PurposeThe purpose of this document is to specify the GBSS KPI definition as well as counters used tocalculate the KPI. The original KPI definition comes from the experiences of commercialnetwork management and radio network optimization. The KPI definition shall be updatedaccording to the requirement from customers.

This chapter describes the changes made in the GBSS KPI Reference.

2 CS Accessibility KPIs

This chapter describes the CS accessibility KPIs that mainly indicate the call success rate whenan MS accesses the network. Low accessibility KPIs directly lead to low user satisfaction.

3 CS CPU Usage KPI

This chapter describes the CS CPU Usage KPI that indicates the mean ratio of the busy time ofthe CPU in a granularity period.

4 CS Mobility KPIs

This chapter describes the CS Mobility KPIs that indicate the success rate of handovers on themove. In addition, these KPIs indicate the capability of providing continuous services. A lowhandover success rate may lead to a high call drop rate.

5 CS Receive Quality KPIs

This chapter describes the CS Receive Quality KPIs that indicate the mean receive quality rankon the TCH.

6 CS Resource Utilization KPIs

This chapter describes the CS Resource Utilization KPIs that are used to monitor the load of hotcells and the network. These KPIs can serve as references for capacity expansion. The trafficvolume KPIs help to obtain the ratio of busy-hour traffic to idle-hour traffic, to evaluate theutilization of system resources, and to adjust charges. The equipment availability KPIs help toknow the running status of equipment, such as the running status of channels. If these KPIs arelow, equipment and transmission may be faulty.

7 CS Retainability KPIs

This chapter describes the CS Retainability KPIs that indicate the ratio of moving MSs to allMSs, the moving frequency. In addition, these KPIs indicate the capability of providingcontinuous services. A low success rate leads to low user satisfaction.

8 PS Accessibility KPIs

This chapter describes the PS Accessibility KPIs that indicate whether MSs can easily accesscells. Poor PS Accessibility KPIs directly affect user satisfaction.

This chapter describes the PS Data Throughput Rate KPIs. They involve the performance factorsassociated with the terminals, the radio access network, and the core network. Now, the mainperformance problem is concerned with the radio access network. Therefore, these KPIs indicatethe end-to-end service data link bearing capability of the GPRS network, which is directly relatedto user satisfaction.

10 PS delay KPIs

This chapter describes the PS Delay KPIs that indicate the service response speed of the network.Long delay affects user satisfaction.

11 PS Resource Utilization Rate KPIs

This chapter describes the PS Resource Utilization Rate KPIs that indicate the utilization of thenetwork resource and the busy states of services. Thus, these KPIs can be used to guide networkexpansion.

12 PS Retainability KPIs

This chapter describes the PS Retainability KPIs that mainly involve the uplink and downlinkTBF call drop rates. These KPIs indicate the capability of providing continuous services by thenetwork and are directly related to user satisfaction. Thus, an increase in call drop rate directlyleads to a decrease in user satisfaction.

13 PS Transmission Performance KPIs

This chapter describes the PS Transmission Performance KPIs that indicate the quality of radiotransmission links in a cell. If the RLC data block retransmission rate in a cell is high, the qualityof the radio transmission links in the cell is poor. Therefore, take corresponding measures, suchas RF optimization.

2 CS Accessibility KPIs

About This Chapter

This chapter describes the CS accessibility KPIs that mainly indicate the call success rate whenan MS accesses the network. Low accessibility KPIs directly lead to low user satisfaction.

2.1 Success Rate of Immediate AssignmentsThis counter provides the ratio of successful accesses of a UE to the signaling channel. Itindicates the procedure from the initiation of the channel request message (including theretransmitted channel request message) by the UE to the reception of the establish indicationmessage.

2.2 Congestion Rate on SDCCH per CELL (Due to Busy)This counter provides the rate of the number of times that all SDCCHs are busy to the totalnumber of requests for the SDCCH. It indicates the SDCCH collisions due to insufficientresources.

2.3 Call Drop Rate on SDCCHThis counter provides the rate of call drops that occur when the SDCCH is occupied.

2.4 Assignment Success RateThis counter provides the rate that the requested TCHs are seized successfully in the assignmentprocedure. It involves the procedure from the BSC's receiving the assignment request sent bythe MSC to the assignment completion.

2.5 TCH Congestion Rate (Overflow)This counter provides the rate of the number of failed assignments or handovers due to no idleTCHs to the number of TCH seizure requests.

