Chairperson’s Address

I had the great pleasure of being elected as Chairperson of Galway and Roscommon Education and Training Board during

2015 which was a particularly busy year for GRETB. I now welcome the publication of the 2015 Annual Report, which

demonstrates the continuing work of the three former VECs and former FÁS training Centre in the merged entity of GRETB.

The report highlights GRETB’s success throughout the year in achieving a core objective of being recognised as the leading

provider of quality, accessible and integrated education and training services in counties Galway and Roscommon.

With a board of 21 members, 1,770 staff, 20,000 learners and an annual budget in the region of €100 million, GRETB covers

a large geographical area to a population of 325,000 people. As a board member since 2014, I have found all members of

the board very focused in striving for an enhanced, co-ordinated and balanced service for communities throughout the

GRETB area. With a dynamic board that puts people first, we work closely to highlight issues of importance and promote

the many services currently provided for all people of all ages.

As the finances of the economy improve, I hope that priority is given to education and training. The recruitment embargo

has had a negative impact and with an ever increasing demand for the services which GRETB provides, we continue to work

collaboratively with our Oireachtas members in seeking additional funding so the people from Boyle to Connemara and all

in between have equal education and training opportunities.

The highlight of my term as Chairperson was attending the Inaugural GRETB Award Ceremony in May, 2015, which provided

an opportunity for GRETB to award the excellence and achievement of our 2nd level students under various headings, Sport,

Innovation and Entrepreneurship, the Sciences, Arts and Culture, Academic, etc.

On a sad note, the passing of Joe McDonagh, former CE of MSLETB and CEO of the former County Galway VEC, brought

profound sadness. All acknowledge his kindness, generosity and love for education and the Irish language. We remember

and offer our condolences to all staff who suffered bereavements during the past year.

I would like to compliment the Chief Executive, David Leahy, his senior management and staff for their successes during

2015 and for their leadership in ensuring that GRETB is a progressive, responsive and responsible organisation.

I look forward to working with you all in the forthcoming year.

Chief Executive Address

Galway and Roscommon Education and Training Board is pleased to bring to you the Annual Report of GRETB for 2015.

2015 has been a year when GRETB has continued to improve our learners’ experience while simultaneously improving

governance practices. We have continued to increase our learner and staff numbers as we respond to ever increasing

demands from our learners and their education and training requirements.

Notwithstanding these positive developments, given the size, scale and responsibilities of this ETB, the need for GRETB to

develop appropriate governance structures in terms of an IT system and management / staffing team cannot be overstated.

The developments led by the Department of Education and Skills, to respond to these structural deficits, should be expedited

in the shortest possible timeframe to ensure that we minimise the associated risks.

Details of the GRETB developments are outlined in this report, and are a reminder of the enormous progress that has been

made this year. The various ETB schools detail their statistics and achievements for 2015, as does the Further Education and

Training Services. These are outlined in the separate sections of this Report. Overall I wish to convey my thanks and

appreciation to:

Each member of the Board for their active co-operation in promoting the business of Galway & Roscommon ETB in

so many ways – serving on Interview Boards, participating in Boards of Management, in Consultative Committees,

attending Regional and National Meetings;

The Principals, Deputy Principals and Co-ordinators for the progressive manner in which they lead their schools and

centres; The teachers for the quality of their work both inside and outside the classroom; The Adult and Further

Education staff, for their commitment to quality in a time of great change for the sector.

The non-teaching staff for their commitment and loyalty; the parents for their unfailing support; the Boards of

Managements, the various Sub-Committees etc, who give so generously of their time in promoting the work of

GRETB.

The officials of the Department of Education and Skills and Solas for their co-operation in expanding the work of the

GRETB.

Finally, I wish to acknowledge the retirements of long serving members of staff and wish them health and happiness in their

retirement and to thank them for their service.

GRETB looks forward to continuing to work in partnership with all our Staff, Board Members, Parents, Teachers, Students,

Learners and other stakeholders.

