3.4 Exceptional Cases
IFs
YOAC not received or lost before departure to China
For those who have been accredited but not received YOAC before
their departure to China, IFs may contact with NYOGOC IF Services
to acquire invitation letter which can be used for visa application via
Chinese embassy.
When entering China without holding a PVC
For the foreign accredited people (with an exception of NYOGOC
staff) who have passed the background check and visa check, when
entering China without holding a PVC, they can apply for the Port Visa
using the invitation letter issued by the NYOGOC.
Passport Changed after Being Accredited
If a participant changed a passport after he/she has been accredited
and the new passport number is different from that printed on the
PVC, he/she will be requested to show both the new and the old
passports when entering China. If the old passport cannot been
shown, the participant will need to provide a photocopy of the
personal information page of the old passport.
13
Note: YOAC can only be served as entry visa into China. Participants will be required to go through normal immigration procedures including filling out the Arrivals/Departure Cards, Custom Declaration and Inspection & Quarantine.
3.5 Validation of YOACs
A YOAC becomes “valid” to access to the YOG venues only after it is
activated through the process of validation at an Accreditation Center
or a Venue Accreditation Office (VAO).
During the validation, the holder of a YOAC must present his/her
passport or other official travel document with the number same
as that printed on his/her YOAC. A YOAC cannot be validated if the
data recorded in the Accreditation System is not consistent with that
shown on his/her YOAC or passport. If a YOAC cannot be validated,
the holder should proceed to Problem Resolution at an Accreditation
Center.
3.6 Problem Resolution
The Problem Resolution service is available only at an Accreditation
Center. Venue Accreditation Offices (VAOs) will not provide such
service.
Under the following circumstances, a participant is required to go
through the process of Problem Resolution:
● YOAC cannot be validated,
● When a new participant is added by his/her IF,
● When a participant needs to have his/her YOAC produced because
of not having received a YOAC,
● When a participant needs to be issued with a new card because of
YOAC stolen, lost or damaged,
● When an accreditation is cancelled or needs to be withdrawn,
14
● Other occasions that require solving the problems related to
accreditation.
Note: When a participant’s personal information is wrong, it may need to modify the data in the Accreditation System. If “key information” such as names, nationality and passport number is changed, the Background Check (BGC) and Visa Check must be re-processed. Only when the above-stated checks completed, can a new accreditation be re-issued. If there is no change of any “key information”, a new accreditation card can be re-printed immediately.
3.7 Withdrawal or Cancellation of the Accreditation
The IOC has the ultimate right to withdraw or cancel an Accreditation
Card. In the following cases, a YOAC should be cancelled:
● If the IF or a participant from the IF violates the provisions of the
Olympic Charter;
● If a participant breaches the code of conduct or does not comply
with IOC or NYOGOC policies/provisions/regulations.
● If the IF participant is deleted or replaced by RO;
When an accreditation is cancelled, a YOAC should be withdrawn,
including two means:
● Physical cancellation: When a YOAC is cancelled, it needs to be
punched on the barcode at an Accreditation Center.
● System cancellation: In addition, the status of the card will be
changed to “Cancelled” in the Accreditation System. Once a YOAC
has been cancelled, the holder is not entitled to access to a YOG
venue anymore.
However, a cancelled accreditation card may be returned to its holder
after physical cancellation if the card needs to be used as exit visa.
3.8 YOAC Stolen, Lost or Damaged after Validation
Holders must keep their YOACs safely to prevent from any possible
theft, loss or damage.
In case of theft, loss or damage of the YOAC, the holder must report
15
immediately to his/her IF. The IF must report to the MAC in written
form in time.
MAC will cancel the lost YOAC in the Accreditation System.
When a holder wants to be reissued with a new YOAC after the old
one is stolen, lost or damaged, his IF must fill out of an Accreditation
problem-resolving sheet and sent it after signed and sealed by an
authorized person of the IF to MAC or 3 Accreditation centers by
written form, fax or e-mail. After the new YOAC is reproduced,
the client service will notify the IF to claim the card in MAC or
Accreditation centers.
NTOs
1、Modification of the accredited information
Once the Accreditation Status Report is confirmed, the NTO’s
accredited information still be needed to modified, the Sports
Department must fill out of an Accreditation problem-resolving sheet
with the signature and handling suggestions by an authorized person
of the Sports Department and submit it to MAC.
If “key information”(family name, given name, gender, date of birth,
type of ID document, ID card number, nationality, permanent address,
current address) is changed, the Background Check (BGC) must be
re-processed.
