Forum Registration and Facility Information

The North Central Region One Water Action Forum registration desk is located in the Clearwater Lobby on the ground level. Staff will be on site to assist you.

Registration HoursTuesday, December 11 8:30 AM – 4:30 PMWednesday, December 12 7:30 AM – 5:30 PMThursday, December 13 7:00 AM – 12:30 PM

Forum AdmissionThe forum registration fee covers one participant. All registered attendees will receive a registration packet, which contains a formal name badge and tickets for purchased events.

Your name badge is your admission ticket to all forum activities, with the exception of workshops, the Welcome Reception and Conservation Trivia, and the Indiana Conservation Tour. Please be sure your name badge is worn at all times in the forum area. For your safety, it is recommended that you do not wear your name badge outside the forum area. Please note that tickets may be collected for ticketed events.

Formal name badges are not provided for guests. Additional tickets for guests to attend special events may be purchased at the registration desk and are subject to availability.

Please Note: No refunds will be given for forum registrations or for workshop, tour, and guest event tickets. Registration personnel will not exchange tickets. The forum organizers reserve the right to cancel activities without prior notice.

This workshop will feature discussion and planning for youth water outreach programming in the North Central Region. Amy Timmerman of University of Nebraska Extension will share the results of the North Central Region Water Network–funded youth water education needs assessment. Justin Hougham of the University of Wisconsin Extension will share details about an innovative youth water program connecting youth with science and the outdoors by using modern mobile technology tools. Discussion groups will unpack this information to enhance current programming, share ideas for incorporating water into youth programs, and form teams to develop new programs.

To achieve desired conservation and water quality goals, conservation professionals increasingly need the knowledge and skills to bring a diversity of funding sources together. This workshop will examine a variety of different strategies for funding conservation efforts and explore how nontraditional funding sources and partnerships can lead to more sustainable watershed management efforts across the North Central Region.

Nutrient Reduction Game

The Nutrient Reduction Game was developed to help individuals experience and analyze the kinds of changes needed to significantly reduce nutrients from agricultural land. In the spirit of One Water, help us pilot a new version of the nutrient reduction game that has both rural and urban components. The name of the game – working together to reduce water pollution using the resources allotted! Pre-registration was required for this event.

One Water approaches to infrastructure ask us to consider infrastructure systems holistically, across the watershed. The pipes and plants that treat and deliver water to our cities and towns are a critical part of the system, but they are not the whole story. Upstream and downstream stakeholders need to work together to unify their respective needs and resources to make sure everyone’s needs are met across the watershed. Understanding the symbiotic relationship between the two will be critical to success. This session will focus on understanding infrastructure perspectives from all parts of a watershed.

Indiana Conservation Tour

Join the Hoosier Chapter of the Soil and Water Conservation Society, Purdue Extension, The Nature Conservancy, Hamilton County Soil and Water Conservation District (SWCD), and the daVinci Pursuit on a tour of One Water concepts in action. This half-day tour will showcase unique partnerships in the Cicero Creek watershed, including a stop at Beck’s Hybrids to learn about their collaboration with the Indiana Soybean Alliance to conduct cover crop on-farm research. Participants will also learn about a collaboration between Hamilton County SWCD, USGS, and Citizen’s Energy Group to protect the water quality of Morse Reservoir, which supplies water to the city of Indianapolis. The last hour will be spent on a guided walk through Oliver’s Woods, a 53-acre nature preserve in the middle of this bustling metropolitan center. Learn about the partnership that made this preserve possible, participate in a fun art activity, and hear about the distinctive biodiversity of this area along the White River.

My Water: Connecting Farmers, Communities, and the Public to Source Water Protection

We all drink water, yet most Americans are unaware where their drinking water comes from and the role they can play in protecting it. This session will detail the successful approaches that utilities, communities, and conservation professionals can use to build understanding and engagement in local drinking water sources. Speakers will discuss building trust and enthusiasm for source water protection in small rural communities, fostering relationships between utilities and farmers, and having meaningful conversations with farmer networks. The session will also zero in on a successful partnership that facilitated the planting of a deep-rooted perennial, kernza, around a community drinking water source and the economic rationale that allowed this land management change.

