  • FOREWORD

    This publication is one in a series of annual publications containing employment and wage data for firms covered under the Mississippi EmploymentSecurity Law. This series began with data for the year 1950; for 1949, information published covered only manufacturing. Prior to the 1968 issue,the title of the publication was Monthly Employment and Quarterly Wages of Workers Covered by the Mississippi Employment Security Law. Datafor the Covered Employment and Wages series are derived from the quarterly contributions reports submitted by all employers covered under theMississippi Law and from supplemental reports submitted by many multi-county employers. This publication is produced by the Mississippi Departmentof Employment Security, Labor Market Information Department in cooperation with the U.S. Department of Labor, Bureau of Labor Statistics.

    The Law originally covered employers who employed 8 or more workers for 20 weeks in the current or the preceding calendar year. Excluded wereemployers of agricultural workers, of domestic employees in private homes, and of casual labor not in the usual course of an employing unit's tradeor business; and State and Local Government entities. Railroads and Federal Government installations were covered under separate unemploymentprograms.

    Changes in coverage under the law have affected data included in these publications to the extent that data for years following a change were notstrictly comparable to those for years preceding the change. In January 1956, coverage was extended to include employers of 4 to 7 workers. EffectiveJanuary 1, 1972, amendments required coverage of all employers (in non-exempt industries) of 1 or more workers for 20 different weeks of the currentor preceding calendar year and of employers who paid wages of $1,500 or more in any one quarter. State-owned hospitals, state-owned institutionsof higher learning and most non-profit institutions, other than elementary and secondary schools, were also brought under coverage. Effective January1, 1978, coverage was extended to include: (1) agricultural employers with 10 or more workers in 20 weeks or who paid $20,000 or more in quarterlywages for agricultural services; (2) employers who paid $1,000 or more in a calendar quarter for domestic services; (3) all agencies of the State andLocal Government; and (4) non-profit elementary and secondary schools.

    The only workers without coverage after enactment of the 1978 amendments were agricultural workers whose employers had fewer than 10 workersand paid quarterly wages of less than $20,000; domestics of employers with quarterly payrolls of less than $1,000; persons performing religious dutiesfor a church or other religious organization; unpaid family workers; elected officials and certain other policy makers; members of the Legislative andJudiciary branches; members of the State and the Air National Guard; Government emergency employees; and Government employees of penalinstitutions. With the new 1978 coverage, approximately 85 percent of all Mississippi employment and 93 percent of the state's nonagriculturalemployment was covered.

    Beginning with the 2007 edition, the industrial codes used are those contained in the North American Industry Classification System (NAICS) Manualissued by the Executive Office of the President, Office of Management and Budget, 2007. In the 2001 through 2006 editions, the industrial codes usedwere from the NAICS, 2002 codes. Prior to the 2001 edition, the industrial codes used were from the Standard Industrial Classification (SIC) Manual.NAICS uses a six-digit coding system to identify particular industries and their placement in this hierarchical structure of the classification system. Thefirst two digits of the code designate the sector, the third designates the subsector, and the fourth digit designates the industry group. A list of three-digitand four-digit codes and titles which make up each of the major 20 sectors is included for reference purposes. Because of extensive changes fromSIC to NAICS, there will be no historical comparisons at the quarterly or annual level. Information about NAICS can be accessed at www.census.gov.

  • This publication consists of tables showing statewide employment and wages by industry, employment and wages by county, and average annualwages and average monthly employment by county and industry. There are tables showing, by county and by industry, data for State and LocalGovernment, which are included in summary and individual county tables. Also included is a table for each county showing, by industry, the numberof establishments for the third quarter, the employment for each month of the year, and the total wages for each quarter. In county tables, wages arerounded to thousands of dollars resulting, in some cases, in differences between totals shown and the sum of individual items. The table entitled"Unclassified County" contains data for employers whose workers cross state and county lines so frequently that they cannot be classified as beingemployed in any particular county or counties, and it also contains information for multi-county firms which for any other reason were unable to submitreports by county.

    Individual county tables and Table IV show the number of establishments; Table I, which contains statewide data by industry, shows the number ofreporting units rather than the number of establishments. The number of establishments exceeds the number of reporting units shown in the statewideindustry tables, since one reporting unit may consist of several establishments. In some instances, the number of reporting units in Table I and thenumber of establishments in Table IV and in the county tables differ from the number shown in the Covered Employment and Wages publication forthe third quarter. This difference is due to the industry levels at which non-disclosure criteria were applied. In this publication criteria were appliedon a four-digit industry basis, whereas in the quarterly release criteria were applied on a three-digit basis for manufacturing firms and on a sector basisfor non-manufacturing firms.

    If data for an individual establishment or reporting unit is not divulged, monthly employment and quarterly wages are given for industry sectors andfor three-digit and four-digit groups. Criteria for non-disclosure of individual employer data are as follows: 1) fewer than three establishments orreporting units in an industry sector or group or 2) one establishment or reporting unit contains 80 percent or more of the employment of the sectoror group. When criteria for non-disclosure are met, employment and wage data are combined with data for other sectors or groups. Where necessary,groups with the lowest March employment were selected for combining with groups meeting non-disclosure criteria in order to protect the latter againstthe possibility of derivation of data by subtraction of published data from inclusive totals.

    The term "OTHER DIV" indicates combined data for two or more industry sectors; "NDC DIV" indicates combined data for two or more three-digitgroups within an industry sector; and "three-digit code (i.e., 722) OTHER" indicates combined data for two or more four-digit groups within that three-digit group. At the end of each county table is a list of industries for which data could not be published due to non-disclosure criteria.

    The employment figures cover all full-time and part-time employees who were employed for the pay period which includes the 12th of the month;consequently, the workers who were employed by more than one establishment during the reporting period are counted more than once, since eachemploying unit reports the number of persons on its payroll during the payroll period. Conversely, workers who were paid on a weekly or biweeklybasis who did not work during the period including the 12th of the month are not included in the employment figures for the month. Wage figuresrepresent the total wages paid during the year.