Legislative Background

The Education and Training Board Act 2013 established the Education and Training Boards throughout the

country. Under the ETB Act 2013, responsibility for the development of policy rests with the Education and

Training Board and is a reserved function. The implementation of policy is an executive function.

Corporate Governance

Introduction: Effective management and leadership within Galway and Roscommon ETB, remains a key priority. In this context, effective and efficient governance provides the basis on which managers can manage and leadership is cultivated. Galway and Roscommon ETB adopted the ‘Code of Practice for the Governance of Education and Training Boards’ and provided a training schedule for GRETB members. Composition of Education and Training Boards as per the Education & Training Board Act 2013 The Board of Galway and Roscommon ETB consists of 21 members comprising twelve members elected by the local authority; two members who are members of staff of the Education and Training Board; two members each of whom are the parent of a child who has not reached eighteen years of age and is registered as a student in a centre for education or recognised school, or is the parent of a learner in a children detention school, prison, education or training facility or other facility maintained by any other public service body where the board provides education or training; and five members with interest or knowledge in education and training from persons nominated by (i) business/industry/employers, (ii) learners and (iii) management/leaders of recognised schools. Audit Committee:

The Audit Committee is independent of management. It is responsible for monitoring the Executive in the carrying

out of its functions and provides assurances to the Committee as to the adequacy and effectiveness of the internal

control processes. It met four times during the year. It received reports from management, external and internal

audit. Internal audit reports go to the Audit Committee and it is required to meet annually with the external

auditor (Comptroller and Auditor General).

Finance Committee:

The Finance Committee has responsibility for reviewing the income/expenditure of the ETB’s, including reviewing

major contracts and the financial aspects of the education and service plans. Minutes of the Finance Committee

are received by GRETB for consideration and to assist in providing assurance that the education and service plans

are being achieved.

The Finance Committee met five times on the 1st May, 6th May, 17th June, 4th September and 3rd December

2015.

Protected Disclosures Annual Report 2015

The Protected Disclosures Act, 2014, was enacted on 15th July, 2015. This Act provides a framework within which

workers can raise concerns regarding potential wrongdoing that has come to their attention in the workplace. By

so doing, they are protected under the Act from penalisation by their employer, or other detrimental treatment.

GRETB has a Protected Disclosures Policy, which in tandem with the legislation, acts to encourage workers to

report potential wrongdoing in the knowledge that their concerns will be taken seriously and investigated, as is

deemed necessary, and that their confidentiality will be respected.

In accordance with Section 22 of the Protected Disclosures Act, 2015, GRETB confirms that no protected

disclosures were received during the period from January to December 2015.

Consequently,no action was required to be taken by GRETB in relation to Protected Disclosures.

Capital Projects 2015

Coláiste na bPiarsach, Ros Muc, Co. na Gaillimhe.

Four classrooms were delivered under the additional

accommodation scheme and handed over.

This work was accompanied by emergency roof works and

the felling of trees.

Coláiste Cholmcille, Indreabhán, Co. na Gaillimhe.

A temporary Special Needs Unit was delivered under additional accommodation and works to the roof and

gable were carried out under emergency works. Works to an existing prefab were all so carried out under

emergency works

Coláiste Chilleáin Naofa, New Inn, Béal Átha na Slua Co. na Gaillimhe.

Four classrooms and a new sewage treatment plant were delivered

under the additional accommodation scheme and handed over.

This work was accompanied by eme rgency roof works and disability

access works to existing

buildings.

Galway Community College, Moneenageisha, Galway. oof works were carried out on Galway Community College under emergency works.

Coláiste na Coiribe, Knocknacarra, Galway. New 7300m2 School, Pitch and Access Road, completed under the Major Devolved Scheme Roscommon Community College, Lisnamult, Roscommon. 5 x 49m2 temporary classrooms delivered as part of additional accommodation.

