HeadlineJiangsu Huifeng Agrochemical Co., Ltd.'s revenue and net profit both enjoyed a growth in 2013, increasing by 25.11% and 41.2%year on year respectively.
The operation revenue of Jiangsu Lanfeng Biochemical Co., Ltd. (Jiangsu Lanfeng) reached about USD223.13 million (RMB1.37billion) in 2013, up 8.16% YoY. However, net profits attributable to shareholders of listed companies dropped sharply to USD3.43million (RMB21.10 million), down 64.37% YoY.
According to the Zibo Wanchang's 2013 annual report, sales revenue of the company reached about USD51.55 million (RMB317million), up 11.18% year on year in 2013, and net profits attributable to shareholders of listed companies reached USD14.32 million(RMB88.04 million), up 2.05% year on year.
Thanks to the good control effect and low cost, it is expected the demand for chlorothalonil in the domestic will continue to increase,reaching about 7,200 tonnes by 2015.
In recent years, sales volume of fungicides has gone up year by year and in particular; copper formulations have a bright marketprospect.
Recently, Zhejiang Longwan Chemicals Co., Ltd. (Longwan Chemicals) has released a good news that its Longkejun (ingredient:thiodiazole copper 20% SC) has successfully obtained registration approval on orchid soft rot, cotton damping off and obaccobacterial wilt. So far, Longkejun (thiodiazole copper) has become the only one registered fungicide for flowers in China.
Guangdong Province has many large-scale leaf vegetable planting areas which provides a big market for pesticides and there area few features of the pesticide market for leaf vegetables in Guangdong Province.
Major diseases and insects in the planting fields of rice will occur heavily in 2014 and as a result of that, manufacturers will contendfor the market of rice fungicides fiercely. Triazole fungicides and strobilurin fungicides will retain as main products in 2014 and inparticular, their mixed-formulations will be more popular.
In 2013, the total export volume of cyproconazole technical in China was about 138.30 tonnes, according to China Customs andCCM.
In 2013, China's export volume of tebuconazole technical and formulations in China were about 15,206.10 tonnes, according toChina Customs and CCM.
According to the statistics, patents of 31 pesticides will expire during 2013-2007 in the world, 12 of which are fungicides likepyraclostrobin, fluoxastrobin and prothioconazole.
According to data fromICAMA, in Mar. 2014, 14 registrations of fungicide technical were approved (not include update of oldregistrations) in China, four of which belonged to azoxystrobin technical.
According to NATESC, the major diseases and insects in the planting fields of rape and wheat will moderately occur in ZhejiangProvince in 2014, but they will seriously occur in the planting fields of rice.

Editor's noteMore and more listed pesticide enterprises in China have issued their 2013 annual reports recently. In this issue, CCM summarizes
respectively performance overviews of three pesticide enterprises in 2013, including Jiangsu Huifeng, Jiangsu Lanfeng and Zibo
Wanchang.
In terms of hot fungicide products in the issue, chlorothalonil is considered to see potentially increasing consumption among
fungicides in the future. The domestic demand for chlorothalonil will reach about 7,200 tonnes by 2015 expectedly, thanks to the
good control effect, decreasing production cost and large scale application in industry field.
Meanwhile, in April 2014, there was good news about thiodiazole copper, one of China's self-created fungicides. Thiodiazole
copper 20% SC has successfully obtained registration approval on orchid soft rot, cotton damping off and tobacco bacterial wilt,
becoming the only registered fungicide for flowers in China.

Performance overviewJiangsu Huifeng sees growth in revenue and net profit of 2013
Summary: Jiangsu Huifeng Agrochemical Co., Ltd.'s revenue and net profit both enjoyed a growth in 2013, increasing by 25.11%
and 41.2% year on year respectively.
On 20 March, 2014, Jiangsu Huifeng Agrochemical Co., Ltd. (Jiangsu Huifeng), the largest prochloraz technical producer in China,
released its 2013 financial report.
According to the report, the company's revenue rose by 25.11% year on year to USD339.22 million (RMB2.09 billion) and its net
profit increased by 41.2% to USD26.53 million (RMB163.14 million). The good performance is mainly attributed to the strong
demand for the company's key products like prochloraz, epoxiconazole, cyhalofop-butyl, etofenprox. In 2013, the company's sales of
pesticide chemical products hit 51,189.31 tonnes, up 41.94% year on year.

