    We will have delays in hiring, and a reduction in travel.

    We anticipate increased efficiencies and green reporting ( dynamically generated reports) and shifting of summativeassessments to a spring cycle reducing the fall assessment cycle. At this time MEAP assessments are performed in the

    spring and MME assessments are performed in the fall. Starting in FY14, both assessments will be performed in the springand therefore, it will no longer be necessary to have a fall assessment.

    Homeland Security Grant Program (HSGP) - State Homeland Security Program (SHSP) and UrbanArea Security Initiative (UASI)

    The Homeland Security Grant Program requires that 80% of the total award be passed through to local jurisdictions. Thesequestration will result in estimated reduction to local programs, including the UASI Region, of approximately $405.2

    million. This is on top of a reduction from the 2011 to the 2012 grant award of approximately 50%.

    The Byrne grants awarded to MSP for forensic science and multi-jurisdictional drug teams require a 50% state match. Thestate match is supported with forfeiture funds (3495).     These grant funds are distributed on a competitive basis and therefore the amounts awarded to each agency vary fromyear to year. In the current year, the grants were awarded as follows: 45% locals, 30% MSP, 25% other state agencies(including drug courts which ultimately get distributed to locals by the State Court Administrator's Office).

    When these percentages are applied to the estimated sequester amount affecting FY14 funding, it equates to a reductionof $146.7 locals, $99.2 MSP, and $81.3 Other.

    Once the level of grant reductions are known, the department will identify measures to bring spending in line with the grantawards or identify alternate funding.
