Changes and opportunities have come with the new year.

We have a new governor and a new secretary of the North Carolina Department of Public Safety. The start of a new legislative season has brought new faces to the North Carolina General Assembly as well as our state’s congressional delegation. Opportunities abound to tell our new civilian leaders about the outstanding jobs you do for our state and our country every day. We can’t lose any chance to remind them that hundreds of you remain on active duty and deployed around the nation and around the world, many of you in harm’s way. Still hundreds more of you are in the on-deck circle waiting for orders to kick in and send you to post-mobilization training and then down range to tackle vital missions for America. I never hesitate to remind our leaders that our North Carolina National Guardsmen, not deployed overseas, are forward deployed

into every county of North Carolina – ready, reliable, and responsive to the needs of our fellow North Carolinians. At this writing, we have temporarily avoided the so-called “Fiscal Cliff,” but are warily eyeing the actions of our nation’s lawmakers as we approach the new deadline of March 1. The ongoing discussion has generated a lot of angst among our force. Though the crystal ball is fuzzy as I sit here today, civilian leadership at all levels has repeatedly assured the military that support for our uniformed members will not slacken. Having said that, it’s not clear what the negotiating process will yield for things like maintenance funds, new construction, new equipment and the civilian workforce. While layoffs will almost certainly be avoided, the potential for furloughs is there. Secretary Leon Panetta has already ordered a civilian hiring freeze to help offset the potential impact of cuts if a deal can’t be reached by the beginning of March. The bottom line is that while the picture is not rosy, it is at least not as grim as it could have been. Of course, we will continue to make the case for additional force structure for North Carolina. We have a lot to offer in emerging arenas like cyber security, and we will discuss the potential for expanded North Carolina National Guard missions with lawmakers at all levels. One of the highest priorities for our force has been, and continues to be, improvements to our infrastructure. The difficult job of maintaining our ready team is made more difficult when armories have significant maintenance issues. The problems brought on by these austere fiscal times will make meeting our needs even more challenging, but we will continue to beat the drum for much-needed improvements. Our state’s finest citizens deserve the finest facilities. As always, I want to thank the families of our Soldiers and Airmen. Our Citizen Soldiers and Airmen continuously, professionally, and selflessly answer the call. Our families, similarly, continuously, quietly, and stoically support our continued service to state and country. Without them, we would most certainly be a hollow force. Likewise, we can’t forget the contributions from our civilian employers. We have historically enjoyed overwhelming support from this vital part of our team, and we will continue to recognize that in 2013. I encourage all of our Soldiers and Airmen to honor their employers by putting them in for ESGR awards. It only takes a few minutes, but it goes a long way toward reminding these important people just how important a role they play in the security of our state and our nation. Again, thank you all for what you do. I look forward to visiting with as many of you as I can in the new year. Don’t hesitate to contact me, Air Guard commander Brig. Gen. RALEIGH, NC — North Carolina National Guard Soldiers and Airmen, civilian staff, service organizations and other vendors hosted the Tarheel Homecoming celebration, held at the NCNG’s Joint Force Headquarters, on December 13, 2012. Tarheel Home-coming invites NCNG retirees and prior service members to learn more about current Guard operations and provide information on retiree benefits. This year, attendees also celebrated the National Guard’s 376th birthday.

GREENVILLE, NC – Runners gathered for the “Reindeer Dash for Cash,” an annual fundraising race for the Captain Christopher Cash Memorial Foundation of NC, Inc., held December 2, 2012. Soldiers and civilian runners of all ages ran a five-kilometer and 10-mile race in remembrance of Army Cpt. Christopher Scott Cash, commander of A Company, 120th Combined Arms Battalion (CAB), North Carolina National Guard, who died serving his country in Iraq in 2004. A first-time runner running the 5k race, Army Sgt. Major Robert Bowen with the 120th CAB said that he knew Cash through the National Guard and ran in remembrance. “Captain Cash always said that he wanted to make a change and put a positive influence on the Guard,” said Bowen. The first time Army Lt. Col. Wes Morrison, 120th CAB commander, ran the Reindeer Dash for Cash was in Iraq during his second deployment. Morrison said that a run was held there for Cash since the soldiers could not be home to run the race. He and Cash were friends who both served together as company commanders in 120th CAB and deployed in Iraq together in 2004, he said. Morrison ran the 5k today to have the opportunity to give back to the community. He said that this year is his third year running for the cause.