Harmful Algal Blooms (HABs) are naturally occurring; however, their frequency and intensity are increasing. The rises in frequency are tightly links to anthropogenic activities influencing nutrient delivery to surface water resources. In many states, HABs response and prevention is an interagency effort requiring cross-sector collaboration. In this working session, participants will learn about the latest research and activities to monitor and mitigate HABs in the North Central region, and then apply this knowledge to identify opportunities, barriers, and action steps to forming strong partnerships that advance integrated approaches to addressing HABs.

Plenary Session Speakers and Moderators

Michael Carlin was appointed as the Deputy General Manager and Chief Operating Officer of the San Francisco Public Utilities Commission in 2009. In that role, he supervises the agency’s efforts in capital planning, emergency response, asset management, and other functions across the three business lines—water, power, and wastewater. Prior to this position, Carlin served as the Assistant General Manager for Water where he led the effort to diversify the water supply portfolio. He continues in that role, leading many of the environmental initiatives, including addressing the impact of climate change on the organization.

Alyssa Charney is a Senior Policy Specialist at the National Sustainable Agriculture Coalition (NSAC) in Washington, DC. She holds an MS in agriculture and food policy and an MPH from Tufts University, as well as a BA in environmental studies from Vassar College. At NSAC, Charney leads the coalition’s work on agricultural conservation policy as well as the annual appropriations and budget process. She has also worked on food and agriculture policy at the Center for Rural Affairs, New England Farmers Union, and the National Farm to School Network.

Catherine DeLong is the Special Projects Director for the Soil and Water Conservation Society, where she leads their grant initiatives. She holds an MS in soil science from Iowa State University and a BA in international relations from the University of St. Andrews in Scotland. Prior to joining the Society, Catherine worked at the intersection of science and communications as a consultant for a climate adaption course for the USDA, a communications specialist for Iowa State’s Global Agriculture Programs, and founder and coordinator of a blog for the United Nations’ International Year of Soils in 2015.

Ellen Gilinsky is President of Ellen Gilinsky, LLC, which she started in January of 2017 to work with government, industry, and the private sector on finding environmental solutions to water challenges. Her clients include Resources for the Future, the National Great Rivers Research and Education Center, CERES, the University of North Carolina at Chapel Hill, the National Association of Clean Water Agencies, Resource Environmental Solutions, and the National Academy of Sciences. As part of the Obama Administration from 2011 through 2016, she was the Associate Deputy Assistant Administrator for Water at the Environmental Protection Agency (EPA), where she played a key role in water programs at the federal, state, and local levels, working closely with diverse stakeholders in the water quality, quantity, and agriculture sectors. Prior to this appointment, Gilinsky served as Director of the Water Division at the Virginia Department of Environmental Quality. In addition, she has twelve years of experience as an environmental consultant at several regional and national environmental engineering firms. Gilinsky received her BA in biology from the University of Pennsylvania and her PhD in zoology, with a concentration in aquatic ecology, from the University of North Carolina at Chapel Hill.

Ron Graber is an Extension Watershed Specialist in central Kansas. His primary focus is on educating local citizens about nonpoint source pollution issues and motivating these citizens to implement water quality restoration and protection actions. This focus has led to the development and implementation of EPA-approved watershed plans. Through these plans, Graber has developed partnerships benefiting urban and rural interests in protecting water resources. Graber is a Kansas State graduate, holding both a bachelor of science degree and a master’s degree in agriculture. Prior to his work as a watershed specialist, Graber was a County Extension Agent for Kansas State Research and Extension in both Osage and Harvey counties. He has worked as a watershed specialist since 2000.

Mark Kesling is a pioneering artist and science educator in the field of museum education and design for more than 30 years. He has designed, created, and managed major exhibits and installations in museums including The Children’s Museum of Indianapolis, The Museum of Science and Industry in Chicago, The Carnegie Museum, The Exploratorium, and The Children’s Museum of Wilmington. He is currently the founder and CEO of the daVinci Pursuit. Kesling continues to provide leadership in art and science through the design of a “museum without walls.” He possesses a unique set of skills, combining art with science in ways that engage learners of all ages. He works with neighborhood, city, institutional, artist, and educational partners to create science installations in some of the most neglected neighborhoods in Indianapolis.

