Equipment Status: E122 is currently at West Coast Frame in Sacramento for its annual service and pump test. E121 is scheduled for its annual service upon E122’s completion. Fire Support 123 is back in service after replacing the fuel injectors. The 6000 feet of 3” hose donated to Central Fire by Menlo Park Fire was taken to Vallecito Fire Camp where it was tested, repaired as necessary and returned. It is ready to be put into service. Thanks to a generous donation, Central Fire has received GPS units for each apparatus and also two handheld weather monitors. Thermal Imaging Camera Use: On October 10th, Central Fire responded a reported garage fire. On arrival, the fire appeared to have been extinguished by the homeowner. However, the wall in the area where the fire had occurred was very hot. Using a thermal imaging camera which had previously been donated to Central Fire, the area was monitored and eventually cooled down. Without the donated equipment, firefighters would have had to break into the sheetrock wall and attic above the fire. The donated equipment allowed Central Fire to confirm that the fire was actually extinguished without causing further damage and expenses to the homeowner. Training: Central Fire’s October training included Pre-Fire Planning for Railroad Flat, CPR and AED refresher training, hose and fire streams, and training in the use and operation of our new Water Tender (1992 International). Projects: Some notable projects that were completed in October include the installation of a new internet data cable and new phone lines between the apparatus bay and the crew quarters. A new valve and handle was installed on the hose connection to the water supply at Station 1. The training hydrant at Station 1 was also repainted and moved to a more accessible location. Events: The Firefighters Association held a very well attended Pancake Breakfast on November 8th. Because of the very enthusiastic public response, the Association plans to hold breakfast’s on a quarterly basis.

Equipment Status: All Equipment is currently in service. Training: Central Fire’s September training included Pump Operations and Drafting as well as low Angle Rope Rescue. Shift training included Driver / Operator training and hose deployment. The Fire Chief attended training on electrical fire investigation. Reduction in Force: Due to projected budget shortfalls in the 2014-2015 fiscal year, effective November 2nd, a paid Fire Captain position will be eliminated. A winter staffing plan has been developed that will ensure that a Firefighter / EMT will respond from the Headquarters station. Fire District Duty Officer coverage will be maintained by the Fire Chief, 1 paid Fire Captain, and extra-hire Lieutenants. Volunteer firefighters will continue to respond to all types of emergency calls 24 hours a day! Open House / Family Fun Day: Volunteer Firefighters, Water Tender Operators and Emergency Responders Needed! Saturday, October 11th – Mountain Ranch

Equipment Status: All Equipment is currently in service. In July, Water Tender 121 was assigned for 4 hours to the Stage incident in Copperopolis, Engine 122 was assigned to the San Incident in Amador County for 61 hours and Engine 121 was on a County Cover assignment for 4.5 hours. Engine 121 has been assigned to Strike Team XCA-4055C since August 4th. They are currently assigned to the “July” complex fire in Siskiyou County. Current Fire Weather Conditions: Northern California received at least 950 more lightning strikes Monday, with a small portion of it in nocturnal cells last night. Of concern is afternoon drying and stronger South to WSW gradient winds (gusts 25-40 mph) for areas NE of Yreka-Shasta Lake-Lake Tahoe line later today, and again in portions of that area Wednesday p.m. Due to the lightning of the past 2 1/2 days the winds could cause multiple 'sleeper fires' to emerge later today and/or Wednesday. For Southern California the potential for large fire will be low through the next week. Today will be the last day of thunderstorm activity across the region for a while. The thunderstorms will continue to be wet and any new lightning caused ignition will remain small. Holdover fires across the Sierra from the recent lightning activity may show some signs of life Friday and Saturday as temperatures warm and humidity becomes low. Training: Central Fire’s July training included additional wildland fire training drills including hose lays and mobile attack. Firefighters and Water Tender Operators completed training on communications and radio procedures as well as Incident Command. Central Calaveras Fire’s CERT team participated in a joint training exercise with San Andreas Fire and trained on firefighter rehab and traffic control.