Jiangsu Huifeng's revenue was mainly contributed by pesticide business. In 2013, the company's revenue from pesticide business
was USD336.16 million (RMB2.07 billion), accounting for 99.10% of the company's total revenue. In particular, the company's
revenue from fungicides rose by 5.45% to USD130.40 million (RMB801.82 million); revenue from intermediates was USD84.57
million (RMB520.04 million), up 87.73% year on year. And revenue from herbicides and insecticides rose by 23.83% and 19.35%
year on year respectively.
In 2013, the company's revenue from sales in domestic market and exports both enjoyed an increase. Specifically, the revenue from
export business rose by 59.47% year on year to USD157.69 million (RMB969.61 million) and the revenue from sales in domestic
market slightly rose by 5.83% to USD178.47 million (RMB1.10 billion).
Meanwhile, Jiangsu Huifeng's two pesticide technical projects were put into production in 2013, which also help to drive up its
performance.
– 3,000 t/a prochloraz technical project: it was put into trial production in May 2012 and into full production in 2013. It contributed
USD17.62 million (RMB108.36 million) of revenue and USD2.11 million (RMB13.00 million) of net profit to the company in 2013.
– 1,000 t/a epoxiconazole technical project: it was put into trial production in 2012 and into full production in 2013. It contributed

USD41.88 million (RMB257.50 million) of revenue and USD4.82 million (RMB29.61 million) of net profit to the company.
It is predicted Jiangsu Huifeng's performance will continue to enjoy a rapid increase because of following factors:
1. The above mentioned two project will bring more profit to the company.
2. For the development of featured products, the company has started to extend industry chain, such as prochloraz industry chain
(imidazole as raw material), pyrethroid pesticide industry chain (2-methyl-3-biphenylmethyanol as intermediate) and chlorobenzene
industry chain.
3. The company invested a chemical storage logistics project with a storage of 500,000 cubic meters and the first phase of this
project has completed. This project will help to raise the turnover rate and long-term performance increase of the company.

report recently. During the reporting period, operation revenue of Jiangsu Lanfeng reached about USD223.13 million (RMB1.37
billion), up 8.16% YoY while net profits attributable to shareholders of listed companies dropped sharply to USD3.43 million
(RMB21.10 million), down 64.37% YoY.
Operation revenue of Jiangsu Lanfeng is mainly come from its pesticide business which reached USD165.80 million (RMB1.02
billion) in 2013, accounting for 74.30% of the company's annual total revenue. It was the rising incomes of fungicide, insecticide and

intermediate these three major businesses that boosted the gross turnover. In particular, revenue of fungicide reached USD83.08
million (RMB510.84 million) in 2013, with a growth rate of 9.63% year on year; Revenue of insecticide reached USD48.40 million
(RMB297.63 million), up 2.53% YoY and revenue of intermediate reached USD35.03 million (RMB215.38 million), soared 46.63%
YoY. However, revenue of herbicide dropped 4.69% this year.
In spite of the increase of operation revenue, there was a sharp slowdown in the company's net profit in 2013. Directorate of
Jiangsu Lanfeng attributed the slowdown to the following reasons:
1. Due to the fierce market competition, prices and quantities of the company's main products dropped which caused the fall of
gross profit. Details are as follow: According to the annual report, gross profit rates of pesticide and intermediate these two main
businesses dropped 1.34% and 14.58% respectively. In pesticide business, only fungicide had a little increase in gross profit
margin and the others were all dropped at different degrees.
2. All of the IPO projects (8000t/a acephate technical and formulation project, 4000t/a diuron technical project,
2,000t/a cypermethrin technical and formulation project and vitriol project) did not reach their expected income and then led to a
slowdown in the company's overall interests.
As marketing of the company's major products will not improve in a short time, Jiangsu Lanfeng predicted that its net profit in the
first quarter of 2014 would be a decrease of over 50% YoY.

