The Porthcawl Maritime Centre proposal is the mostinnovative, unique and necessary development everproposed for Porthcawl, and is amongst the most exciting inWales. It has the size, scale and ambition required to be thecatalyst to restore Porthcawl’s rich heritage as a premiertourist and visitor destination.

✔ It is innovative because it provides the first opportunityfor a large scale and sustainable regeneration project tobe truly ‘community led’ and be delivered through apartnership between public, private and the third sectorwhere the skills of each work collaboratively for thebenefit of the wider community.

✔ It is unique because it provides an exciting mix of nicheretail, business incubation, leisure, health and socialbenefits which have been skilfully combined to offer a‘whole family’ destination.

✔ It is necessary because it offers the scale of newemployment and business opportunities required toaddress unemployment across the County Borough and,in particular, it will provide interesting and challengingjobs for our young people.

In addition to internal attractions, Harbourside will spawn ahost of water and maritime business and visitoropportunities to transform the newly completed harbour intoa vibrant marina necessary for it to be fully sustainable.

Something strategic needs to be done! This proposal hasgalvanised the whole community and enjoys the unqualifiedsupport of local organisations. Conceived and driven locally,it is entirely consistent with the following key strategies:

✔ National – Vibrant & Viable Places, New Regenerationframework, Welsh Government March 2013: ‘Sustainable development – the Welsh Government’scentral organising principle, enabling long-terminvestment through locally conceived and deliveredprojects within a shared overarching strategy’.

✔ Regional – Bridgend County Borough Council’sDestination Plan 2013-2016:‘Investment needs to focus on revitalising Porthcawl andthe coast as the flagship destination within BridgendCounty Borough’.

✔ Local – Seven Bays Project 2007:‘The regeneration of the waterfront is a key element inthe future development of Porthcawl as a premierseaside resort. Central to this will be a revitalised harbour,incorporating the reuse of historic buildings, new leisurefacilities and a fully refurbished harbour within aprestigious and vibrant waterfront’.

The philosopher Malcolm Gladwell talks of ‘the tipping point’in terms of ‘that magical moment when an idea, trend orsocial behaviour crosses a threshold, tips and spreads like

wildfire – it represents the point when ‘something with astrategic dynamic needs to be done – a champion withvision emerges’ – and the resources can be made availableto make it happen’.

This is such a time – Porthcawl’s ‘tipping point’, a timefor courage and boldness and a time to harness alltalents and shape the future.

Foreword

Wider Impact Consultancy is delighted to havebeen commissioned by the Porthcawl HarboursideCIC to carry out an independent feasibility studyinto the ambitious proposal by the organisation todevelop and deliver a leisure and maritime facilitywithin the Porthcawl Harbour Quarter – to beknown as ‘Harbourside’.

Aims of the commission have includedestablishing if there is a community and socialneed for Harbourside. Opportunity has also beentaken to explore key issues linked to governance,which has included establishing if there is abusiness case to ensure its viability and economicsustainability.

It is our view that the development and delivery ofHarbourside provides an almost uniqueopportunity for innovative and cost-effectivepartnership and collaborative working, bringingtogether public, private and third sectors to delivera well thought out, high value, quality, innovativeand much needed community facility, with farreaching social, community and economic benefits.

The Porthcawl Harbourside CIC has made acompelling case for this project to move forwardto its next phase, which includes obtaining the fullsupport and engagement of Bridgend CountyBorough Council, the Welsh Government, otherkey stakeholders, key funding providers andappropriate investors.

THE PAST

The historic harbour with its old lighthouse, watchtower andlifeboat station used to be a busy exporting port and fishingharbour before the huge docks at Cardiff, Barry, Port Talbotand Swansea eclipsed them in size and capabilities. In the19th century large quantities of coal, iron and coke wereshipped from Porthcawl which was the produce of themineral districts of the neighbourhood.

By 1878 port trade had halved due to the decline of theiron industry but was supported briefly by an upsurge in theuse of coal. In 1889 the port handled more than 800vessels with three quarters of them loaded with coal. Thefuture looked rosy until the new docks were opened atBarry in 1889 and in Port Talbot in 1898.

It was after the First World War that Porthcawl expanded asa popular seaside resort. In 1932 the Grand Pavilion Theatrewas built. Porthcawl became the venue for thousands ofminers to spend their annual holiday fortnight. The trainsfrom the valleys arrived at Porthcawl station bulging withpassengers mainly from the South Wales valleys eagerlyembarking on their annual adventure.

