InSeptember2013,HisHighnessSheikhMohammedbinRashidAlMaktoum,VicePresidentandPrime

MinisteroftheUAEandRulerofDubai,issuedDecreeNo.25of2013concerningthedevelopmentand

implementationofafullyintegratede-Permitande-Ticketingplatform.

Withtheobjectiveofsupportinganddevelopingtheeventssector–akeypillarofthestrategybehind

Dubai’sTourismVisionfor2020towelcome20millionvisitorsperyearbytheendofthedecade–the

decreeappointsDubai’sDepartmentofTourismandCommerceMarketing (DubaiTourism)as the

body responsible for the development and management of an online system through which all

proceduresrelatedtotheapplication,processingand licensingofeventpermitsareoperated.The

systemalso includesacentralisedplatformfor thesaleanddistributionof tickets forallevents in

Dubai.

Q:Whatarethecharacteristicsofanevent?

A:Belowaresomeofthecharacteristicsofanevent:

(a) Includes a group of persons willing to attend/participate

(b) Has a predetermined start and end time

(c) Takes place at a certain location/locations approved by Dubai Tourism within the

emirate (including special development areas, free zones and Dubai International Financial

Centre)

(d) Has a specific purpose (entertainment, viewing sports, marketing, conferences, etc.)

(e) May require entrance tickets or otherwise

(f) May be free of charge for attendance

Q:Whatisanactivity?

A: An activity is a recurring series of entertainment events, organised and hosted by a venue

registeredwithDubaiTourismwithavalidityperiodofbetweenoneweekanduptothreemonths.

Q:Whatisanentertainmentevent?

A:Anentertainmenteventisonewhichtakesplacewiththeparticipationorattendanceofmembers

ofthepubliconaone-offbasis,andwhichinvolvesshowsoractivitiesdesignedtoentertain,forfree

orotherwise.

Examples: Music, theatre, circus, dance, performance arts and fashion shows, as well as art

exhibitions,publiclecturesandcultural/art/literaturesymposia.

Q:Whatisabusinessevent?

A:Abusinesseventisonerelatedtothebusinesssector–including,withoutlimitation,agathering

of sellers and buyers, a promotion of a commodity or service, awareness-raising, an exchange of

informationoradiscussionofcertainsubjectsofabusinessoreconomicnature.

Q:Whatisasportsevent?

A:Asportseventisonewhichinvolvesthepracticeofoneormoresports,whetheratcompetitiveor

practiselevel,whichinvolvesprofessionaloramateurparticipants,whichtakesplaceatlocations

designated for sports activities (playgrounds, halls, etc.) or locations that may be used for such

activities (beaches,desertandmountainareas,etc.),andwhich isopen to thepublic toattendas

spectators.

Examples:Footballandboxingmatchesandboatraces(exceptthoseorganisedbylocal,federaland

internationalsportsfederations).

Q:Whatisareligiousevent?

A:Areligiouseventisonethatisheldtomarkreligiousoccasionsortoputforwardordiscusssubjects

ofareligiousnature.

Examples:Lectures,seminarsandreligiouscelebrations.

Q:Whatisacharityevent?

A:Acharityeventisonethatisintendedforthecollectionofmonetaryorotherdonationstobeused

forcharitablepurposes,orwhichfocusesonmattersofahumanitarianorcharitablenature,provided

that the party organising the function is licensed to do so in accordance with Dubai laws and

regulations. Examples: Donation collection, lucky draws for charitable purposes, auctions for

charitablepurposes.

A:Eventsofapersonalnaturearenotconsideredeventsunlessaimedatgeneratingfinancialgainstotheorganiser.

Inadditiontotheabove,theExecutiveResolutionhasexcludedthebelowfrombeingconsideredaseventsforticketingpurposes:

(a) Cinema shows conducted in cinema houses that are licensed to carry on their activitiescommercially;


(b) Eventsofpersonalnature(birthday,engagement,wedding,banquets,consolationetc…) unlesstheorganizergainsfinancialreturnsoutofsuchevents,inwhatsoevermannerincluding,withoutlimitation,levyingentrancefees;

(c) Sporteventsorganizedbylocal,federalandinternationalsportfederations;(d) Meetingsheldbycompaniesandcorporations,unlessaimedatgeneratingfinancialreturns;(e) Receptions and meetings held by diplomatic missions, unless aimed at generating financial

returns;(f) Universitiesandschoolscelebrations,unlessaimedatgeneratingfinancialreturns;(g) Meetings and symposia held by government entities, unless attendance thereof requires

presentingticketsunlessaimedatgeneratingfinancialreturns..

