1. INTRODUCTION

The National Institute of Electronics & Information Technology (NIELIT), Department of Electronics & Information Technology (DeitY), Ministry of Communications & Information Technology, Govt. of India, was set-up to carry out Human Resource Development and related activities in the area of Information, Electronics & Communications Technology (IECT).

NIELIT is engaged in both the Formal & Non-Formal sector of education in the area of IECT besides development of industry oriented quality education and training in the state-of-art areas and to establish standards to be the country’s premier institution for Examination and Certification in the field of IECT. It is also a National Examination body, which accredits institutes/organizations for conducting courses in IECT in the non-formal sector of IECT Education & Training.

To facilitate skill development in ESDM sector focusing on students/unemployed youth at 9-10th standard onwards, ITI, Diploma, Non-engineering graduates, etc. to increase their employability to work in ‘Manufacturing’ and ‘Service support’ functions, a ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ was approved by Department of Electronics and Information Technology (DeitY), Ministry of Communication & Information Technology, Govt. of India on 1st November, 2013. A total of 90,000 persons are to be supported under the scheme in the select 8 States/UTs in 5 levels (Level 1 to Level 5) of vocational skill development courses recognized by NIELIT/ ESSCI/ TSSC. The approved outlay of the Scheme is Rs. 113.77 crore with Grant-in-Aid support of Rs.100 crore from the Central Government.

A new scheme ‘Skill Development in ESDM for Digital India’ was later approved by Department of Electronics and Information Technology (DeitY), Ministry of Communication & Information Technology, Govt. of India on 9th December 2014 under the aegis of ‘Digital India’ programme launched by Hon’ble Prime Minister to cover all the States/UTs of the country in order to facilitate creation of an eco-system for development of ESDM sector in the entire country for facilitating skill development for 3,28,000 persons in ESDM sector at an outlay of Rs. 411 crore (approx.) and Grant-in-Aid of Rs. 355 crore (approx.) in a period of 4 years. This scheme is in continuation of the ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ approved on 1st Nov., 2013 which is being implemented in 8 states (with 4 states common in both the schemes). Both the Schemes are to be implemented concurrently.

1.2 State-wise Target of the Scheme All the states and UTs have been categorized into 3 categories viz. Large State, Medium State and Small State & accordingly targets were allocated:

*The states of Andhra Pradesh, Kerala, Telengana and Uttarakhand which were covered under the earlier Scheme with lesser targets will now be assigned additional targets(subject to above ceilings) in the instant Scheme to bring them at par with other similarly placed states Flexibility would be provided to reward the States/UTs who are able to achieve their targets by enhancing their targets after reducing the same from other lesser-performing States/UTs (with in the overall targets/budget outlay).

Note: State wise targets are to be accomplished collectively by NEILIT, ESSCI and TSSCI.

1.3 Courses Offered As the scheme is of 4 years of duration, courses would be added in the basket from time to time. Details of presently available courses are on ESDM portal and www.deity.gov.in/esdm/hrd. 1.4 Course delivery (training)

i. The training of these courses is being provided by NIELIT Regional Centre (RC), Training Partners(TPs) selected by the respective RCs of NIELIT, ESSC & TSSCI.

ii. All of these courses are available in class room mode only at this moment. In future, we may explore the option of online lectures.

iii. The course duration varies from Level to Level and Course to Course as per Scheme guidelines.

iv. Generally batch size would be of 20-30 candidates per batch.

1.5 Candidate Selection & Registration

Selection and Registration of the Candidate would be done as per ESDM Project guidelines.

Note: The ESDM guidelines issued by Deptt. of Electronics and Information Technology(DeitY) from time to time will prevail over any clause that may come under conflict in this document.

2. Regarding Papers per Course for L1, L2, L3, L4 and L5 Level of Courses:

1. Only Single Paper per Course for all the Theory Examination will be conducted for all the Level. 2. One paper will have three parts

i. Part A: Online Theory Examination – Single Paper ii. Part B: Internal Evaluation iii. Part C: Practical and Viva-Voice Examination

3. Marks Distribution and Pattern of Question Paper:

Details of Marks Distribution and its Break-Up, Question Paper Pattern etc. are given in Table 1

to 5.

