    FINNISH QUALITY ASSURANCE AND CERTIFICATION SCHEME FORPREINSULATED DISTRICT HEATING PIPE SYSTEMS

    0INTRODUCTION

    The Finnish Quality Assurance and Certification System for District HeatingPipe Systems is based on an agreement between Finnish Energy Industries(FEI) representing users (energy companies) and Finnish Plastics IndustriesFederation (FPIF) representing manufacturers. According to the agreement FEIadministers the system and carries out the day-to-day operations.

    FEI recommends it's member companies to buy and use only certifiedproducts. Product certification is recommended to be part of requirements intender documents of the energy companies. When nevertheless uncertifiedproducts (which fall under the scope of this scheme) are offered by the bidder,this shall clearly be stated in the bid to avoid confusion.

    1OBJECT The purpose of the Scheme is to provide a voluntary certification system which

    is economical, beneficial for both suppliers and users and provides users an

    easy way to obtain required assurance of the sufficient quality of the products(Certificate, Quality mark). The aim is to ensure the required quality of productsmentioned in "Scope" to be delivered to Finnish market and to avoid unsoundprice competition at the expense of quality.

    These Scheme Rules deal with practicalities involved in operating theCertification Scheme, e.g. how to obtain and maintain certification, use ofquality mark and procedures and processes to be followed.

    2SCOPE The scope of the Scheme includes following products and their production:

    - preinsulated district heating pipes, straight lengths and fittings covered byEN 253, EN 448, EN 488 and Recommendation L1/2003 published by FEI(including twin pipes; additional requirements for twin pipes, see Annex S)

    - PE casing pipes to be used in above mentioned DH pipes- Joint constructions and materials covered by EN 489 and Recommendation

    L2/2003 published by FEI

    Quality assurance and certification is based on these Scheme Rules and abovementioned standards and specifications.

    Annex A gives the supplementary requirements of the above mentioned FEI

    Recommendations to EN 253, 448, 488 and 489.

    In addition to quality assurance the Certification and Quality Marking Schemeaims at maintaining and promoting standardisation. For this reason e.g.

    dimensions DN 20 and DN 32 as well as other insulation thicknesses thanthose standardised in FEI recommendation L1/2003 are not covered by thecertificate and can't be quality marked.

    3GENERAL RULES

    All suppliers have even access to certification on same financial and otherconditions. The system is run on a non-profit basis.

    4ADMINISTRATION, ORGANISATION

    The governing Board is responsible for and controls the performance ofcertification, e.g. finances, operation of executive body, investigations ofcomplaints and updating these rules. The Board has four members, twoappointed by FEI and two appointed by FPIF.

    The day-to-day operations are taken care by Executive Committee (ExCo)which consists of one person appointed by FEI. The ExCo is entitled to employexternal experts making inspection visits and taking samples for type and spottests.

    5APPLICATION

    A manufacturer, who wishes to obtain a Certificate and a Quality mark licence,shall submit an application to the ExCo on a special form (Annexes G and H).

    The same form shall be used to apply for an extension of scope of existingcertificate, in case of changing the place of manufacture of the product andwhen contracting a submanufacturer for preinsulated pipe or fitting production.

    The application shall be enclosed with a description of the quality control plan,including manufacturer's surveillance and inspection procedures, frequenciesand documentation (models of inspection/test reports, control charts...).

    6CERTIFICATE, QUALITY MARK (LT-MARK)

    After acceptance of application and on satisfactory completion of initialinspection and type tests the ExCo grants the supplier a Certificate and an LT-mark licence.

    A Certificate and an LT-mark licence is granted to preinsulated pipes andfittings. The manufacturer of fittings only (fitting supplier) can certify thesefittings only as a subsupplier to a manufacturer with production of both pipesand fittings (system supplier).

    A Certificate is granted to casing pipes, joint constructions/materials and joint

    foams.

    Only certified casing pipes shall be used for production of pipes and fittingscovered by an LT-mark licence. In case the preinsulated pipe manufacturer

    produces the casing pipes for own preinsulated pipe production they arecovered by the LT-mark licence.

    Joint materials, e.g. heat shrinkable sleeves might be used in different jointconstructions, either certified or not, and hence joint materials/componentsshall not be LT-marked.