Q:WhatistheUnifiedElectronicPermittingSystem(e-Permit)?

A:TheUEPSisanelectronicsystemthataimstounifytheissuanceofpermitsforthedifferenttypes

of events held in Dubai. It enables entities that plan to hold an event in Dubai to submit their

applicationtogetherwithallrequireddocumentsandfeesthroughasinglepoint,andthenreceive

communicationsandapprovalsfromtherelevantentitiesaccordingly.Thesystemwasdevelopedin

response toDecreeNumber25 for theyear2013,entitled“ElectronicSystem for theLicensingof

EventsandMarketingandDistributionofTicketsinDubai”.

Q:Whatistheobjectiveofintroducingtheplatform?

A:Thee-Permitplatformhasbeenintroducedtofacilitategreaterefficiencyforeventorganisersand

governmententitiesresponsibleforgrantingpermits.Theplatformhostsacomprehensivedatabase

to capture accurate details of all events taking place inDubai,whichwill in turn result in greater

competencies in resourceplanningacross governmententities. Furthermore, thee-Permit System

ensuresthateventorganisersand/orhotelsandvenuesfullyunderstandallthenecessarystagesof

theeventplanningprocess,includingallintegralelementsthataffectwhetherornottheeventtakes

place.

Q:Doalleventspermitsbeissuedthroughthee-Permit?

A:Yes.Alleventsrequiringapermithavetogetthee-Permitthroughe-Permitplatform.

Q:Arethereanyeventtypesthatdonotrequireane-Permit?

A:Yes,certaineventtypestakingplaceinhotelsandpublicvenuesarenotrequiredtogothrough

thee-Permitplatformaslongastheydon’tsellticketsordonotrequireregistrationprocess.Thehotel

has to communicate the event information as a notification containing basic information to the

relevantentities.

Eventtypesinclude:

- Personalevents(weddings,birthdays,anniversaries,meals,reunions,etc.)

- Internaleventsconductedbycorporatesandotherentitiesforthebenefitoftheir

employees.

- EventsconductedbydiplomaticdelegationsinUAEentities(embassies,consulates,

UNentities,etc.).

- Internaleventsheldbyschoolsanduniversitiesintheirpremisesfortheirstudents

oremployees.

Q:Doconferencesandexhibitionsrequirepermit?

A: All conference and exhibition events require permit regardless of the venue type nature like

conferencecentre,exhibitioncentre,hotel,anduniversityorschoolauditorium.

Q:Whoshouldapplyforconferenceandexhibitionpermit?

A:Providingtheyholdtherequiredactivityintheirtradelicense:

- Event organizers are requested to apply for conference and exhibition permit as per the

regulationsrelatedtotheirtradelicensesource.

- ForinternationalandFreezoneorganizers,thehotelsmayapplyfortheeventpermittaking

placeintheirpremises.

Q:Whohas/shouldaccesstothenewe-Permitsystem?

A: Venues and event organisers holding DED or Free zone trade license can access the e-Permit

system.

Q:Ifcompanyholdsatradelicensefromotheremirates(i.e.RAKFreezone)wouldthisbe

acceptedtousee-Permit?

A:No.OnlycompaniesholdingaDubaitradelicensecanusethee-Permit.


Q:Whatisthetimelineforgettingapproval?

A: The timeline for processing a permit application is minimum 5 – 8 working days, with the

applicationonlyabletobeprocessedoncepaymenthasbeenreceived.Theexacttimeframedepends

onthetypeofeventandactivitiesinvolved,andwillbecommunicatedforeachapplicationseparately.

Thistimelinedoesnotincludetheregistrationprocessinthee-Permitplatform.

Q:Whatifthevenueisastandaloneanddoesn’thaveanysubvenue?

A:Insuchcases,thenameofthesubvenuecanbethesameasnameofthevenue.

Q:Istherealimittothenumberofsubvenuesthatcanberegistered?

A:No.Thereisnolimitonthenumberofsubvenuesthatcanberegistered.

Q:WhatifIhaven’tsubmittedallthesubvenues,CanIaddmorelateron?

A: You can access the system and update your registration information by clicking ‘Update

Registration’.

Q:DoIhavetoprinttherecordnumber?

A:Youneedtherecordnumber inordertopayfeesandfollowupwithDTCMabouttherecord’s

status.

Q:HowcanIrenewthetradelicenceonthesystem?
