I. INTRODUCTION

1. Asian Development Bank (hereafter refers to as ADB) approved the Gansu Featured

Agriculture and Financial Service System Development Project (hereafter refers to as the

Project) on November 12, 2015. ADB and the Chinese Government signed the Loan

Agreement on December 8, 2015 and the project became effective on March 29, 2016. The

planned total investment of the project is USD 200 million, including USD 100 million of

ADB loan, USD 68.58 million input from Financial Intermediary (hereafter refers to as FI),

USD 24.67 million contribution of beneficiaries and USD 6.75 million input of Gansu

Provincial Government. The implementation period of the loan project is five years,

completion on set on December 31, 2020 and the project closure is June 30, 2021. The

maturity of the loan is 15 years including 9 years of grace period. The maturity date of the

loan is November 1, 2030.

2. Project resources will be used to support the achievement of four outputs as (i)

inclusive and environmentally-friendly featured agricultural production bases developed; (ii)

farmer cooperatives and agricultural enterprises financed and strengthened; (iii) rural

financial service system developed and enhanced; and (iv) capacity for project

implementation and management strengthened. The objective of the project is to enhance the

participation of farmers in more productive and market-oriented agricultural activities to

achieve income growth. The Implementation Kick-off Workshop convened in Lanzhou of

Gansu on June 2, 2016 symbolized the official start of project implementation.

3. As an innovative project of “agriculture + financing”, the most striking difference

comparing this project with other projects operated through traditional models is the

incorporation of financial intermediaries (FI). Through screening intermediary banks with the

required qualifications, about 90% of project loan proceeds is on-lent to the FIs. Through

close cooperation between the government and FIs, the FIs via market operation will use

project resources to support local featured agriculture and the development of new rural

financial institutions. In this process, the government fully plays the role of macro regulation

and capacity building at all levels while the banks put their advantages in fund management

and operation into full play to enable recycled use of limited funds serving the development

of featured agriculture maximize its effects. Meanwhile, the project is meant to explore a

sustainable model for financing in support of agriculture. The project also attaches great

attention to capacity building of FIs as well as support to new rural financial service providers

including rural banks, micro credit companies and mutual cooperatives to enhance the

capacity of rural financing services and the development of diversified rural financing

system.

4. With FI model, Bank of Gansu (BOG), Bank of Lanzhou (BOL) and Yuzhong SPD

Rural Bank established Environmental and Social Management System (ESMS) in June 2016

to assess and manage the potential environment and social impacts of their lending activities,

which is an important instrument to implement the environment and social safeguard policies

of ADB, and also an important practice of applying ADB’s environment and social safeguard

policies in credit activities of banks in China after Industrial Bank adoption of Equator

Principles, and this is highly aligned with the green development principles promoted by

GOC. It is expected that the outcome generated through project implementation will be

replicated and scaled-up in broader areas of China, which would contribute to the integrated,

balanced and sustainable development of rural economy, the environment and the human

society.

5. As of June 30, 2018, the accumulative financial delivery of the project was USD

11.304 million, accounting for 6.32% of the total allocation of the project, of which, ADB

loan was USD 10.0754 million accounting for 10.91% of the total; government counterpart

funding USD 0.525 million, accounting for 14.51% of the total; FIs’ counterpart funding

0.4313 million, accounting for 1.0% of the total; and beneficiaries’ contribution USD 0.2721

million, accounting for 1.16% of the total.

6. During the reporting period, ADB fielded two missions in April and June 2018

respectively to supervise aspects of interest to ADB, including project implementation

progress, collaboration among institutions, M&E, planning and procurement, financial

management, reimbursement and loan withdrawal, preparation for mid-term review and

adjustment. Both missions checked with the PMOs about follow-up actions taken for the

implementation of the recommendations of MOU of the previous mission. During

supervisions, missions mentioned a number of times that FIs have not yet submitted proposal

of Subloan of RFSP within the given time as stipulated in the Financing Agreement.

Therefore, with consultations of both sides, the PPMO will at time of mid-term review of the

project propose adjustment to the use of USD 8.386 million of project funding under Output

3. After the two missions, the PPMO convened thematic meetings to discuss and adopted

further measures to improve the performance of the project, in consideration of the issues

uncovered by the missions as well as the inadequacies of project implementation. At the same

time, the PPMO issued email circular requesting all agencies involved in the project to focus

on priority works including the change of loan conditions and the requirements, disbursement

of Subloans and loan withdrawal, and called all agencies to accomplish project activities as

scheduled.

II. IMPORTANT ACTION AND WORK

7. With the joint efforts of PPMO, national consultant team, FIs and the 11 CPMOs,

important activities implemented in the first half of 2018 related to ESME are as follows: (i)

the PPMO submitted the Safeguard Monitoring Report for the second half of 2017 to ADB on

February 27, 2018. With further improvement based on the feedback of ADB specialists, the

Report was disclosed at ADB’s website on April 9; (ii) FIs completed credit investigations of

the application for Subloans as well as the environment and social impact assessment, as a

result, 8 further Subloans had been disbursed; (iii) the PPMO together with other agencies

carried out on-spot supervision to all project counties to inspect the operation of ESMS; (iv)

over 30 sessions of thematic capacity enhancement activities have been carried to over 1,870

person/time targeted at project management staffers and environment and social officials of

PMOs, client managers and environment and social managers of FIs, farmer households of

production bases, the management of cooperatives and enterprises, with the aim to orderly

advance the implementation of ESMS; (v) FIs have completed the handover of client

managers of the project and orientation training has been offered; (vi) the simplified ESMS

template has been endorsed by ADB; (vii) FIs have improved the credit products of ADB

project and optimized the system; and (viii) the PPMO optimized ESMS indicator monitoring

system and grievance redressing mechanism in its MIS.

