MITIGATED NEGATIVE DECLARATION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT,RESOLUTION and ORDINANCE relative to a General Plan Amendment and Zone Change for property at 9100Telfair Avenue.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

1. FIND that this project will not have a significant effect on the environment, pursuant to the City'sEnvironmental Guidelines and is in compliance with the California Environmental Quality Act; that theMitigated Negative Declaration reflects the independent judgment of the lead agency City of Los Angeles;that the documents constituting the record of proceedings in this matter are located in Council file No.06-2042 in the custody of the City Clerk and in the files of the Department of City Planning in the custodyof the Environmental Review Section; and ADOPT the Mitigated Negative Declaration (ENV 2004-3940MND REG).

2. ADOPT the November 7,2006 FINDINGS of the Director of Planning as the Findings of the City CounciL.

3. ADOPT the accompanying RESOLUTION as recommended by the Mayor, the City Planning Commissionand the Director of Planning APPROVING the proposed General Plan Amendment to the Sun Valley-LaTuna Canyon Community Plan from Low Medium I residential to Low Medium II residential, within the SunValley/La-Tuna Canyon Community Plan - Geographic Area 1, Window No. 145 - North Valley.

4. PRESENT and ADOPT the accompanying NEW ORDINANCE, approved by the Director of Planning,effecting a Zone Change from RD5-1 to (T)(Q)RD1.5-1 for the proposed construction of 16 single-familydwellings, pursuant to the Small Lot Subdivision Ordinance (No. 176354) for the property at 9100 TelfairAvenue, subject to modified Conditions of Approval to add Condition No. 14, as attached to this Committeereport.

Said rezoning shall be subject to the "Q" Qualified classification zone limitations as shown on the attachedsheets.

5. REMOVE (T) Tentative classification as described in detail on the sheet(s) attached to this Committeereport.

6. NOT PRESENT and ORDER FILED the ordinance approved by City Planning Commission on April 27,2006.

7. INSTRUCT the Planning Department to update the General Plan and appropriate maps pursuant to thisaction.

8. ADVISE the applicant of "Q" Qualified classification time limit as described in the Committee report.

9. ADVISE the applicant that, pursuant to California State Public Resources Code Section 21081.6, the Cityshall monitor or require evidence that mitigation conditions are implemented and maintained throughoutthe life of the project and the City may require any necessary fees to cover the cost of such monitoring.

10. ADVISE the applicant that, pursuant to State Fish and Game Code Section 711.4, a Fish and Game Feeand/or Certificate of Fee Exemption is now required to be submitted to the County Clerk prior to orconcurrent with the Environmental Notice of Determination filing.

Fiscal Impact Statement: The Planning Department reports that there is no General Fund impact, asadministrative costs are recovered through fees.

Summary:

At its meeting held October 31, 2006, the Planning and Land Use Management (PLUM) Committee consideredand recommended that Council approve the Mayor's, Director of Planning's, and City Planning Commission'srecommendations to approve the proposed General Plan Amendment and Resolution relative to a proposedGeneral Plan Amendment to the Sun Valley-La Tuna Canyon Community Plan from Low Medium I residential toLow Medium II residential and concurrent Zone Change from RD5-1 to (T)(Q)RD1.5-1 for the proposedconstruction of 16 single-family dwellings, pursuant to the Small Lot Subdivision Ordinance (No. 176354) for theproperty at 91 00 Telfair Avenue, subject to modified Conditions of Approval, within the Sun Valley/La-Tuna CanyonCommunity Plan - Geographic Area 1, Window No. 145 - North Valley, in Council District Six.

The PLUM Committee recommended that City Council approve the Zone Change and added "Q" Condition No.14. The Director of Planning has reviewed and approved the modified conditions, and the Ordinance.

As indicated in Recommendation NO.8 and pursuant to Section 12.32-J of the Los Angeles Municipai Code(LAMC), the applicant is hereby advised that:

. . . whenever property remains in a "Q" Qualified classification for six vears . . . after the effective date of theordinance creating same without substantial physical development thereof for one or more of the uses firstpermitted herein having taken place within such time or if the Director of Planning determines that suchdevelopment is not thereafter continuously and expeditiously carried on to completion, or if no physicaldevelopment is necessary, without having been need for one or more of the purpose first permitted thereby, such

Qualified classification and the authority contained therein shall become null and void, the rezoning proceedingsshall be terminated and the property thereafter may only be utilized for those purposes permitted prior to thecommencement of such rezoning proceedings."