Sales revenue increases by 11.18% in Zibo Wanchang in 2013
Summary: According to the Zibo Wanchang's 2013 annual report, sales revenue of the company reached about USD51.55 million
(RMB317 million), up 11.18% year on year in 2013, and net profits attributable to shareholders of listed companies reached
USD14.32 million (RMB88.04 million), up 2.05% year on year.
Zibo Wanchang Science & Technology Co., Ltd. (Zibo Wanchang) is the biggest trimethyl orthoformate (TMOF) and triethyl
orthoformate (TEOF) manufacturer in China. According to their 2013 annual report, sales revenue of the company reached about
USD51.55 million (RMB317 million) in 2013, up 11.18% year on year, and net profits attributable to shareholders of listed
companies reached USD14.32 million (RMB88.04 million), up 2.05% year on year.
Though the prices of the company's major products, TMOF and TEOF, decreased slightly because of the intensified industry
competition, the sales revenue of Zibo Wanchang increased driven by two reasons: Firstly, sales volume of TMOF and TEOF
increased; Secondly, revenue of by-products soared.
Details are as follow:
Sales volume of TMOF and TEOF was 16,740 tonnes totally with a year-on-year growth of 11.50% and the revenue reached

USD41.62 million (RMB255.93 million) with a year-on-year growth of 2.10%. Revenue of by-products soared (up 67.49% year on
year) and the rising incomes of by-products were mainly come from small-lot production of some new products.
Gross profit margin of both TMOF and TEOF were increased in different degree year on year. Though the prices of TMOF and
TEOF were dropped sharply, the gross profit margins of TMOF and TEOF in Zibo Wanchang reached 58.11% and 35.71%, up
0.58% and 3.81% year on year respectively. The company attribute the main reason to the increase of yield rate of the two
products. During the report period, benefit from the continual improvement of technology, the yield rate of TMOF and TEOF
increased by 1.46 and 1.87 percentage point respectively. In spite of the increasing income of by-products, the company's gross
profit margin (by-products) dropped sharply (down 19.50% year on year) because of the small-lot production of new products and
the slip in price of relevant by-products.
Thanks to the successful construction of the 7,000 tonnes of TMOF and TEOF raise investment project and the capacity
emancipation period in 2014–2015, it is predicted that Zibo Wanchang would have a much better performance in 2014–2015.

Market DynamicsDemand for chlorothalonil in China to reach 7,200tonnes by 2015
Summary: Thanks to the good control effect and low cost, it is expected the demand for chlorothalonil in the domestic will continue
to increase, reaching about 7,200 tonnes by 2015.
In recent years, chlorothalonil has enjoyed a smooth development in China. In 2012, its domestic market demand (calculated by
technical, similarly hereinafter) exceeded 6,000 tonnes. Thanks to the good control effect and low cost, it is expected the demand
for chlorothalonil in the domestic will continue to increase, reaching about 7,200 tonnes by 2015.
There are many types of chlorothalonil formulation in the market, such as WP, SC, WDG and FU (Smoke Generator). Notably,
chlorothalonil 70% WP and 720 g/LSC are the most popular at present. The consumption of chlorothalonil WP takes up over 50%
of the total consumption of chlorothalonil formulations, chlorothalonil SC takes up over 20%, and other chlorothalonil formulations
takes up about 30%.
Due to various enterprises in recent years actively promoted on environment friendly formulation product, the use of SC formulation
increases quickly. Also due to the increasing demand in greenhouse vegetables, chlorothalonil FU (Smoke Generator) also
develops rapidly. Besides, chlorothalonil was mixed with many pesticides by domestic pesticide producers as well.
Besides the application in agriculture production, the demand of chlorothalonil in industry field is also expanding.
Although more than 20 enterprises have obtained chlorothalonil technical registrations so far, only less than 10 enterprises produce
the product and just 3-5 enterprises with large scale production. Most of chlorothalonil technical is for export. Jiangyin Suli Fine
Chemical Co., Ltd. is the largest chlorothalonil technical producer in China by capacity and it hold the largest market share.