THE PRESENT

Porthcawl is described as a ’town in waiting’ and hasenormous potential to be reborn as a desirable touristdestination drawing on its inherent character, harbour andnatural resources. The long awaited regeneration of thewaterfront area is important to move forward on and is avital part of the Regional Tourism Strategy.

Numerous consultant reports have been commissioned byBridgend County Borough Council over the last 10 years toexamine tourism as a driver to increase employment andeconomic regeneration of the County Borough. Withoutexception, recommendations focus on ‘the vital need torestore Porthcawl as a premier go to anchor destinationwith links to the broader package of visitor attractionsacross the County Borough’.

THE FUTURE

The vision of the Porthcawl Harbourside CIC is clear:

Building on an original objective to enable a sustainablebase/headquarters for the Porthcawl Sea Cadets and theWelsh Surfing Federation, a group of Porthcawl basedcommunity minded business people have come together tocreate the new not for profit, community interest company:The Porthcawl Harbourside CIC.

Aims and objectives of the company include developingand delivering an ambitious, exciting, innovative and highquality multi-use ‘flagship’ building (pictured) which willdeliver a kick-start and step-change in Porthcawl’sinfrastructure regeneration as a major South Wales seasidetown destination.

Outcomes will include attracting thousands of visitors andtourists from across the County Borough of Bridgend andnationally throughout Wales and the United Kingdom withresultant new jobs and progress towards much neededeconomic stability. Key to the success of Harbourside is aninspirational and innovative proposal that supports national,regional and local regeneration strategies and initiativeswith outcomes linked to public, private and third sectorworking together to tackle key issues such as, levels ofeconomic activity, jobs and employment prospects,healthier communities, sustaining the naturalenvironment, and the preservation of an historic andsuccessful (Welsh) coastal community.

IN SUMMARY

Economic regeneration of Porthcawl is of strategicimportance to the future prosperity of the wholeCounty Borough of Bridgend. The Maritime CentreProject offers a sustainable development which isachievable in the near term and is a basis for truepartnership working.

Vision

Building on Porthcawl’s rich maritime heritage to establish an exciting, innovative,high quality and economically sustainable multi-use destination. It is envisagedthat the building will be ‘an all year round’ family centred maritime ‘flagship’which will deliver cultural, educational, business, employment and health andwellbeing benefits to residents, tourists and visitors.

The Porthcawl Harbourside CIC has submitted a proposalwhich is driven by the aspirations of residents, businessleaders and visitors, who all agree that investment ininfrastructure and leisure are the essential pre-requisitesto the future success of Porthcawl.

The aims and objectives of Porthcawl Harbourside CIC areto develop a Maritime Leisure Complex as an integral partof the creation of the Harbour Quarter. This will consist of aflagship Maritime Centre known as Harbourside.

This impressive development will act as a catalyst for astep-change in Porthcawl’s economic performance throughinfrastructure regeneration to restore Porthcawl as a majorseaside town destination. The extensive and innovativeleisure attractions will draw thousands of visitors andtourists from within the County Borough of Bridgend, SouthWales and far beyond.

The Harbourside facility which will be open throughout theday and evenings, seven days a week and throughout theyear will provide all year-round employment supportingand extending the town’s traditional tourist season. Theenterprise will also provide an important opportunity to linkwith and engage with existing businesses and facilities. Suchoutcomes are consistent with and support the BridgendCounty Borough Council Destination Plan 2013-2016.

MAKING AN IMPACT

Harbourside will without doubt make an impact and asthese images (right) demonstrate, will transform theharbour adding access to services vital to operating a vibrantand successful marina.

Facilities and Activities

With an emphasis on maritime related sport, fitness, leisure,community learning, local heritage, the arts and employment,planned facilities and activities within Harbourside include:

✔ Harbour Marine – internal and external sea/water sportsfacilities, public toilet and shower facilities.

✔ Leisure Activities – Waverider, Training pool and Spafacilities.

✔ Centre for Surfing excellence – headquarters for theNational Governing Body of Surfing in Wales and WelshSurf Museum.

✔ Health, Wellbeing & Fitness Suites – a range of gym andfitness facilities, oxygen tanks, physio and hydrotherapy.

✔ Coastal Life Centre – ecological and environmentalculture/local history, education/research and communitylearning in partnership with Swansea University.

✔ The Venue – amphitheatre and all weather outdoorperformance space/cinema.

✔ The Galleri – innovative display venue for the use of localartists, historical groups and design and technologycreative industries.

✔ Conference Facilities – up to 100 person multi-usecapacity facilities for use by a wide range of local andvisiting organisations such as the Sea Cadets and privatesector visitors and stakeholders.

