Genxin Li is Director of the Legal and External Relations Division of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). Between 2003 and 2009, Li was Secretary General of the China Arms Control and Disarmament Association (CACDA) and Secretary General of the China Institute of International Study. Prior to that, Li held several posts in the Chinese Ministry of Foreign Affairs from 1988 to 2003. During this time, he served as Director and Counsellor of the Research and Policy Division of the Foreign Ministry’s Department of Arms Control, First Secretary in the International Department of the Office of the Commissioner of the Chinese Foreign Ministry in the Hong Kong Special Administrative Region, Second Secretary at the Chinese Permanent Mission to the United Nations and Third Secretary in the Department of International Organizations and Conferences. He holds a BA from the Department of History of the Suzhou University (1982), an MA (1988) and a PhD (2005) from the China Foreign Affairs University.

Born January 23, 1957 in Sète (Hérault), Christian Masset graduated from the Institut d'Etudes Politiques (IEP) of Paris and the Ecole Superieure des Sciences Economiques et Commerciales (ESSEC). He chose the Foreign Ministry after the Ecole Nationale d'Administration (ENA- promotion Louise Michel). He started his career in the Political Affairs Division (1984-1987), then he was appointed First Secretary in London (1987-1989) before joining the Economic Affairs Division (1989-1991). First Counselor in Pretoria (1991-1994), then Counsellor at the Permanent Representation of France to the European Union (EU-1994-1997) he joined the Office of Foreign Minister, Hubert Vedrine, as Adviser (1997-1999). Minister Counsellor in Italy between 1997 and 2002, he was Deputy Permanent Representative of France to the European Union between 2002 and 2007. Appointed Director of Economic and Financial Affairs (DAEF) in 2007, he took the lead of the General Directorate for Global Affairs, Development and Partnerships in 2009. As such, he served as Chairman of the Board of Directors of the Agency for French Teaching Abroad and France Cooperation Internationale. He is a member of the board of the French Institute. He was appointed Ambassador of France to Japan by a decree of the Council of Ministers of France, on December, 21st, 2011. Married with three son, Mr. Masset is a Knight of the Legion of Honor and Knight of the Order of Merit.

Jacques Bouchard is Special Advisor to the Chairman of the French Atomic Energy Commission and does consulting in the field of energy. Engineer from Ecole Centrale de Paris, specialized in Nuclear Physics, he has been working all along with the CEA. During the last two decades, he was successively in charge of the Nuclear reactors Division, then the Military Application Directorate and at the end the Nuclear Energy Directorate. He has been participating in creating the Generation IV International Forum and was the Chairman from 2006 to 2009. Mr. Yosuke Naoi is a Deputy Director of the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security which was established in December 2010 in Japan Atomic Energy Agency (JAEA) following the Japan’s national statement at the Nuclear Security Summit at Washington D.C., April 2010. He had been involved in Fugen, a heavy water reactor development project for totally 20 years since 1983 as a station chemist and a safety analyst. He had twenty year’s operation experience for NPP. From 1998 to 2000, he was on loan to the Japan Ministry of Foreign Affairs as a technical adviser for the KEDO (Korean Peninsula Energy Development Organization) project. In addition, he had been assigned for the research on the mechanism of assurance of fuel supply based on the contract with Cabinet Assistance Office of Government of Japan for three years since 2005. He was also engaged in the preparation for establishment of the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN). He worked for designing the physical protection training field and virtual reality training system from 2010 to 2012. He is also working as a training instructor in ISCN for a regional training course on physical protection for nuclear material and facilities, INFCIRC rev.5 workshop.

Tomihiro Taniguchi joined the Ministry of International Trade and Industry (MITI) in 1968, immediately after his graduation from the University of Tokyo, where he majored in nuclear engineering. In the mid-90’s, as Deputy Director General in charge of nuclear policy, he was the Japanese Government's chief administrative officer on all aspects of commercial use of nuclear energy and contributed to the establishment of the Nuclear and Industrial Safety Agency. He served in a number of important positions at international organizations, including OECD Deputy Director for S&T and Industry, IEA Director for Oil Market and Emergency Preparedness. From 2001 to 2010, he worked as Deputy Director General and the Head of Department of Nuclear Safety and Security of the IAEA. Among numerous noteworthy achievements during these nine years, he fundamentally revised the whole suite of IAEA Safety Standards and established new IAEA Security Guidance Documents, based on which he initiated a series of IAEA Advisory and Peer Review Services. In the late 90’s, he was appointed as professor of the University of Tokyo and served as the Vice Chair of the IPCC for its Third Review. He was also part of the IAEA group and the IPCC group, which were awarded the Nobel Peace Prize in 2005 and 2007, respectively. In March, 2011, he was named Executive Director of the Science and Technology in Society forum and in April, also appointed as professor of the Tokyo Institute of Technology.

