Establish, implement, and maintain programs related to safety, protection of the environment, and quality taking into account the unique design characteristics and operating requirements of each class of ship. Include providing services to MSC (primary customer) and the US Navy that meets their requirements and expectations and improve our capabilities to do so.

MSFSC Top Management

Responsible for operations of ships;

Define and document responsibility, authority and interrelation of all personnel affecting the quality, safety and pollution prevention;

Responsible for ensuring resources and shore-based support;

Ensure the master is qualified for command, fully conversant with management systems, given the necessary support;

Define and document the master’s responsibilities;

Ensure the ship is manned with qualified, certificated and medically fit crew;

Determine the necessary personnel training and competence

Ensure all personnel have an understanding of relevant rules, regulations, codes and guidelines;

Process Findings; Verify Effective corrective actions. Verify that the management system is established, implemented, and maintained;  Conduct management reviews and report to top management; Provide awareness of meeting the customer, statutory & regulatory requirements.

The Master shall be responsible for the seaworthiness and safety of the vessel, tow, onboard personnel, and equipment at all times.

Master has the overriding authority and responsibility to deviate from written instructions

Motivate crew; Issue orders and instructions;  Conduct Safety Management System Review At Change of Command should not be greater than 12 months.