✔ Business Pods – office spaces to include access bycharities and community groups.

✔ Shared Services – a central reception for Business Podtenants with support such as day-to-day administrationservices.

✔ Y Cabanau – 4 star ‘Cabins’, with high quality mixedaccommodation linked to Harbourside events and venuehire – fully inclusive and accessible.

✔ Boat racks/Storage – supporting the profitable deliveryof the refurbished Porthcawl Harbour and increasing thenumber of visitor spaces and the provision of wastedisposal and fuel supply.

✔ Y Gali (The Galley) – quality day time café followed byan evening high quality licensed bistro – supporting localsuppliers and procuring local produce.

✔ The Crow’s Nest – at the top of the harbour building,with facilities such as a public viewing gallery, a cameraobscura attraction and essential facilities forcoastguards/lifeguards and other emergency services.

MISSION STATEMENT

We will utilise the skills, expertise, experienceand passion of Board members, staff, volunteersand stakeholders to develop, deliver and sustainHarbourside as an exciting, innovative andeconomically sustainable ‘all year round’ familycentred maritime complex. It is our mission toensure that Harbourside will be a place ofenrichment, an exciting and fun place to visit,trade with and work in. It will be fully accessibleto meet the wide, varying and changing needsand requirements of local community members,visitors and tourists alike.

HARBOURSIDE BUILDING

With a projected capital construction cost in the region of £7m, Harbourside will be an exciting‘signature/landmark building’ that will be seen from all entry points into Porthcawl from the M4and A48. It will be designed and built to a minimum of BREEAM Excellent Standard and will be ahigh quality, environmentally, ecologically, economically, sustainable building.

A focal point of the southern elevation is its leading edge approach to both design and energyself-sufficiency. The impressive South Tower will be constructed to act as a solar collector/stackfrom which heat is extracted from the upper level and sent through heat exchangers providingwarm air to supplement/reduce heating energy costs. At the very top of the towerthe Crow’s Nest forms a visitor platform equipped with a Camera Obscura thatwill enable users to see right across the bay intoneighbouring Welsh counties and South West England.

Harbourside – ‘The Proposal’

The proposed facilities within the building will play amajor role in the realisation of our vision of Welsh surfingin Wales, Europe and on the world stage. Having recentlybeen recognised by the International Surfing Associationas an independent surfing nation, the proposed buildingestablishes our presence at the highest level.

COASTAL LIFE CENTRE

The Porthcawl Harbourside CIC Education Team is madeup of enthusiastic individuals with a wide range ofcredentials including; professors, doctors, lecturers, teachersand outdoor pursuit’s leaders. Programmes are beingdeveloped in consultation with a range of educationinstitutions and it will support the STEM education scheme.

Also working in collaboration with SEACAMS (SustainableExpansion of the Applied Coastal and Marine Sectors inWales), as part of a Swansea University EU project andworking with marine exhibit professionals, the outcomes willinclude the development of a Harbourside Coastal LifeVisitor Centre.

Planned visitor facilities to include:

✔ A small aquarium housing local sea life, asnorkelling experience, touch tanks, wetlaboratory, aquarium behind the scenes,interactive Porthcawl heritage exhibition.

✔ Coastal outdoor activity educational/family fun sessions.

✔ Maritime themed gallery with aquarium viewing wall,soft play area, children’s parties and cooking activity.

✔ Porthcawl Coastwatch Club activities for localgroups/residents.

✔ Maritime themed events.

✔ Visiting speakers, exhibitions, films covering conservation,marine biology, sport and outdoor recreation.

✔ Work experience.

VISITOR ACTIVITIES – SOFT PLAY

BREEAM STANDARDS Building Design & Environmental Statement

It is the intention ofPorthcawl Harbourside CICto achieve the highestpossible standards ofarchitectural andenvironmental design,construction and facilities.The proposed PorthcawlMaritime Centre –‘Harbourside’ will becomean environmental,architectural andeducational tool to beutilised by all, from conceptstage through to finalcompletion and use.

The Porthcawl Harbourside CIC wish to minimise theimpact of the building/development on theenvironment and for the building and its associatedfacilities to be recognised for its environmentalbenefits and enhancement; the creation of asustainable building and facilities in the true sense ofthe word. It is the intention to create a destinationand a sense of place as an integral part of the HarbourQuarter but with strong connections to the town andsurrounding facilities.

