THE ROYAL BOROUGH OF KENSINGTON AND CHELSEA FORWARD PLAN OF KEY DECISIONS DECEMBER 2003 TO MARCH 2004 The Local Government Act 2000 required councils to change the way in which decisions are taken. On 19 th July 2001 the Royal Borough introduced a Leader and Cabinet system of local governance. The old committee system has been largely, but not entirely, removed. The Council is required by law to publish once a month a Forward Plan of Key Decisions proposed to be taken over the coming four months. Key decisions are defined as all decisions taken by the Cabinet or individual Cabinet Members (‘the executive’) with the exception of the following: 1. those executive decisions that are delegated to officers 2. those executive decisions that involve expenditure of less than £60,000 and relate only to the internal workings of the Authority, such as: (i) minor staffing changes (ii) works to Council premises (iii) training opportunities for members and officers (iv) systems enhancements; and (v) minor budget variations The attached Forward Plan is a list of all such proposed decisions. It represents a snapshot of the decisions in the system as at 1 st December 2003. This hard copy will be updated on the first working day of each month. The Local Government Act 2000 required councils to change the way in which

decisions are taken. On 19th July 2001 the Royal Borough introduced a Leader and Cabinet system of local governance. The old committee system has been largely, but not entirely, removed.

The Council is required by law to publish once a month a Forward Plan of Key

Decisions proposed to be taken over the coming four months. Key decisions are defined as all decisions taken by the Cabinet or individual Cabinet Members (‘the executive’) with the exception of the following:

1. those executive decisions that are delegated to officers 2. those executive decisions that involve expenditure of less than £60,000

and relate only to the internal workings of the Authority, such as:

(i) minor staffing changes (ii) works to Council premises (iii) training opportunities for members and officers (iv) systems enhancements; and (v) minor budget variations

The attached Forward Plan is a list of all such proposed decisions. It represents a snapshot of the decisions in the system as at 1st December 2003. This hard copy will be updated on the first working day of each month. The most effective way for members of the public to make their views known on a decision listed in this Forward Plan is to contact the decision-taker(s) direct. The latest time that this can be done is before the ‘Confirmed Decision*’ is taken (see above). This will normally be at least 5 working days prior to the estimated date for implementation for individual-member decisions, or for Cabinet decisions, on the day of the meeting. The estimated implementation dates for each decision are listed in this Plan. †This is the period in which the decision can be ‘called-in’ by one third of the voting members of the relevant Overview and Scrutiny Committee, should they wish the Cabinet Member to re-consider his or her decision.