    One and the same LT-mark licence can cover both pipes and fittings, in bothsingle and twin pipe systems (see Annex I).

    The Certificate and LT-mark licence covers the production units mentioned inthe Certificate. Extension of a Certificate to cover other production units ofpreinsulated pipes or fittings calls for the same procedure (application, initialinspection and type tests).

    The Certificate and LT-mark licence can't be transferred to another productionunit or another company.

    A Certificate can be extended to include subsuppliers to produce preinsulatedpipes and/or fittings. Also this calls for an application, initial inspection and typetests. The LT-marked pipes/fittings produced by the subsupplier shall bemarked with the supplier's LT-mark and delivered by the supplier. Note: Thisprocedure does not entitle the subsupplier to sell the LT-marked pipes/fittingsdirectly. The principle is as follows:- supplier and subsupplier shall make a contract- the subsupplier is allowed to make the agreement with more than one

    supplier- the supplier is responsible for the subsupplier's surveillance, inspections

    and all the costs associated with the certification (e.g. type tests,performance of manufacturer's quality surveillance, inspection visits)

    - subsuppliers shall also perform type tests and manufacturer's surveillancein accordance with the requirements

    - documentation of the surveillance shall be kept by both supplier (at leastsummaries) and subsupplier

    - the ExCo is allowed to make inspection visits to subsuppliers, too- no extra annual fee for the supplier or the subsupplier- the subsupplier is allowed to use only the LT-mark, sticker or tape of his

    contracting party (supplier).

    The validity period of a Certificate and an LT-mark licence is one year at a time.

    In the case of amendment or revision to the relevant EN standards, FEIrecommendations or these Scheme Rules a supplementary inspection and/ortype testing may be required to prove compliance with the changedrequirements in order to re-issue the Certificate and LT-mark licence.

    Pattern of LT-mark licence is given in Annex I and patterns of Certificates inAnnexes J to L.

    7CERTIFICATION PROCEDURE

    Testing and inspection procedures in order to obtain and maintain Certificateand LT-mark licence include:- initial type tests and inspection

    - manufacturer's quality surveillance- external inspection- check of quality reclamations (follow up of field quality)

    7.1Initial type tests and inspection

    Type testing and inspection is performed to obtain initial validation of materials,products, production processes and manufacturer's quality surveillance. Typetests shall demonstrate that products conform to all requirements for thecharacteristics given in Annex B and Annex C, as applicable. For a

    manufacturer of casing pipes only, the type test consists of PE tests + shearstrength before ageing and impact resistance of the pipe assembly.

    After application for a Certificate and LT-mark licence, an initial type inspectionvisit to the manufacturer is made by the ExCo and type tests shall beperformed.

    The initial type inspection shall provide evidence that the manufacturer meetsall the requirements of this Certification Scheme.

    The ExCo, approved Test Institute (see Annex O) or a person authorised by the

    ExCo takes samples for type tests. Random sampling from a representativeselection of products must be possible. In case of joint constructions andmaterials the ExCo, approved Test Institute or a person authorised by the ExCosupervises the making of test specimens.

    Type tests shall be performed in one of the approved Test Institutes. Thesupplier is responsible for sending the samples to the Test Institute and for therelated costs. A test performed not more than half a year before the date ofapplication is accepted, provided that impartial sampling can be proved.

    The type test for joint constructions and joint materials has to be renewed every5 years. For joint constructions this test is done according to EN 489, but ononly one test sample (instead of three in the initial type test). For joint foams thetest is done according to EN 489 with the exception that the shear strength ismeasured in unaged condition according to 5.4.2 or 5.4.3 of EN 253 (instead ofaged condition in the initial type test) and that only one PUR test specimen(instead of three in the initial type test) is taken from both joints of the samplefor each PUR-test. A test performed not more than half a year before the datewhen the ExCo asks for a renewed test, is accepted.

    This renewed type test is performed as kind of compensation for the fact that,

    unlike pipes and fittings, annual external inspections of manufacturer's qualitysurveillance are not performed for joints.

    If all the results of the initial or renewed type inspection and/or type tests arenot satisfactory for obtaining certification, the applicant should apply corrective

    actions. After that those parts of inspection and/or tests considered necessaryby the ExCo shall be repeated.

