    Concept Note:

    GNLU Center for Public International Law has a legacy in organizing variousnoble events in the field of Maritime Law to disseminate knowledge amongvarious stakeholders. To further such gallant endeavour, GNLU is pleased toinform you that GNLU Center for Public International Law, is Organizing

    GNLU International Maritime Academy 2016’ under the theme of maritimedevelopments, blue economy and the ocean governance. The Academy shallprovide reinforcement of knowledge, understanding and proficiency of Mari-time Law required to perform the responsibilities assigned to the seniorofficials, policy makers and shipping executives. The fluidity and complexityof the nature of maritime issues and interdisciplinary response to maritimesecurity officers require a deep understanding of the law of the sea, maritimelaw, policies and regulations. Modern ship-owners and operators, and vessel

    officers are subjected to increasingly detailed and rigorously enforced environ-mental, security, safety, and political (embargo/sanctions) regulations andrequirements. The consequences of non-compliances can be catastrophic.The Academy offers participants the opportunity to meet like-minded profes-sionals in a sympathetic but nonetheless demanding academic atmosphere inwhich valuable professional knowledge will be gained and shared.

    Blue Economy and the Oceans Governance hold key to achievement of mil-

    lennium development goals as well as sustainable development goals. Whilethe oceans governance is largely regulated by the law of the sea regime, spe-cifically, the United Nations Convention on the Law of the Sea, blue economycovers areas beyond and within the oceans governance. The missions andworks of several governments and international organizations - United Na-tions and its Specialised Agencies, International Seabed Authority, Interna-tional Tribunal for the Law of the Sea, Indian Ocean Rim Association,AALCO bear direct significance to the issues and challenges posed by the

    twin concept of blue economy and the oceans governance. While several mar-itime OECD states have taken a lead and have blue print before them, devel-oping coastal states of Africa, Asia and the Pacific are in need and finding ex-tremely important to fully realise the benefits of the ocean space for their pop-ulation. Laws, policy, practices, issues and challenges differ from state tostate, like any other international legal regime.

    GNLU Centre for Public International Law

    GNLU Centre for Public International Law (CPIL)since 2010 strives to undertake research studies invarious areas of public international law, law of thesea and maritime law. Centre envisaged the vision tobecome a leading nodal centre for excellence in areas

    of research, teaching and training on the subjects ofpublic international law, law of the sea, and maritimelaw, at national and international levels. CPIL hasconducted a large number training programs on in-ternational law.MissionResearch: Policy oriented research and filling up the gap of quality research on

    the contemporary issues of public international law, law of the sea and maritimelaw.Teaching &Training: To provide forum for the discussion on research basedteaching in the areas of public international law, law of the sea and maritime Law;to conduct and organise national and international training programs, seminarsconferences, workshops of national and international importance on the subjectsof international law, law of the sea and maritime law.

    GNLU and Maritime Law:In the field of Maritime laws, GNLU has successfully conducted Global Mari-time Security and Anti-Piracy Conference in 2011 and witnessed the presence ofthe delegates from 35 countries. GNLU has conducted number of training cours-es for the officers of Indian Navy, Indian Coast Guard, Police officers of differ-ent states, Reserve police forces and Maritimes Boards of different states. GNLUhas also conducted the prestigious 2013 external program of Hague Academy ofInternational law in November, 2013 on the theme of “Stability and Change in

    the Law of the Sea: Challenges in the 21st Century”. In 2014 &2015 MaritimeAcademy dealt with global maritime issues and emerging challenges.