Coláiste an Eachréidh, Coiléar Bán, Baile Átha an Rí, Co. na Gaillimhe.

A Science Laboratory was delivered under the additional accommodation scheme. Coláiste Naomh Bríd, Baile Locha Riach, Co. na Gaillimhe.

5 Classrooms and 5 specialist rooms were completed under additional accommodation.

The roof was replaced in the boiler house under emergency works.

Roscommon Community College, Lisnamult, Roscommon

Approved 6 General classrooms, Home Economics, Science laboratory, Science Preparation areas and associated toilet facilities. Consultant procurement commenced.

Emergency Works for the repair to the existing school roof approved and Consultant procurement commenced.

Emergency Works for M&E upgrade applied for, minor works approved, Consultant procurement commenced.

Under summer works 2014 a grant for the replacement of external doors was approved. The consultant has been appointed.

Abbey Community College, Boyle, Co. Roscommon

Emergency works for the replacement of smoke vents, works completed.

Emergency works for repair to old school roof, works complete.

Galway Technical Institute, Fr. Griffin Road, Galway

Emergency works application submitted to Department for roof works, flooding in boiler house and emergency lighting.

GTI re-development proposal submitted to the Department of Education and Skills and Solas.

Roscommon Sub-Head Office Report and Costings submitted to the Department of Education and Skills for the proposed refurbishment of the sub-head office. Scoil Mhuire N.S, Oranmore First phase of the new school approved, consultants appointed, stage 1 report approved and proceeded to planning. Scoil Fhursa N.S, Nile Lodge Extension to listed building and refurbishment of existing building. Consultants appointed and proceeded to planning. Coláiste Naomh Eoin

Approval in Principal was received from the DES to proceed with special needs accommodation, Design Team has been appointed.

Additional accommodation application had been sent to the DES for a Home Economics specialist room.

Department of Children and Youth Affairs Capital Funding scheme 2014/2015

The Western Traveller and Intercultural Development Association Youth Project based in Brú Bhríde and

Harmony hall Tuam received a grant for installation of a Fire alarm and emergency lighting system, GRETB

administered funding and provided Project Management and advice.

South Galway Further Education Centre, Ennis Road, Gort

Upgrade of the heating system of two storey building, Consultant appointed and Contractor on site.

Petersburg Outdoor Education Centre.

A Consultant has been appointed and the works are out to tender for fire upgrade works to Petersburg Outdoor

Education Centre.

VTOS Centre, Lanesboro Street, Roscommon Town

Resurfacing of car park, Consultant appointed and Contractor on site.

GRETB Training Centre, Mervue Business Park, Mervue, Galway

Consultant appointed for the construction of 3 class rooms in Building no. 2

Feasibility study for the fit-out of areas for plumbing and electrical apprenticeship.

Coláiste Cholmcille Indreabhán, Co. na Gaillimhe

Under the summer works scheme 2014 a grant for window replacement was approved, the Contractor is in the

process of been appointed for the works.

Summer Works 2016 /2017 Applications submitted to Department of Education and Skills in 2015

Under the summer works scheme the GRETB Buildings Department submitted 12 applications. These

applications were for electrical, mechanical upgrade works, roof works, refurbishment of a science lab, ceiling

repairs and window replacement.

Health & Safety

Health & Safety Training is being organised for Centre Managers / Directors and Principal.

GRETB Health and Safety Statement is being progressed.

Management Overview of Further Education and Training Services 2015

FAR / PLSS - Planning

At a national level, Eithne Nic Dhonnchadha, AEO and FET Coordinator, is a member of the SOLAS/ETB Planning Group. This

Group examined and revised the overarching funding parameters for FET provision in 2015. Eithne Nic Dhonnchadha, is a

member of the ETBI Further Education and Training Strategy Group. This group provided updates from its ETB on the five

goals in the SOLAS FET Strategy 2014 - 2019. The five goals are: Skills for the Economy, Active Inclusion – Literacy and

Numeracy Strategy, Quality Provision, Integrated Planning and Funding and Standing of FET. To assist Further Education

Coordinators in course planning, SOLAS held regional seminars during the year, this included workshops on the FARR

database.