3.1 Distribution of Internal Marks for L1, L2, L3, L4 and L5 Level of Courses:

1. Internal Marks will be 20. 2. Responsibility of awarding Internal marks lies solely with Training Partner. 3. Internal marks to be uploaded/given to NIELIT Regional Centres at least 2 days prior to

conduct of External Examination. 4. Distribution of Internal Marks is common for all the levels. Detail is shown in Table 1

3.4 Pattern of Question Paper, Marks Distribution etc. for L1, L2 and L3 Level of Courses

4. Grading Scheme

4.1 For L1, L2 and L3 Level Courses

1. Candidates have to score 40% marks in Theory and Practical & Viva Voice Examination individually.

2. Candidates have to score collectively 50% marks i.e. 50 out of 100 total marks for qualification. 3. No minimum passing marks for Internal Evaluation. 4. Candidates scoring 40% (individually) and 50% (collectively) or above marks will be declared

“PASS”. 5. Candidates failing to score 40% marks in Theory and Practical & Viva Voice Examination

individually will have to reappear in all the Theory and Practical Examination which has disqualified candidates.

6. No certificates will be awarded to FAIL/DISQUALIFED candidates. 7. No Provision of Grace marks. 8. No Provision of Negative Marking. 9. No Provision of Re-Checking and Re-Totalling. 10. Marks once given in Theory, Internal and Practical & Viva-Voice cannot be allowed to be

alter/change under any circumstances once handed over to NIELIT RCs. 4.2 For L4 and L5 Level Courses

1. Candidates have to score 40% marks in Theory and Practical & Viva Voice Examination

individually. 2. Candidates have to score collectively 50% marks i.e. 75 out of 150 total marks for qualification. 3. No minimum passing marks for Internal Evaluation. 4. Candidates scoring 40% (individually) and 50% (collectively) or above marks will be declared

5. EXAMINATION PROFILE NIELIT ESDM Examinations shall be conducted on request basis of an authorized Training Partner(TP)/ NIELIT RC after the commencement of a particular course. Students of a particular batch/ course at a TP, who fulfil the eligibility criteria, can appear in these examinations, after applying through the portal / Online Theory Examination Application Form for that particular course / level. Usually examination will be held immediately after course completion.

5.1 Internal Evaluation/ Assessment (by TP/RC): An internal assessment / evaluation of 20 marks for all the five Levels must be done by TP/RC. TP must email the scanned copy and submit original copy to NIELIT RC before the main examination. 5.2 Examination: Level wise Examination pattern is as follows: For Levels 1, 2 & 3 (L1, L2 & L3)

i. There is no negative marking in Online Theory Examination.

ii. Online Theory Examination will have Multiple Choice Questions (MCQs). iii. Both Online Theory Examination and Practical Assessment for one particular batch should

be preferably conducted on one single day. Preferably Practical Assessment in 1st Half followed by the Online Theory Examination in the 2nd half. In case of unforeseen circumstances, examination may be scheduled / re-scheduled to the next available date.

iv. Candidate must report at the examination venue one (1) hour prior to the commencement of the examination. No candidate would be allowed to appear in examination after 15 minutes of the commencement of examination.

5.3 Pass Percentage : i. A candidate must obtain minimum 40% each in Online Theory Examination & Practical

Assessment for passing that particular assessment.

ii. However, a candidate has to secure at least 50% marks in aggregate( Internal, Theory & Practical) to get qualified.

6. PRE- EXAMINATION ACTIVITIES 6.1 Applying for examination

6.1.1. 1st time Appearance : The respective TP would apply on behalf of candidates for the requisite examination through online facility of exam form and fee submission offered by NIELIT. TP will submit three preferred tentative dates of examinations. TP must apply for examination within 5 days of start of the batch along with the requisite fees. 6.1.2. Subsequent Examinations / Re-appear: If a candidate fails to clear the examination in the 1st attempt, he/she may appear in the subsequent examination. A candidate is allowed only two(2) reappears as per ESDM scheme guidelines. For the same, a candidate needs to apply through the TP again by paying the requisite examination fee. Such cases would be scheduled along with the next main examination conducted at the exam centre or any nearby centre. RC has the full rights to schedule such examinations considering the financial viability. Usually 30-45 days are required for schedule of an exam.

6.2 Examination Form Processing i. Each Examination application shall be allotted a serial number, which is a unique identity of

the form and is also appended on the Admit Card of the candidate. ii. Based on the examination requests, RC will finalize the exam dates, generate roll numbers,

attendance sheets, practical award lists and admit cards would be uploaded on the NIELIT portal. Candidates / TPs would be intimated of the venue, date and schedule of the examination by email/ SMS also.

6.3 Identification of Examination Centre i. TP will facilitate exam centre with adequate infrastructure for both Online Theory

Examination & Practical Assessment. However, final decision of Examination Centre rests on the Director/ Head of the respective NIELIT RC for transparent, free and fair examination.

ii. In case of less number of candidates, the NIELIT RC will look for alternatives of exam dates/ centres considering financial viability.

