Megaprojects: Optimizing Country Involvement to Foster Innovation
Megaprojects, ventures of immense scale and complexity, are playing an increasingly vital role in the globaleconomy. But to be successful, they require long-term coordination between stakeholders. What are the impacts ofmegaprojects on the global stage? How do these projects drive the advancement of modern science? This sessionoffers perspectives on how different countries structure and manage their involvement in megaprojects. The potential for the Russian regions to develop environments that support innovation requires stakeholdercommitment to the creation of enabling infrastructures. These environments must have the capacity to supportboth newly formed and mature technology companies through their growth stages. Contest Accelerator GenerationS: The Investment Session for the Finalists
Part I
GenerationS, as the major contest accelerator in Russia, allows start-ups to turn their projects into a successfulbusiness, to find investors, partners and customers. GenerationS is a kind of “quality mark” for investors regardingthe projects that passed several stages of selection as well as an acceleration program and that were studied byhighly competent experts and therefore can be considered as investment-worthy.
GenerationS was launched in 2013 and immediately became attractive for technology entrepreneurs from all overRussia and the CIS. This year, participants from 142 cities submitted 1,858 applications in four business areas: IT(information technology), Industrial (industrial solutions), BioTechMed (biotechnology and medicine), CleanTech(resource-efficient technologies).
25 selected technological startups that have undergone industry acceleration programs and coaching will presenttheir projects to the jury during the Investment Session. The jury, being composed from both Russian andforeignbusiness-angels, venture capital funds managers, as well as corporate managers and Moscow city publicauthorities, will give investment evaluation of the projects and select winners.
The awards ceremony will be held in the lecture hall after the investment session. The start-ups will share the5 mln RUR prize fund, and also receive prizes and gifts from partners of GenerationS.

Contest Accelerator GenerationS: The Investment Session for the Finalists

Part IIGenerationS, as the major contest accelerator in Russia, allows start-ups to turn their projects into a successfulbusiness, to find investors, partners and customers. GenerationS is a kind of “quality mark” for investors regardingthe projects that passed several stages of selection as well as an acceleration program and that were studied byhighly competent experts and therefore can be considered as investment-worthy.
GenerationS was launched in 2013 and immediately became attractive for technology entrepreneurs from all overRussia and the CIS. This year, participants from 142 cities submitted 1,858 applications in four business areas: IT(information technology), Industrial (industrial solutions), BioTechMed (biotechnology and medicine), CleanTech(resource-efficient technologies).
25 selected technological startups that have undergone industry acceleration programs and coaching will presenttheir projects to the jury during the Investment Session. The jury, being composed from both Russian andforeignbusiness-angels, venture capital funds managers, as well as corporate managers and Moscow city publicauthorities, will give investment evaluation of the projects and select winners.
The awards ceremony will be held in the lecture hall after the investment session. The start-ups will share the5 mln RUR prize fund, and also receive prizes and gifts from partners of GenerationS.

The hard six-month period of preparation, training, working with mentors, andholding demo days and meetings with investors has completed with the solemn finale.
GenerationS is the biggest accelerator competition in Russia that enables start-ups to turn their projects intosuccessful businesses, as well as find investors, partners, and customers for their products. For investors,GenerationS is a kind of a quality mark for technology projects that have passed several stages of selection andacceleration program, have been studied by authoritative experts, and thus can be considered as investmentsubjects.

The unique technical, design and engineering solution make the bioprinter universal. The printer has been createdto print live functional three-dimensional tissue and organ constructs. The bioprinter's original construction allowsit to accurately distribute tissue spheroids (bio-ink) in successive layers of hydrogel (bio-paper) following apreviously created digital model. Абхазия готова открыть свой ры-нок жилья для граждан России. Парламент республики может рассмотреть вариант, позволя-ющий россиянам покупать жилье в новостройках в Гаграх, Пицун-де и других городах. Но про-блема в том, что в республике, где жилой фонд едва превыша-ет 4 млн кв. м, пока практически не строится новых объектов.

татов республики. По словам одного из них, в документе предполагается смягчить ограничения при покупке россиянами жилья в Абхазии. Для граждан России может быть предус-мотрено два варианта: покупка жи-лья только в новостройках либо кво-та на вторичном рынке. «Не исклю-чено, что в итоге могут быть одобре-ны оба варианта»,— полагает один из собеседников

По действующему законодатель-ству нерезиденты Абхазии могут приобретать любую недвижимость, за исключением жилья. Эти ограни-чения были введены в 1995 году — сразу после гражданской войны. Официальный Сухум принял эти меры, чтобы избежать спекуляций с брошенным жильем, которое пе-репродавалось в основном россия-нам. Отменить эти ограничения еще в 2010 году обещал тогдашний пре-зидент Сергей Багапш, но год спустя он скончался. Его преемник Алек-сандр Анкваб зимой этого года пору-чил правительству разработать про-ект закона, который смягчил бы ог-раничения для иностранцев при по-купке жилья в республике.