In 2015, considerable time was spent on examining and completing the new funding processes known as FAR (Funding

Application Request) and FARR (Funding Application Request Reporting. Application for 2015 funding to SOLAS was

comprised of the completion of the following:

FAR 2 - Business Case/Supplemental Data Template FAR 3 « Qualitative Data Template

FAR 3 - Qualitative Data Template

TAR 4 - Financial

In addition to the above, all FET provision for GRETB was entered into the FAR database: FAR is a web-based application that

tracks Inputs, Outputs and Outcomes. The months of February and November/December saw programme managers

focused on populating the FARR Database for 2015 and 2016. A number of data in-putters were trained to support

programmes. A mid-year review was conducted by SOLAS to examine the current activity and future needs of the GRETB. A

meeting took place with Ciaran Conlon, SOLAS, on 24th June 2015 with regard to the mid-year review. Planning for 2016

was commenced in October 2015.

The FET budget for 2015, received from SOLAS, was €33,186,909

Programme Learner Support System (PLSS)

The PLSS system was introduced in 2015 to capture provision in the GRETB for the purpose of assisting with referrals

between the ETB and the Department of Social Protection (DSP).

Time spent on populating the PLSS in 2015 contributed to ensuring the plans for the Programme and Learner Support System

(PLSS) to provide an integrated and co-ordinated mechanism for the achievement of Strategic Goal 4 of the FET Strategy

2014-2019. It is envisaged that the Programme and Learner Support System (PLSS) will support SOLAS, ETB and DSP business

processes and facilitate the systematic and timely access to the data within Further Education and Training (FET) provision.

The PLSS development is funded from the SOLAS lT budget; the secure web-based system will have a branded common look

and feel throughout the three sections of the system.

The three components of PLSS are the:

National Programme Database (NPD) – which holds information on validated programmes that can be run within

the ETB.

Course Calendar Scheduling System (CCSS) – which will facilitate referrals from DSP and into the future from

individual learners.

Learner Database – will hold the information on all learners who are participating on programmes and will facilitate

creation of reports.

In 2015 over 13,000 learners availed of programmes through the Further Education and Training Department.

New Website

GRETB launched its new website www.gretb.ie in January 2015.

Co-Operation with other Organisations Scheme – Utilisation of Hours 2015

In 2015 GRETB provided 53,400 tuition hours to other organisations. These included Castlerea Prison Education

Centre, Brothers of Charity centres and Probation centres.

Risk Management Conference - Thursday, 26 February 2015, Sheraton Hotel, Athlone for senior managers.

PLSS Briefing session, Tuesday 1st September at Galway Technical Institute, Fr. Griffin Road, Galway carried out

by Fiona Maloney for all Centre Managers and PLC Coordinators.

ICT Training took place in GTI on Friday 23rd October as part of the ICT GRETB strategy.

FESS CPD events for October 2015:

Active Teaching and Learning in FET: for teachers and tutors working in FET

Learner Well-being in the FET Environment: for FET managers

Learner Well-being in the FET Environment: for teachers and tutors working in FET

CPD needs analysis tool for Technology-Enhanced Learning, Tuesday, 17th November, NUIG, Nun’s Island,

Galway. Proposal for a Pilot to Develop a TNA Methodology for FET CPD. This was a joint initiative between

GRETB, NUIG and SOLAS.

Health and Safety training: December 2015 attended by Centre Managers.

Ensuring Consistency of Assessment Across Multiple Centres seminar was held on 9th December 2015 in ETBI.

Highlights for 2015:

Aquaculture Steering Group launches new QQI Level 5 Certificate in Aquaculture - Galway, 16th April, 2015.