Copper formulations has bright market prospect
Summary: In recent years, sales volume of fungicides has gone up year by year and in particular; copper formulations have a bright
market prospect.
In recent years, domestic fungicide market has gone up year by year as a result of the increasing planting area of commercial crops
such as vegetables, fruiters and medicinal materials, the prices increase of agricultural produces. In particular, copper fungicide
formulations have become a very important part of fungicides.
The history of fungicides can be date back to inorganic formulations such as sulfur and copper sulfate. For example, bordeaux
mixture, a routine fungicide widely used in agriculture around the world up till now, is a result of inorganic formulations at that time.
Nowadays, from inorganic copper fungicides such as copper sulfate, copper hydroxide and cuprous oxide to organic copper
formulations such as thiodiazole copper, oxine-copper and HA-Cu, copper fungicide formulations have become a very important
part of fungicides.
Situations of inorganic copper fungicides:
1. Bordeaux mixture: Bordeaux mixture is the farmers' favorite. So far, according to data from ICAMA, there have been nine
registrations by seven enterprises (including one repacking registration) on bordeaux mixture. If production cost can be further
reduced, market prospect of bordeaux mixture will be quite bright.
2. Copper hydroxide formulation: Copper hydroxide formulation has been introduced to domestic market for a long time and it has
become the most popular typical copper fungicide and has been widely used in agriculture. So far, there have been 31 registrations
by 20 enterprises on copper hydroxide formulation. From that we can see that copper hydroxide formulation has aroused great
attention and competition.
3. Duoning: Duoning (copper calcium sulphate) sold by Jiangsu Rotam Chemistry Co., Ltd. opened the Chinese market for this kind
of copper formulations and now there have already been four enterprises (including Spain Yi Kewei Chemical Industry Co., Ltd. and
Mexico Anglia Chemical Industry Co., Ltd.) registered for this product.
Situations of organic copper fungicides:
As organic complexing copper agents, copper (succinate+glutarate+adipate) and cuaminosulfate appeared a litter early in
domestic pesticide market. They are pioneers of organic copper formulations because of their simple manufacturing techniques
and cheap prices. And they sold well in the last century. Up till now, there have been 30 registrations respectively on ICAMA.
Many domestic enterprises also developed varieties of organic copper formulations such as thiodiazole copper, oxine-copper, HA-
Cu, cuppric nonyl phenolsulfonate and copper acetate. In particular, thiodiazole copper named Longkejun from Zhejiang Longwan
Chemicals Co., Ltd. is a product with independent intellectual property rights.
To sum up, market of copper formulations will be enlarged with the increase of usage area and quantity of fungicides. To develop
and produce copper fungicide formulations, it is better to choose a suitable variety with less competition and less manufacturers
according to the company's strength. But no matter which variety to be chosen, great efforts should be put on manufacturing
techniques in order to make better performance in stability, persistence, usability and safety.

thiodiazole copper 20% SC) has successfully obtained registration approval on orchid soft rot, cotton damping off and obacco
bacterial wilt. So far, Longkejun has become the only registered fungicide for flowers in China.
Thiodiazole copper, a fungicide developed by Zhejiang Longwan Chemical Co, Ltd., has its own self-intellectual property right, and
has obtained a CAS registry number, which is 3232-61-5, in Aug., 2009.
For a long time, orchid has always been attacked by bacterial diseases such as soft rot, bacterial wilt and root rot. As a result of
that, orchid may not bloom but only frondesce. Since orchid is a kind of minor crop and its planting area is not big, pesticide
enterprises home and abroad are all not willing to register for pesticides that can control various diseases of orchid. And this has
led to a hard situation:No pesticide registered for orchid.
It is disclosed by Xiong Xingping,deputy manager of Longwan Chemicals that the registration enables the enterprise to become the
first one in pesticide industry to register for minor crops such as orchid and dendrobium officinale (Chinese medicinal herb), since
there are no pesticides registered for flowers, gardening, Chinese medicinal herbs, city virescence and indoor ornamental plants in
China.
It is reported that in 2013 Longkejun (ingredient: thiodiazole copper 20% SC) also registered for soft rot of dendrobium officinale
and the Agriculture Department of Zhejiang Province subsidized 50% of its registration experimental expense.
Zhejiang Longwan Chemicals Co., Ltd. (Wenzhou Longwan Chemical Plant before) built in 1988, specializes in agricultural
fungicide development, manufacture and marketing. Longwan Chemicals not only is a national appointed pesticide manufacturer
but also obtained professional reputations in bacteria disease controlling area. After appraisal by specialists, its competitive
product Longkejun (ingredient: thiodiazole copper 20% SC) has already been awarded as National Important New Product. In
addition, Pesticide Registration Evaluation Committee of the Ministry of Agriculture rates the product as a new model product with
bright future.
So far, Longkejun in Longwan Chemicals has already registered for eleven diseases for eight crops. Details are as follow:

Market analysis of pesticides for leaf vegetables in Guangdong Province
Summary: Guangdong Province has many large-scale leaf vegetable planting areas which provides a big market for pesticides and
there are a few features of the pesticide market for leaf vegetables in Guangdong Province.
Leaf vegetables include Chinese flowering cabbage, cabbage, leaf lettuce, water spinach and leek and so on. The daily
consumption volume of vegetables is very huge in Guangdong Province, especially in the Pearl River Delta region. Because of the
huge market demand and the good geographical conditions for vegetable planting, Guangdong Province has formed many large-
scale vegetable planting areas which provides a big market for pesticides.
There are a few features of the pesticide market for leaf vegetables in Guangdong Province:
1. High frequency of pesticide usage. Since the whole year climate condition is suitable for outdoor leaf vegetables planting and
diseases, pests and weeds may occur in the whole year, farmers use pesticides all the year round. Sometimes pesticides are
sprayed every 3–4 days. In general, pesticides are used once a week and the longest interval of time is two weeks. There are also
situations that pesticides are seldom used. For example, in continuous rainy days, pesticides cannot be used, or vegetable prices
drop down sharply when the climate become too good for vegetable planting.
2. Sensitivity of the prevention and cure effect of pesticides. Economic value of vegetables is a bit high while quality of vegetables
influent the price greatly. In other words, low quality of vegetables caused by diseases and pests will lead to great financial loss. So,
vegetable growers often choose pesticides with specially good effect and those without good prevention and cure effect have few
customers. Meanwhile, fast-acting property is also important. For vegetable growers, only those have quick actions within 24 hours
are good products.
3. Acceptance for high price of pesticides. Vegetable growers have a concept of market-oriented economy and they are willing to
invest if only they can see the output. Due to the high economic value of vegetables, vegetable growers are happy to accept
pesticides with high prices if the pesticide works well. For example, in order to control the common striped flea beetle, some
vegetable growers will accept a price of USD1.63 (RMB10) per 15 Kg of water and for diamondback moth, some vegetable