    7.2Manufacturer's quality surveillance

    The manufacturer shall undertake surveillance to ensure that the requiredquality level is continually maintained. The minimum requirements ofsurveillance (characteristics and test frequencies) are given in Annex D andAnnex E.

    The tests and measurements can be performed by the manufacturer itself orthey can be outsourced to a subcontractor or test laboratory.

    All surveillance tests and measurements shall be documented, giving theinformation of the samples, results, dates and name of controller. Thesedocuments together with documents on manufacture and received materials

    and components shall be maintained for at least 5 years and the ExCo shallhave access to them.

    For inspection purposes, in order to facilitate the evaluation of test frequenciesand functioning of quality surveillance, the manufacturer shall have- for each character summaries on the amount of tests performed per

    dimension and type of pipe and fitting- corresponding summaries of manufactured or received components and

    finished products.

    7.3

    External inspection

    External inspection is performed in order to evaluate the licensee's continuedcompliance with all the specified requirements for Certification, especially theminimum extent and proper functioning of the manufacturer's qualitysurveillance. This inspection may include sampling of products for spot tests.An example of a spot test instruction is given in Annex N.

    A written report on the results of every inspection is prepared by the ExCo andsent to the licensee.

    Inspection visits to pipe and fitting manufacturers are normally made by theExCo at least once a year, with or without advance notice. When requested, themanufacturers of heat shrinkable sleeves for joints are required to sendcertificates of their quality surveillance and results of the surveillance of thebatch specified by the ExCo.

    7.4Quality of delivered products

    Feed back is gathered by the ExCo from the field in order to follow up the

    quality of the delivered products. The licensees shall keep record of the qualityreclamations they receive from the field and the actions they have consequentlytaken. These records can be checked during external inspection visits.

    8MODIFICATIONS TO MATERIALS, PRODUCTS, PRODUCTION PROCESSES

    The licensee is obliged to notify the ExCo of any significant modification madeto the product (design, construction, materials) or production process havingpossible effect on either the compliance of the finished product with the relevant

    EN standards and FEI recommendations or on the validity of the Certificate.The ExCo decides whether or not this effect exists. In positive case new typetests and/or inspection is required in total or to the extent judged by the ExCobased on general principles given in Annex F.

    9TEST LABORATORIES

    Test laboratories accepted by the Board can be employed to perform type andspot tests (see Annex O).

    10USE OF CERTIFICATE AND QUALITY MARK (LT-MARK), REQUIREMENTS FORPRODUCT MARKING

    The licensed manufacturer of preinsulated pipes and fittings is entitled to affixthe LT-mark on the certified products. Certificates and LT-mark licences mayalso be used in marketing and advertising of certified products. This must notcause confusion between certified and non-certified products of themanufacturer, especially in bidding process.

    The design of an LT-mark is given in Annex Q. The size and colours of the

    mark may be freely chosen.

    11ACTIONS IN CASE OF NON-COMPLIANCE, NON-CONFORMITY, MISUSE OFCERTIFICATE OR LT-MARK

    Any non-compliance on the part of the manufacturer in the application of theseScheme Rules or any non-conformity of the products with the specified ENstandards and FEI recommendations, e.g. required minimum test frequenciesin surveillance are not met or spot tests reveal substandard quality, may result

    in one of the following actions:- corrective action by the manufacturer, specified by the ExCo, e.g. remarkand correction claim, additional/intensified surveillance for a specifiedperiod, repeated external inspections and/or additional spot tests in one ofthe approved Test Institutes at the cost of the manufacturer

    - reduction of the scope of products on the Certificate/LT-mark licence- public warning (notified to the members of FDHA)- suspension of the Certificate/LT-mark licence- withdrawal of the Certificate/LT-mark licence

    SUSPENSION OF CERTIFICATE AND LT-MARK LICENCE

    Suspension of the Certificate and LT-mark licence may be initiated by the ExCoin cases required corrective actions have not been taken as referred or do nothave desired effect, and if total withdrawal is not required.

    The ExCo notifies the licensee of the suspension with justification in writing.The licensee is entitled to appeal against the decision within two weeks ofnotification.

