We know how much you care about your Soldiers and want as much information about their travel status as possible. Statements such as "my Soldier's flight left Iraq today", "Does anyone know when they are landing stateside?", "my Soldier landed in Germany today, he will be home in two days!", etc, can compromise security and potentially put your Soldier in an unsafe situation. Please remember to post general statements or questions and if you need specific information, contact your FRG Leader, the Battalion Family Readiness Support Assistant at 655-1823 or Rear Detachment at 655-9924. Do not discuss deployment, redeployment, R&R, or other similar information that has dates/times of troop movement, locations, etc. Sensitive statements such as those, should never be posted on any type of social internet forums or web enabled discussions (i.e. FACE-BOOK). Even if it seems innocent, it may violate your Soldier‟s safety and the safety of others.

What’s OPSEC? OPSEC, also known as Operational Security, are the principles that we should all abide by when talking about our
soldiers. If you've been on any military related message board on the internet, you have more than likely seen a warning to be sure to
practice OPSEC. This means protecting the information you know about your Soldier and his unit.
DEPLOYMENT TICKERS: Many Family Members like to use deployment tickers to count down their Soldier's deployment. Never have a ticker that shows XX days until he returns. This gives away critical information about redeployment and lets others know sensitive information. Planes have been known to be delayed for days or weeks because information such as this, was made public by an excited Family Member.
Always abide by the rules set forth by his unit and remember that seemingly innocent comments or posts could be used by terrorists or
media organizations to negatively affect the military... Just because it is on the news does not mean that you can talk about the issue. By talking about it, you are only verifying the information. For your own personal safety, be very aware of what you are putting on the internet. We ask
that you remain aware that online websites and social media are NOT
secure and ultimately, the safety of your Soldier, can depend on YOU!

On November 11, 2009, the Military Spouses Residency Relief Act (MSRRA) was enacted to extend certain protections to military
spouses. Pursuant to the MSRRA, a military spouse who is present with a member in a particular State under military orders does not
have to pay State income taxes on wages earned in that State as long as that State is not the spouse’s legal residence or domicile.
The MSRRA does not allow a spouse to pick or choose a domicile in any State. Rather, domicile is established, which means that the
spouse must have actually been present in the State, established it as his or her domicile, and maintained it by forming and maintaining
the necessary contacts, such as registering to vote, owning property, registering vehicles, or indicating a State of probate in a last will
and testament. Members and their spouses may seek free, confidential advice from a military legal assistance office if they have any
questions.
The Department of Treasury is considering whether Federal agencies have a legal obligation to withhold State income taxes for the
military spouse’s State of legal residence or domicile (if that State is not the State in which the military spouse is employed). Regard-
less of the conclusion reached, military spouses are liable for income taxes imposed by their State of legal residence or domicile. They
may request that income taxes for their State of legal residence or domicile be withheld from their pay.
Below is the Defense Civilian Pay System (DCPS) workaround to allow military spouses to claim a non-taxable State as their State of
legal residence or domicile. This workaround will remain in place until a DCPS system change is implemented to allow the CSR to
change the employee’s State tax record to non-taxable for MSRRA.

Military Spouses Residency Relief Act (MSRRA) Personal Income Tax Exemption Workaround:
Employee’s Responsibility: If an employee meets the conditions set forth under the MSRRA, the employee will provide to the Cus-
tomer Service Representative (CSR):
Proof employee is a Military Spouse by providing a copy of the employee’s Military Identification card.
A completed State form to claim exemption from income tax withholding due to the MSRRA, along with a copy of the member’s cur-
rent military orders that reflect duty in the State in which the military spouse is employed. The forms can be found at the State web-
sites pertaining to the MSRRA (attachment 1 has the links to these websites).
If the employee wants to request that income taxes be withheld for the employee’s State of legal residence, the employee should sub-
mit a statement to request such tax withholding and a W-4 form to claim any withholding exemption allowances.
Example: I, Jane Doe, am a military spouse and my official State of legal residence or domicile is Colorado. I request that
income taxes for Colorado be withheld from my Federal pay. This is effective January 1, 2010.

When an employee no longer qualifies under MSRRA, the employee should notify the CSR. If employee notifies the CSR that the em-
ployee no longer qualifies for the MSRRA tax exemption, the employee’s tax record must be reinstated to reflect the State of employ-
ment if it is a taxable State.
CSR will create the Remedy ticket. Please allow 2-3 weeks for completion of the Remedy ticket
During this initial implementation of the MSRRA, the effective date will generally be the beginning of the tax year or the date of
employment in a taxable State if the tax exemption certificate is submitted by the military spouse by June 30, 2010. If the docu-
mentation is submitted after June 30, 2010, State tax withholding for the State of employment will be stopped in the first pay
period that begins after the form is received by CSR.