8. Progress of the first Subloans: By the end of the reporting period, 10 out of the 11

counties (except Minxian) have completed the disbursement of the first Subloans before the

end of 2017 to 7 farmer households, 2 enterprises and 1 cooperative, totaling CNY 7.75

million (USD 1.1915 million). Within the reporting period, Minxian Branch of BOL had not

disbursed the first Subloan. Details are given in table 1.

9. Progress of further Subloans: By the end of the reporting period, in addition to the

first Subloans, FIs had in total disbursed 47 further Subloans, of which, BOL disbursed 2 in

Hezheng, 23 in Jishishan, 3 in Yongjing and 5 in Lintao; BOG disbursed 10 in Lintai, 2 in

Jingchuan and 1 in Huanxian; Yuzhong SPD Rural Bank disbursed one in Yuzhong. All the

above together totaled CNY 45.85 million (USD 7.04712 million), including ADB loan of

CNY 43.15 million (USD 6.632 million) and FIs’ counterpart funding CNY 2.7 million (USD

414,980). Details are given in table 2.

10. Among the 8 further Subloans, BOL accounted for 3 including 1 in Hezheng, 1 in

Lintao, 1 in Yongjing; BOG issued 5 including 2 in Lintai, 2 in Jingchuan and 1 in Huanxian.

The above totaled CNY 12.1 million (USD 1.85974 million). And all the above is sourced

from ADB loan. Details are given in table 3.

A. Environment safeguardi. Progress of the establishment and implementation of ESMS by FIs

11. During the reporting period, BOL issued 3 Subloans for crop production activities,

including 1 for supporting fruit and fodder crops, 1 for greenhouse vegetable production and

industrial development fund (nursery). The Subloans are used to support 2 enterprises and 1

farmer household. BOG issued 5 Subloans, including 3 for supporting fruit and fodder crops

and 2 for cattle production. The 5 Subloans targeted at 3 enterprises, 1 farmer cooperative and

1 farmer household.

12. The environment and social managers of FIs carried out credit investigations and

ESMS assessment for all Subloan applications. In accordance with the categorization of

ESMS environment impacts, the outputs supported by the 8 Subloans during the reporting

period are expected to have minimal environmental impacts, which can be effectively

managed through corresponding mitigation measures, therefore, all Subloan activities during

the reporting period belong to environment category C. During the same period, no support

was given to outputs classified as environment category A and B.

13. Yongjing: Linxia Branch disbursed CNY 2 million of Subloan to Yongjing County

Longteng Garden Company Ltd that will rent 94 mu of land through land circulation for the

production of saplings and turf. Tree species included pounus cerasifera, cassia surattensis,,

Sabina chinensis. Profile of the Subloan: (i) water use: it uses surface water (from Liujiaxia

Reservoir). Water conservancy authorities through GPS device measured water use of the

Company that water consumption of the production base is 230m3/mu/year and the total

water consumption for production is therefore 21,620 m3 annually. Except for water use for

production purposes, the Company does not use water for other purposes and there is no

waste water production. It concluded that the amount of water use complies with the

stipulations of the Management Method of Water Withdrawal Permit and Water Resource

Levy of Gansu Province that rural collective economic organizations and their members do

not need to obtain permit when use water from water ponds and reservoirs owned by the

collective economic organization; (ii) environment impact: the Subloan will be used for the

production of saplings during which there will be no negative environment impact; (iii) land

circulation: the Subloan involves land circulation of 94 mu, which triggered the requirements

of land circulation framework agreed upon by ADB and the government. With the assistance

of the social official of the PMO and consultants during the implementation of the Subloan,

BOL carried out detailed studies for land circulation, including the process of land circulation,

the contents and implementation of land circulation contracts, the scope of impact of land

circulation and the number of people affected. It was concluded after investigation and

verification that price and payment method of land circulation and measures of rights

protection of the affected all complied with relevant stipulations with all formalities properly

attended; (iv) mitigation measures: the application of pesticides and chemical fertilizers will

be rationally controlled. Branded and certified chemical fertilizers will be used to minimize

risks to land and water sources. Meanwhile, marketing and transportation of saplings are

seasonal activities with minimum impact on the environment and communities.

14. Hezheng: Linxia Branch disbursed a Subloan of CNY 500,000 to Wang Wu – the legal

person of Wang Wu Piteguo Production Cooperative that will use its own land for the

production of Piteguo. The Subloan will be used as revolving funds for the production and

purchase of Piteguo as well as acquisition of storage facilities. Profile of the Subloan: (i)

water use: production activities will use precipitation collected by the cooperative without the

need to obtain water withdrawal permit. Water-saving irrigation measures will be adopted for

effective use of precipitation; (ii) environment impact: in the process of Piteguo planting and

production, pesticides and chemical fertilizers will be used; (iii) mitigation measures: the

application of pesticides and chemical fertilizers will be rationally controlled. Branded and

certified chemical fertilizers will be used to minimize risks to land and water sources.

15. Lintao: Lintao County Jincheng Rural Bank disbursed a Subloan of CNY 2 million to

Lintao Hengdeyuan Agricultural Development Company Ltd. that will use 21 mu of land (of

which 13 mu are owned by the cooperative and 8 mu will be rented land through land

circulation) for greenhouse vegetable production (leek, cucumber, cabbage and tomato) with

two harvests annually. The amount of CNY 2 million of loan will be used as revolving funds

for obtaining inputs of greenhouse vegetable production. Profile of the Subloan: (i) water use:

water use for production activities will be sourced from surface water (Taohe River). Water

Conservancy Authority through GPS device measured water use of the production base that

water consumption is 110 m3/mu/year and the total water consumption of 21 mu per year is

2,130 m3. Dripping irrigation adopted will save 18 m

3/mu/year. Except for water use for

planting activities, there is no other outlets of water and no waste water will be produced.

Therefore, the amount of water use complies with the stipulations of the Management Method

of Water Withdrawal Permit and Water Resource Levy of Gansu Province; (ii) environment

impact: pesticides and chemical fertilizers will be used in the process of vegetable production,

and there will be noise and dust impact during transportation of vegetables; (iii) mitigation

measures: the application of pesticides and chemical fertilizers will be rationally controlled.