6.4 Provision of shifting of Examination centres of candidates

There is no provision of shifting of candidate’s examination centre in an Online environment for conduct of examination. However, in an exceptional case, RC may take a suitable decision.

6.5 Staff deployed for the Examination Centre

Exam Superintendent (ES): There will be one ES for each centre for both Online theory examination and Practical Assessment. The ES will be appointed by the NIELIT RCs. ES is generally one of the empanelled expert of NIELIT / Technical personnel working in government or private sector. In case of NIELIT Location, the official nominated by respective Centre Director would act as ES. ES is responsible for the smooth conduct of the examination. For effective and efficient discharge of ES responsibilities, the Exam centre/ TP will provide support staff & technical manpower for Online Theory Examination server setup, practical Lab setup etc. ES shall mandatorily carry his/her photo identity.

Subject Expert(SE) for Practical Assessment: RC may appoint an SE if they feel it is required. The Practical Assessment needs subject expertise, a Subject Expert(SE) of the relevant field may be deputed for conduct of Practical Assessment. Subject Expert is responsible for conducting the Practical Assessment under the supervision of ES. SE shall mandatorily carry his/her photo identity.

Note:

i. Under no circumstances, students should be enrolled / engaged in examination work. ii. The details of ES and SE must be intimated to NIELIT HQ (Controller of Examination) for

generation of their logins, passwords etc. iii. It is advisable to NIELIT RC that the ES and SE should be arranged from nearby locations

(within 100 kms) as there is no separate provision for payment of transportation / conveyance. However, respective NIELIT RCs may relax the norms in exceptional cases.

6.6 Roles and Responsibilities

6.6.1 Powers of the Examination Superintendent (ES)

i. The ES is over-all in-charge and will be solely responsible for the proper conduct of the examinations at the centre (both online and practical). The ES has power to take any action commensurate with security, to uphold the sanctity of the examination. For any points/unforeseen circumstances, not covered under this SOP, the ES may recommend suitable action as deemed fit, under intimation & consultation with NIELIT RC.

ii. The ES has absolute power in expelling a candidate from the Examination Loom / Lab, if, in his/her opinion, the candidate adopted unfair means in the examination. A report on the matter should be sent to the NIELIT RC on the same day.

6.6.2 Responsibilities of ES

i. The ES will ensure that the exam centre is properly equipped with seating, light & other essential requirements that are required for the proper conduct of examination.

ii. ES will ensure that the both Theory and Practical examination is being Videographed. ES will also generate the Hash-Code of the CD/DVD and upload / email the same to Portal/ NIELIT RC on the same day.

iii. The ES should not allow any person, other than the valid candidates, the examination staff deputed by TP and the Observer deputed by NIELIT/ NIELIT RC, inside the Examination Hall.

iv. Exam Centre staff will do the required server setup for Online Theory Examination, if any, under direct supervision and control of ES. However, ES will ensure that the examination staffs are adequately qualified/ experienced and are of impeccable integrity and are not connected with any student in any manner, whatsoever.

v. ES will coordinate and supervise the Practical Assessment to be conducted by SE. vi. ES will collect the physical attendance of both Online Theory Examination & Practical

Assessment, Sign and email the scanned copy to NIELIT within 4 hours of the examination. vii. ES with collect the Practical Award list from SE, sign it and send scanned copy to NIELIT RC

by email within 4 hours of the examination.

viii. ES will also send the original copy of attendance, practical award list and claim forms (for self and SE) to NIELIT RC by the next working day.

ix. ES will mandatorily check & collect the class Attendance Register/Printout of the Biometric Attendance for the batch, and send a copy to the NIELIT RC along with the examination attendance sheets and practical award lists.

6.6.3 Responsibilities of Subject Expert (SE)

i. Conduct the Practical Assessment as per schedule under supervision of ES. ii. Award marks as per the guidelines, fill them on award list, sign and submit to ES for onward

submission to NIELIT RC. 6.6.3 Responsibilities of Training Partner(TP)

i. TP will print 2 copies of attendance sheets and practical award list. ii. Provide the required infrastructure for both Online Theory Examination and Practical

Assessment. iii. Broad Band Internet connectivity for conduct of Online Theory Examination. iv. Provide a good quality Scanner, a Laser Printer and Computer with Internet connection for

examination related work. v. Provide two Technical manpower and all the required support for Server Setup and Lab

setup etc. for Online Theory Examination. vi. Provide two support staff for both Online Theory Examination and Practical Assessment.

