History of the French Local Government System

There are two important stages in the French history.

1: the french revolution, creation of the departments

II : birth of the regions, decentralization

France is divided in many parts named

provinces. The origin of the provinces is

historical : it comes from the annexions, the wars, the unions between the

states. You can see on the map the first Picardie (14),

which was not the same as today : a part was in

Ile-de-France (1), an important part because our town, Beauvais, was

into it.

Too large, too disproportionate, badly

controlled, the past provinces were changed

into the departments (1790) smaller and

better adapted to the need of control from the

new republic. The Oise (60), where we

are from, is a department in the north

of Paris; its capital is Beauvais, where our

college is.

In 1960, president de Gaulle created 22 regions, without any power, just to

equilibrate the country.Picardie was made of three departments, the Somme,

the Aisne and the Oise, where we are from .

In 1982, a law of decentralization gave

competences to the regions (tourism, transport,

colleges).In 1986, the first regional council was elected for 6

years.This week-end was the

second round of the regional election in France.

The aim of these elections is the probable disappearance

of the departments.

Second stage : birth of the regions, decentralization.

Now, France has new local systems to compete with the other European

states; the future will tell if our country will evolve to federalism or

not.

Young people in politic

The Regional Youth Council in Picardie

The Regional Youth Council allows the 15-22 years old to stand as candidates to serve on the Regional Youth Council.The terms of reference of the Regional Youth will end in December. After, a new assembly will be elected.60 seats are filled, divided equally between boys and girls. It offers all young people, students or apprentices, employees and job applicants who live, work and study in Picardie, power of expression and proposal on regional policies.

Young people in politicThe Advisory Council for the

Youth of Beauvais

The Advisory Council of the Youth of Beauvais allows the Young People between 11 and 16 years old who are living in Beauvais to discuss the problems of the town (about sport, health) or to discover the local, national or european institutions.

This council is made of 19 members for one year. They’re choosing their committees (culture, communication, ecology, sport) and can propose some projects. It’s a first step to autonomy and responsability. This council is a school of citizenship; a hope for the future !