growers will accept a price of USD4.07 (RMB25) per 15 Kg of water.
4. Quick update of pesticides. Plant diseases and insect pests are easily to develop resistance due to the high-frequency and
perennial pesticide usage. Compared to fungi, insects are easier to develop resistance and the lifecycles for insecticides are
usually 2–3 years if the formulations haven't updated. New products with good effect are vegetable growers' favorite and they also
can occupy the market easily.
5. Herbicides give priority to sterilant herbicides. Though some vegetable growers will use fenoxaprop-p-ethyl in seeding stage,
selective herbicides are seldom used in general. And the main sterilant herbicides vegetable growers used
are paraquat and glufosinate-ammonium. Though the cost of glyphosate is almost equal to that of paraquat, the application amount
is less than that of paraquat. And though the cost of glufosinate-ammonium is higher than the cost of paraquat and glyphosate, there
are often many weeds that paraquat and glyphosate cannot deal with or cannot have desirable effects. For example, farmers must
apply glufosinate-ammonium to deal with some weeds such as goose grass and big flower purslane.
Who advocate ups and downs in rice fungicide market in 2014?
Summary: Major diseases and insects in the planting fields of rice will occur heavily in 2014 and as a result of that, manufacturers
will contend for the market of rice fungicides fiercely. Triazole fungicides and strobilurin fungicides will retain as main products in
2014 and in particular, their mixed-formulations will be more popular.
According to forecast from the National Agro-Tech Extension and Service Centre (NATESC), major diseases and insects in the
planting fields of rice will occur heavily in 2014. Fierce competition in the market of fungicides for rice between manufacturers is
inevitable. Then, which products will become new stars in fungicide market? Which products will withdraw from the market and
which products will keep their dominant positions in the market?
There are three big diseases for rice: rice sheath blight, rice blast and rice false smut. And some virus diseases such as rice stripe
leaf blight and southern black rice dwarf virus disease may occur in some areas. Rice sheath blight is the most serious diseases. It
has the largest occurrence scale, the largest occurrence area and the most serious damage. Rice blast comes the second and rice
false smut may deeply influenced by environment and climate.
In recent years, jingangmycin and its mixed-formulations and triazole fungicides mainly represented by hexaconazole have been the
main products for the control of rice sheath blight. In addition, they are also products with the largest sales volume. That is because
these two varieties of products work well on rice sheath blight and their resistance are not so big all the time. However, they have
their weaknesses.
Under the condition of taking full dose, jingangmycin and its mixed-formulations work well. But their protection function and
persistent period for rice sheath blight are very limited.
Triazole fungicides, represented by hexaconazole, have outstanding performances in controlling rice sheath blight. However, with
the development of resistance, dosage of these products becomes bigger and bigger. Nowadays, the dosage of single formulation
has already beyond 90g/ha and it has led to series of chemical injuries for rice. There is an advanced formulation of triazole
fungicides. Difenoconazole﹒propiconazole, which was introduced to China by Syngenta (Now many domestic companies also

developed this kind of formulation). It not only works well on rice sheath blight but also can increase production.
Strobilurin fungicides have high activity and they are also safe and environmental friendly. In addition, they work well on rice sheath
blight, rice blast and rice false smut. Pioneers of these products are NATIVO (ingredient: tebuconazole﹒trifloxystrobin 75%
WDG)from Bayer and AIKE ( ingredient: fenamistrobin﹒tebuconazole 20% SC ) from Shenyang Research Institute of Chemical
Industry. Strobilurin fungicides are often mixed with triazole fungicides such as tebuconazole so that it can work well on both rice
blast and rice false smut. However, the prices of strobilurin fungicides are a little higher.
With patents expiring of azoxystrobin and kresoxim-methyl, it is predicted that strobilurin fungicides will occupy a great part of
market for rice diseases. There are many registration application for single and mixed-formulations and also technical
for azoxystrobin and kresoxim-methyl in China which means that strobilurin fungicide have a bright future in the coming years and
enterprises will value these products. But it is notable that in spite of the numerous of registrations of strobilurin fungicides,
registrations of strobilurin fungicides for rice diseases are rare, especially on rice sheath blight. So it is predicted that strobilurin
fungicides registered for rice sheath blight will be popular in 2014 because these products have their advantages: outstanding
performance in improving quality and increasing quantity, sound effects on the three major diseases as well as long persistent
period.
Succinate dehydrogenase inhibitor fungicide is also very popular in these two years. Pulsor (24% thifluzamide SC) is a
representative product. It has sound effects on controlling rice sheath blight and a long persistent period.
To sum up, triazole fungicides and strobilurin mixed-formulations are the most suitable fungicides for rice. They are safe, efficient,
and broad-spectrum and they also can improve quality and increase quantity.

Zhejiang Heben Pesticide & Chemicals Co., Ltd. The accumulative number of registered azoxystrobin technical hit 53 in China as
of late Mar. 2014.
Notably, Syngenta obtained the first registration of sedaxane technical in China, and its registration of 44% sedaxane SC was also
approved in Mar. 2014 which is registered to prevent and control corn head smut.