vii. Arrange Power Backup facility such as UPS, Generator for uninterrupted & smooth conduct of examination.

viii. Make arrangements for Videography of the whole examination activity (continuous streaming) and submit a copy to NIELIT RC immediately and keep another copy for his records minimum for a period of 1 year and in case of any dispute, keep the copy till the dispute is over. In case TP do not submit the copy of Video or Video is found tampered, NIELIT reserve the right to Cancel the whole examination and withdraw the TP accreditation/ affiliation for all NIELIT programmes.

ix. TP must send original copy of Internal marks with supporting documents to NIELIT RC at least 2 days prior to the Examination.

6.7 EXAMINATION OBSERVERS (need based)

The examination observer may be deployed at any or all examination centres by the respective RCs/Hqrs. The deployment of examination observer shall be need based. Observers deputed to a Centre, oversee the sanctity of NIELIT examinations. Both, the Examination Observer and the Examination Superintendent are expected to work in harmony, while extending their support to each other.

6.8 PAYMENT NORMS

Note: 1. There is no provision of payment to TPs for facilitating the Online and Practical examinations. 2. All payments to ES & SE will be made by NIELIT RCs & TP will not make any payment to them.

3.There is no separate provision for any additional payment to ES / SE on account of transportation / conveyance, TA, DA etc. 4. In case of rescheduling of examination, honorarium would be paid as per actual for the day of examination.

6.9 UNFAIR MEANS

i. A candidate will be considered to have adopted unfair means, if he/she is found copying, from the other candidates or allows his/her answers to be copied by other candidates or has obtained assistance, in answering the questions / practicals or adopting any other means which, in the opinion of the SE / ES, is unfair.

ii. In such a case, a written statement by the candidate and the ES and/or SE must be sent along with the details to NIELIT RC in a separate sealed confidential cover. If a candidate refuses to give a written statement, the ES should mention this fact in his/ her report.

iii. In case of a situation beyond the control of the ES (e.g. cases of mass copying etc.) the examination process should be stopped and telegraphic/telephonic & email information should be sent immediately to the NIELIT RC. This should be followed up by detailed reports.

iv. Use of Mobile Phones, Smart Phones, Tablets are strictly prohibited in the Examination Room/ Lab.

6.10 Attendance Sheets & Practical Award lists

i. Attendance sheets and Practical award list would be prepared by NIELIT RC with the scheduling of examination.

ii. Attendance sheets will be emailed to ES & TP one working day prior to the examination. iii. These sheets contains the pre-printed details pertaining to Registration No., Roll No, Name,

a Scanned Image/Photograph and Signature of the candidate with provision for recording the actual signature & Thumb impression of the candidate.

iv. That the candidate was present can be accepted, only if his or her signature & thumb impression appears on the Attendance Sheet against his/her Roll Number. Please ensure that the candidate signs/ mark thumb impression only in the space provided against his/her Roll Number in the Attendance Sheet.

v. The Absentee should be noted by the ES/SE by marking “ABSENT” (in capital letters) in the space earmarked for signatures and Thumb impression.

vi. In the event of the Attendance Sheet covering candidates seated in more than one room / location, the same (Attendance Sheet) should be circulated to the different rooms, one after the other, to mark the attendance of the candidates. In no case, the Attendance Sheets should be torn.

6.11 Examination Room / Lab Discipline

i. The Candidates are required to produce their valid photo identity card, along with the admit card to the ES. The photograph and the candidature of the candidate should be critically checked to avoid any case of impersonation. Unverified candidates may be debarred from undertaking the examination. IN CASE, A CANDIDATE IS UNABLE TO PRODUCE THE IDENTITY CARD FOR SOME REASON, THE EXAM SUPRITENDENT SHOULD VERIFY THE IDENTITY FROM THE ADMIT CARD/PHOTOGRAPH AND ATTENDANCE SHEET. The Admit Card/Attendance sheet also contains the scanned image of the signature of the candidate. Both, the signatures of the candidate and the photograph on the admit card should be matched.

ii. ES must check the Name and Roll Number of the candidate in the Admit Card and the Attendance Sheet.

iii. A valid original photo identity card can be AADHAAR Card, Driving License, PAN card, Voter card, Passport, identity card provided by school/college, or any other document issued by the government for such purposes.

iv. If the candidate is able to prove his /her identity and the concerned ES is satisfied with the same, the candidate may be allowed to appear for the examination.

v. For all other cases, the candidate should not be allowed to appear for the examination. vi. The ES should not allow any person, other than the valid candidates, the examination staff

and the observer deputed by NIELIT, inside the Examination Room & Practical Lab. vii. NIELIT does not allow candidates to appear without a Roll Number, which is specifically

issued to all eligible candidates for a particular examination.