Branded and certified chemical fertilizers will be used to minimize risks to land and water

sources. Meanwhile, marketing and transportation of vegetables are seasonal activities with

minimum impact on the environment and the communities.

16. Huanxian: Huanxian County Branch of BOG disbursed a Subloan of CNY 3 million

to Gansu Huirong Fodder Industry Company Ltd. for the establishment of 3,000 mu of high

quality lucerne. Profile of the Subloan: (i) water use: production activities will use water

resources owned by the Company (precipitation) without the need to obtain water withdrawal

permit. Water-saving measures will be adopted to effectively use precipitation; (ii)

environment impact: pesticides and chemical fertilizers will be used in the process of lucerne

production; (iii) mitigation measures: the application of pesticides and chemical fertilizers

will be rationally controlled. Branded and certified chemical fertilizers will be used to

minimize risks to land and water sources.

17. Lintai: Lintai Branch of BOG disbursed 2 Subloans as (1) Lintai County Dafeng Fruit

Farm with Yang Baojun as its legal person. The Farm will use the ADB loan of CNY 300,000

as revolving funds for the establishment of 78.26 mu of apple production demonstration

plantation; and (2) Lintai lvdi Apple Farmer Specialized Cooperative that will use CNY 1.3

million of ADB loan as revolving funds for the establishment of 193.48 mu of apple

production demonstration plantation. With field studies, on-spot assessment as well as review

of related documentation, the application of chemicals of two subprojects involved in the two

Subloans complied with relevant norms; solid waste and waste water are recycled, and the

selection of sited is sound; therefore, they belong to the category of ecological agricultural

production. Potential environment impact and mitigation measures: (i) chemical fertilizers

and pesticides banned or restricted by the state will not be used; (ii) low residue and low toxic

chemicals will be used for chemical control of pests; (iii) supervision and control of chemical

fertilizer and pesticides will be strengthened; (iv) the entities will accept the supervision of

PMOs and related agencies for chemical use.

18. Jingchuan: Jingchuan Branch of BOG disbursed 2 Subloans as: (1) CNY 2 million of

ADB loan to Jingchuan County Shengteng Livestock Company Ltd. for acquisition of beef

cattle; and (2) CNY 2 million to Jingchuan County Yukang Livestock Company Ltd. for the

procurement of beef cattle. Both enterprises adopted the same operation model and their

impact on the environment is similar. Field studies and on-spot inspection revealed that both

enterprises are located at least 2,000 meters away from residential areas with minimum

impact on residents. However, noise, odor and wastes might be generated during construction

and operation, which can be mitigated through adopting appropriate measures, and their

impact on the surrounding environment, residents and staff can be minimized. Also, the use

of chemical (disinfectants) will not produce negative impact on the environment. Based on

the above, it is concluded that the activities of these subprojects belong to Category C of

environment impact. Mitigation measures: (i) adoption of low noise equipment and process,

timing of construction will be strictly controlled, and no noisy equipment will be allowed at

night time; (ii) timely removal of waste of daily life and construction wastes will be used to

fill in the low-laying areas as foundation fills of other structures; (iii) chemical fertilizers and

pesticides banned and restricted will not be applied; (iv) isolation will be established among

function zones on the livestock farm.

19. The livestock production activities in the above two Subloans do not involve

environment sensitive areas and the construction activities comply with the environment

assessment requirements of agricultural projects listed in the Catalogues of Differentiated

Management of Environment Impact Assessment of Construction Projects. Both entities will

use ADB loan as revolving funds for livestock operations.

20. Possible environment impact of livestock sub-projects and mitigation measures: noise

and odor during operation will be mitigated through (i) isolation zone among each function

area of the animal farm and its surroundings; (ii) adoption of low noise equipment and

processes including mufflers for ventilation; (iii) control of operational procedures to reduce

artificial noise; and (iv) maintaining good sanitation through timely treatment of manure.

Solid waste and harmful wastes will be mitigated by: (i) timely removal of wastes of daily

life and collection and centralized treatment of harmful materials; and (ii) use of construction

wastes to fill the foundation of the livestock farm. When no dry manure collection and

removal technologies are applied, the mitigation measure is as follows: in accordance with

method of livestock and poultry waste treatment and pollution control endorsed in the Codes

for the Development of Livestock and Poultry Production Parks and the Management Method

of Record of Gansu Province, livestock and poultry manure can be harmlessly treated through

composting and fermentation; however, the location of the treatment facility should be away

from surface water of various functions (no less than 400 m) and located at down or lateral

wind to prevent odor population.

ii. Good practices of environment management

21. During the reporting period, there were 8 Subloans involved in the establishment or

development of agricultural production bases. Extension agents of county agriculture and

animal husbandry bureau and the environment managers of the FIs together with the

borrower of the Subloans screened sub-projects one by one in accordance with Step B of

ESME and based on sustainable and climate smart crop and animal production technologies,

appropriate techniques to sub-projects are identified. During the process, the environment

officials of CPMOs and environment consultants provided necessary consulting services.

Good practices of environment management include: (i) adoption of dripping irrigation

technologies for effective use of water resources; (ii) controlled application of chemicals in

quantity and no application of chemicals banned or restricted by the state; (iii) use of organic

fertilizers; (iv) adoption of IPMO; and (v) maintaining consistency of project livestock

production with the standards of livestock farms of Gansu Province.

Sustainable agricultural development measures: “soil conservation (shallow plough

and disc plough) in land leveling”, “IPM” and the “use of organic manure” will

reduce the application of chemicals, increase the safety of crops and maintain

long-term fertility and sustainability of soil.

Water and water pollution: all 8 subprojects comply with the stipulations of the

Management Method of Water Withdrawal Permit and Water Resource Levy of

Gansu Province. There is no water pollution.