2、YOAC Stolen, Lost or Damaged after Validation
Holders must keep their YOACs safely to prevent from any possible
theft, loss or damage.
In case of theft, loss or damage of a YOAC, the holder must report
immediately to the Sports Department. The Sports Department must

5. Competition Format
The Nanjing 2014 Youth Olympic Games Fencing Competition
comprises three individual events for men, three individual events for
women and one mixed team event including all weapons. A total of 78
athletes compete in the seven fencing events at the Youth Olympic
Games.
The Fencing Competition is held at the Nanjing International Expo
Center from August 17 to August 20, 2014.
1. Individual Events
Each individual event consists of two phases: a pool round and a
direct elimination phase.
Pool Round:
In the pool round, all fencers are allocated into pools with a maximum
of seven (7) fencers in each pool. The fencers are allocated according
to their initial ranking which is based on the 2014 Cadet World
Championships results. Fencers compete against all others in their
pool. The ranking after the poules is calculated based on standard FIE
rules and used to seed fencers into the direct elimination bracket.
The direct elimination in the individual events is divided into the round
of 16, the quarterfinals, the semifinals and finals. The winners of the
semifinals compete for gold and silver medals and the losers compete
for bronze medal. If there is more than 16 fencers in an individual
event, a round of 32 format will be added.
28
2. Team Event
The team event competition is a direct elimination, divided into a
round of 16, the quarterfinals and the semifinals and finals.
The initial ranking to place the teams in the bracket of 16 is based on
the results of the team members in the individual competitions of the
Youth Olympic Games.
A team consists of one male and one female foil fencer, one male and
one female épée fencer and one male and one female sabre fencer
of three men and three women. In a team match, each fencer/weapon
specialist opposes the fencer/weapon specialist of the same weapon
and gender from the other team.
Two (2) days before the start of the individual competition, during
the Team Managers' meeting, a draw is organized to determine the
order of the weapons during team matches. Genders and weapons
are alternated. For example, if the draw is Women's Foil for the first
bout in the team match, there is a draw between the Men's Epée
and Men's Sabre for the second bout in order to alternate gender and
weapons.
3. Differences between other FIE team championships and the
Youth Olympic Games
The team composition for the FIE team competitions is based on
NOC level. In the Youth Olympic Games, teams are composed on
continental level. The FIE team competitions are single weapon and
single gender whereas the team competition of Youth Olympic Games
is mixed gender and mixed weapon.
6. Competition Rules
The Fencing Competitions at the Youth Olympic Games are held in
accordance with the FIE Rules of Fencing and the Olympic Charter,
29
which are in force at the time of the 2014 Youth Olympic Games.
1. Individual EventsDuring the pool round phase each bout consists of one period of
three (3) minutes. The fencer who first scores five valid hits on
the opponent or scores the most hits by the end of the bout time is
the winner.
In the event of a tie at the end of the three (3) minutes, fencers
fence for a further one (1) minute. The first fencer to score a hit is
the winner. A draw conducted by the referee prior to the start of this
minute determines the winner if neither fencer scores during the extra
time period.
During the direct elimination phase, each bout consists of three
periods of three (3) minutes each, with a break of one (1) minute
between periods. The fencer who first scores 15 valid hits on the
opponent or scores the most hits by the end of the bout time is the
winner.
If the fencers are tied at the end of normal bout time, one (1) minute
extra time is fenced. The first fencer to score a hit on the opponent is
the winner. Prior to the start of extra time, a draw is held to determine
the winner, if neither fencer scores during the extra time period.
In case of non-combatively, the referee may decide to shorten the
period and move on directly to the next period, without any interval
between the periods. If this happens during the third period, the
period is interrupted and a one (1) minute extra time period is fenced,
but in this case the full minute is fenced to determine the winner.
Prior to the start of extra time, a draw is held to determine the winner,
if neither fencer scores during the extra time period.
2. Team EventA match between two teams consists of six bouts:
The first bout will finish when the first fencer makes five hits, or after
three (3) minutes if neither of them has made five hits.
30
The second bout will finish when the first fencer reaches the team
cumulative score of ten, or at the end of bout time. The third bout will
finish when the first fencer reaches the team cumulative score of 15,
at the end of bout time and so on.
A team match is finished either when one team reaches 30 hits or at
the end of bout time of the sixth bout.
In the event of a tie at the end of the last bout of a team match, the
fencers will continue fencing for a further one (1) minute. The first
fencer to score a hit is the winner. A draw conducted by the referee
prior to the start of this minute determines the winner if neither fencer
scores during the extra time period.
7. Clothing and Equipment