RESOLUTION

WHEREAS, the subject project is located within the area covered by the Sun Valley/La

Tuna Canyon Community Plan updated by the City Council on August i 3, i 999; and

WHEREAS. the City initiated a General Plan Amendment from Low Medium I residentialto Low Medium ii residential over the entire site within the above mentioned Plan; and

WHEREAS. the parcels were zoned RD5-1 and developed with a single-family home;and

WHEREAS. the City Planning Commission at its meeting of April 27. 2006. approved a

General Plan Amendment from Low Medium i residential to Low Medium II residential,and recommended adoption by City Council of General Plan Amendments over theentire site; and

WHEREAS, pursuant to the provisions of the Los Angeles City Charter. the Mayor and

City Planning Commission have transmitted their recommendations; and

WHEREAS. the requested General Plan Amendment are consistent with the intent andpurpose of the adopted Sun Valley/La Tuna Canyon Community Plan; and

WHEREAS, the proposed General Plan Amendment will help promote housing in thearea and provide for consistency between the Plan designation and zoning of theproperties in the area; and

WHEREAS. the subject project had Mitigated Negative Declaration No. 2004-3940 in

accordance with the City's Guidelines for impiementation of the CaliforniaEnvironmental Quality Act (CEQA).

NOW, THEREFORE, BE IT RESOLVED that the Sun Valley/La Tuna Canyon Community

Plan be amended as shown on the attached General Plan Amendment maps.

(Q) CONDITIONS OF APPROVAL

Pursuant to Section 12.32.G of the Los Angeles Municipal Code, the following limitations arehereby imposed upon the use of the subject property, subject to the "Q" Qualified classification.

A. Entitlement Conditions

1. Use. Project shall comply with all provisions of the RD1.5 zone with a maximum of 16-units.

2. Parking: The applicant shall provide 2 parking spaces per unit and 12 guest parking

spaces.

3. Site Plan. Prior to the issuance of anv permits for the subject project, a detailed site pian

shall be submitted for review and approval by the Department of City Planning forverification of compliance with the imposed conditions. Minor deviations may be allowed inorder to comply with provisions of the Municipal Code, the subject conditions, and the intentof the subject permit authorization.

4. All units fronting Telfair Avenue shall have their main entrances facing Teifair Avenue.

5. As volunteered by the applicant: A three-foot wide decorative paving or textured material

shall be used along the width of the driveway entrances (along Telfair Avenue) to providethe appearance of a walkway or sidewalk.

6. As volunteered by the applicant: A minimum 9-foot landscape setback shall be located on-

center along Telfair Avenue for a minimum length of 50-feet.

7. As volunteered by the applicant: A minimum of one 24-inch box tree (minimum trunk

diameter of two inches and a height of eight feet at the time of planting) shall be plantedfor every guest parking spaces. The trees shall be dispersed within the parking anddriveway area so as to shade the surface area and shall be protected by a minimum 6-inchhigh curb, landscaping planter with Automatic irrigation plan shall be approved by the CityPlanning Department.

8. As volunteered by the applicant: A minimum of eight 24-inch box tree (minimum trunk

diameter of two inches and a height of eight feet at the time of planting) shall be plantedthroughout the site in addition to the trees required in other conditions of this approval orother requirements of the LAMC.

B. Environmental Conditions

Aesthetics

9. Graffiti. The owners shall maintain the subject property clean and free of debris and

rubbish and to promptly remove any graffiti from the walls, pursuant to Municipal CodeSections 91.81 01-F, 91.8904-1 and 91.1707-E. Exterior walls of other than glass may becovered with clinging vines, screened by oleander trees or similar vegetation capable ofcovering or screening entire walls up to heights of at least 9-feet, excluding windows andsigns.

10. Lighting. All outdoor lighting shall be designed, directed, and installed with shielding sothat the light source cannot be seen directly by the adjacent residential areas. Thiscondition does not preclude the installation of low-level security lighting.

Air Quality

11. Air Pollution (Stationary). Prior to the issuance of the Certificate of Occupancy, the

applicant shall install an air filtration system(s) (in each of the 26 apartments) that iscapable of removing 99.97% of all airborne contaminants at 0.3 microns in order to reducethe effects of the diminished air quality effects on occupants of the project.

12. Construction (Air Quality).

a. All unpaved demolition and construction areas shall be welled at least twice

daily during excavation and construction, and temporary dust covers shall beused to reduce dust emissions and meet SCAQMD District Rule 403.

b. The owner or contractor shall maintain the construction area suffcientlydampened to control dust caused by grading, construction and hauling, andat all times provide reasonable control of dust caused by wind.

c. All loads shall be secured by trimming, watering or other appropriate meansto prevent spillage and dust.

d. All materials transported off-site shall be either suffciently watered or securely

covered to prevent the generation of excessive amounts of dust.

e. All clearing, grading, earth moving, or excavation activities shall bediscontinued during periods of high winds (i.e., greater than 15 mph), so asto prevent the generation of excessive amounts of dust.

f. General contractors shall maintain and operate construction equipment so as

to minimize exhaust emissions.

13. Objectionable Odors (Trash Receptacles). Trash receptacles shall be located in anenclosed and roofed structure at the rear of the property to the satisfaction of the PlanningDepartment.

Biological Resources.

14. Tree Removal (Non-Oaks). Prior to the issuance of a grading permit, a plot plan shall beprepared by a reputable tree expert, indicating the location, size, type, and condition of allexisting trees on the site, and shall be submilled for approval to the Department of CityPlanning and the Street Tree Division of the Bureau of Street Services. All trees in thepublic right-of-way shall comply with the current standards of the Street Tree Division. Theplan shall contain measures recommended by the tree expert for the preservation of asmany trees as possible. Tree replacement by 24-inch box trees in the parkway and on thesite, on a 1: 1 basis, shall be required for the unavoidable loss of desirable trees on the site,and to the satisfaction of the Street Tree Division of the Bureau of Street Services and the

City Planning Department. (Note: Removal of all trees in the public right-of-way shallrequire approval of the Board of Public Works. Contact the Street Tree Division at213-485-5675). The condition shall be considered satisfied by compliance with "Q"Conditions Nos. 7 and 8.

Geology and Soils.

15. Seismic. The design and construction of the project shall conform to the Uniform BuildingCode seismic standards as approved by the Department of Building and Safety.

16. Construction (Grading). Grading. excavations and fills shall comply with Chapter LX,

Division 70 of the Municipal Code. All grading activities require shall receive gradingpermits from the Department of Building and Safety. Additional provisions are required forgrading activities within "hillside' areas. The application of Best Management Practicesshall include but not be limited to the following measures:

a. Excavation and grading activities shall be scheduled during dry weather

periods. If grading occurs during the rainy season (October 15 through April1), construct diversion dikes to channel runoff around the site. Line channelswith grass or roughened pavement to reduce runoff velocity.

b. Appropriate erosion control and drainage devices shall be incorporated to the

satisfaction of the Building and Safety Department, such as interceptorterraces, berms, vee-channels, and inlet and outlet structures, as specified bySection 91.7013 of the Building Code. including planting fast-growing annualand perennial grasses in areas where construction is not immediately planned.

c. Stockpiles and excavated soil shall be covered with secured tarps or plastic

sheeting.17. General Construction.

a. All waste shall be disposed of properly. Use appropriately labeled recycling

bins to recycle construction matenals, including solvents, water-based paints,vehicle fluids, broken asphalt and concrete, wood. and vegetation. Nonrecyclable materials and wastes shall be removed to an appropriate landfilL.Toxic wastes shall be discarded at a licensed regulated disposal site.

b. Clean up leaks, drips and spills immediately to prevent contaminated soil on

paved surfaces that can be washed away into the storm drains.

c. Do not hose down pavement at material spills. Use dry cleanup methods

whenever possible.

d. Cover and maintain dumpsters. Place uncovered dumpsters under a roof or

cover with tarps or plastic sheeting.

e. Use gravel approaches where truck traffic is frequent to reduce soilcompaction and limit the tracking of sediment into streets.

f. Conduct all vehicle/equipment maintenance, repair, and washing away from

storm drains. All major repairs are to be conducted off-site. Use drip pans ordrop clothes to catch drips and spills.

Hazards and Hazardous Materials.

18. Asbestos Containing Materials. Prior to the issuance of the demolition permit, theapplicant shall provide a letter to the Department of Building and Safety from a qualifiedasbestos abatement consultant that no asbestos containing materials are present in thebuilding. If asbestos containing materials are found to be present, it wil need to be abatedin compliance with the South Coast Air Quality Management District's Rule 1403 as well asall other state and federal rules and regulations.

Hydrology and Water Quality.

19. Stormwater and Urban Runoff Pollution Control. The project shall comply with thefollowing:

a. Ordinance Nos. 172.176 and 173,494 (Stormwater and Urban Runoff Pollution

Control), which require the application of Best Management Practices (BMPs).

b. Chapter LX, Division 70 of the Municipal Code, which addresses grading,

excavations, and fills.

c. The Standard Urban Stormwater Mitigation Plan (SUSMP) approved by theLos Angeles Regional Water Quality Control Board (A copy of the SUSMPcan be downloaded at http://ww.swrcb.ca.qov/rwqcb4D.

d. Applicable requirements associated with the National Pollutant Discharge

Elimination System Permit regulations. The developer shall file a Notice ofIntent (NOI) with the State Water Resources Control Board prior to theissuance of any building or grading permits. A General Permit for SlormwaterDischarge shall be obtained from the Southern California Regional WaterQuality Board, in accordance with NOI instructions.

e. Stormwater BMPs shall be incorporated to retain or treat the runoff from astorm event producing 3/4 inch of rainfall in a 24 hour period. The design ofstructural BMPs shall be in accordance with the Development BestManagement Practices Handbook Part B Planning Activities. A signedcertificate shall be required from a California licensed civil engineer orlicensed architect that the proposed BMPs comply with this numericalthreshold standard.

f. A Stormwater Pollution Prevention Plan shall be prepared by a California

licensed civil engineer or licensed architect, to the satisfaction of theStormwater Management Division of the Bureau of Sanitation, that shallinclude the following:

1. Identifies the sources of sediments and other pollutants that affect thequality of storm water discharge;

2) A monitoring program and reporting plan for the construction period.

The Stormwater Pollution Prevention Plan shall be retained at the constructionsite.

g. Appropriate erosion control and drainage devices shall be incorporated, such as

interceptor terraces, berms, vee-channels, and inlet and outlet structures, asspecified by Section 91.7013 of the Building Code.

h. Any connection to the sanitary sewer shall be required to receive authorization by

the Bureau of Sanitation.

i. All storm drain inlets and catch basins within the project area shall be stenciled with

prohibitive language (such as "NO DUMPING - DRAINS TO OCEAN") and/orgraphical icons to discourage illegal dumping.

j. The owner shall record a covenant and agreement satisfactory to the Planning

Department binding the owners to post construction maintenance on the structuralBMPs in accordance with the Standard Urban StormwaterMitigation Plan and/or permanufacturer's instructions.

k. Design an effcient irrigation system to minimize runoff including: (1) drip irrigationfor shrubs to limit excessive spray; (2) shutoff devices to prevent irrigation aftersignificant precipitation; and (3) flow reducers.

Noise.

20. Construction (Noise). The project shall comply with the City of Los Angeles NoiseOrdinance Nos. 144,331 and 161,574. and any subsequent ordinances. which prohibit theemission or creation of noise beyond certain levels at adjacent uses unless technicallyinfeasible.

a. Construction and demolition shall be restricted to the hours of 7:00 AM to 6:00 PM

Monday through Friday, and 8:00 AM to 6:00 PM on Saturday.

b. Construction activities shall be scheduled so as to avoid operating several pieces

of equipment simultaneously that causes high noise levels.

c. The project contractor shall use power construction equipment with state-of-the-art

noise shielding and muffling devices.

d. The project sponsor shall comply with the Noise Insulation Standards of Title 24 of

the California Code Regulations, to insure an acceptable interior noise environment.

21. Parking Wall. A 6 to 8-foot in height solid decorative masonry wall shall be constructedadjacent to residences if no such wall exists.

Public Services.

22. Fire. The requirements of the Fire Department relative to fire safety shall be incorporated intothe building plans, which includes the submittal of a plot plan for approval by the Fire

Department either prior to the recordation of a final map or the approval of a building permit.The plot plan shall include the following minimum design features:

a. Fire lanes, where required;, shall be a minimum of 20 feet in width;

b. All structures shall be be within 300 feet of an approved fire hydrant;

c. Entrances or exits to any dwelling unit or guest room shall not be more than 150

feet in distance in horizontal travel from the edge of the roadway of an improvedstreet or approved fire lane.