Through the design process, construction and proposeduse of the building, environmental education and bestpractice will be promoted through innovative andenergy efficient methods to minimise and reduce theimpact on the environment. Users and visitors will alsobe educated and made aware of the benefits of goodenvironmental practices through the design process,construction process and the short and long term useof the building. There will be a duty/responsibility onthe owners of the building in conjunction with themulti-various occupants and users to engage in bestpractice environmental and energy policies.

The building will be designed to achieve the minimumBREEAM ‘Excellent’ rating while aiming for a possible‘Outstanding’ rating. BREEAM (Building ResearchEstablishment’s Environmental Assessment Method).

BREEAM Schemes are monitored and overseen by theBRE Global ‘Sustainability Board’ which is ISO 9001Certified for it’s BREEAM Building Schemes.

The appointed assessors of the Project will be fullyqualified and are UKAS Accredited.

Research, which has included consulting with similar Walesbased facilities/organisations and industry experts, is clearlyindicating that Harbourside has the potential to generatesufficient revenue/profit to become a sustainable, self-sufficient enterprise, which as a not for profitcommunity enterprise organisation, has the means to re-invest profits back into the wider community.

Tourism/Expenditure:

With the potential to tap into world-widevisitors, an ever-growing rise in tourismrates, and gaps in the market in relationto regional high quality touristdestinations, Harbourside has thepotential to build on Porthcawl’simpressive base-line of visitor/tourismgrowth and associated expenditure.

For example:

✔ Number of trips has increased by over 27.2%.

✔ Number of nights has increased by 36.7%.

✔ Visitor expenditure has increased 33.3%.

JOBS AND EMPLOYMENT

With opportunities linked to projectbuild, day-to-day management anddelivery of Harbourside facilities andactivities, regional and sub-regional spinoff employment and future growth, andsupported by key stakeholders such asJobcentre Plus, the Harboursidedevelopment and associated MaritimeLeisure Complex will providesignificant stimulation to the localeconomy which in the initial phases hasthe potential to create in the region of100 direct and indirect jobs andassociated economic activity.

As demonstrated by the graph below,which is a summary of well over 500questionnaire responses, local communitymembers are delivering clear messages:

“Whilst there is a great deal of local andnational affection for Porthcawl, whichis supported by sustained and growingnumbers of tourists, visitors andresultant economic outcomes, facilitieson the whole are dated, uninterestingand in need of significant investment.”

“Harbourside will be an important and‘welcome opportunity’ to revive thearea attracting new income, local jobs, a place to meetand a place to learn new skills and learn about localculture and heritage.”

It is clear that Harbourside will provide a range ofcommunity benefits which include:

✔ Opportunities for collaboration with outcomes such as thedelivery of joint projects and initiatives.

✔ A focal point for community education and learning,including environmental and ecological education.

✔ Opportunities to display local art, photography and widercreative industries.

✔ Access to local regional and national history and heritage.

✔ Access to services such as toilets, shower/changingfacilities.

✔ A catalyst to further develop the town’s night time andout of season economy with opportunities to enhance anevening culture centred on a quality venue providing asource of diverse and interesting maritime related themesand activities.

What will Harbourside do for me?

Harbourside will:

✔ Support the delivery of 7 Bays Project: PorthcawlWaterfront, Supplementary Planning Guidance, BridgendCounty Borough Council, November 2007 objectives:

✔ Revitalise the harbour area and provide a high qualitycentrepiece/‘signature building’ as an importantcatalyst for the wider regeneration of the area andtown as a whole.

✔ Provide a much needed all-weather leisure facility andtourist attraction.

✔ Enhance the town’s relationship with its waterfront.

A catalyst for change

HealthHarbourside will play a key and integral role in tacklingworrying statistics that include 59% of people aged 16years plus across the County Borough of Bridgend beingoverweight or obese.

Linked to a maritime theme and Porthcawl’s internationallyrenowned surfing and sailing facilities, Harbourside willprovide a host of opportunities for individuals to improvetheir fitness and general wellbeing.

In addition to the Waverider, training pool and Spafacilities, Harbourside will enable access to Health,Wellbeing & Fitness Suites. This will include oxygen tanks,physio, hydrotherapy or simply will be a place to meetfriends, unwind and enjoy healthy home grown food andrefreshments.

History and heritageThere can be no doubt that building on Porthcawl’s rich andhistoric history and heritage, Harbourside can play asignificant ‘once in a lifetime’ role in shaping the futureheritage and history of Porthcawl as a ‘leading, innovativeand exciting South Wales seaside town and destination’,which builds on the Welsh Government’s Vibrant and ViablePlaces ‘Place-based approach’ strategy:
