This is the second, updated editionof a brochure called the FundingGuide: Researchers mobility andcollaboration between Europe andChina
The rst edition which came out in 2011was very well received by the EU-China re-search community. The current edition intro-duces the latest funding schemes that existto support mobility, research collaboration,research exchange and relations betweenEurope and China.
The content includes a brief overview ofeach scheme, outlining its purpose, researcheld, eligibility and application deadline,
where applicable. The format enables re-searchers to scan the range of schemes andquickly grasp the key essentials of each pro-gramme. Each part also can redirect thoseinterested to a dedicated webpage. In ad-dition to the European Commission grants,the document lists funding schemes of EUMember States and Associated Countries tothe Horizon 2020, the EUs Research and In-novation Framework Programme. It also listssome Chinese funding schemes open to in-ternational researchers, and those offered byother foundations or research bodies.
We aim to provide comprehensive informa-tion that will be of interest to:
Researchers wishing to travel to Chinafrom Europe,
Researchers wishing to return to or visitEurope from China,
Researchers looking to locate fundingopportunities in China,
Researchers seeking to collaborate withpartners either in Europe or China.
The information in the booklet is mainly tar-geted at those in graduate school or who are
working as a researcher, at postdoctoral orsenior levels. It should also be of interest tothose in universities or research institutionsresponsible for international relations or ca-reers.
The handbook was put together by EURAX-ESS Links China, the Science and Technol-ogy Section of the European Delegation toChina, EU Member States and countriesassociated to Horizon 2020. Informationabout Chinas funding schemes open to in-ternational researchers was collected by theExchange, Development and Service Centerfor Science and Technology Talents (Scienceand Technology Talent Center, STTC), a Bei-jing-based governmental agency afliated to

RESEARCH AND INNOVATION STAFF EXCHANGE (RISE)
OUTLINE
The objective of RISE is to promote international and inter-sector collaborationthrough research and innovation staff exchanges, and sharing of knowledge andideas from research to market (and vice-versa) for the advancement of scienceand the development of innovation. The scheme helps to turn creative ideas intoinnovative products, services or processes. RISE partnership shall be composed byat least three independent participants established in three different countries.

Organisations from all countries, academic and non-academic sector can apply.Partnership can be either international (three countries with two from MS/AC, onefrom a Third Country e.g. China) or intersectoral (all three countries from MS/ACbut one must be non-academic). Eligible research staff can be early-stage research-ers, experienced researchers, or administrative, managerial and technical staff,who are actively engaged in or linked to research and/or innovation activities forat least 6 months at the sending institution prior to the rst period of secondment.Chinese researchers must be staff members at organisations located in EU/AC.
WHAT IS FUNDED
Individual staff exchanges: unit costs to the seconded staff member (covering travel,accommodation etc.) + institutional costs (covering project-research related costssuch as lab costs, conferences and workshops + general management and indirectcosts). The EU contribution is paid to the coordinator of the project who will thendistribute it to the beneciaries. The beneciaries and partner organisations are ex-pected to continue paying salary to the seconded staff during their stay abroad.
DURATION The length of the duration of the projects is maximum 4 years - the duration of theindividual staff exchanges is 1-12 months

Partnerships of universities, research institutions, research infrastructures, business-es, SMEs, and other socio-economic actors from different countries across Europeand beyond. Recruited individual researchers can be of all nationalities.

The scheme aims at co-nancing high-quality fellowship or doctoral programmeswith transnational mobility. The EU contribution for the co-funding of regional,national and international programmes shall be used exclusively as contribution tothe management of the programme and to the living allowance of the researchers.The collaboration is with a wider set of partners, including from the non-academ-ic sector which may provide hosting or secondment opportunities or training in
research or transferable skills.

OUTLINE
Chinese participation is welcomed in all Calls for Proposals of Horizon 2020.Through participation in Horizon 2020, China can gain great benets from ac-cess to excellent knowledge, access to research data and access and connectionto world-leading scientic networks and research teams. In the 2014/2015 calls,several topics are specically agged for targeted cooperation with China includ-ing the elds of Food, Agricultureand Biotechnology, Water, Energy, Information
and Communications Technologies, Nanotechnology, Spaceand Polar research. Inthese agged topics, the participation of Chinese partners is strongly encouragedand will add value to the proposals.
In addition to the principle of general opening of Horizon 2020 the EU and Chi-na are further working together in a targeted strategic way on a selected number ofpriority areas of interest and benet for both sides. Strategic priority topics are thefollowing: Food, Agriculture and Biotechnologies; Sustainable Urbanisation, Avia-tion and Aeronautics, and ICT. For these priorities, the implementation of researchprojects is encouraged through joint calls. They can be launched with Chinesepartner institutions, as done previously e.g. in the elds of aeronautics with MIIT/CAE, and biomaterials with NSFC.
In addition to the principle of general opening of Horizon 2020 the EU and Chi-na are further working together in a targeted strategic way on a selected number ofareas for mutual interest.
Strategic priority topics are the following: Food, Agriculture and Biotechnologies;Sustainable Urbanisation, Aviation and Aeronautics and Peaceful Uses for NuclearEnergy. Other thematic areas of key importance to EU-China research and innova-tion collaboration are: Water, ICT, Space and Energy.

CHINESE ACADEMY OF SCIENCES - EINSTEIN PROFESSORSHIP PROGRAMME
OUTLINE
Each year, the Professorship is awarded to around 20 distinguished internationalscientists who are active at the frontiers of science and technology, for conductinglecture-tours to China. The National High-tech R&D Program, also called 863 Programme is one of themajor Chinese national research programmes managed by the Chinese Ministryof Science and Technology (MoST). OUTLINE
The International S&T Cooperation Programme (ISTCP) is a special fund launchedby MoST in 2001 to cover international cooperation projects launched under Chi-nas bilateral S&T agreements with other countries. Its objective is to support Chi-nese scientists in international research activities. ISTCP has its own budget whilealso being an umbrella scheme, integrating resources for international cooperationfrom major national S&T programmes such as 863 or 973 and from interna-
tional funding sources. ISTCP is open to all Chinese entities who have pre-agreedwith a foreign partner(s) on cooperation in a specic research topic. The calls forproposals indicate the priority areas agreed with certain country(ies)/region(s).

OUTLINE
The Austrian Research Promotion Agency (FFG) is the main public body to supportindustrial research, development and innovation in Austria. It operates a total bud-get worth more than 500,000,000.
FFG operates four main kinds of programmes: General Programmes support
high-quality bottom up industrial projects open to all elds of technology andfree of constraints through tender submission deadlines. WHAT IS FUNDED
Salary scale: 29,069.73 - 45,317.25Pegasus-long: postdoctoral fellowships of 3 years at a Flemish university. Thesefellowships are renewable once in open competition with the regular FWO post-doctoral fellows.
Pegasus-short: Postdoctoral fellowships of 1 year at a Flemish university. After that,candidates can apply in the open competition for a regular postdoctoral fellowshipof three years. This short fellowship is available under the form of an employmentcontract (standard option) or a stipend (at request).

OUTLINE
Aimed at developing partnership between a host (Belgian) institution and a lab inthe home country of the researcher, the fellowship grants the researcher an oppor-tunity to work in a Belgian research team. The host lab must be part of an on-goingresearch programme funded by BELSPO.