23. Schools.

a. The developer and contractors shall maintain ongoing contact with the administrator

of the Richard E. Bvrd Middle SchooL. The administrative offces shall be contactedwhen demolition, grading and construction activity begin on the project site so thatstudents and their parents will know when such activities are to occur.

b. The developer shall obtain school waik and bus routes to the schools from either the

administrators or from the Los Angeles Unified School District's TransportationBranch (phone: 323-227-4400) and guarantee that safe and convenient pedestrianand bus routes to the school be maintained.

c. The developer shall install appropriate traffc signs around the site to ensure

pedestrian and vehicle safety.

d. Haul route scheduling shall be sequenced to minimize conflicts with pedestrians,

school buses, and cars at the arrival and dismissal times of the school day. Haulroute trucks shall not be routed past the school during periods when school is insession, especially when students are arriving or departing from the campus.

e. There shall be no staging or parking of construction vehicles, including vehicles to

transport workers on any of the streets adjacent to the schooL.

f. Due to noise impacts on the schools, no construction vehicles or haul trucks may

be staged or idled on streets adjacent to the school during school hours.

g. Fences shall be constructed around the site to minimize trespassing, vandalism,

short-cut attractions and attractive nuisances.

24. Street Improvements. The project shall comply with the Bureau of Engineering'srequirements for street dedications and improvements that will reduce traffc impacts in directportion to those caused by the proposed project's implementation.

Transportation and Circulation.

25. Safety Hazards. Submit a parking and driveway plan, that incorporates design features thatshall reduce accidents, to the Bureau of Engineering and the Department of Transportationfor approval.

26. Parking/Driveway Plan. Submit a parking and driveway plan to the Bureau of Engineeringand the Department of Transportation for approval that shall provide Code requiredemergency access.

27. Posting of Construction Activities. The adjacent residents shall be given regular notificationof major construction activities and their duration. A visible and readable (at a distance of 50-feet) sign shall be posted on the construction site identifying a telephone number for inquiringabout the construction process and to register complaints. To better serve area residents. texton this sian shall be provided in both Enalish and Spanish.

Administrative Conditions

28. Approval, Verification and Submittals. Copies of any approvals, guarantees or verificationof consultations, review or approval, plans, etc., as may be required by the subject conditions,shall be provided to the Department of City Planning for placement in the subject file.

29. Code Compliance. Area, height and use regulations of the zone classification of the subjectproperty shall be complied with, except where herein conditions are varied.

30. Covenant. Prior to the issuance of any permits relative to this matter, an agreementconcerning all the information contained in these conditions shall be recorded in the CountyRecorder's Offce. The agreement shall run with the land and shall be binding on anysubsequent property owners, heirs or assigns. The agreement shall be submitted to theDepartment of City Planning for approval before being recorded. Aller recordation, a copybearing the Recorder's number and date shall be provided to the Department of City Planningfor attachment to the file.

31. Definition. Any agencies. public offcials or legisiation referenced in these conditions shallmean those agencies, public offces, legislation or their successors, designees or amendmentto any legislation.

32. Enforcement. Compliance with these conditions and the intent of these conditions shall beto the satisfaction of the Department of City Planning and any designated agency, or theagency's successor and in accordance with any stated laws or regulations, or anyamendments thereto.

33. Building Plans. Page 1 of the grant and all the conditions of approval shall be printed on thebuilding plans submitted to the Department of City Planning and the Department of Buildingand Safety.

CONDITIONS FOR EFFECTUATING "T" TENTATIVE CLASSIFICATION REMOVAL

Pursuant to Los Angeles Municipal Code Section 12.32 G, the ''T Tentative Classification shall beremoved by the recordation of a final parcel map or tract map or by posting of guarantees throughthe B-permit process of the City Engineer to secure the following without expense to the City of LosAngeles, with copies of any approvals or guarantees provided to the Department of City Planningfor attachment to the subject City Plan Case fie.

1. Dedication(s) and Improvements. Prior to the issuance of any building permits, publicimprovements and dedications for streets and other rights-of-way adjoining the subjectproperty shall be guaranteed to the satisfaction of the Bureau of Engineering, Departmentof Transportation, Fire Department (and other responsible City, regional, and Federalgovernment agencies, as may be necessary).