2.6 TCH Seizure Success RateThis counter provides the rate that the requested TCHs are seized successfully in the very earlyassignment procedure, assignment procedure, or handover procedure. Assignment Success Rateindicates the TCH seizure condition in the assignment procedure. Comparably, TCH SeizureSuccess Rate indicates the successful seizure of all the TCHs.

2.7 Success Rate of Call EstablishmentThis counter provides the rate of successful calls initiated by the MS from the call setup procedureto the assignment completion procedure.

2.8 BSS Call Establishment Success Rate

This counter provides the rate of successful call setup from call origination to successful callaccess.

2.9 OVERLOAD Rate of PagingThis counter provides the rate of the number of paging overload times of CS and PS services onthe Abis interface to deliver paging messages.

4 CS Mobility KPIs

About This Chapter

This chapter describes the CS Mobility KPIs that indicate the success rate of handovers on themove. In addition, these KPIs indicate the capability of providing continuous services. A lowhandover success rate may lead to a high call drop rate.

4.1 Handover Success RateThis counter provides the rate of the total number of successful handovers due to any cause tothe total number of handover requests due to any cause. The purpose of handover is to ensurethe call continuity, improve the speech quality, and reduce the cross interference in the network,thus providing better services for the MSs.

4.2 Success Rate of Radio HandoverThis counter provides the handover success rate on the Um interface after a handover commandis sent and before the handover is complete. Statistics taken by this item excludes target cellhandover failure due to congestion. Thus, Success Rate of Radio Handover is always greaterthan or equal to Handover Success Rate.

4.3 Intra-BSC Handover Success Rate per CellThis counter provides the intra-BSC handover success rate, including the internal intra-cellhandovers and internal inter-cell handovers. It indicates intra-BSC handover, and reduces theinfluence of other BSCs.

4.4 Internal Radio Handover Success Rate per cellCompared with Internal Handover Success Rate per cell, this counter focuses on the influenceof the Um interface on handover. It involves the procedures from sending a handover commandto handover completion, and thus reduces failures due to channel congestion.

6 CS Resource Utilization KPIs

About This Chapter

This chapter describes the CS Resource Utilization KPIs that are used to monitor the load of hotcells and the network. These KPIs can serve as references for capacity expansion. The trafficvolume KPIs help to obtain the ratio of busy-hour traffic to idle-hour traffic, to evaluate theutilization of system resources, and to adjust charges. The equipment availability KPIs help toknow the running status of equipment, such as the running status of channels. If these KPIs arelow, equipment and transmission may be faulty.

6.1 Traffic Volume on SDCCHThis counter provides the ratio of the duration for which the MS occupies the signaling channelto the granularity period. The signaling channels include the SDCCHs and the TCHs used forsignaling channels.

6.2 Traffic Volume on TCHThis counter provides the frequency of seizing the TCHs, that is, the actual length of activatedTCHs.

6.3 TCHH Traffic VolumeThis counter provides the traffic volume on the TCHs of all the cells under the control of theBSC, excluding the traffic volume in the very early assignment.

6.4 TCH AvailabilityThis counter provides the rate of available TCHs to configured TCHs.

6.5 TCH Resource UtilizabilityThis counter provides the rate of the actual traffic volume to the theoretical traffic volume.

6.6 TRX UsabilityThis counter provides the rate of available TRXs in a cell to TRXs configured in the cell.

6.7 SDCCH AvailabilityThis counter provides the rate of available SDCCHs to configured SDCCHs.

This chapter describes the CS Retainability KPIs that indicate the ratio of moving MSs to allMSs, the moving frequency. In addition, these KPIs indicate the capability of providingcontinuous services. A low success rate leads to low user satisfaction.

7.1 Call Drop Rate on TCH per Cell (Including Handover)This counter provides the rate of TCH call drops to successful TCH seizures after the BSCassigns the TCH to an MS (including handovers) in a cell.

7.2 Call Drop Rate on TCH per Cell (Excluding Handover)This counter provides the rate of TCH call drops to successful TCH seizures after the BSCassigns the TCH to an MS (excluding handovers) in a BSC.

7.3 Traffic Call Drop Ratio per cellThis counter provides the ratio of traffic volume to call drops. It indicates the average intervalat which a call drop occurs in a cell.

7.4 Radio Drop Rate of TCHThis counter provides the rate of call drops due to the Um interface to total successful TCHseizures.

About This Chapter

This chapter describes the PS Transmission Performance KPIs that indicate the quality of radiotransmission links in a cell. If the RLC data block retransmission rate in a cell is high, the qualityof the radio transmission links in the cell is poor. Therefore, take corresponding measures, suchas RF optimization.
