as a producer ofwealth? Nearby on Zone 2, James Fisher Nuclear havedoubled the size of their facility taking a further3,500 sq ft from USS.

Elsewhere on Zone 2, FTS Hatswell have acquireda 69,000 sq ft high bay warehouse from StrettonProperty Group and have completed theirrelocation to the new facility.

On Zone 1 of Deeside Industrial Park, F & C Reithave completed a number of lettings to tenantsincluding Flying Colours, T J Skipsand May Gurney and the SouthSection is now fully let.

In Queensferry HMG have completeda number of deals on their InterlinqTrade Park including lettings to SignsExpress (2,300 sq ft, A W J Cars(4,650 sq ft) and Pro Tan Studios(4,100 sq ft). There are now only twounits remaining within thedevelopment.

In Sandycroft, Hollingsworth Estates havecontinued their commitment to build speculativelyfollowing a number of deals at Holland Park.Recent lettings have included A J Field Electrical(2,000 sq ft) and Flintshire Furniture (4,000 sq ft).Engineer Park, Himor Group have also enjoyedsuccess at Sandycroft with the completion of anumber of recent lettings at Engineer Park. Thedevelopment which extends to 100,000 sq ft is now95% let with just two units remaining.

Hawarden Business Park has also witnessedsignificant investment in the last 12 months drivenin no small part by the success of Airbus in theglobal aerospace market. Pochin, the developer ofHawarden Business Park, has successfullycompleted the sale of Unit 1 (6,000 sq ft) to Avila

Automotive and Unit 2 (6,000 sqft) to Tarvin Precision.

Pochin have also successfullycompleted the sale of a portfolioof investment properties atHawarden Business Parktotalling 80,000 sq ft. The fourunits were let to GardnerAerospace, Alcontrol, Aerotechand Airbus. The London basedpurchaser has reconfirmed theCityʼs appetite for investment inthe Flintshire commercialproperty market.

Airbus have extended their ownproperty holdings in Hawarden with the strategicacquisition of 3 aircraft hangars totalling 150,000sq ft on a site of 20 acres adjacent to the west wingfacility.

Demand for units to purchase continues to growas companies seek to strengthen their balancesheets and capitalise on attractive investmentopportunities. In order to address this gap in themarket, the owners of Central Trading Estate,Saltney, have re-orientated the marketing of their80,000 sq ft development towards sales to owneroccupiers. Units are available to purchase from3,800 sq ft upwards and the new strategy hasalready paid dividends following the successfulsale of Unit 18, to Evans Warrington who are in the

process of fitting out their unit.

In Mold, Whitley Estates havesuccessfully completed the letting of4,000 sq ft at Broncoed Court to GLSCoatings and a further 2,000 sq ft onBroncoed Business Park to FlintshireCare & Repair.

In Flint, Gelicity have taken 20,000 sqft on Castle Park to accommodate thecontinued growth of their business

following the announcement of recent orders fromthe US.

Parkway Properties have also enjoyed success onthe Ashmount Enterprise Park in Flint following theintroduction of their Flexistart Lease which allowscompanies rapid access to units on flexible terms.

The office market which has traditionally beenovershadowed by the more dominantmanufacturing sector has also held up well withdemand particularly evident from SMEʼs.

Whitley Estates have completed their relocation toPark House and have subsequently completed the

letting of a further 1,000 sq ft to environmentalengineers, Weetwood who have relocated fromChester.

In Deeside, the owners of Old Marsh Farm haveundertaken a sympathetic conversion of formeragricultural building so as to provide high qualityoffice buildings available on flexible terms. Theconventional offices are now fully let and theserviced office options are now approximately 90%let, with one small suite available.

In response to this upturn in demand, HaighDevelopments are promoting Signia, a new officedevelopment providing bespoke headquartersbuildings from 10-54,000 sq ft at St Davidʼs Park inEwloe.

There is however some uncertainty surroundingthe future of Unileverʼs shared services facility at StDavidʼs Park and this would be a significant lossto Flintshire should they decide to relocate out ofthe County.

Flintshire will undoubtedly benefit from the recentannouncement of Enterprise Zone status forDeeside/Hawarden. The Enterprise Zone isgeared specifically towards the advancedmanufacturing sector which plays to Flintshireʼsstrengths and will only serve to reinforce thelocation as a centre of excellence for advancedmanufacturing.

On the proviso that Welsh Government can deliverthe appropriate package of incentives theEnterprise Zone status will almost certainly have apositive impact upon take up and employmentgeneration in Flintshire.

The Enterprise Zone allocation will particularlybenefit companies seeking to invest in larger scalemanufacturing operations in the area. Followingthe announcement of the EZ status we havealready witnessed an increase in the number ofenquiries from both indigenous and inwardinvestors looking for larger manufacturing units inthe range of 50-150,000 sq ft and whilst theseenquiries are still to translate into deals, theoutlook is positive.

Whilst there are a number of larger units availablein Deeside/Hawarden for immediate take up, thereis also the potential for the creation of new floorspace following the recent grant of planningpermission for Northern Gateway on the formerRAF Sealand site and the promotion of Link 56 onZone 3 of Deeside Industrial Park. The delivery ofthese sites to the market is crucial to Flintshireʼsongoing economic prosperity. The EZ board hasalready made a positive start in bringing togetheroccupiers within the park and we look forward tothe evolution of a clear and coherent strategy for

future development over the coming year.