T. Responsibilities/Guarantees.

1. As part of early consultation, plan review, and/or project permit review, the

applicant/developer shall contact the responsible agencies to ensure thatany necessary dedications and improvements are specifically acknowledgedby the applicant/developer.

2. Prior to issuance of sign-offs for final site plan approvai and/or project

permits by the Department of City Planning. the applicant/developer shallprovide written verification to the Department of City Planning from theresponsible agency acknowledging the agency's consultation with theapplicant/developer. The required dedications and improvements maynecessitate redesign of the project. Any changes to the project designrequired by a public agency shall be documented in writing and submittedfor review by the Department of City Planning, Plan Approvals Unit.

2. Street Dedication and Improvements.

Telfair Avenue (Collector Street).

Dedication Reauired. A two-foot wide strip of land along the property frontage to complete a32-foot half right-of-way in accordance with Collector Street standards, and a 2-foot widesidewalk easement along the property at the driveways to comply with the Americans withDisabilities Act requirements.

Improvements Reauired. Construct additional surfacing to join the existing improvements toprovide a 22-foot half roadway in accordance with Collector Street standards, including asphaltpavement, integral concrete curb, 2-foot gutter and a 1 O-foot width concrete sidewalk (or a 5-foot sidewalk within a 10-foot landscaped parkway) together with suitable transitions offsiteto join the existing improvements.

3. Street Liahtina. To the satisfaction of the Bureau of Street Lighting, if new or relocated street

light(s) are required, the property within the boundary of the development shall be formed orannexed into a Street Lighting Maintenance Assessment District prior to final recordation orissuance of the certificate of occupancy.

4. Street Trees. Install tree wells with root barriers and plant street trees satisfactpry to the CityEngineer and the Street Tree Division (213) 847-0833 of the Bureau of Street Services.

5. Sewers. Sewers exist adjacent to the property. Extension of the 6-inch house connectionlaterals to the project will be required. All Sewerage Facilities Charges and Bonded SewerFees are to be paid prior to obtaining a building permit. to the satisfaction of the City Engineer.

6. The Bureau of Sanitation may need to investigate the public sewers for suffcient capacity tofacilitate the proposed development. Submit a request to the Public Counter of the ValleyDistrict Offce of the Bureau of Engineering (818) 374-5090.

7. Parkina/Drivewav Plan. Submit a parking and driveway plan, that incorporates designfeatures that shall reduce accidents. to the Valley District Offce of the Bureau of Engineeringand the Department of Transportation for approval.

8. Fire. The requirements of the Fire Department relative to fire safety shall be incorporated intothe building plans, which includes the submillal of a plot plan for approval by the FireDepartment either prior to the recordation of a finai map or the approval of a building permit.The plot plan shall include the following minimum design features:

a. Fire lanes, where required, shall be a minimum of 20 feet in width;

b. All structures shall be within 300 feet of an approved fire hydrant;

c. Entrances to any dwelling unit or guest room shall not be more than 150 feet in

distance in horizontal travel from the edge of the roadway of an improved street orapproved fire lane.

9. Recreation and Parks Dedication/Fee. Per Section 12.33 of the Los Angeles Municipal Code,

the applicant shall dedicate land for park or recreational purposes or pay the applicableRecreation and Park fees to the satisfaction of the Department of City Planning and theDepartment of Recreation and Parks.

10. Covenant. Prior to the issuance of any permits relative to this maller, an agreementconcerning all the information contained in these conditions shall be recorded by the propertyowner in the County Recorder's Offce. The agreement shall run with the land and shall bebinding on any subsequent owners, heirs, or assigns. Further, the agreement must besubmitted tot he Planning Department for approval before being recorded. After recordation,a copy bearing the recorder's number and date must be given to the Planning Department forallachment to the subject file.

Notice. If conditions dictate, connections to the public sewer system may be postponed untiladequate capacity is available.

Notice. Certificates of Occupancies for the subject property wil not be issued by the City untilthe construction of all the public improvements (streets, sewers, storm drains, etc.), asrequired herein, are completed to the satisfaction of the City Engineer.

Notice. Prior to the issuance of a clearance letter by the Bureau of Engineering, all

engineering fees pertaining to Ordinance No. 171,502 adopted by the City Council, must bepaid in full at the Development Services Division office.