The Aquaculture Steering Group led by Galway Roscommon Education & Training Board (GRETB) and with

members from Bord Iascaigh Mhara (BIM), Martin Ryan Institute (MRI), National Fisheries College of Ireland (NFCI)

Castletownbere, Co. Cork, Aquaculture practitioners, GRETB and BIM tutors and trainers launched the new

Aquaculture Level 5 Award validated by Quality and Qualifications Ireland (QQI). This award was written by GRETB

and developed by BIM following the introduction of accredited training for Aquaculture under the National

Framework of Qualifications. It offers practical training for learners on a full or part time basis. Over the last twelve

years GRETB has strong links with the Aquaculture Industry and has delivered Aquaculture programmes in

partnership with BIM and local producers in the region.

GRETB AEO at IBEC Regional Series, G Hotel, Galway 14th May 2015

Eithne Nic Dhonnchadha represented GRETB as part of a panel discussion entitled Employers, show up or shut up.

Education Providers, adapt or die as part of an IBEC regional seminar in Galway in May. The objectives of this

series of seminars was to provide a structure for employers and the Further Education and Higher education

systems to work together in building the skills needs of their regions and to help employers to better understand

and access the full range of services available across the education and training system.

GRETB represented on National Steering Group for FET Skills Strategy

GRETB was part of the group that helped to develop the information gathering process that informed the

development of the FET Skills Strategy.

GRETB Partner in Pilot to Develop a TNA Methodology for FET CPD

In partnership with SOLAS and LCETB, GRETB was involved in the development of a pilot project to research, assess, analyse and make recommendations in relation to the TEL training needs of FET practitioners, managers and support staff. Regional Skills Fora Established In August 2015 the Regional Skills Fora were established. Their purpose is to provide a mechanism to foster better engagement between the public education and training system, employers and other regional stakeholders in building the skills in their region. GRETB was represented on the West Regional Skills Forum by members of the senior management team. Development of GRETB Literacy and Numeracy Strategy During 2015 GRETB developed their own Literacy and Numeracy Strategy entitled FET Strategy 2014-2019: Literacy, Language and Numeracy.

Membership of DNA Working Group

GRETB was represented on the SOAS Digital Needs Analysis Working group by AEO Eithne Nic Dhonnchadha and ALO

Alison Jones. The purpose of this working group was to identify the digital opportunities that are offered for teaching and

learning.

Local Economic and Community Plan

GRETB fed into of the Local Economic and Community plans for Galway City, County Galway and County Roscommon.

First Further Education and Training Conference

Centre and Service Managers and members of the senior management team from GRETB attended the first

Further Education and Training Conference, organised by ETBI in November 2015

GRETB Adult Guidance and Information Service Galway County, City and Roscommon provides an impartial, confidential and professional service covering a very broad geographical area from Clifden on the West coast to Monksland on the East to Gort on the South to Boyle on the North. The Service supports learners at pre-entry, ongoing, and pre and post exit stages to/from GRETB Programmes particularly those on VTOS, BTEI, Community Education and Literacy. The service through the provision of information, one-to-one and group guidance sessions enables the learners to make informed choices in relation to their education, employment and career options.

Adult Guidance and Information Service Provision to Vocationa Training Opportunity Scheme

The Adult Guidance Service provides a range of group and one-to-one personal support sessions to learners on VTOS which included taking part in Induction Programme for new students and at VTOS open days. The service run workshops on: Study Skills; CAO; Next Steps; Job-Search Skills and Working in Groups. The Service also works with Access Officers from local third level colleges NUIG, AIT, GMIT and SIT on progression opportunities to learners as well as some as some past VTOS students who spoke about their experiences as mature students at third level. The service also provided and maintained a career library to learners on the programme.

