Louth County Council were informed by Mr. Pat Byrne (EPA) that the EPA have carried out and continue to carry out much research in this area, as part of their 'Water Framework Directive' obligations. This includes ongoing sampling in the River Boyne and the Boyne Estuary. Full records of this sampling are available from the EPA, collated by Mr. Shane O'Boyle (Dublin Office EPA).

The one secondary discharge point associated with the Drogheda WWTP 81 agglomeration is an 'Emergency Overflow' from the 'Newtown Pumping Station', which only operates in a case of complete pump failure at the station. As this has not occurred, nor is it expected to occur in the future, it is not possible to sample and monitor the discharge from this point.

WATER QUALITY MANAGEMENT PLAN I CATCHMENT MANAGEMENT PLAN

As part of a substantial restructuring of EU water policy and legislation, a Directive establishing a new framework for Community action in the field of water policy (2000/60/EC) was agreed by the European Parliament and Council in September 2000 and came into force on 22nd December 2000. The Directive, generally known as the Water Framework Directive rationaiises and updates existing water legislations and provides for water management on the basis of River Basin Districts (RBD's).

The main activities for the implementation of the WFD will take place in the context of River Basin Management Proiects led by local authorities.

One of the Current River Basin Management Projects 'The Three Rivers Project' is a Government initiative to develop catchment based water quality monitoring and management systems for the Boyne, Liffey and Suir river systems. The overall aim of the project is to establish monitoring systems and develop management strategies, which will restore and conserve the waters of the Boyne, Liffey and Suir river systems to good

I ecological status. The term good ecological status applies to waters suitable for sustaining natural aquatic ecosystems, which are either unaffected or only slightly impacted by human activity. Such waters will support diverse and balanced game fish communities, aquatic plants and other aquatic flora and fauna. These waters (which include estuarine and costal waters can be classed as unpolluted and will be suitable for recreational purposes and in the case of freshwater will be suitable for treatmenffabstraction for drinking water.