Army Major Chris Padgett, 139th Training Regiment, formerly in the 120th CAB, ran the 5k today for the fourth time. “Cash was my company commander in Iraq and running this race is a good way to give back,” said Padgett. “Chris just liked to laugh. Everyone talks about his smile. He liked to have a good time,” Padgett said. “This is a great cause and it has become more of a reunion than a race.” Charles E. Daniels, a retired Master Sgt. of the 252nd Combined Arms Battalion, also ran the 5k. “Cash was a platoon leader in Windsor, my hometown, and my instructor at a junior leadership course,” said Daniels. “I didn’t know him that well but I served with a lot of soldiers who had previously served with Captain Cash. I mainly remember him for his energy and leadership. He was a very up-beat guy. Always smiling, always positive, always up for any challenge,” said Daniels. Cash’s wife, Dawn Cash-Salau, said that the run raises scholarship money for East Carolina University, Pitt Community College, NC National Guard Association Educational Foundation, and North Carolina Wesleyan College. Cash was a graduate of ECU and the run is held in December because Christmas was Chris’ favorite time of year according to Cash-Salu. “A lot of people who run the race just want to carry on Chris’ legacy of helping people. He loved helping people and he loved running,” she said. Cash-Salau said that Cpt. Cash used to run in a benefit that raised money for cancer research. “This year, the first water stop is all staffed by scholarship recipients,” she said. “They were happy to get involved in a charity that had helped them.”

The North Carolina National Guard Association’s Annual Convention, and the Enlisted and Officer Military Balls are joining forces in 2013 for a special weekend of fun, fellowship and camaraderie. This event will be held 25-27 April 2013 at the Twin City Quarter in Winston-Salem, NC. What is the Twin City Quarter? It is comprised of the Marriott Hotel, Embassy Suites Hotel and Benton Convention Center — all connected with a covered walkway and in beautiful, downtown Winston-Salem. Why combine all these events? Well, we hope to save you some money and eliminate another Guard related weekend. We really hope you will plan to come early and enjoy the activities of the NC National Guard Association annual convention. For one registration price, you can attend the Business Sessions and learn about YOUR Association, attend the Friday night hospitality rooms and dance — and then attend the grand finale: The Combined Event Ball. ATTENTION RETIREES!On April 25-27, 2013, the North

Carolina National Guard Association will conduct its 52nd Annual Convention at the Twin City Quarter, Winston, NC. A retiree group will again sponsor a retiree hospitality room which will be located in the Marriott Hotel, one of the two event facilities. This initiative will provide us an opportunity to maintain connectivity between active guardsmen and those of us who are retired. We are again excited about continuing a retiree hospitality room for the third straight year, but it takes money and volunteer help to continue this event. The purpose of this article is to request your support. We would like you to consider a donation of $10 to $25. Checks may be made payable to: Retiree Hospitality Room—2013 and mail to

the Association office at 7410 Chapel Hill Road, Raleigh, NC 27607 no later than March 15 in order for us to begin serious planning. If you are planning to attend the convention and would be willing to assist in the setup, operation of and cleanup of the area, please include a note along with your donation. 5th BN 113th FA Deploys to Egypt

RALEIGH, NC – Nearly 400 North Carolina National Guard Soldiers from units based in Greensboro, High Point, Winston-Salem and Reidsville are deployed for peacekeeping duty in the Sinai. The Triad-area units, along with a fifth element based in Louisburg, NC, make up the NC Guard’s 5th Battalion, 113th Field Artillery Regiment. The unit will observe and report on compliance with the 1979 peace accord between Israel and Egypt.

Michael J. Astrue, Commissioner of Social Security, recently announced the agency is expanding the services available with a my Social Security account, a personalized online account that people can use beginning in their working years and continuing throughout the time they receive Social Security benefits. More than 60 million Social Security beneficiaries and Supplemental Security Income (SSI) recipients can now access their benefit verification letter, payment history, and earnings record instantly using their online account. Social Security beneficiaries also can change their address and start or change direct deposit information online. "We are making it even easier for people to do their business with us from the comfort of their home, office, or library," Commissioner Astrue said. "I encourage people of all ages to take advantage of our award-winning online services and check out the new features available through an online my Social Security account." Social Security beneficiaries and SSI recipients with a my Social Security account can go online and get an official benefit verification letter instantly. The benefit verification letter serves as proof of income to secure loans, mortgages and other housing, and state or local benefits.

