Environmental Impact Statement The planning application was accompanied by an Environmental Impact Statement

(EIS). As is required by this application two hardcopies and two copies on CD-Rom of

the EIS have been submitted. The EIS is subdivided into three volumes as follows:

• Volume I Non Technical Summary

• Volume II Environmental Impact Statement

• Volume III Appendices to Environmental Impact Statement

Planning Drawings (PL01-PL40) as submitted to FCC are also included in this

application.

The EIS being submitted as part of this application is identical to that submitted for

planning purposes to Fingal County Council.

Summary of Previous Planning Permissions This application relates to a 2.38ha area located within the larger Roadstone Wood

Limited (RWL) owned landholding. There is no record of any planning applications

within the subject site.

The application boundary however immediately abuts the boundary of previous

applications – namely those relating to the development of the adjacent Huntstown

Quarry and Huntstown Power Station. Details of all planning permissions associated

with these lands are presented in Chapter 2 of the EIS (Volume II), specifically at

Appropriate Assessment A Natura Impact Statement (NIS) prepared by SLR Consulting was submitted to FCC

as part of the planning application. The full report is presented in Appendix B.6.

The assessment considered the potential effects associated with the construction and

operation of the plant. It clearly demonstrates that the plant will not result in any

significant effects on any relevant Natura 2000 site within a 15km radius of the facility

either on the integrity of these sites, or any qualifying features for these site for which

they have been classified/designated as being of European importance, either as a

standalone development or in-combination with other plans or projects within its zone

of influence.

It is considered that this NIS provides sufficient relevant information to allow the

Competent Authority to undertake Step 5 of the Appropriate Assessment process and

reach a determination that the development of the plant at this location will not affect

the integrity of any of the identified relevant Natura 2000 sites within a 15km radius of

the proposed project under Article 6 of the Habitats Directive (92/43/EEC).

ATTACHMENT - B.10 SEVESO II REGULATIONS The Renewable Bioenergy Plant at Huntstown is not an establishment to which the

EC (Control of Major Accident Hazards involving Dangerous Substances) Regulations

(S.I. No. 74 of 2006) apply.

However, the location of the subject site is within proximity of Huntstown Power

Station, which does qualify under the Seveso Regulations. For any developments in

the vicinity of Seveso establishments, the Health and Safety Authority (HSA) can

issue technical advice regarding the acceptability or otherwise of the risks involved.

The HSA have issued a guidance document which outlines the approach when

making such a determination. An assessment was prepared by Byrne Ó Cléirigh

entitled Assessment of Landuse Planning Implications for the Development of a

Renewable Bioenergy Plant at Huntstown, North Road, Finglas, Dublin 11 using the

HSA’s guidance and is presented in Appendix B.10.

The methodology used in this assessment is the same as that used by the HSA when

issuing advise to planning authorities in relation to developments at or in the vicinity of

Seveso establishments.

The report concludes the proposed plant would satisfy all of the HSA’s criteria for

individual and societal risk when making decisions based on land use planning

matters and, as such, the HSA would not advise against the proposed development in

this regard.