Equipment Status: Utility 122 (2000 Suburban) is currently out of service. Vehicle runs rough – scanner is showing issues on exhaust and brake sensors. Vehicle is at maintenance facility in Glencoe. Training: Central Fire’s June training included additional wildland fire training as well as behind the wheel driver training, radio communications, and incident command. Firefighters also reviewed and pre-planned the Zone 4 (Railroad Flat / Glencoe) area water supply system. Announcements: Calaveras County is hosting a California State Firefighter’s Association Recruitment and Retention Seminar in Murphy’s on August 16th and 17th. This seminar is funded by a SAFER grant and is free to Firefighters and Directors of California volunteer fire departments. Federal Excess Personal Property (FEPP) and Firefighter Property Program (FPP) Two programs that allow local fire departments to obtain excess U.S. Department of Defense equipment to help them fight wildland fire have been shut down, abruptly and without warning. Through the Federal Excess Personal Property (FEPP) and Firefighter Property Program (FPP), fire departments obtained, on average, more than $150 million-worth of decommissioned DoD apparatus and equipment annually between 2008 and 2012. Most of this equipment went to rural volunteer fire departments, which typically lack financial resources and yet provide 80 percent of the initial attack on wildland fires in the U.S. The FEPP and FPP have been suspended apparently because the used equipment do not meet federal emissions standards. Senator John McCain is circulating a letter in the U.S. Senate to the Secretary of Defense asking for an explanation as to why the decision was made to halt equipment transfers and to provide a specific course of action to correct the situation as quickly as possible. Through the National Volunteer Fire Council, I have sent letters to Sen. Barbara Boxer and Sen. Diane Feinstein asking them to assist in re-opening access to this program.

Equipment Status: All apparatus are in service and ready for fire season. Training: Central Fire’s May training concluded preparations for wild land fire season. Firefighters completed training in progressive hose lays, fire line safety, hand line construction and portable pumps. Announcements: The California Firemen’s Muster Association is holding the Gold Country Fire Muster June 21st and 22nd at the Angels Camp Fairgrounds. Calaveras County is hosting a California State Firefighter’s Association Recruitment and Retention Seminar in Murphy’s on August 16th and 17th. This seminar is funded by a SAFER grant and is free to members and Directors of California volunteer fire departments.

Fire Chief’s Report May 2014

Equipment Status: Water Tender 121: Out of Service – Valves and Camshaft being replaced. Estimated return to Service = May 26, 2014. Engine 122: Out of Service - Fire Season Preparation @ West Coast Frame in West Sacramento. Estimated return to Service = May 20, 2014. All other equipment is in service. Training: Central Fire’s April training continued preparations for wildland fire season. Firefighters completed training in progressive hoselays, fireline safety, belt weather kit operations and Incident Response Pocket Guide familiarization. Two more Central Fire Water Tender Operators completed their introductory driver operator training and achieved their fire apparatus endorsement on their driver’s license. Two of Central Fire’s Engineers completed Fire Investigation 1A. One Engineer also completed 80 hours of Training in Fire Instructor training, required training for the State Fire Marshall’s Fire Officer Certification. Two Central Fire Firefighters completed their Basic Firefighter Academy. Three firefighters also completed Emergency Medical Technician training. Fire Chief’s Meeting: Mountain Valley EMS is still on track to start the Advanced EMT training program in September. Mark Twain Hospital is going to host the class and is actively working to reduce both the training and equipment costs so that as many local fire agencies can participate. CalFire announced that the ECC (Emergency Communications Center) has a new Battalion Chief and the Battalion Chief currently assigned to the ECC, Mike Blankenheim, will be covering Battalion 3 which includes Central Fire’s District. I have already met with Chief Blankenheim to make sure we are prepared for Fire Season. The Fire Chief’s Homeland Security Committee has obtained grant funding for communications equipment and Calaveras County firefighters will soon start receiving new pagers that will utilize all of the features and channels of the high-band radio system. The Fire Chief’s Association is going to request a modification to the Volunteer Recruitment and Retention grant to allow the purchase of new Turnouts and other protective gear for newly recruited volunteer firefighters.

Training Central Fire’s March training started preparations for wildland fire season. Firefighters completed training in fireline construction and chainsaw safety. Central Fire firefighters also completed Hazardous Materials refresher training and reviewed the new mandated Safety Data Sheets required for hazardous materials. Two Central Fire Water Tender Operators completed their introductory driver operator training and achieved their fire apparatus endorsement on their driver’s license. One of Central Fire’s Engineers completed Fire Command 1C – Fire Command in the Urban / Wildland Interface. Two Central Fire firefighters are in the final stages of completing their Basic Firefighter Academy which will be completed next month. The Calaveras County Fire Academy Graduation will be held Saturday, May 10th at 6:00 PM at Bret Harte High School in Angels Camp. Three firefighters are in Emergency Medical Technician training, which will also be completed next month.

Training: In December, Central Calaveras Firefighters completed training in Fire Prevention, Driver / Operator

(winter driving techniques), Ladders, Hose Deployment, EMS Continuing Education, and Fire Command.

Three Central Calaveras CERT members are enrolled in the Calaveras County First Responder Course, two new

volunteer firefighters are enrolled in the Basic Firefighter Academy, and five new Water Tender Driver /

Operators are enrolled in the Apparatus Driver / Operator Academy.

Our Annual Volunteer Recognition Dinner is going to be held on February 7th

at 6:00 PM. The Mountain

Ranch Community Club is helping recognize our volunteers by hosting the event in conjunction with their

monthly potluck.