According to the occurrence situation of major grain and oil crop diseases and insects,cultivation system, variety layout and
weather conditions, the National Agricultural Technology Extension and Serve Center (NATESC) predicted that major diseases and
insects in the planting fields of rape and wheat will moderately occur in Zhejiang Province in 2014, but they will seriously occur in the
planting fields of rice. In detail, the accumulative stricken areas of wheat, rape and rice will respectively hit 0.17 million ha., 0.33
million ha. and 6.35 million ha.

in Henan Province
Technique Exchange Activity of Peanut Disease and Pest Control was held on 25–26 March, 2014 in Kaifeng city, Henan Province
by Bayer CropScience (China) Co., Ltd.(Bayer). About 200 people attended this activity. They were leaders from the Plant
Protection Station of Henan Province and College of Plant Protection of Henan Agricultural University, teams led by He Yuanbo,
national manager of Bayer and core distributors of Bayer from Henan and Hebei provinces and so on.
Cao Pengying, manager of Bayer Seed Treatment Group, introduced five products during the activity. They were NATIVO® (
ingredient: tebuconazole•trifloxystrobin 75% WDG ), BELT® ( ingredient: flubendiamide•abamectin 10% SC), DECIS® (
ingredient: deltamethrin 25g/L EC), INFINITO® ( ingredient: fluopicolide•propamocarb hydrochloride 687.5g/L SC) and GAUCHO®
( ingredient: imidacloprid 70% WS/60% FS). He also stressed SUNATO and other several distinctive products that will enter into
market in the activity. On terms of seed treatment business, Manager Cao respectively introduced the four pillars of Seed Growth:
product, filmogen, machine and service. Since launched last year in China, Seed Growth has rapidly accelerated Bayer's business
expansion and pushed forward agricultural technique development.

Forecast on occurrence trend of rape sclertiniose in 2014
The National Agro-Tech Extension and Service Centre (NATESC) released its forecast on the occurrence trend of rape sclertiniose
on 24 March, 2014. According to the forecast, autumn sowing rape sclertiniose will occur seriously in 2014 and will be heavier than
that of last year. The occurrence area of this disease will reach about 3.33 million ha. In particular, the disease will occur heavily in
the east of Jianghan Plain, Hubei Province, occur less heavily in Hunan, Jiangxi, Anhui, Zhejiang provinces, Shanghai and most
area of Hubei Province, occur moderately in most of other rape production areas in Yangtze river basin and occur slightly in the
south of Southwest China and Shaanxi Province. The disease will occur massively during late March to the middle of April in most
areas of Southwest China, Hubei, Hunan, Jiangxi and Anhui provinces and in Jiangsu, Zhejiang, Shanghai, Shaanxi and the south
of Henan Province during the middle of April to early May.

Subsidies for farmers exceed RMB1.09 billion in Hainan Province in 2014
According to the Hainan Provincial Department of Agriculture (HPDA), the provincial finance bureau will arrange more than
USD177.26 million (RMB1.09 billion) for 11 agricultural support policies in 2014, covering Vegetable Basket Project and other
areas. Details are as follows:
1. Support policy for the Vegetable Basket Project production base construction. The central and the provincial finance bureau will
allocate no less than USD4.55 million (RMB28.00 million) on this policy.
2. Subsidy policy for precooling treatment system construction on the edge of vegetable fields. The provincial finance bureau will put
at least USD2.44 million (RMB15.00 million) into this project.
3. Subsidy policy for growing superior seed varieties. The central finance bureau will arrange at least USD13.17 million (RMB81.00
million) to support this policy.
4. Direct subsidy policy for agricultural materials. The central finance bureau will allocate at least USD69.93 million (RMB430.00
million) to this policy and the provincial finance bureau will subsidize USD3.58 million (RMB22.00 million) to farmers who planting
grains.
5. Subsidy policy for agricultural machinery. The central and provincial finance bureau will allocate no less
than USD23.58 million (RMB145.00 million) to this policy.
6. Subsidy policy for popularizing basic level agricultural technique system and its construction. The central finance bureau will
arrange at least USD2.11 million (RMB13.00 million) for this project.
7. Subsidy policy for farmer's training. The central and provincial finance bureau will allocate no less than USD2.60
million (RMB16.00 million) to this policy.
8. Special subsidy policy for financial development. Since 2010, the provincial finance bureau has been allocating USD3.25 million
(RMB20.00 million) annually to this project.
9. Famer petty loan with discounted interest policy. In 2014, finance bureaus at all levels are planning to put USD23.74 million
(RMB146.00 million) into this policy to guarantee that farmer petty loans under USD81,314 (RMB500,000) will reach USD569.20
million (RMB3.5 billion) totally and the rate of interest subsidy should not be less than 5%.
10. Special subsidy policy for capital market development. Funds allocated to this special project will be no less than USD3.25
million (RMB20.00 million).
11. Support policy for agricultural policy-oriented insurance. The provincial finance bureau will allocate USD27.65 million
(RMB170.00 million) to this policy.