Mitigation measures to cope with potential environment impact: the construction

and operation of the subprojects supported during the reporting period will involve

the use of chemicals (including chemical fertilizers, pesticides and diesel), noise

and dust during transportation, processing and storage. Mitigation measures are: (i)

chemicals (including chemical fertilizers, pesticides and diesel): pesticides and

chemical fertilizers banned or restricted by the state will not be used; low residue

and low toxic chemicals will be used for chemical control; supervision will be

strengthened for the application of chemicals; entities will be supervised by PMO

and other relevant agencies for the application of chemicals in the production base;

(ii) noise, dust and pollution during transportation, processing and storage: raw

materials will be covered during transportation and piling to reduce dust,

construction waste will be used to fill in low-lying areas of farm as foundation of

other structures, construction wastes will be properly treated. Hazardous wastes will

be collected for centralized treatment and will not be discarded at wish; timely clean

on-site droppings of dirt and spray water to eliminate dust; construction site will be

fenced by solid panels to reduce noise and dust pollution.

22. The CPMOs, FIs, County Agriculture and Animal Husbandry Bureau and Environment

Protection Bureau of project counties implement monitoring and evaluation of sustainable

agricultural practices and environment impact mitigation measures.

Sustainable agricultural development measures: CPMO, FI and the Animal

Epidemic Disease Surveillance Station of the Animal Husbandry Bureau affiliated

to the County Agriculture and Animal Husbandry Bureau supervise manure

treatment measures of enterprises through regular and ad hoc inspection in general.

The frequency of inspection for crop production sub-projects is twice a year and it

is once a quarter for animal production sub-projects. Ad hoc inspection bases on

sampling at any time. These missions aim to provide technical and skill guidance

and training to rectify the noncompliant measures.

Water and water pollution: CPMO, FI and the county Environment Protection

Bureau supervise the amount of water use, waste water discharge and water

pollution in general, which is implemented twice a year. Any noncompliance will

be pointed out and rectification opinions will be offered. Once the supervision is

completed, a monitoring report will be developed for submission to the PPMO and

relevant leadership at county level.

Mitigation measures to possible environment impact: CPMO, FI and the Inspection

Station of the county Agriculture and Animal Husbandry Bureau supervise the

entities twice a year in general, which is both regular and ad hoc, and regular

supervision is scheduled at spring and fall while ad hoc supervision is based

sampling at any time. Technical and skill guidance and training will be provided to

rectify the noncompliant measures.

B. Social safeguard

23. In line with ESMS requirements, assessment and inspection should be carried out to

find out the social impact of sub-projects on the neighboring communities and the public,

including land acquisition, involuntary settlement, minority and land circulation.

Land acquisition and involuntary settlement

24. During the reporting period, all sub-projects supported by all Subloans do not involve

issues of land acquisition and involuntary settlement as defined in ADB’s Safeguard Policy

Statement and the ESMS of the project, it is therefore Category C for involuntary settlement.

Minority

25. In line with the Minority Development Framework, the assessment of the impact on

minorities needs to consider the impacts the project bring about to them and the vulnerability

of the minority communities. During the reporting period, one of the eight sub-projects

supported by one Subloan involved minority, i.e. 243 Hui persons in 47 households. Hezheng

Piteguo production base got CNY 500,000 for the development of Piteguo production base,

the construction of standard plantation, purchase of Piteguo and acquisition of storage

facilities. The sub-project has no negative impact on the culture and customs, land use and

social and economic status of minorities. The development of local featured agriculture is

conducive to increase minority farmers’ income, which can generate positive effects. The

sub-project provides employment opportunities to minorities leading to income growth.

Furthermore, Hezheng has large proportion of minorities with strong minority communities

and solidarity; therefore, the vulnerability of minority is low, which is classified as Category

C.

Land circulation

26. During the reporting period, the 6 out of 8 Subloans involved the issue of land

circulation, totaling 1,323.93 mu, which triggered the requirement of land circulation

framework agreed upon by ADB and the government. With the assistance of social officials

of the PMOs and consultants, BOG Lintao, Jingchuan and Huanxian branches, and BOL

Linxia Branch and Jincheng Rural Bank carried out due diligence studies respectively,

including the process of land circulation, contents and implementation of land circulation

contracts, the scope of impact of land circulation and the number of people affected,

verification of price and payment and the way of payment effected for land circulation, as

well as measures for protecting the rights of the affected, with 4 due diligence reports

furnished. The studies revealed that the 13 land circulation contracts were qualified and 8 of

them were signed by women, accounting for 62% and conforming with the requirements of

ADB that at least 70% of land circulation agreements should be signed by women.

27. The sub-projects supported by BOL in total involves land circulation of 102 mu. The

enterprises signed 5 land circulation contracts with villager committees without the need of

participation of natural persons, therefore, there was no contract signed by women. Land

circulation contracts complied with the requirement of land circulation framework.

28. Through on-site studies and desk review of relevant materials, it was found that: (i)

land circulation procedures were standardized and lawful with complete formalities attended,

complying with Land Circulation Framework as well as relevant laws, regulations and

stipulations of the state, province, municipality and county. In the process of land circulation,

the rights of both sides were fully considered and policies for protecting the rights and appeal

mechanisms were all given; (ii) the circulated land has signed Land Circulation Contract and

the contents of the contracts complied with Land Circulation Framework as well as relevant

laws, regulations and stipulations of the state, province, municipality and county. There are

also provisions to address possible disputes; (iii) land circulation has positive impacts on both

side. On the basis of protecting the interests of the affected, win-win results have been

achieved; and (iv) the circulated land does not have any pending and remaining issues to be

addressed.

29. The due diligence report of land circulation protected the interests of the affected

farmer households in the process of land circulation, hence it minimized the negative impact

on the public of the project area, and provided good momentum for smooth project

implementation.

