OnonesidewehadtheoutgoingTripartiteNauticalTrainingAward(TNTA)cadetsfromIntake5whoweregraduatingfromclassroomtrainingandgoingofftosea;andontheother,theIntake6cadetswereeagerlyawaitingtheirjourneyofalifetimetobegin.

Parentsofthecadets,tripartiteofficials,managementfromtheLabourMovementandshippingindustrywereinvitedtotheDevanNairInstituteon1November2013towitnessthismeaningfulevent.

Guest-of-Honour, Madam Halimah Yacob, Speaker ofSingaporeParliamentandMemberofParliamentforJurongGRCspokeofthelackoflocalsworkingonboardSingapore-flagged ships; only 1,605 Singaporeans out of 20,000officers.ItwasforthisreasonSMOU,SingaporeWorkforceDevelopmentAgency (WDA)andNTUC’sEmploymentandEmployability Institute (e2i) jointly initiatedtheTNTAProgrammetocreateaSingaporeancoreat theheartofthemaritime industry togetherwithSingaporeShippingAssociation(SSA)andvariousshippingcompanies.

Madam Halimah Yacob shared the moving story ofMohammadIdriswhowaspartoftheTNTA6thIntake.Hehadmixedwiththewrongcrowdduringhispolytechnicdaysandsubsequentlyfailedhisexaminations.Withonlyan‘O’Levelcertification,hetriedanumberofdifferentlowpayingjobs.TheTNTAprogrammeprovidedMohammadIdriswitharesetbuttoninlifebyequippinghimwiththespecialisedskillsofaseafaringofficer.CadetslikeMohammadIdrisalsopayonly10%ofthecoursefeeswhile80%ofthecoursefeesaretakencareofbyWDAand10%bySMOU.IdrisiscurrentlyemployedbyAPLandaspirestobeaCaptainoneday.Whataturnaround!

Up, Close and Personal with TNTA Graduate - Thaniarasu Sannasi

SeaVoicescaughtupwith3rdOfficeratPacificInternationalLinesPteLtd,oneofthefirsttwograduatesoftheTNTAProgramme,foraninsightfulinterview.

What was the motivating factor behind joining the TNTA programme?I wanted a career switch as I was previously working as a sales engineer in the electronics industry for 5 years, in a job with no growth prospects. I was 27 years old at the time and realised that I needed to make a move sooner rather than later. In comparison, the career progression in the TNTA programme is much more clear and defined. The opportunity is there to go as far as your dreams will let you.

What were some of the most enjoyable parts of the programme?It was the experience of attending lectures with such excellent teaching staff. I would like to thank Captain SK Menon, a highly experienced seafarer, who was always willing to share information and advice with us. To really go far in the course, it is of utmost importance to follow your seniors as you will learn to make timely, effective decisions on board. The studies were the best part of the course and being paid to do it was great!

TNTA GrAduATioN ANd iNvesTiTure CeremoNy AN eveNiNG To remember

What module in particular equipped you for real seafaring?I think Navigation (GSK) really boosted my knowledge as it involved practical navigation; which is one of the foundations or cornerstones of seafaring. It was a very interesting module and probably one of my favourites. It certainly is one of the most useful.

What were some of the most challenging moments you faced?There was a situation where there was no third mate and I was told to fill that position. I did but it was very challenging as I was very new in my position at that time. Duties included navigational watch at sea and manning berthing stations. It was a lot of responsibilities but the course had prepared me and I could perform my duties properly. I had a great sense of satisfaction when I completed my duties well.

Who is suitable for this programme and would you recommend it?I would highly recommend this course to anybody with an interest in seafaring. The experience is an entirely positive one. Everyone at SMOU is there to help you including e2i and SMA. With this level of support you definitely won’t fail. If you feel like you don’t have any opportunities and want to put in the hard work, this course will help provide you with the stable career path you are looking for. It is absolutely the best opportunity out there in terms of second chances.

growing singapore’s pool of seafarers gets airtiMe in parliaMent

Inherunwaveringeffort togrowthepoolofSingaporeofficersandhave20percentofSingaporeansemployedonboard Singapore-flagged ships by 2030, NominatedMemberofParliamentandSMOUGeneralSecretary,MsMaryLiewmadeanappealtotheMinisterforDefenceattheParliamentaryDebateon12November2013.

“Madam, in deploying National Servicemen to some vocations, the Singapore Armed Forces (SAF) does take into account the individual's aptitude and suitability to fulfil the required tasks and operational roles. These personal considerations are balanced against the priority to train and generate combat and supporting units to defend Singapore. The Committee to Strengthen National Service (CSNS), which I chair, is presently studying how to expand the number of vocations where the individual's aptitude and preference is considered while still maintaining or strengthening our defence capabilities. I think this was the gist of Ms Mary Liew's question.

