U.S. General Services Administration
Federal Market Update
Facilities Maintenance Services
FY2017 Services Industry Day
Heartland Acquisition Center
March 2017
Overview
• Quantitative vs. Qualitative
• This presentation is quantitative-focused
• Subsequent presentations will be more qualitative
• Three Separate Data Sets
• 72A Sales Data
• Federal Procurement Data System – Next Generation (FPDS-NG)
• Federal Real Property Profile (FRPP)
• Building a Narrative
• The different data sets can tell us different things
• There is some overlap to connect and sanity-check information
• Though the data sets will not equate one-to-one, their trends and
natural conclusions do largely agree with one another
• Collectively, this data will create a shared, cohesive understanding of
the broad market that we can build on throughout the day

History and Overview of Federal Real Property Profile
• Executive Order (EO) 13327, Federal Real Property Asset
Management (February 6, 2004), mandated that executive branch
agencies improve their real property asset management.
• EO 13327 requires that the General Services Administration (GSA)
maintain the Federal Real Property Profile (FRPP), which acts as
the Federal Government’s only database of all real property under
the custody or control of executive branch agencies, except for
property excluded for reasons of national security.
• As prescribed in EO 13327, GSA is publishing the FRRP Open
Data Set for fiscal year (FY) 2015. The data set provides a high
level summary of the real property inventory of the Federal
Government and is accessible online at www.gsa.gov/frppreport

Repair needs is the objective amount necessary to ensure that a
constructed asset is restored to a condition substantially equivalent to
the originally intended and designed capacity, efficiency, or capability.
This should exclude any consideration of the likelihood that the repair
will actually be performed at any time before the asset’s disposition.