Social and gender

30. During the reporting period, the PPMO and CPMOs implemented over 50 sessions of

capacity building activities targeting at PMO staffers, responsible persons and staffers of FIs,

responsible officials of BOF and Environment Protection Bureau, the management of

cooperatives and agricultural enterprises, farmer households of production bases, large

households of crop and animal production, disease control workers and technicians of

agriculture and animal husbandry administration. Contents of capacity building included

interpretation of ADB policies, basics of the project, ESMS related knowledge, standardized

management of cooperatives, agricultural and animal husbandry technologies, farm input

marketing and management, skills for women, introduction and demonstration of new

varieties, medicinal herb cultivation, vegetable production technologies, potato high-yielding

cultivation, fruit tree pruning, pest management, animal disease control, standardized scale

production of animals, safe application of pesticides, new pesticides and biological fertilizers,

safety of agricultural products, recycled use of plastic mulch, harmless treatment of waste and

its use as resource, and the development of e-commerce platform. In addition, in order to

broaden the vision of project implementers and learn the experiences of developed areas in

developing featured agriculture and rural financing, PMOs organized study tours to other

provinces to learn the development of featured agriculture and promotion of agricultural

products of the project (Refer to details in Appendix 5 of Capacity Building Statistics).

31. In line with the objectives of “establishing inclusive and environment friendly featured

agricultural production bases”, the PPMO and CPMOs, during the reporting period, have

provided training to 826 farmers, of which, poverty population made up 173, accounting for

20.9%. Based on the objective of “supporting the development of farmer cooperatives and

agricultural enterprises”, the PPMO and CPMOs have provided training to 361 farmers, of

which, poverty population made up 75, accounting for 20.7%.

32. During the reporting period, in line with the objectives of “establishing inclusive and

environment friendly featured agricultural production bases”, the PPMO and CPMOs have

provided training to 826 farmers, of which, women made up 195 accounting for 23.6%;

trained 369 technicians including 114 women, accounting for 30.9%. Based on the objective

of “supporting the development of farmer cooperatives and agricultural enterprises”, the

PPMO and CPMOs have provided training to 361 farmers, of which, women made up 85

accounting for 23.5%.

33. Such training enabled more and more poor and women to access training and education,

hence helped poor women build up their own capacity for development and for resisting risks,

and mobilize their enthusiasm and initiative to participate in project and poverty reduction

activities. In the end, it will promote their participation in social and economic activities.

34. There are all together 2 farmer households obtained loans during the reporting period

under outputs 1 and 2, all of which were signed by women, accounting for 100%.

Participation in loan activities enabled rural women to receive due respect and equality. They

also realize their rights and value through credit activities and project implementation.

35. BOL in the project counties it serves completed the handover of project client

managers and corresponding training during the reporting period. FI HQs and their branches

participated in 17 sessions of training organized by the PPMO. 110 FI staffers took part in

training including 41 women staffers, accounting for 37.27%. Two RFSP staffers participated

in training and both were women, accounting for 100%. Training focused on ADB’s prior

review, environment and social safeguard assessment and monitoring, financial management,

voucher management, reimbursement and withdrawal and MIS use.

36. The PPMO and CPMOs in staffing structure also attach attention to gender and

increasing the number of women staff. For instance, the PPMO has 9 staffers, women

accounted for 4 or 44%; the total number of staffers of CPMOs are 83 including 37 women or

45%; both of which are higher than ADB’s requirement that “women staffers should be no

less than 35%.”

37. Meanwhile, the PPMO and CPMOs in training related to project management and

implementation and ESMS also aim at meeting the requirements of increasing women’s

participation. During the reporting period, the PPMO trained 9 staffers including 4 women

staffers or 44%; among the 83 CPMO staffers received training, women were 37 or 45%,

which are higher than ADB’s benchmark that “the participation of women PMO staffers in

training in project management, financial management and the implementation of

ESMS/EMDP/ SGAP/M&E should be no less than 35%.”

Prohibited investment activities

38. During the reporting period, all funds of all Subloans including working capital and

counterpart funding were not used to support any prohibited activities listed in annex 5 of

ADB’s Safeguard Policy Statement.

C. Information disclosure

39. FIs disclosed the basic information at the implementation site for each sub-project

supported by each Subloan, including the location, activity, potential impact, end borrower

and FI as well as the contact details of the environment and social officials of the CPMOs,

and grievance redressing mechanism. Such disclosure is for 10 days to ensure that the public

has adequate time to provide writing or oral feedback to the CPMOs.

D. Progress of implementing grievance redressing mechanism

40. In line with the circular “On Establishing Grievance Redressing Mechanism of Gansu

Featured Agriculture and Financial Service System Development Project Co-Financed by

ADB” (GWZBH [2016] No. 15) issued by the PPMO as well as the stipulations of ADB on

grievance redressing, all 11 project counties have set up their own grievance redressing

mechanisms, FIs in support of the counties also established grievance redressing channels to

ensure that the population that might be affected by the project can at any time file

complaints on issues related to the environment and social aspects during project

implementation. This also enabled timely handling of grievances and appeals of the affected

groups to effectively protect the rights and interests of the residents of the project area. The

mechanism has been disclosed at prominent locations in project counties, townships and

villages in a way that the affected groups and other stakeholders particularly minorities,

women, the poor and those who cannot read can understand. Such efforts are meant to make

sure that the affected and stakeholders know and are familiar with the contents of grievance

redressing mechanism and file their grievances through the ways prescribed in the

mechanism.

41. The PPMO has never ignored the use of new technologies to uplift project

management and service. In order to ensure the timeliness and effectiveness of receiving

complaints, discovering issues and handling grievances, the PPMO in its MIS established

grievance redressing mechanism, the CPMOs and the branches of the FIs would record

writing and oral complaints to the project as well as the results of handling, while the PPMO

would track and monitor the process and visit the complaint filers. From manual recording to

on-line sharing platform recording, it not only realized data sharing through the net, but also

improved the timeliness of grievance redressing, which resulted higher efficiency,

standardization, transparency and smoother management of the process.

42. By the end of the reporting period, the 11 project counties and the HQs and branches of

FIs had not received any forms of appeals or complaints.