Adult Guidance and Information Service Provision to Adult Basic Education Service

The Service provides support to learners on Literacy programmes, ITABE and ESOL classes through Group

and One to One sessions in all the ABE centre throughout the region. The service would have run sessions

routes to Further Education, Job Search Skills, Social Skills, Presentation Skills, and offered one-to-one follow

on support. For voluntary tutors we delivered training sessions on establishing and maintaining appropriate

relationships with students. The service also supported students attending ESOL classes. Work with this

group of client’s calls for a considerable amount of follow-up research and advocacy, due to their varied and

complex visa arrangements and array of foreign qualifications obtained previously.

Adult Guidance and Information Service Provision to Community Education and Back to Education

Initiative.

The Service tries to meet all relevant groups in receipt of funding from GRETB for Community Education

programmes or on courses with BTEI funding. The Service tries to attend as many BTEI Programmes as

possible in the various FET Centres and Outreach centres throughout the region in order to introduce the

Service and discuss possible progression routes for participants. Workshops on a variety of topics are

delivered to BTEI programmes such as induction, study skills, career choice, progression options, stress

management, CV and job searching skills.

Highlights for 2015:

The Adult Guidance service provided information session to the Voluntary Tutor Training programme

run by the Adult Basic Education service

The Adult Guidance Service Team attend their local DSP and GRETB meetings held in Galway County,

City and Roscommon areas and also manned a stand at an event held by DSP for unemployed people

in Galway County

The Service also attend the Local Education and Training Networks held in each Region where all

Education and Training Providers meet and share information, good practice and have guest speakers

from a range of initiative and Programmes.

Other Events attended by the Adult Guidance Team included the Community Education Conference

in the Connemara Coast Hotel, ETBI conference, Launch of the Aquaculture courses, Information and

Celebration Event for Older People, Women and Epilepsy Day in the Menlo Park Hotel in Galway,

Boston Scientific and Hewlett Packard in Ballybrit, Integration and Diversity event in Oranmore and

the Presentation of Certificates / Awards nights throughout the area from the various GRETB

Programmes.

In May a group of 36 students and 5 tutors from Loughrea and Gort

attended the play “Tom Crean – Artic Explorer” at the Town Hall Theatre,

Highlights for 2015:

The level of participation by learners was to be commended and reflected in over 140 receiving accreditation

at various levels. The awards night was well attended and growing year on year. This also shows increasing

learner confidence and this confidence can be seen in how the learners interact when in the service for a while.

The student development fund trip was a major success and contributed in a major way to group dynamics and

integration, socialisation and inclusion in the centre as learners from different groups socialised and networked

and shared a new experience together.

other 8% have gone on to do level 6 in Early Childhood Care & Education.

55% from the Horsemanship level 4 have got employment in the equestrian field.

20% from the Horticulture class level 4 have started up growing vegetables and selling to the country market

in town on a Friday

15% are hoping to do level 5 in horticulture. 10% are hoping to do a course in garden furniture. Others are

undecided.

Close collaboration with ‘INTREO’ the Jobseekers Centre in Loughrea negotiating new protocols.

Community –Men’s Shed we are giving support and collaborate with them in the courses sponsored by

AONTAS launched the Annual Adult Learners Festival, Training for First Aid, Individual CPD, PLSS Training,

Health & Safety, One of our students travelled to Roscommon and gave a live interview on the radio, promoting

our courses. Further Education & Training Fair. Irish TV (Country Matters) visited and filmed students in a studio

setting and this programme was aired on Irish TV. Field trips include a Photography fieldtrip to Galway City,

Bloom and Craft & Design Show, RDS, Dublin.

The 18 students who sat LCA in June 2015 was the greatest highlight of our year. These 18 early school leavers had

come to us two years previously and we as an education & training facility offered them the opportunity to identify

options within adult life and provide them with opportunities to acquire certification.