Additionally, people use the letter to prove current Medicare health insurance coverage, retirement or disability status, and age. People can print or save a customized letter. Social Security processed nearly nine million requests for benefit verification letters in the past year. This new online service allows people to conduct business with Social Security without having to visit an office or make a phone call, and very often wait for a letter to arrive in the mail. It also will reduce the time spent by employees completing these requests and free them to focus on other workloads. People age 18 and older can sign up for an account at www.socialsecurity.gov/myaccount. Once there, they must be able to provide information about themselves and answers to questions that only they are likely to know. After completing the secure verification process, people can create a my Social Security account with a unique user name and password to access their information. People age 18 and older who are not receiving benefits can sign up for a my Social Security account to get a personalized online Social Security Statement. The online Statement provides eligible workers with secure and convenient access to their Social Security earnings and benefit information, and estimates of future benefits they can use to plan for their retirement. In addition, the portal also includes links to information about other online services, such as applications for retirement, disability and Medicare. "Given our significantly reduced funding, we have to find innovative ways to continue to meet the needs of the American people without compromising service," said Commissioner Astrue. "These new enhancements will allow us to provide faster service to more people in more places." For more information, please go to www.socialsecurity.gov/myaccount.

Social Security Announces New Online Services Available with a “My Social Security Account”

RALEIGH, NC – Army Col. Chaplain Phil-lip Glick retired after more than 30 years of service to state and nation at a ceremony at the North Carolina National Guard Joint Force Headquarters recently. His service stretched from his draft notice in the last Vietnam Conflict lottery in 1972 to his retirement as the NCNG’s Senior Army Command Chaplain. “God works in mysterious ways,” said Glick. He served from 1972 to 1983 on Active Duty and after seminary commissioned as an Army First Lieutenant in the NCNG in 1989. He has two wartime deployments with NCNG to Iraq and Afghanistan. “Friends, family and Soldiers

steadied me and welcomed me home,” said Glick. He is the cur-rent Rector of Saint Andrew’s-by-the-Sea Episcopal Church in Nags Head. “We in the Guard leave our community, serve and come back,” said Glick. (U.S. Army Photos by Pfc. The 875th Engineer Company is conducting construction engineering operations in the region as part of the International Security Assistance Force in Afghanistan. The 875th mission is to construct a staging area to prepare military equipment for transfer back to the US as the December 2014 deadline nears for the withdrawal of all US combat forces from the country.

The Soldiers of the 875th Engineer Company of the NC Army National Guard, based in North Wilkesboro and Lexington, NC recently participated in a re-enlistment ceremony in northern Afghanistan. The 875th is currently deployed to the region in support of Operation Enduring Freedom. The ceremony recognized the continued commitment to duty of three Soldiers assigned to the unit. The Soldiers extended their enlistments in the National Guard by six years. The Soldiers are; SGT Eric Witherspoon of North Wilkesboro, SGT Eric Wilson of Hickory and SPC Shane Andrews from Pilot Mountain, NC. The Soldiers recited the oath of enlistment as given by their Commander, CPT William Dudley from Concord, NC. Assisting the Commander was First Sergeant Ted Leonhardt of Dallas, NC. The ceremony was witnessed by the 3rd Platoon from North Wilkesboro.

Legacy Bridge ProgramLast year, Active Associate

Representative Al Rose introduced a program that is designed to financially carry the Association through our present fiscal transition period. As we move from a system where we depended on our investments and insurance premiums to pay our Association’s expenses to one that will rely on new revenue sources to cover our budget, the Legacy Bridge Program will provide the interim funds to meet budget costs until the transition is complete. Our projection is that this should occur within 2-3 years, and as such it is a closed end program. The short-term plan is to use the income from the Legacy Bridge Program until our new revenue sources come on-line allowing us to insulate our investments so that they are allowed to grow over the long-term. At the end of 2-3 years, the new revenue sources, along with insurance premiums, will be our main income sources and the Legacy Bridge Program will close.

Long-term, we hope to reach an investment fund goal of $3 million. At that point, even at a modest 4%, the Association could survive indefinitely should our insurance and new revenue sources take a hit during lean times. Please consider joining us in the Legacy Bridge Program. And, if you would like to remember or honor someone, please consider making a donation in their name.