E. Preparation of the simplified ESMS

43. In line with the FIs’ ESMS approved by ADB and the objectives and requirements of

the project, national consultants in consideration of organizational features and business

process of rural financial service providers developed simplified ESMS template, which is the

foundation for adoption by all RFSPs. The PPMO submitted the template to ADB on July 26,

2017. On the basis of feedback from ADB’s environment and social specialist, the PPMO

improved the template and obtained no-objection from ADB on September 1, 2017. At

present, the PPMO is working with the consultant team for loan implementation to actively

prepare the simplified ESMS for RFSP in line with the requirements of the two supervision

missions of ADB fielded in the first half of 2018. Once ADB approved the implementer of

RFSP, the simplified ESMS will be submitted to ADB for approval.

F. Official roll-out of MIS

44. PPMO established ESMS recording function, appeal recording mechanism and

automated report generation and output functions in its MIS. The environment and social

impact indicators of sub-project are all incorporated in the credit contract information,

including the assessment results of environment category, land acquisition, involuntary

settlement, land circulation and the impact on minority. Based on the keyed in information in

the credit contract, MIS can automatically calculate relevant monitoring indicators, which

greatly enhanced tracking, management, monitoring and report of sub-projects.

45. During the reporting period, MIS was official rolled out for use. PMOs at all levels and

branches of FIs can use the information platform to record and manage sub-project activities.

When difficulties encountered in practice, real-time QQ group chat renders a helping hand to

discuss and share experiences and the software engineers are ready to respond to issues in a

timely fashion. Meanwhile, improvement of the MIS is a continuous process. With the active

participation and collaboration of PMOs and FIs, monitoring indicators of ESMS and the

extraction of data source have been further optimized; also, the output of appendixes of the

safeguard monitoring report and the reporting template have been improved. The project

plans to incorporate new FIs, with the approval of ADB obtained, MIS will expand to new

clients and related training will be provided to the users to ensure that MIS data inputs are

effective.

46. The roll out of MIS has greatly enhanced the tracking, management, monitoring and

reporting procedures of sub-projects, it not only standardized project management process

and increased efficiency, but also lower energy consumption of offices and promote green

office work. The interactive and convenient QQ group chat for MIS complies with the

requirement of information age, it not only can respond to various difficulties and problems

encountered in operation, but also pool together good ideas and thoughts for further

improving the system and solutions. It helps timely exchange and cooperation between

project management and implementers, enhances communication among staffers of PMOs

and FIs, indirectly achieves training effects and furthers the understanding of project staffers

to issues related to environment and social safeguard of the project.

47. During the reporting period, BOG completed USD 6,510 system component

development activities, including the payment to Changliang S&T Shareholding Company

Ltd. of Shenzhen for the development of on-lending products of ADB loan as the core system

of the BOG.

III. ISSUES IN CARRYING OUT ESMS ACTIVITIES AND SOLUTIONS

A. Issues

48. In the first half of 2018, even though 8 Subloans were disbursed, comparing with the

targets of the project, project implementation progressed slowly, particularly, the process of

Subloan approval is very slow, which is attributable to a number of reasons, including: (i) the

absence of effective collateral and guarantee from the candidates of Subloans, failure to meet

the credit conditions of FIs; (ii) the client group that meet the requirements of related credit

policies of the banking industry regulatory body and People’s Bank of China and ADB’s

lending conditions is small. Poverty reduction in the recent years adopted multiple policies in

favor of agriculture, rural areas and farmers, consequently, large amount of investment in

accurate targeting in poverty reduction and agricultural industrialization has been made

available to the target groups of the project, and the compounded support of large amount of

governments’ investment in poverty reduction projects, low interest rate and preferable

guarantee conditions led to the difficulties of screening Subloan borrowers of ADB project;

(iii) since the amount subject to prior review of the ADB Subloans is USD 1 million, plus the

lengthy process of prior review of ADB, clients tend to choose other loans rather than ADB

loan when they want to access loans quickly and they cannot afford to wait, which is

counterproductive to the disbursement of ADB loan; (iv) limitations of the current

performance assessment system of FIs to the implementation of the project; and (v) failures

of FIs to fully fulfill their commitments, leading to inactivity to implement the actions and

measures agreed upon.

49. During the reporting period, major challenges faced by the FIs in implementation are

largely: (i) external: most of the end borrowers of Subloans have deviated understanding

about the ADB loan project that is perceived as government loan; the guarantee measures

provided by the applicants of Subloans are weak or not effective, leading to rather significant

risk to loan. At present, the number of Subloan applicants is limited while their quality needs

to be improved. Therefore, either the quality or quantity of applicants cannot buttress the

fulfillment of the annual plans of FIs, potentials need to further dug out; (ii) internal: it is the

first time for the FI environment and social managers to implement ADB project and their

capacity and inner ability need to further improved.

50. Major problems FIs encountered in implementing ESMS include: (i) even though FIs

have embedded ESMS into its credit business, but the integration of the two is yet to be fully

achieved. On one hand, FIs have inadequate understanding about environment and social

risks , and the grassroots credit officials need to further improve knowledge, experience and

capacity on ESMS. On the other hand, grassroots client managers of FIs in the real world

perceive the assessment and monitoring of ESMS as an extra layer of work that prolongs the

assessment of credit business; (ii) the mobility of staffers of FI branches is significant, even

though timely training has been provided, it still imposes challenges to the continuity and

stability of implementing ESMS; (iii) the project requires end borrowers to provide large

amount of information, and the end borrowers could not accurately understand and elaborate

on issues related to ESMS assessment of the sub-project, it needs multiple and repeated

confirmation of the environment manager and social manager, with high costs of

communication; and (iv) Subloan borrowers are not used to the ESMS disclosure and

grievance redressing mechanisms.

