Objectives of the EIRA
22
Designing
Assessing
Discovering and Reusing
Communicating and Sharing
Accelerate the design of systems that support the delivery of interoperable digital public services (across borders and sectors).
Provide a reference model for comparing existing architectures in different policy domains and thematic areas, to identify focal points for convergence and reuse.
Ease the discovery and reuse of interoperability solutions through the Cartography – Cart in Joinup website.
Help documenting the most salient interoperability elements of complex systems and facilitate the sharing of reusable solutions.
Expected benefits of the EIRA

Positioning of the EIRA
23
EIRA provides a common core of context-neutral architecture building blocks
1. EIRA: context-neutral architecture building blocks (ABBs). Focused on interoperability.
2. Solution architecture template: specific solution adding further details to enable solution designs
Core Reference Architecture: EIRA – minimal cross-sector interoperability
Solution Architecture templates ( e.g. e-ID) with additional specific ABBs

The Origins of the TOGAF® Framework
» A customer initiative
» A framework, not an architecture
– A generic framework for developing
architectures to meet different business
needs
– Not a “one-size-fits-all” architecture

TOGAF® 9 Market Drivers
» Ongoing quest for Boundaryless Information Flow™
» In a survey of members, the three most prominent views:
– The need for closer alignment with the business
– The desire for simple implementation, greater usability
– The next version of the TOGAF standard should be an
evolution rather than a revolution
» Consideration for different architectural styles, e.g. SOA
» Security is an increasing concern for CIOs and Enterprise
Architects due to disappearance of traditional boundaries
» Need for greater detail on Architecture Development Method
(ADM)

ISA PROGRAMME
The objective of the programme is to support cooperation between
European public administrations, including bodies performing public
functions on their behalf,
by facilitating efficient and effective electronic cross-border and cross-
sector interaction
enabling them to deliver electronic public services in support of EU
policies and activities
The European Parliament and the Council adopted the ISA programme on 16 September 2009.

ISA PROGRAMME
The ISA programme will support and promote:
•the creation and improvement of common frameworks in support of interoperability across borders and sectors;
•assessment of the ICT implications of proposed or adopted EU legislation and planning for the introduction of ICT systems to support its implementation;
•the operation and improvement of existing common services and the establishment, industrialisation, operation and improvement of new ones; and
•the improvement of existing re-usable generic tools and the establishment, provision and improvement of new ones.
The programme is implemented by means of ‘actions’,

EIRA/CarTool pilots- Pilot invitation
We invited 3 MSs and 3 DGs to conduct a pilot of EIRA and CarTool:
» To gain general insight and hands-on experience with the EIRA
and the CarTool (PoC) in their specific environment;
» To work with a use case that they selected to maximise the value
that they can obtain from their participation in the pilot. For example,
potential benefits can include a) the documentation of an existing
interoperable solution or b) the acceleration of the design of a new
interoperable solution or c) to the rationalization of your IT portfolio:
– They will have the opportunity to influence and contribute to a
joint vision of the EIRA and the EUCart by providing feedback to
the EIRA and the CarTool (PoC) and by providing visibility to
their reusable solution building blocks by including them in the
EUCart;
» To provide visibility to their activities within the ISA Programme
and, if convenient for them, to a broader audience (published on
Joinup). 58

EIRA v0.9.0 beta- What’s new?
» ArchiMate alignment: EIRA is aligned with ArchiMate 2.1 and its concepts and relations. Usage of Archi as a modelling tool (syntax error-free model).
» Two new views: EIRA high-level overview and interoperability specification underpinning view.
» Restructuring of views: Organisational and semantic views have been restructured. Several architecture building blocks were moved from the Technical application view to the Technical infrastructure view.
» Improved definitions: Definitions of architecture building blocks have been enhanced and aligned.
» ADMS alignment: Attributes of the building blocks are aligned with ADMS-AP properties.
» Improved EIF alignment: The EIRA now offers the possibility to capture how interoperability specifications are aligned to EIF principles.
» EIRA overview document: Provides an overview on the EIRA, including definitions of the EIRA’s underlying key concepts, ArchiMate notation and modelling guidelines.
» EIRA model for Archi and as an HTML-version: replace the simple Visio diagrams (views) and Excel spreadsheet (ABB definitions).
» EU regulation: the EIRA is compliant with EU regulation.61

Objectives of the EIRA
79
Designing

Positioning of the EIRA
82
EIRA provides a common core of context-neutral architecture building blocks
1. EIRA: context-neutral architecture building blocks (ABBs). Focused on interoperability.
2. Solution architecture template: specific solution adding further details to enable solution designs
Core Reference Architecture: EIRA – minimal cross-sector interoperability
Solution Architecture templates ( e.g. e-ID) with additional specific ABBs