    WITHDRAWAL OF CERTIFICATE AND LT-MARK LICENCE

    Withdrawal of the Certificate and LT-mark licence may be initiated by the ExCoin the following cases:- immediately in case of deceit in reporting and documentation of

    manufacturer's surveillance, e.g. results recorded without making tests ormeasurements

    - if the LT-mark is used on a product for which the Certificate/LT-mark licencewas not granted

    - if the manufacturer, regardless of required actions and warnings, does notcorrect basic defects in quality control equipment, performance of

    surveillance or it's documentation- if the manufacturer has not ordered the tests required by the ExCo and

    delivered the test samples to the test institute within one month- if the products after corrective actions do not meet the specifications set

    with respect to basic properties in additional tests or intensified surveillance.

    The ExCo notifies the licensee of the withdrawal with justification in writing. Thelicensee is entitled to appeal against the decision within two weeks ofnotification.

    The Certificate and LT-mark licence terminates when the appeal period is up or

    in case of appeal when the Board has confirmed the withdrawal.

    In case of deceit the withdrawal takes effect immediately after notification of thedecision of the ExCo. The Board has the right to notify these cases to themembers of the FEI.

    14COMMUNICATIONS, PUBLICATIONS

    The ExCo publishes on its internet site (www.energia.fi--> kaukolmp -->

    laadunvarmistus ja testaus) lists of Certificates and LT-mark licences once aCertificate is granted or withdrawn, and in January-February every year. In thelatter case also email or paper versions of these lists are sent to all membercompanies of FEI, all certified suppliers and all authorised DH pipe contractors.Pattern of this communication is given in Annex M.

    15RESPONSIBILITY FOR PRODUCT QUALITY

    The licensee is responsible for the quality of certified/LT-marked products andfor seeing to it that these products meet the relevant specifications of the

    standards and recommendations stated in the Certificate in all respects. TheExCo and the governing Board has no financial or other responsibility onproduct quality.

    16DOCUMENTATION, RECORDS

    The manufacturer shall maintain for a minimum of 5 years records necessary toconfirm that the quality surveillance continually conforms to the requirements.

    The Board and the ExCo shall maintain records of their decisions.

    17APPEALS AGAINST EXECUTIVE COMMITTEE DECISIONS

    Appeals against decisions of the ExCo shall be forwarded within one month tothe ExCo. Appeals will be investigated by the Board as soon as possible.

    18COMPLAINTS OF PRODUCT QUALITY

    The licensees shall keep record of all quality complaints and remedial actionsto the products covered by the Certificate. This record shall be available to theExCo during inspection visits.

    19CONFIDENTIALITY

    The information obtained by the ExCo and the Board during it's certificationactivities is confidential.

    20

    COSTS AND FEES

    The manufacturer is responsible for the costs associated with type tests andspot tests in approved Test Institutes, inspection visits by the ExCo and for thefees according to Annex R. The fees cover part of the costs of maintaining andrunning the daily operations of the Scheme. On this basis the fee level isannually determined by the Board.

    19.9.2003

    SUPPLEMENTARY REQUIREMENTS OF FEI RECOMMENDATIONS L1/2003 ANDL2/2003 TO EN 253, 448, 488 AND 489

    The basis of the FEI Recommendations L1/2003 and L2/2003 are therequirements specified in EN 253, 448, 488 and 489. Following lists give thesupplementary requirements of the Recommendations regarding technicalproperties of the products.

    L1/2003 "Preinsulated pipes and fittings"

    - DN 20 and DN 32 are not recommended dimensions and can't be qualitymarked.

    - In T-pieces the distance between the top of main pipe and the bottom ofbranch pipe shall be 30 mm with a tolerance of 10 mm for branch pipes DN 300 and 50 mm with a tolerance of 25 mm for branch pipes > DN 300.

    - Valves in valve fittings DN 200 shall be ball valves

    - Special requirements on twin pipe system are included (see Annex S of theScheme Rules).

    - The insulation thicknesses are standardised (only these insulation thicknessescan be LT-marked) and the recommended outside diameters of casing are asfollows:

    - Minimum requirement for type tests and manufacturer's quality surveillance isa normative part of the specification.

    There are also some other additional requirements having no meaning withrespect to certification, e.g. main dimensions (lengths) of fittings arestandardised.