Столкнувшись с необхо-димостью быстрого заме-щения импортного продо-вольствия, попавшего под санкции, власти РФ сти-мулировали быстрое из-менение логистики поста-вок и увеличение объемов переработки сырья в стра-нах Таможенного союза (ТС), бывшей Югославии и Латинской Америки. Бе-лоруссия до конца 2014 года намерена закрыть до половины объема по-ставок отдельных продук-тов, попавших под запрет. Главные идеи — увеличить экспорт в Россию своего сырья, заменив его для своих внутренних рын-ков западным, и наладить максимально дешевую переработку сырья из ЕС по «серым» схемам. Инве-стировать в обеспечение долгосрочной продоволь-ственной безопасности РФ от Запада мешает неопределенность в сро-ках действия российского эмбарго.
Энтузиазм, с которым по-следние две недели россий-ские чиновники рапортуют о все новых возможностях замещения поставок ры-бы, мяса, молочной продук-ции и овощей из стран, по-павших под эмбарго, объяс-няется не внезапно обнару-жившимся избытком продо-вольствия на мировом рын-ке. О готовности фактически немедленно и в разы увели-чить экспорт продовольст-вия в РФ с 7 августа, даты вве-дения «продуктового эмбар-го» в РФ, уже заявили влас-ти Сербии, Македонии, Чи-ли, Эквадора, Бразилии, Ар-гентины и стран Таможенно-го союза — Белоруссии и Ка-захстана. Но если власти ла-тиноамериканских стран на-ходятся под постоянным дав-лением ЕС и США, пытаю-щихся ограничить поставки в РФ, то страны Таможенного союза и Южной Европы ста-нут хабом для восстановле-ния запрещенных поставок в РФ, убеждены опрошен-ные

Напомним, вопросы «не-допущения незаконных по-
ставок в Россию через Казах-стан и Белоруссию товаров из ряда стран, запрещенных в соответствии с недавним постановлением правитель-ства», сообщают в Кремле, обсуждаются в телефонных переговорах с главами стран ТС. 13 августа правительство РФ разрешило поставки пи-щевой продукции, попав-шей под запрет, но лишь в случае ее глубокой перера-ботки в Белоруссии и Казах-стане. Тогда же глава Феде-ральной таможенной служ-бы РФ Андрей Бельянинов, ссылаясь на отсутствие ры-чагов контроля при пере-
мещении продукции в зо-не ТС, обратился к вице-пре-мьеру Аркадию Дворковичу с просьбой поручить контр-олировать такие поставки Роспотребнадзору и Россель-хознадзору. 18 августа глава Россельхознадзора Сергей Данкверт сообщил о первых случаях прямого реэкспорта запрещенных товаров из Бе-лоруссии и Казахстана, при-грозив их полным закрыти-ем, а Роспотребнадзор вче-ра сообщил, что усилит про-верки пищевой продукции на границе с Белоруссией и Казахстаном.
Эксперты между тем уже уверены в том, что эмбарго РФ не будет преодолеваться прямым реэкспортом. В пер-вые две недели его дейст-вия стали очевидны почти легальные возможности но-вых партнеров РФ обессмы-слить санкции для самой России, возместив ЕС, США,
Австралии и Норвегии поте-ри на российском рынке за счет своего импорта — при-чем с потерями для потре-бителей и производителей РФ. «Текущая ситуация обна-жила выбор — либо всерьез контролировать

экспорт и отложить идею ев-разийской интеграции и ТС, либо отказаться от ответных санкций»,— убежден завла-бораторией международной торговли Института эконо-мической политики имени Гайдара Александр Кнобель.
Так, уже даже объявлен-ные руководством Белорус-сии планы увеличить постав-ки продовольствия в полто-ра раза, увеличив до конца 2014 года объемы экспорта в РФ до $6,5 млрд, угрожают свести на нет эффект ответ-ных санкций. Фактически в Белоруссии открыт зеле-ный коридор для поставщи-ков продовольственного сы-
рья из стран, попавших под санкции РФ. По словам главы Минсельхозпрода республи-ки Леонида Зайца, только на экспорте мясомолочной про-дукции планируется зарабо-тать дополнительно $2,1 мл-рд. Если учесть, что прямые потери стран ЕС от ограни-чения поставок еды состав-ляют, по разным оценкам, от $7 млрд до $9 млрд, от по-ловины до трети намерены компенсировать только бе-лорусские компании.
«В Белоруссии нет мощно-стей, позволяющих в столь короткий срок наводнить российский рынок собствен-ной продукцией. Никто в ЕС не намерен уступать нам свою долю на рынке РФ, по-этому в Минске фактически занялись государственной контрабандой, создав за не-сколько дней порядка деся-ти госпредприятий — они перехватывают контракты

кана факультета мировой экономики и мировой по-литики Высшей школы эко-номики Андрей Суздальцев. Белоруссия уже в ближай-шем будущем «сможет обну-лить эффект от санкций про-тив ЕС», считает он. Сергей Афонцев из ИМЭиМО РАН, придерживается более сдер-жанной позиции: республи-ка сможет заместить не более 5–7% запрещенного из ЕС аг-роэкспорта. Зато дополни-тельным хабом по реэкспор-ту в РФ товаров из Южной Ев-ропы станут Сербия, Македо-ния и Черногория. «Может быть, тактикой правитель-ства РФ будет закрыть на все глаза. Впрочем, с моей точки зрения, обнуления санкций все равно не будет»,— гово-рит господин Афонцев.