Talks/Workshops in the centre: AIDS West; Marie Keating Foundation; Tuam Mental Health Services; Caroline Canny –

Public Health Nurse; Mindfulness Course; Community Volunteering Project, Bio-Diversity Programme facilitated by

Green Sod Ireland. Learners went to Petersburg Adventure Centre for Youthreach Team Challenge

Student trip to Dublin in November – Croke Park; Trinity College; Dáil, Trip to Christmas Market in Galway (girls), Trip to

Pure Skills (Boys), Christmas lunch.

Successful work Experience Placements for all learners

Pre-Youthreach programme was instituted one day per week and for two weeks in the summer. The programme

focussed on literacy, numeracy and creative (Art) skills.

Advocacy – GRETB County Galway Advocacy Service 2015

The GRETB’s County Galway Youth Advocacy Service operates in both North and East County Galway and in South

County Galway. It is a community based service whose goal is to provide career path planning and support to

young people between the ages of 16 – 21 years old who are at risk of leaving school or who have already fallen

out of mainstream education with little or no qualifications. There are two Advocates based in County Galway,

Conor Griffin (based in Tuam), who covers North and East County Galway, and Bartley Joyce (based in Gort), who

covers the South County Galway.

Following a client referral, a one-to-one meeting is arranged with the person where previous education, training

or work experience is discussed. All realistic options open to the client are explored along with potential barriers

to progression. A tailored made career path plan is then put in place along with clear and attainable short term

goals, with a view to motivating and progressing the young person to further education, training, or employment.

The Advocacy Service works with clients who are referred from a number of organisations. These clients, more

often than not present with stumbling blocks or issues that prevents them from reengaging with education or

progressing onwards. Using one-to-one meetings, the Advocate tries to identify where the client’s strength and

weaknesses lie and after this initial meeting, a career path plan, with specific goals is drawn up in order to provide

both focus and motivation.

Running parallel to this approach, the Advocate must work through any barriers that might derail future

progression. Examples of these barriers may include: literacy and numeracy weaknesses, family and social care

problems, previously poor or negative educational experiences, drug or alcohol misuse and mental health issues.

Linkages are made with the clients consent to engage with any supports where necessary. Constant and ongoing

one to one support is the key to a positive result, while empowering the client to take on more responsibility

when it comes to decision making.

Western Regional Drugs Tasks Force - Community Liaison Workers

The need for the Community Liaison Workers was originally identified in the Western Region Drugs Task Forces’ first regional

strategy document “Shared Solutions”. It highlighted a necessity for workers who would engage with the relevant statutory,

voluntary and community organisations across the region. The Community Liaison Workers, who cover counties Galway

and Roscommon, are employed by the Galway and Roscommon Education and Training Board with funding from the

Department of Health.

The role of the Community Liaison Workers is:

• To assist communities develop tailored responses to substance misuse

• Forge interagency collaborations and joint initiatives to tackle local problems

• Help drive initiatives and co-ordinate developments in line with the National Drugs Strategy and regional

policies

• Identify the local impact of substance misuse and local service needs

• Assist in drug and alcohol policy development at a local level

• To signpost to relevant services and supports in the area

Liam O’Loughlin – Community Liaison Worker for Galway City and West County Galway

The Strengthening Families Programme (SFP)

Recruited new SFP Development Coordinator. 2x2-day trainings delivered to 32 individuals from various agencies. One

programme delivered in Galway city with 8 families graduating.

Family support:

Continued to support 5- Step trainees towards their accreditation as practitioners in the intervention- 7 meetings

convened and well attended. 10 individual family members accessed me for direct support and intervention on a face to

face basis. Continued to attend the Regional family Support Network and began a multi-agency piece of work aiming to

develop an Information and Support Handbook for people affected by someone else’s drug or alcohol use. Supported 2

affected family members to establish to G-1 Family Support Group, a peer led group aiming to provide peer support to

other affected family members. Information sessions delivered to Galway Traveller Movement, NUI Galway 1st Year Med’

Students and front-line workers from various agencies.