    L2/2003 "Joints for preinsulated pipelines"

    - Shrink sleeves (as shrunk) shall overlap both joint casing and pipe casing atleast 100 mm.

    - Joint casing shall overlap pipe casing at least 30 mm.

    - Wall thickness of PE joint casing (non shrinkable) shall be min. 3 mm.

    - Wall thickness of galvanised steel sheet joint casing shall be min. 0,5 mm.

    - Special material requirements on shrink sleeve materials and their productionquality surveillance.

    TESTS AND/OR INSPECTION IN CONSEQUENCE OF MODIFICATIONS

    The ExCo decides on the actions required because of changes or modificationsto certified products based on following principles.

    Pipes and fittings

    When the basic polyethylene raw material or raw material supplier is changed,the following actions are taken:

    - If the new raw material is given by its trade name in the list of approved PEraw materials, it can be taken to use by all certified pipe manufacturers. On thefirst production batch all items in accordance with PE type test requirements(see Annex B of the Scheme Rules) shall be tested by the manufacturer orexternal test laboratory and results sent to the ExCo. On the basis of theseresults the ExCo can require certain type tests to be performed in one of the

    approved Test Institutes.- If the new material is not on the list of approved materials, the material shalleither have a valid certificate for pressure pipe production (generally known andapproved material), or all items in accordance with PE type test requirementsand cold impact of pipe assembly (see Annex B of the Scheme Rules) shall betested in one of the approved Test Institutes.

    When the type of the insulation raw material is changed, the following actionsare taken:

    - If the basic foam components (polyol, blowing agent) are changed (e.g. new

    raw material supplier) or the foam receipt is significantly modified, all items inaccordance with PUR and Pipe Assembly type test requirements (see Annex Bof the Scheme Rules) shall be tested in one of the approved Test Institutes.

    Joint construct ions and materials

    In case of significant change or modification in joint construction, in casing jointmaterials or in joint foam components or receipt, new type tests shall beperformed to the extent specified by the ExCo.

    FEES

    FEES RELATED TO CERTIFICATE AND LT-MARK LICENCE

    The fees associated with the scheme are determined by the Board.

    Basic application fee

    Companies manufacturing/importing preinsulated pipes and fittings are invoiceda basic, one-time application fee when first applying for LT-mark licence. Thisfee, covering part of the development costs of the scheme and administrativecosts of the ExCo related to application and initial inspection, is 2500 . It willbe invoiced in connection with granting the company its first LT-mark licence.

    No other application fees are invoiced.

    Annual fee

    Annual Certificate and LT-mark licence fees are invoiced per product in thebeginning of the year. The fees are as follows:

    - LT-mark licence (pipes, fittings) 750 - Certificate (PE casing pipes, joint constructions, joint foam) 350

    Inspection and testing fees

    The licensee is responsible for meeting all the costs associated with the initialand external inspections, type and spot testing and any special inspection or

    testing where necessary (e.g. when dealing with non-compliance to the schemerules or complaints), invoiced by the ExCo or Testing Institute, as applicable.

    PREINSULATED DH PIPES

    Twin Pipe System

    There are a few extra requirements for twin pipes (e.g. production tolerances),which are given below. Otherwise requirements, as applicable, of FEIrecommendation L1/2003, part A (conventional pipes) apply.

    General Twin pipes are laid with the medium pipes vertically positioned and flow pipeunder return pipe to minimise heat losses.

    For some fittings the position of medium pipes might be unclear. These fittingsshall be marked with this information to avoid installation faults (e.g. adaptorsfrom conventional system: flow pipe from right to down).

    Casing diameter, insulation th ickness and medium p ipe distance

    Standard twin pipe dimensions are given in table 1.

    Tolerances

    Length difference of flow and return pipe ends shall be maximum 1,0 mm.

    Tolerance for distance between flow and return pipes shall be 1,0 mm atpipe/fitting ends and 2,0 mm inside pipe/fitting.

    Twisting of medium pipes shall be maximum 3 at pipe/fitting ends and inside"pipes for cutting to length" and maximum 6 inside pipe/fitting.

    Production control

    To determine cell structure, density, compressive strength and waterabsorption of the PUR foam, two test specimens (at "3 and 9 o'clock") insteadof three shall be taken from both ends of the pipe/fitting.