Ms Mary Liew also asked about maritime sector qualifications: Indeed maritime sector qualification is one of several factors that the SAF takes into account when deploying full-time National Servicemen to the Republic of Singapore Navy (RSN). Let me

National Servicemen (NSmen), who have suitable maritime sector qualifications such as the Certificate of Competency issued by the Maritime and Port Authority of Singapore (MPA) may be deployed to the RSN to serve their National Service (NS).

The member has also suggested that civilian shipboard service be recognised as NS. This would be unwise and inequitable, as it would erode the support for NS, where every enlistee performs his duties, whether it is within the Singapore Police Force (SPF), Singapore Civil Defence Force (SCDF) or the SAF.”

Accessing ground sentiments, building relationships, mobilisation, understanding global issues, and representation – these five issues were deliberated upon at the Young NTUC Workplan Seminar.

Heldon20to22November2013inBatam,Indonesia,theseminarbrought theyouthchapter leaders fromNTUCaffiliatedunionsunderoneroof tobrainstormandworkthroughthefiveissuessothattheywouldbemorediscerningandpreparedtofacethechallengesheadon.Thethoughtprovokingdiscussionsgottheparticipantsthinkingabouthowtoeffectivelyservetheirmembersintheirrespectiveunionsandthelabourmovement.

“It was my first time at the Young NTUC Workplan Seminar. I had a lot of fun participating in the team building exercises and got to meet so many new people! Tripartite Nautical Training Award (TNTA) cadets and the Singapore Maritime Academy students got to learn firsthand issues on piracy at a seminar organised by Young SMOU and Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) at Singapore Polytechnic on 14 November 2013.

The island of Sentosa was the setting for the Young Mariners’ Amazing Race where various groups of young mariners from the Tripartite Maritime Scholarship Scheme (TMSS), Diploma in Nautical Studies (DNS), Diploma in Marine Engineering (DMR) and the Tripartite Nautical Training Award (TNTA), went around the island to perform fun and enjoyable tasks in order to earn the highest points.

The Maritime and Port Authority of Singapore (MPA) began 2014 with a new Chief Executive, Mr Andrew Tan Kok Kiong. Prior to Mr Tan, Mr Lam Yi Young held the Chief Executive post from 1 May 2009.

On 8 November 2013, Typhoon Haiyan, known as Typhoon Yolanda in the Philippines made landfall in the central Philippines, bringing strong winds and heavy rains that resulted in flooding, landslides, and widespread damage. The catastrophic cyclone killed more than 6,000 people with 1,785 people still unaccounted for, displaced more than 4 million and affected more than 14 million people.

The first seminar on implementing the Mexico City Policy drew active participation from 26 union leaders and staff from ITF affiliated seafarers’ unions who congregated in ITF House in London from 4 – 8 November 2013 to gain more understanding about the policy, share experiences and discusschallenges.

An exchange programme with our Korean counterparts took place in Jeju Island, South Korea. SMOU and the Federation of Korean Seafarers Unions (FKSU) aimed to scale new heights together as they got together to learn about each other’s journey of growth.

Set up by SMOU in 2001 to improve the welfare of seafaring members on board ships covered by the SMOU Collective Bargaining Agreements (CBA), the Seafarers’ Provident Fund (SPF) was administered and managed by Wavelink Thrift Pte Ltd, and co-managed by NTUC Thrift & Loan. However, NTUC Thrift & Loan had discontinued with the administration and management of the SPF and has since terminated SPF from 1 October 2012 onwards.

ThevesselwasarrestedbyaGreekbankandtheseafarerswereleftinalimbowiththeirprovisionsrunninglowwhilewaitingfornewsofabuyout.

WhentheLighthouseBistroteamheardthattheircolleaguesfromtheSMOUIndustrialRelationsdepartmentwererespondingtotheseafarers’distresscall, theypromptlypreparedaspecialmealforthem.TocelebratetheChristmasseason,generousservingsofchickenham,roastchickenaswellasdelicioussnackssuchassamosas,onionringsandchocolateswerebroughtonboard.

“AlthoughtheLighthouseBistrowasswampedwith thefestivecrowd,wecouldnotturnablindeyetotheplightoftheseafarers.Wedidourbest toprepareafestivemeal for thestrandedseafarers,”saidChefEddie,ofLighthouseBistro.

Young SMOU committeemembersboardedthevesselwiththeChristmasmealon18December2013togetherwithrepresentativesfromSingaporeOrganisationofSeamenandtheInternationalLutheranSeafarers’Mission.

“We approached many organisations

via email to see if they could help us but none of them

offered concrete help except SMOU. When the Union went

onboard to reassure the crew, we felt very happy knowing that something

would be done for us. SMOU also brought along Christmas food which really cheered us up.“