Dr. Roger Howsley is the Executive Director of the World Institute for Nuclear Security (WINS) based in Vienna, Austria, an international forum for nuclear security professionals to exchange best practices, with the aim of improving nuclear security leadership worldwide. He was the former Director of Security, Safeguards and International Affairs (SSIA) for British Nuclear Fuels Ltd. and has over 25 years international experience relating to nuclear non proliferation and security across the nuclear fuel cycle, working with the IAEA, Euratom, National Police Forces and security organisations. He was Chairman of the UK's Atomic Energy Police Authority on a biennial basis between 1996 and 2005 and managed its transition to become the Civil Nuclear Constabulary in 2005, an armed police force responsible for the protection of the UK's civil nuclear sites. He led BNFL's response to the terrorist attacks of 9/11, assessing and leading the programme of security enhancements at BNFL sites and interacting with Government at all levels, including an 18-month investigation into nuclear security by the Parliamentary Office for Science and Technology. Between 2001 and 2010 he was appointed to serve on the IAEA Director-General's Standing Advisory Group on Safeguards Implementation (SAGSI). Dr. Howsley holds a first class honours degree and doctorate in Life Sciences from the University of Liverpool in England.

Noramly Bin Muslim

Dr Noramly joined the Dept. of Chemistry at UKM in 1970 and became Professor of Chemistry in 1978, while serving as Head of the Dept. and then Dean of the Faculty of Science. From 1976 to 1982 he was seconded as Deputy Director and then Director of the Tun Ismail Atomic Research Centre of the Malaysian Ministry. From 1985 to 1986 he was seconded again to become Director of the Defence Science and Technology Centre for the Malaysian Ministry. In 1986 he moved to the IAEA and served for six years as Deputy Director General and Head of Technical Cooperation. Following his service with the IAEA, Dr Noramly turned to the promotion of Malaysian industries in the Maghreb countries of North Africa, and consulting work on nuclear matters for IAEA Since then, he has been Visiting Professor to UMS. He was the Chairman of the Malaysian Atomic Energy Licensing Board for 5 years. Currently, he is Visiting Professor at both UNITEN and UKM, where he is also a Professor Emeritus. He is also a Distinguish Visiting Professor at UTM. He participates in IAEA meetings, and local and international conferences related to the peaceful uses of nuclear energy. In recognition of this distinguished career, he has received Honorary Doctorates from UWA, UKM and UMS, plus Malaysian government honours: JMN and JSM at Federal Level and the title Dato’ from his home state of Melaka. He is married to a novelist who is a fellow alumnus of UWA.

Professor, Academy for Global Nuclear Safety and Security Agent, Tokyo Institute of Technology History: Before assuming the current position, until 2012, he was Project Professor, GCOE, Department of Nuclear Engineering and Management, Graduate School of Engineering, University of Tokyo Also, he was a Commissioner, Atomic Energy Commission of Japan between 2010 January and 2013 March. He was Director of the Division of Nuclear Power of the IAEA in the period of 2009 January to October 2009. Before serving for the IAEA, until 2003, he was a General Manager of the Department of Nuclear Engineering of The Tokyo Electric Power Company. By education, he is a nuclear engineer. He graduated from the Department of Nuclear Engineering of the University of Tokyo and received his doctoral degree from the same university.

Christopher Yohmei Blasdel began the shakuhachi and studies of Japanese music in 1972 with Living National Treasure Goro Yamaguchi. In 1982 he received an MFA in ethnomusicology from Tokyo University of Fine Arts. Blasdel performs and teaches both traditional and contemporary Japanese music around the world. Discography includes Navarasa (2009), Breath Play (2007), Visionary Tones (2005) and several other CDs. He has composed and performed music for NHK documentaries and various films. He co-organized the World Shakuhachi Festival ’98 held in Boulder, Colorado and the Sydney World Shakuhachi Festival in 2008. He is the senior advisor to the annual Prague Shakuhachi Festival. His semi-autobiographical book, The Single Tone—A Personal Journey through Shakuhachi Music and The Shakuhachi, A Manual for Learning are two of the most important English language resource books on the shakuhachi. He presently teaches Japanese music at Temple University in Tokyo and is a coordinator/mentor for the Columbia University Hôgaku Program. He has lectured or been in residence at Texas A&M University, Chulalongkorn University (Bangkok). Charles University (Prague) and Earlham College (Indiana). He holds a third-degree black belt in Aikido.

Bonnie JENKINS

Ambassador Jenkins currently serves as the Department of State’s Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation. She is also the U.S. Representative to the G8 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction (WMD) and Chairs the Global Partnership in 2012. She is the Department of State lead on the Nuclear Security Summit, and she coordinates the Department of State’s activities related to the four-year effort to secure all vulnerable nuclear material. She coordinates Department of State Cooperative Threat Reduction (CTR) programs and helps to ensure a coordinated approach when promoting these programs internationally. She engages in outreach efforts and regularly briefs U.S. Combatant Commands about WMD programs in their Area of Responsibility, works closely with relevant international organizations and multilateral initiatives, has focused efforts in countries in Africa and Latin America related to these programs, and works closely with NGOs engaged in CTR-related activities. She has been an adjunct professor at Georgetown Univ. Law School and a fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government, Harvard Univ. During her years at Belfer, she served as an advisor at Harvard Law School’s Bernard Koteen Office of Public Interest Advising. She has a Ph.D. in International Relations from the Univ. of Virginia.