ICAMA releases 10th batch of pesticide approved to be registered in 2014
On 28 March, 2014, ICAMA released the list of the 10th batch of pesticides approved to be registered in 2014, including 53
temporary registrations, 109 formal registrations and one repacking registration. Meanwhile, 17 of these registrations were for
pesticide technical, 4 of which were for fungicides, 4 for insecticides, 1 for acaricide and 8 for herbicides.

Over 30 varieties of pesticides used on special crops registered in 2014
The Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA) held a Superintendent Working Conference in March
2014 in Yinchuan city, Ningxia Hui Autonomous Region. The conference disclosed that ICAMA would focus on the innovation of
Pesticide Management System and launch new measures in pesticides used on vegetables and special crops as well as in
designated operation of high-toxic pesticides, especially putting forward the Special Provisions for Registration of Pesticides
Used on Vegetables and Special Crops (the Special Provisions).
Meanwhile, the priority is to solve the problem of lack of pesticides that could be used on vegetables and special crops. Shan Weili,
director of the Bureau of Pharmaceutical Affairs, ICAMA, said that the Special Provisions would be launched in 2014 and 30
varieties of pesticides used on special crops would be registered.
The specific measures including:
1. Drawing up incentive systems of registrations of pesticides used on minor crops to encourage enterprises to enlarge registration
scope;
2. Supporting and guiding pilot projects about registrations of pesticides used on special crops;
3. Encouraging and guiding local governments, industry associations and enterprises to organise joint experiments on special
crops with advantages and high economic values.

MOA: USD113.84 million to support scientific fertilization in 2014
According to news from the Ministry of Agriculture of the People's Republic of China, National Scientific Fertilization Working
Forum was held on 1 April, 2014 in Changsha city, Hunan Province. The forum pointed out that only if we improve quality and
increase output by scientific fertilization can we strengthen our agriculture. In addition, agricultural departments at all levels should
fully play their role to carry forward scientific fertilization. Meanwhile, the meeting also divulged that this year the Ministry of Finance
of the People's Republic of China would continue to arrange USD113. 84 million (RMB700 million) to support projects like soil
testing, field trial, database establishment, scientific fertilization service and propaganda and training as well as to explore effective
systems of agribusiness cooperation.

MOA: adding recessive ingredients to pesticides illegally be hit severely toensure safety of agricultural produces
To ensure quality safety of agricultural produces, the Ministry of Agriculture (MOA) will carry out seven special projects such as
pesticides, steroid clenbutero, raw fresh milk, antibacterial, livestock slaughtering, pesticides forbidden in fishery and anti fake
agricultural materials.
Planting industry will carry out pesticides and usage of pesticides regulation to crack down illegal behaviors such as adding
recessive ingredients to pesticides illegally and using forbidden or restricted pesticides. Anti fake agricultural materials project will
focus on seed, pesticide, fertilizer, fodder and veterinary drug. Behaviors that damage farmers' interests must be hit severely.
Meanwhile, MOA will motivate the construction of quality traceability system comprehensively, speed up the establishment of the
unified national traceability platform, intensify awareness of risk prevention and emergency disposal, carry forward agriculture
standardization energetically as well as strengthen construction of institutional mechanisms and grass roots supervision system.
