ALIEN REGISTRATION

July 30, 1940 The Alien Registration Act, approved June 28. 1940,

provides that all aliens who apply shall be registered and fingerprinted at post offices, and such other places as may be designated.

Poatmaate"' shall provide appropriate apace In post offices lor auch aervl<e. They will forward. as dlrected, completed rcgr.tratlon and finge.rprint forma of all aliens registered and fingerprinted by them.

Thr. work will be under th e direcUon of the Flrat Assistant Postmaster General who will issue appropriate instructions. The Chief Inspector will supervise the field work where neces­sary.

The registration and fingerprinting of aliens will· begin on August 27, 1940, and extend for a period of four months.

J desire to impress upon a ll postmasters and employees the Importance of this undertaking, and urge careful advance study and planning to the end that thla exceptional tuk Ia performed in a manner which will rcftect credit on the Postal · Service.

On 'l'uesdar evenlng, Jlarch 30, at Constitution Hall, the Philadelphia Orchestra i s going to give a per­fonnance, at last, of the song ''Plain Chant for America" of which, you may remember, I wrote the words and J.lr. \Villiam Grant Still , the distinguished llegro composer, wrote the music. In his manuscript he dedicated t he music to rou and the Presi dent.

I am lrore I don't need to tell rou t hat i t would mean a great deal to him and. to oe to have rou at the concert that night at Constitution nail. Of course I shall unders tand if you have some prior engagement, but I do hope you can be there.