Galway city strategy to prevent and reduce alcohol related harm

Provided training to youth groups in relation to alcohol marketing awareness in order to establish a project which will

capture data relating to alcohol marketing practices in Galway city. Convened a sub-group of agencies to look specifically

at the area of people who are homeless and problematic drinkers.

Sessional work:

Delivered 7 sessions within GRETB centres to students on basic drug and alcohol awareness and also on the effects on

family members. Delivered one drug and alcohol policy development workshop and one on responding to family

members. Presented to NUI Galway students at Corrib Village student accommodation and also to business owners in the

Latin Quarter in the city. Took part in a Q+A session following the play “Heroin” at the Town Hall Theatre. Delivered the

Drug and Alcohol section of the Seas Suas Programme within NUI Galway aiming to help students to develop the skills and

confidence to intervene safely with their peers. Organised a 1-day training on Domestic Violence and Abuse facilitated by

Women’s Aid.

Awareness week

Took part in the planning and delivery of awareness week across the region. Delivered one Seminar looking at young

people and substance use in relation to the developing brain which was well attended and achieved national press

coverage.

Western Regional Drugs Tasks Force - Community Liaison Workers

Other:

Began Alcohol Policy Development process with GMIT. Working on developing a set of guidelines for use when planning a

Youth Party event in order to keep young people safe.

Contributed to many other networks such as Galway Healthy Cities, SFP working groups and steering committee, WRDTF

Treatment and Rehab, WRDTF Project Network meeting.

Emmet Major – Community Liaison Worker for East County Galway and County Roscommon

Ballinasloe Alcohol Strategy

Ongoing development of the Ballinasloe Alcohol Strategy. Project areas completed included;

• Pre-Teen Years Programme run for parents

• National School Programme run for students

• Literature developed for courts and services

• Bye Law Signage installed in the town recreational areas

• Youth Panel developed

Junior Certificate Programme

This is an inter-agency project run in September with An Garda Siochana. The programme was completed in East Galway

and Roscommon in 19 schools in total and is a highly effective prevention measure.

Regional Drugs Awareness Week

Supported the development and planning of the annual Regional Drugs Awareness Week throughout the year. The

particular projects that I developed for the week were the Roscommon Schools Public Speaking Project and a seminar that

examined the problem of Rural Isolation and alcohol use.

Strengthening Families Programme

Worked on the development of programme in Ballinasloe and acted as group leader as well as on the local working group.

Sitting on the county steering committee and SFP evaluation sub-group.

Delivered 2 sessions of the two-day training programme to train facilitators of the programme.

Family Support

Sitting on Family Support Network and also working on development of the Family Support Booklet.

Attending local Tusla Child and Family Support Networks on behalf of the WRDAF and sitting on the Loughrea Family Support

Youth Mental Health Networks

Development of the Youth Mental Health Networks in Roscommon, Ballinasloe and Tuam.

Ballinasloe Response Group

Supporting this community group throughout the year. Projects included organisation of the Annual Candlelight Vigil, a

public address by Oisin McConville and supporting individual client work by the group.

SAOR

Completed the SAOR Train the Trainer programme and supporting the development of a large-scale roll-out of the SAOR

Screening and Brief Intervention model in the region. Delivered two one-day trainings of the model.

Pre-Teen Years

Working on the delivery of the Pre-Teen Years programme in in Mayo and Roscommon and Ballinasloe and completed the

evaluation this prevention programme targeted at all parents of 6th class children in the regi

Description of Service:

Youth Work, as defined by the Youth Work Act 2001, is a planned programme of education designed for the purpose of

aiding and enhancing the personal and social development of young people through their voluntary participation and

which is complementary to their formal, academic or vocational education and training and provided primarily by

voluntary youth work organisations. The Youth Officers endeavour to assist those groups and organisations who share a

commonly agreed base of youth work values and principles, to deliver high-quality, needs-based youth services.
