Under the Planning Commissionguidelines of 25th August, 2006,

the States are to prepare theState Plans on the basis of the

decentralized district plans.MoPR monitors the preparation ofDistrict Plans in the 272 districts.This is for institutionalizing andusing integrated decentralized

participatory planning processesthrough the PRIs and DPCs for

convergence of plethora ofschemes and pooling of diverseresources for better outcomes.

DPCs are to consolidate and approvethe plans prepared by Local Bodies

into District Plan. In areas where Part-IX of the Constitution is notapplicable, Planning and

Implementation Committees orequivalent bodies constituted for the