51. In order to realistically accelerate project implementation, DOF and DOA on the basis

of attending the opinions of the FIs proposed to ADB amendments to the lending conditions,

to which consensus was reached with ADB during the third supervision mission in Lanzhou

in November 2017. A MOU documenting the amendments of the lending conditions was

signed with major changes are as follows: (i) Abolishment of long list mechanism: CPMOs

no longer need to furnish to FIs annually long list and the associated indicative loan amount

and maturity. FIs in line with the requirements of project stipulations strictly implement the

screening criterions and select borrowers of Subloans on their own initiative; (ii) Expansion

of the scope of sub-projects: under the conditions of maintaining the original project

framework, the scope of sub-projects would be expanded to the fields of agriculture in its

broad sense provided that the eligible borrower and sub-projects comply with the definitions

as stipulated in the Relending Agreement between DOF and DOA and the FIs, as well as the

screening criterions as set up Appendix 2 of the PAM; (iii) Increase the number of counties

for FIs to implement ADB project: the number of counties in which BOG and BOL

implements the ADB project will increase from 5 at present to 10 (Kongtong, Jingchuan,

Lintai, Huanxian, Zhenyuan, Lintao, Minxian, Yongjing, Hezheng and Jishishan), and both

FIs can conduct business in these 10 project counties autonomously. However, the first

Subloan of each FI in the new area is still subject to prior review of ADB; and (iv)

Abolishment of ceiling of lending of BOG and BOL in counties: the total amount borrowed

by the two FIs from ADB project will remain unchanged as stipulated in the Relending

Agreement, however, the amount of ADB loan to be disbursed in each county is no longer

subject to the limitations of the original stipulations. However, the experiences of

implementing new measures for half year did not significantly improve project progress. FIs

continued to follow their existing approaches of collateral and guarantee requirements as well

as the selection of clients, consequently, project implementation did not advance as expected.

B. Solution

52. Given the issues FIs encountered in implementing ESMS related activities, the

following solutions are put forward: (i) in accordance with the changed lending conditions

and the requirements of project stipulations, the screening criterions will be robustly

implemented. Among the clients in the sector of agriculture in its broadest sense, eligible

borrowers of Subloans who meet the requirements of the Relending Agreement and PAM

will be selected; (ii) coordinated efforts of multiple sectors will be needed to address the

difficulties of guarantee of clients and actively explore alternative guarantees in addition to

the regular collateral measures, such as agricultural production facility, forest rights and

rights of land circulation and operation as collateral, joint guarantee and mutual guarantee.

Under the conditions of meeting the terms of lending of FIs, the threshold of guarantee of

clients should be lowered as much as possible; (iii) breakthrough should be sought for

microcredit of farmer households to effectively address the issues of insufficient collateral;

(iv) communication with end borrowers should be strengthened in order to repeatedly verify

related issues and make sure that there are accurate answers to related questions of the project;

(v) end borrowers will be required to provide comprehensive mitigation measures to

environment impacts, technicians of PMOs and consultants will manage and guide the

borrowers in environment and social management aspects: (vi) when implementing grievance

redressing mechanisms, explanation should be offered in a way that the end borrower can

understand so as to mitigate or wipe out their resistance; and (vii) communication and

cooperation with CPMOs should be enhanced through increasing the frequency of

coordination and exchange so as to streamline project management procedures.

53. In line with various issues FIs have in implementing the project, the PPMO had

repeated consultations with the Provincial Development and Reform Commission and DOF

and convened PMO meetings with project counties to uncover the root causes. Stakeholders

unanimously concluded that FIs were not motivated to deliver their jobs and it is imperative

that adjustments must be made to overcome the hurdles. The PPMO in line with the opinions

of ADB and DOF voiced during the supervision mission in April 2018 prepared the reporting

materials to the provincial government and the Vice Governor of Gansu, which was

submitted to DOF on May 3, 2018 with the expectations that interventions of higher level

could advance project implementation.

54. When ADB supervision mission and Mr. Jia Xinning, Deputy Representative of ADB

Beijing Office were in Gansu during June 6-7, 2018, the PPMO actively communicated with

the project manager, ADB official and experts on a feasible plan to advance project

implementation and tabled the following project adjustment proposal to ADB on June 22,

2018.

Incorporating new FIs. Identify and incorporate new FIs in the project to take part in

project implementation. In order to ensure the results of project implementation at

county level by the newly incorporated FIs, the incorporation of the new FIs will be

carried out at county level so that FIs have better integration with localities; and the

on-lending agreement will be completed with the participation of the county level

finance. Since the existing 3 FIs did not want to withdraw from project

implementation, they will continue to undertake their respective project activities

until the incorporation of new FIs when their respective loan amount will be

reallocated.

Expanding the service scope of Subloan. The legible user of Subloans stipulated in

the project includes Medium and Small Agricultural Enterprises, Farmers’

Specialized Cooperatives and Individual Farmer Households. In accordance with the

recommendations of ADB specialists, we will further expand the scope of users of

Subloans to include Large and Medium Agro-enterprises as target of project service

delivery.

Substituting existing project counties with new ones. Under the conditions of

maintaining the total number of 11 project counties unchanged, the counties for

project implementation will be adjusted whereby counties that are willing to and

capable of project implementation will substitute some of the existing zombie

counties.

Reducing the amount of loans of FIs. We will appropriately reduce the total amount

of USD 82.196 million of ADB loan to be borrowed by the 3 FIs. The PPMO plans to

appropriately reduce the original amount. Specific adjustment plan and reallocation

of funds will be completed before October 15, 2018 according to the requirements of

ADB for submission to ADB.

55. Information dissemination and training should be strengthened to increase

understanding and familiarity of staffers of CPMOs and FI branches about the entirety of the

project, its ESMS, the requirements of ADB and the annual plans.

56. The PPMO will urge the CPMOs and FIs to strengthen and increase the frequency of

supervision through regular reporting, regular supervision and monitoring to ensure that

various environment and social safeguard measures and policies are implemented and that

ESMS plays its due role. Also, efforts should be made to enable stakeholders of the project

including agricultural and animal husbandry administration, client managers of FIs and

operators of agricultural production and marketing to play more active role in protecting

vulnerable groups and the environment.

