As per my previous cmail attached I don’t scc this as a building control tool mad therefore would not rccotmncnd may reference within FSlGN501 I’m also not clear on what the intended purpose of this is and how we can effectively monitor its use and any compliance I of course appreciate the issue and the need to address the lack of potential consideration of fire safety precautions when undertaking refurbishment prqiccts but not sure this is the most effective way of educating/supporting local attthorities etc
As mentioned before, FEG weren’t part of the original consultation on the creation of this document so arc a little unclear on the intent and expectations on fire safety" staff’in terms of engagement

Not sure that Borough Commanders are likely to hax e an interest in this as they will probably see it as a Fire safety issue raflacr than OPR reference

My thoughts would be: Most of this is outside our ’control’ so we are limited in what we can manage I don’t think it’s m~ything for tbe lOs to monitor We could add a covering letter to tbe tool tbat references tbe guidance we want to provide at eve~," opportunity This tben is made hito a single form and added to our FS forms on New Office Docs We add a step to tbe consultation process so tbat tbe covering letter with tbe guidance and tbe tool is sent with appropriate consult responses as part of the D job That way, every time wc comment, wc arc reinforcing the action we want applied Alternatively, we could ensure all LA/AIs hax e tbe tool and make clear reference to its use in our correspondence We would still need to retain tbe tool as an official form so it can always be identified, supplied m~d managed Along with tha Procedure job amendment, wc add a new paragraph into the related FSIGN that indicates wc should contact tbe LA / AI (use tbe list we use for strike letters?) and ask tbem to confirm tbat tbey use tbe tool or its equivalent for all refurb projects or advise us what steps they do take if they don’t apply the tool in all instm~ccs In accordm~cc with the FSIGN amendment, wc add a recurring diar? note to pick this up mmually (Could decrease frequency once we have confidence in action by LA/AIs) The FSIGN is due for regular review: so this is our way of ensuring we don’t forget to act The FSIGN would also indicate what action wc would expect from the BC’s and detail how that is achieved It would bc for Ops to design the process under which the BC would meet this role obligation (though we cross-reference any FSR/Ops policy)
You may come up with different ideas of course - I’ll follow any instruction you provide m~d will wait for Scptcmbers PMB review and your guidance before acting fi.wtber on tbis

As I understand it: Guidance went out in Call Point indicating BC/TL/IOs to be asxare and feedback for consideration at FSR PMB in September The guidance is not referenced in any official FSR documents or drafts (Policy/gSIGNs/etc) Dick has replied to you directly about how to possibly integrate tbe actions into procedure Lvnsey has also responded directly, tbough I understand has some concerns on tbe proposals and where tbey would best fit
It doesn’t mnkc sense to act until the feedback from BC/TL/IOs has bccn considered at the September PMB I will therefore m~ait your instruction before looking to implement m)y chm)gcs to existing documents, if indeed that is necessa~3"

A query was raised by Jo in relation to the on-going utility of the ’audit tool’ for refurbished buildings which was circulated to all boroughs in December last year We agreed at tl~s weeks meeting that wc would continue to monitor tbe ~utilisation’ oftbe tool in boroughs and ensure tbat BCs were a~ are of its existence (especially as new BCs were in place) by keeping the audit tool on the FSR conuns list for area updates m~d BC comms sessions
Given tbe work put into developing tbe tool and tbe context in which it was developed (Lakanal House) I tbink it is really important that wc property evaluate its effcctivencss/utilisation across the boroughs to scc what amendments ma’," be needed in futare tberefore I will put tbis item on FSR PM B and take tbis for~ ard to September for a decision fl’om Nell on its futare use
In the meantime therefore please make sure tbat TLs and IOs arc fully m~arc of the tool m~d undcrstm~d its fi.tnction (agenda for montbly team meetings?) It would also be usefi.d for you to assure tbat tbe Housing Officer for tbe ~arious boroughs is in receipt oftbe attached letter and also fi.tlly understands tbe use oftbe tool and its embedded witbin tbeir procedures Part oftbe e~ aluation will be for areas to provide examples oftbis engagement and copies of prqiects against which the tool has been applied
Kanwal - can you please put this on the next PMB agenda and also a bring forward for September as described above.
Chris - can you consider which of our existing FSIG Ns could accommodate this ’tool’ or if a brief new policy could be put together to support it?
Chris LW - could you consider a section within the next call point for this please?