7 RESULT PROCESS & DECLARATION OF THE RESULT i. Online theory examination result will be evaluated and processed online by the Software

and will be forwarded to respective NIELIT RC. ii. Internal Marks would be sent to RC by TP and will be used for final result processing.

iii. Marks of the Practical Assessment sent by the ES will be used for processing and final computation of result. NIELIT RC will consolidate Online theory examination marks, Internal marks and Practical marks and also verify the attendance sent by ES.

iv. NIELIT RC will process the result accordingly and get the same approved from the Director/ Head of the RC.

v. NIELIT RC will send the approved copy of the processed result to NIELIT HQ vi. RC will complete the whole job within 4 working days after the examination.

vii. HQ will do the required processing and declare the result on day-5 (next working day). viii. A candidate will be declared Passed or Skilled, if he/she gets the minimum 50% marks in

aggregate (Internal, Theory & Practical) and minimum 40% each in Online Theory Examination and Practical Assessment.

ix. If a candidate does not get minimum pass marks in Online Theory Examination and

Practical Assessment, he/she will be declared Unskilled or Failed. And such candidates need to re-appear in both Online Theory Examination and Practical Assessment.

1. No Provision of Grace marks. 2. No Provision of Negative Marking. 3. No Provision of Re-Checking and Re-Totalling. 4. Marks once given in Theory, Internal and Practical & Viva-Voice cannot be allowed to be

alter/change under any circumstances once handed over to NIELIT RCs.

8 ISSUE OF CERTIFICATE 8.1 Eligibility for issuing certificates

Certificate to a candidate will be issued if he / she qualifies both Online Theory Examination and Practical Assessment in one single attempt and gets minimum 50% of marks in aggregate.

8.2 Authorized Signatory for issue of Certificate

i. Controller of Examination, NIELIT is the authorized signatory for issuing the digitally signed e-Certificates to the candidates.

ii. E-Certificates will be made available to the successful Candidates within 5 working days of declaration of Result.

10 Regarding Grievance Handling (Examination Related)

10.1 Issues related with Student, Subject Expert, Training Partner (during Examination): All

such issues would be handled in the following order:

i. Examination Superintendent

ii. NIELIT Regional Centre

10.2 Issues of Examination Superintendent: All such issues would be handled by the

respective NIELIT Regional Centre.

10.3 Grievance handling at NIELIT Regional Centre:

If an issue could not be resolved locally at the examination venue by Examination

Superintendent (ES), the same may be forwarded to the respective NIELIT Regional Centre.

Each NIELIT Regional Centre is expected to thoroughly examine the matter and resolve the

same at their level.

Each NIELIT RC may appoint a Nodal officer for ESDM project who will coordinate with the

Public Grievance Officer of the respective NIELIT Regional Centre for Grievance Handling. As

far as possible, NIELIT RC must try to resolve all the Grievances arising in exam related

activities.

Timeline : Maximum 15 working days

10.4 Grievance handling at NIELIT HQ:

Efforts shall be made by all NIELIT RCs to resolve the Grievances at their end. However, if

an issue could not be resolved at NIELIT RC level and requires NIELIT HQ’s intervention,

then the same may be forwarded to HQ ESDM Grievance Cell.

The Grievances received directly by Public Grievance Officer(PGO) at HQ through CPGRAMS

or any other mode would be referred to the Nodal Officer of the concerned NIELIT RC, who

would promptly respond (in approximately 10 days) so as to enable PGO to settle the

matter within the prescribed time lines.

ESDM Grievance Cell may be constituted at HQ comprising the following members:

o Head of the Technical Section or his Representative - Chairman

o Head of the Administration Section or his Representative - Member

o Head of the Finance Section or his Representative - Member

o Head of the Examination Section or his Representative - Member

o Head of the Accreditation Section or his Representative - Member

o Public Grievance Officer, NIELIT HQ - Member

o Head of the ESDM Section or his Representative - Member Secretary

The committee shall also analyse various Grievances received and would suggest the

improvement in the system to avoid the recurrences of such cases.

In case, the matter needs a Policy Decision within NIELIT, the Managing Director, NIELIT

may take a suitable decision.

In the case, the matter pertains to DeitY on the ESDM Scheme Policy/ Guidelines, the

matter may be referred to DeitY through the ESDM PMU for settlement.
