PRINCIPAL RESOURCES AT RISK:

Extensive salt marsh and mangrove system. The Atlantic green turtles and Atlantic loggerhead turtles nest on outer beaches. Shorebirds, including the Black skimmer, American oyster catcher, and Wilson’s plover; wading birds; and seabirds. Marine facilities, boats and seawalls, revetments, docks, etc. along the Halifax and Indian Rivers. For more information refer to the recent ESI map and data and the GRP.

PRELIMINARY PROTECTION STRATEGY:

Divert oil entering the inlet through the marginal flood channels to collection points on the outer sand beaches (CPs 1 and 2). Establish a Christmas tree configuration of deflection boom in the middle of the inlet channel. The north limb of the Christmas tree would divert oil to a sandy collection point on the north shore of the main inlet channel (CP3). The south limb would divert oil to the fine-grained sand beach at Smyrna Dunes Park (CP4). Establish a second Christmas tree of deflection boom further inside the channel a bit seaward of the flood-tidal delta. The north arm of the Christmas tree is designed to divert oil to a fine-grained sand beach on the west bank of the north channel (CP8). Establish a third Christmas tree configuration in the middle of the channel off CP8. The southern arm of this Christmas tree diverts oil to CP8 and the north arm diverts oil to a zone of low seawalls just south of a large marina complex at the end of Beach Street on the eastern shore (CP7). From CP7, place approximately 0.6 miles of protection boom along the shore to the southeast, anchoring the southeast end near CP3. The south limb of Christmas tree number two is designed to divert oil down the south channel to a sand beach by the Coast Guard Station on the east side of the channel (CP5). Place three of four hundred yards

of protection boom along the developed shoreline south of the Coast Guard Station. The long tidal channel south of the flood-tidal delta has two lines of deflection boom that lead to an open water skimmer near the southwest end of this channel (CP6). Oil entering this channel would have entrained the deflection boom on the south limb of the second Christmas tree. A short line of deflection boom should be projected out into the main inlet channel to help prevent this.

OTHER COMMENTS:

Jones and Mehta (1978) reported tidal currents in Ponce de Leon Inlet to be 3.4 knots at maximum flood tide and 2.3 knots at maximum ebb tide. The 1989 NOAA U.S. Coastal Pilot reports that current velocities can reach 5-6 knots when winds are out of the southeast.

Currents/Tide Information: 1-3 knots along shore to north during rising tides; 4’-6’ average tidal range (100 yards wide intertidal zone).

Shoreline Description: Fine-grained sand beach, medium packed where vehicles drive, 100-200 yards wide, expect 3’-5’ surf with calm winds.

Access: Paved road to packed sand 2 miles south of collection point, 4x4 only at high tide.
