EDITORIAL POLICY Operations Research publishes original and survey papers on all aspects of operations research and management science. Included are theory, models, and observations of allocation, distribution, finance, information, inventory, marketing and production, and their applications in industry, government, and public systems. (Papers on trans- portation are generally published in the allied journal Transportation Science.)

Methodologies include the theory and computational aspects of optimization (e.g., linear, nonlinear, dynamic, stochastic, and combinatorial programming and game theory), stochastic processes and their control, utility and decision analysis, and simulation.

Complete studies that contain data, computer experiments, etc., and integrate the theory, methods, and applications are of particular interest. Thus, we encourage case studies of archival value. However, contributors should submit informal descriptions of cases to the joint ORSA/TIMS publication, Interfaces.

A "Technical Notes" section contains brief articles on all of the topics mentioned above. Commentary appears in a "Letters to the Editor" section.

All material submitted for publication, with the exception of occasional letters, is refereed. Initial refereeing normally takes about four months for papers of average length, but generally a shorter time for notes.

Decisions on manuscripts for publication in Operations Research will be based, in part, on the answers to such questions as: Does this paper make a new and substantial contribution to the literature of operations research? Will it be of interest to a signifi- cant group of OR workers? Does the paper give sufficient introductory and summary material to inform readers of the content, importance, and possible fields of applica- tion of the material covered? Is it clearly, concisely, accurately, and logically written? Could it benefit from condensation or expansion? Is its character clear from title, abstract, and text? Does the paper describe its relations to previously published work, and does it give adequate credit and references to this work?

INSTRUCTIONS FOR CONTRIBUTORS Authors should submit four copies of manuscripts (papers, notes, letters, and re- visions) to the Editor or to one of the Associate Editors. Operations Research considers submission of a manuscript to be a representation that the paper has been neither copyrighted nor published, that it is not being submitted for publication elsewhere, arid that, if the work is officially sponsored, it has been released for open publication. Copies of a manuscript will not be returned to an author unless he makes a specific request, or unless reviewers have provided annotations that will be of use to him.

Observe the following points in preparing manuscripts (those not conforming closely to these instructions will be returned to their authors for appropriate re- visions):

1. Spacing, format. 1)ouble-space manuscripts throughout (including the abstract, subsidiary matter, tables, and references) with the original in typewritten or equally legible form. Put subsidiary matter and tables on separate sheets. Follow the format used by Operations Research, including such special features as no section heading at the beginning of an article, as well as those described below.

2. Footnotes. Operations Research does not use footnotes. Incorporate in the main text (possibly in parentheses or brackets) subsidiary material that would otherwise appear in footnotes, or place it in a section at the end of the text. In par- ticular, place the usual acknowledgments in such a final section.

3. References. References in the text should be indicated by bracketed numbers, e.g., [3]. The first citing should capitalize the author's last name, e.g., KOLESAR[31. At the en d of the paper list references alphabetically by the surname of the first author and number them consecutively. For journal references, give at least author, title, journal name, volume, pages, and year; for book references, give at least author, title, publisher, city, state, and year; for example:

4. Mathematical expressions. Use the solidus whenever possible in preference a

to built-up fractions, e.g., a/(I - b) rather than I- write complicated exponen-

tials in the form exp( ); avoid subscripts or superscripts on subscripts or super- scripts; and, in general, minimize unusual typographical requirements. Make sub- scripts and superscripts large and clear. On first occurrence label unusual or ambiguous symbols; for example, distinguish the letter "oh" from the numeral "zero". The difference between upper and lower case letters should be clear.

5. Figures. Draw them in black ink on white paper in a form suitable for photo- graphic reproduction and reduction. Make lettering of uniform size and suffi- ciently large to be legible when the figure is reduced to final size. Designate figures by arabic numbers, and type the legends for the figures on a single separate sheet rather than on the drawings. Designate tables by roman numerals.

6. Abstracts. Preface each article with a self-contained abstract that sum- marizes the problem and the principal results and conclusions. The abstract should not contain formulas or references and should not exceed 200 words.

7. Style. Your paper will be more interesting to read if it is lively and concise. Avoid excessive use of the passive voice and be as brief as possible. Since manu- scripts may be rejected because of poor style, it is a good idea to have a draft of your paper read by someone who can give you effective advice on style.

8. Reprints. Operations Research does not have page charges, nor does it supply free reprints. Authors of accepted articles may order reprints at reasonable rates at the time they submit their corrected ga ley proofs. Reprints of individual articles are 'not available from the ORSA.