IV. LESSONS LEARNT

57. In the process of project implementation, FIs’ learning and accepting the systematic

rationales of ADB’s ESMS for the project is conducive to increased attention to environment

and social aspects in handling FIs credit business and to enhanced focus on gender equality,

so that FIs will support agricultural development, promote the development of rural financing

service system and generate momentum for advancing the development of agriculture, rural

areas and farmers.

58. Agricultural technical support should be rendered to assist improve project design. In

line with the requirements of step 2 of ESME, agricultural technicians should provide

relevant technical backstopping to borrowers of Subloans to better incorporate good

environment practices into their proposals to boost environment and social effects of

sub-projects. At the same time, the good practices emerged in the second step of promoting

the development of sustainable agriculture and climate smart agriculture are of good value for

popularization in other agricultural production areas beyond the project. Specifics include

water resource use, collection of plastic mulch, construction of livestock shelters and

disinfection facilities, manure treatment, soil conservation, pest management, feeding

techniques and disease control.

59. Capacity building activities should be implemented to increase the capacity for

implementing ESMS. The project management through training, meeting, on-site supervision

and workshops has made great efforts to help staffers of CPMOs and FIs accurately

understand ESMS operation flow, standards and management and control models to enhance

their capacity of green financing business. Also, the management has been assisting FIs

further understand environment and social risks and increase their consciousness and capacity

of fulfilling environment and social responsibilities. On the other hand, continuous training,

information dissemination and technical support will be needed to increase the awareness of

agricultural production and marketing operators about environment and social safeguard.

60. During project implementation, the government will continue to play proactive role in

the process of implementing ESMS by the FIs. Through project implementation, efforts will

be made to push FIs to incorporate environment and social management into their strategic

planning, guide FIs to conduct green financing businesses associated with agricultural

production operators. In their investment and financing decision-making, FIs should consider

the potential environment and social impact and effect of agriculture-related micro clients,

and incorporate the potential return, risks and costs related to environment and social

conditions into FIs’ daily business process. At the same time of caring about their own

development, FIs should actively shoulder environment and social responsibility and promote

green development of agriculture.

61. As for FIs are concerned, ESMS helped address issues such as how to incorporate

environment and social elements into their strategic planning and business process, how to

carry out environment and social assessment and management in agriculture, and how to

balance pursuit of profit and discharging social responsibilities. For the government, ESMS

responded to its concern as how to promote financial institutions to gradually establish green

evaluation mechanism, how to guide green financing business in agriculture, how to shift

roles to allow the market fully play its role in promoting green development of agriculture.

62. ESMS is very practical, experiences accumulated by the project from green financing

system arrangement, innovative green financing products and business model to the

sustainable development of green financing could be replicated and scaled up in broader area.

V. NEXT STEPS

63. Expediting Subloan approval and disbursement and project implementation: (i)

The original FIs will coordinate efforts of multiple sectors to address the difficulties of

guarantee of clients and actively explore alternative guarantees in addition to the regular

collateral measures, such as agricultural production facility, forest rights and rights of land

circulation and operation as collateral, joint guarantee and mutual guarantee. Under the

conditions of meeting the terms of lending of FIs, the threshold of guarantee of clients should

be lowered as much as possible; (ii) The original FIs will in line with the amendments of

lending conditions continue to disburse Subloans to agricultural enterprises, farmers’

cooperatives and farmers that meet the requirements of the project; the matured Subloans

should be recycled for effective use. FI branches in project counties continue to follow the

implementation steps of ESMS to screen, classify and assess all Subloan applications. In

accordance with the requirements of relevant credit investigation and approval of the

People’s Bank and Banking Industry Supervisory Body, FIs should seriously carry out

investigation and approval before lending to sub-projects, tracking, monitoring and reporting

for each Subloan should be completed; and (iii) the newly incorporated FIs in project

implementation will need to adopt competition mechanism such as opening green channel for

ADB’s loan, simplifying loan review and approval procedures and lower requirement so as to

fast-track the disbursement of Subloans. At the same time, the newly adopted FIs will

identify and screen subprojects in accordance with ESMS and strengthen oversight of the

disbursed Subloans. The new FIs will make sure that ESMS will be incorporated in their

business processes.

64. Strengthening capacity building particularly for environment and social

managers and officials: in future project implementation, training should be intensified to

stakeholders particularly staffers of CPMOs and FIs to improve their execution capacity of

business as well as their understanding and management capacity of ESMS.

65. Assisting RFSPs establish and simplify implement ESMS: continued efforts will be

made to identify non-bank financing institutions with motivation and enthusiasm to

participate in project implementation. Since the FIs did not disburse loans to at least one

RFSP after two years of project effectiveness, the activity under Output 3, i.e. lending to

RFSP failed. Consequently, the RFSP loan under Output 3 will be configurated for use. The

PPMO intends to complete the proposal of fund use for RFSP as well as the simplified ESMS

before October 15, 2018 for submission to ADB.

66. Strengthening information dissemination and training: efforts will be continued to

sensitize grassroots staffers of CPMOs and FIs about the entirety of the project, its ESMS,

ADB’s management requirements and annual plan.

67. Increase of the frequency and strength of supervision: PMOs at all levels and FI

branches should make extra efforts to increase the frequency and strength of supervision

through regular reporting procedures, regular supervision, monitoring and evaluation.

Monitoring, supervision and evaluation of ESMS implementation should also be intensified

to ensure that all environment and social safeguard policies and measures are genuinely

executed.

行 款1亿美元 中介银行投入6858万美元 目 益人投入2467万美元 以

甘肃 府投入675万美元 目 款 施期5 将于2020 12 31日竣工 2021

6 30日 户 行 款期限 15 中 宽限期9 目 款到期日

2. 目资源 要用于支持四 产出: 1 建立 惠的 境 好型特色 业

生产 地 2 民合作社和 业企业融资并强 发展 3 建 并 强

金融服 体系 以 4 强 目执行和管理能力 目的目标是通过提