Clare Lindahl has served as CEO of the Soil and Water Conservation Society since August of 2017. The Society’s mission is to foster the science and art of natural resource conservation. The Society and its membership have been advancing conservation through advocacy, special projects, a scientific journal, education, and events since 1943. Lindahl previously served as the Executive Director for Conservation Districts of Iowa and as Natural Resources Program Manager with River Action, a not-for-profit organization dedicated to fostering the environmental, economic, and cultural vitality of the Mississippi River and its riverfront in the Quad Cities. Lindahl has worked with communities and farmers through the Scott County Soil and Water Conservation District and Partners of Scott County Watersheds in Davenport to improve water quality in Duck Creek and other local streams that flow into the Mississippi River. She holds a degree in landscape architecture from Iowa State and received her post-baccalaureate certificate in environmental geographic systems from Western Illinois University.

G. Tracy Mehan, III is Executive Director, Government Affairs, for the American Water Works Association (AWWA). He was an independent consultant and served as Interim President of the US Water Alliance and national Source Water Protection Coordinator for the US Endowment for Forestry and Communities. He is also an adjunct professor at the Antonin Scalia Law School at George Mason University and Carnegie Mellon University’s Heinz College. He was Principal with The Cadmus Group, Inc., an environmental consulting firm, from 2004 to 2014. Mehan served as Assistant Administrator for Water at the US EPA from 2001 to 2003. He served as Environmental Stewardship Counselor to the 2004 G-8 Summit Planning Organization (2004). Mehan also served as Director of the Michigan Office of the Great Lakes (1993 to 2001) and as Associate Deputy Administrator of EPA in 1992. He was Director of the Missouri Department of Natural Resources from 1989 to 1992. Mehan is a graduate of Saint Louis University and its School of Law. Mehan served on the Water Science and Technology Board and now the Committee on the Mississippi River and the Clean Water Act for the National Research Council of the National Academies.

Trisha Moore is an assistant professor in the Department of Biological and Agricultural Engineering at Kansas State University where she conducts teaching and research in the areas of watershed hydrology and ecological engineering. Prior to joining the faculty at Kansas State, Trisha completed her PhD at North Carolina State University and then worked as a postdoc at the University of Minnesota. Her research interests include watershed management, ecosystem services, and green infrastructure design and performance from the site- to watershed-scales.

Rebecca Power is Director of the North Central Region Water Network and leads a range of other water-related outreach programs at the University of Wisconsin-Extension. During her 18 years with Extension, she has co-directed the Great Lakes Regional Water Program and served as a local natural resource educator in Wisconsin’s Upper Fox and Wolf Basins. Power began her career with a private consulting firm restoring savannas, prairies, and wetlands in the Upper Midwest, and spent eight years with the US Fish and Wildlife Service restoring savanna ecosystems. In her home watershed, she serves on the Dane County Lakes and Watershed Commission.

Dawn White is a mother, biologist, college instructor, and an enrolled member of the Lac Courte Oreilles band of Lake Superior Ojibwe. She is presently a Treaty Resource Specialist for the Great Lakes Indian Fish and Wildlife Commission (GLIFWC), an agency that assists 11 member tribes’ mission in the conservation and management of natural resources in territories ceded by four treaties in the Great Lakes area of Minnesota, Wisconsin, and Michigan. As a Treaty Resource Specialist in the Environmental Section, she is part of a team that looks after the off-reservation water resources by participating in baseline water quality studies of mining projects, tracking and mapping mineral development activities, mapping wetlands and streams, and offering technical support to tribal staff. Some of her favorite duties include teaming up with tribal staff and coworkers to bring attention to our outstanding water resources and collecting, managing, and using data in ways that demonstrate and protect healthy ecosystems.

Roger Wolf is the Director of Environmental Programs and Services for the Iowa Soybean Association. He serves on the board of directors of the US Water Alliance. As an active proponent of the One Water Management approach, Wolf fosters leadership from conservation, agriculture, and the water sector, capitalizing on new and innovative ways to reduce nutrient pollution while also improving natural resource management in Iowa and the Mississippi River Basin. Wolf has more than 29 years of water quality and resource management experience and holds a bachelor’s degree in geography from the University of Iowa.