Рост цен на нефтепродукты на рознич-ном рынке обеспокоил правительст-во. Первой отреагировала Росавиация, заявившая, что цены на авиакеросин выросли на 6–7%, что может привести к росту цен на авиабилеты. Но на рынке говорят, что эти оценки касаются только разовых продаж топлива, где цены рас-тут из-за рыночной конъюнктуры. Са-ми авиа перевозчики обычно покупают топливо по долгосрочным контрактам, а цены по ним в последнее время даже снижались. В других ведомствах также не видят больших проблем.
Росавиация вчера сообщила, что в ию-не—августе в 30 аэропортах Поволжья, Сиби-ри и южных регионов зафиксирован значи-тельный рост стоимости авиакеросина. Его цена за тонну в среднем выросла на 6–7% (от 1 тыс. до 4 тыс. руб.). «Необоснованные дей-ствия предприятий по топливообеспечению ведут к подрыву экономической деятельнос-ти авиаперевозчиков, в первую очередь уже находящихся под введенными санкциями со стороны западных государств (пока под санк-ции попал лишь «Добролет».—

ляют в Росавиации. В ведомстве полагают, что ситуация может отразиться на стоимости билетов, а также снизит темпы роста перево-зок на региональных маршрутах.
Как говорят в Росавиации, ведущие авиа-компании уже обратились с просьбой при-
нять экстренные меры господдержки отра-сли. Официально эту позицию из крупных компаний пока поддержала «Трансаэро», за-явившая, что «необоснованный рост цен на авиакеросин может оказать самое негатив-ное влияние на деятельность перевозчи-ков». те» и «Сибири» (работает под брендом S7) ”Ъ“
заявили, что господдержки не просили. Но в «Сибири» отмечают рост цен на авиакеро-син на 3% «в нетипичный период».
Источник ”Ъ“ в «Аэрофлоте» говорит, что
у компании есть две системы закупок керо-сина. В 33 из 53 аэропортов компания полу-чает топливо по годовым контрактам, при-вязанным к мировым рынкам нефтепродук-тов и курсу доллара, и здесь в апреле—августе прошло снижение цен на 3–4%. В аэропортах с ценообразованием по тарифам центра реги-страции тарифов при Торгово-клиринговой палате (20 пунктов, доля в закупках компа-нии — около 25%) за последние пять месяцев «фиксируются колебания в пределах 10%»: снижение цен в мае—июне с последующим ростом в июле. Авиабилеты берегут от керосина Росавиация недовольна подорожанием авиатоплива
Вчера на КПП «Донецк» на российско-украинской границе проходил таможен-ный и пограничный контроль грузовиков с гуманитарной помощью для жителей Донбасса. Ожидается, что сегодня кон-вой въедет на территорию Украины — чтобы проследовать в Луганск в сопро-вождении представителей Красного Креста. Произойдет это ровно через 10 дней после того, как конвой отпра-вился в путь. Вместе с российскими «КамАЗами» досмотр проходил коррес-пондент ”Ъ“.
Первые четыре «КамАЗа» с российской гуманитарной помощью смогли въехать в пункт таможенного досмотра только вчера днем. «Процедура проверки первой партии груза началась»,— подтверждает представи-тель МККК Галина Бальзамова.
После стольких дней ожидания кажет-ся, что процедура проходит слишком разме-ренно. Белые грузовики по очереди подъез-жают на два специально выделенных места контроля. Проехав шлагбаум на въезде на КПП, где журналистам задерживаться боль-ше не разрешают, водители, одетые в песоч-ного цвета футболки, шорты и кепки, выхо-дят из машин и садятся курить в тени грузо-виков с распахнутыми на жаре дверцами ка-бин и заранее расшнурованными тентами. На скамейке у административного здания
скучает и батюшка, накануне благословив-ший груз в трудную дорогу и теперь сопро-вождаюший конвой на КПП.
Въехав под навес на пункте досмотра, во-дители откидывают брезентовый тент зад-ника грузовика. За оформлением груза сле-дят представители МККК в накидках с крас-ными крестами.

Гуманитарную помощь из машин не выг-ружают, но в некоторые автомобили забира-ются по несколько человек, осматривая со-держимое с помощью фонарика. Затем маши-ну вновь закрывают и пломбируют. Несколь-ко автомобилей решили проверить с помо-щью мобильного инспекционно-досмотро-вого комплекса — арки, вроде тех, что стоят в аэропортах, но способной просканировать грузовой автомобиль целиком. На проверку одной машины уходит около получаса.
