Strengthening of democracy at grassroot level to attain decentralised & participatory local self-governance throughPanchayati Raj Institutions (PRIs).

Mission

Empowerment, enablement and accountability of PRIs to ensure inclusive development with social justice, and effective

and efficient delivery of public services.

1 Empowerment - (i) Progressive devolution of Functions, Funds and Functionaries (3Fs) upon the Panchayati Raj Institutions (PRIs).

2 Empowerment - (ii) Increasing participation of women/other disadvantaged groups in decision making through Gram Sabha and various

Panchayat Committees.

3 Empowerment - (iii) Implementation of Panchayat Extension to Scheduled Areas Act (PESA), 1996.

4 Enablement - (i) Developing Strong Panchayati Raj system through building the organization capacity of PRIs and the professional

capacity of Elected Representatives and Official functionaries so that they can perform their mandated roles effectively.

5 Enablement - (ii) Institutionalizing and using integrated decentralized participatory planning processes through the Panchayati Raj

Institutions (PRIs) and District Planning Committees (DPCs) for convergence of plethora of schemes including natural resource

management and for pooling of diverse resources for better outcomes.

6 Enablement - (iii) Mitigating regional backwardness through PRIs under Backward Regions Grant Fund (BRGF) programme.
