While every roadway bridge is important to thepeople who have to travel over it every day, none ismore important than the bridge that traverses theCSX railroad tracks in Fonda, NY. Known as the NYSRoute 30A and Route 5 traffic, this aging bridge isbeing replaced with a new structure that will not only

allow vehicles to travel over the railroad tracks easilyand safely, but it will also provide a new widenedintersection for vehicles traveling in both directions.It will feature new turn lanes onto the bridge fromRoute 5 from the east and west, and a new left turnlane exiting the bridge from Route 30A onto Route 5,west and northbound.

“More than 1,400 tractor trailers travel over thisbridge during every 24 hour period,” says NYDOTProject Engineer Rob Mosconi, during a recentinterview at the jobsite. “There is a Wal-MartDistribution Center in Johnstown, which is a fewmiles north of Fonda. That accounts for many of thetrucks that go over the bridge. Accordingly, the needfor safe turning at this intersection is exaggeratedbecause of its importance.”

Mosconi said that crews from Tioga ConstructionCompany, the contract award winner, have found thejob challenging because of the need to keep theexisting roadway open and because of the closenessof the new structure to the historical FondaFairgrounds facility, to the east. He said that sinceseveral of the Fairgrounds buildings are currently onthe national historical register, the need for a way topreserve the safety and security of these buildings isimperative. Not only is the safety of these structuresduring the building process important, but becausethey are located within 10-feet of the approach to thenew bridge, they become an ongoing concern over thelifetime of the new structure.

Accordingly, to help protect the fairgrounds proper-ty, crews will be installing a retaining wall that willcontain the approach’s fill and buttress the roadwaythe entire length of the approach to the new bridge.This design also allows for a boundary that providesa 10-foot roadway between the bridge and thefairgrounds property line. The roadway will be devot-ed to bridge inspection and repair crew access to theeastern face of the structure.

When the job is completed, the MSES Wall(mechanically stabilized earth system) will use galva-nized steel straps that are attached to the back of theconcrete facing panels and that protrude into the FondaBridge 7

embankment area. In this configuration, the strapsbecome surrounded and permanently embedded inthe embankment material. The gravel embankmentmaterial is tested and has to meet certain require-ments for gradation and corrosion potential.

“The exterior panel that faces the fairgrounds, is aCruciform style panel,” he said. “On a typical panelthere are three lower straps and three upper straps.The wall we are installing is designed by theReinforced Earth Company.”

“The 468-foot approach to the bridge also includesa 3-foot undercut that has been reinforced with abi-axial, Geo-Grid material that adds strength to theground beneath the approach,” said Mosconi. “TheGeo-Grid material acts much in the same way asrebar does in concrete projects, and this new productoffers lateral support, at 90 degree angles, in twodirections, for added strength. Since there was littleinitial excavation in preparation for the new bridge,the necessary fill material will come from theJohnstown area.”

The new bridge building project began in March2011 and will have an elevation that is five feet high-er than the old bridge. The added height will not onlyallow for more clearance for the trains passingbeneath, but it will also allow for easier turning ontothe roadway at the north end of the bridge. The workis currently on track for the intended completion datein June 2012, despite substantial flooding in thesurrounding area from Tropical Storm Irene. Whenthe work is completed, the $5.3 million project will bea welcomed addition for the travelers who passthrough the area on a regular basis.

One of the challenges of the new bridge construction is how close it is to the historical buildings on the FondaFairgrounds property. Only 10-feet will separate the bridge from the property, allowing for an access road inbetween for bridge inspection and service vehicles.

More than 1400 tractor trailer rigs pass over this bridgeevery day. One of the local destinations for thesetrucks is a regional distribution warehouse for Wal-Mart, Inc. located in nearby Johnstown, NY.

A crew works on the approach to the new bridge thatwill stand five feet higher than the old bridge.

and was put into action by the Ten-nessee concrete industry. The end re-sult was a partnership between the con-crete industry and Middle TennesseeState University (MTSU) to develop theCIM program, implementing it with itsfirst two students in 1996, and produc-ing its first graduates in 2000. Since itshumble beginning, the CIM programhas expanded and now in addition toMTSU, it is offered at Arizona State Uni-versity, California State University,Chico, Texas State University and theNew Jersey Institute of Technology. To-day there are over 600 students pursu-ing degrees in Concrete Industry Man-agement, and hundreds of CIM gradu-ates working in the concrete industry.

The goal of the program is to producebroadly educated, articulate graduatesgrounded in basic construction manage-ment, who are knowledgeable of con-crete technology and techniques and areable to manage people and systems aswell as promote products or services re-lated to the concrete industry. It entailsa broad range of courses, from Englishand history to science and mathematics.A series of required business courses

such as finance, marketing, manage-ment and business law are also takenthroughout the length of the program.

The concrete specific courses teachthe fundamentals of concrete, proper-ties and testing, concrete constructionand more. All of these courses providemuch more than what is simply in thetext — they emphasize problem solving,quality assurance and customer satis-faction. They utilize practical case stud-ies and an internship to make sure thestudent obtains real world experienceessential to starting a successful career.Additional opportunities include on-campus socials and other events pro-viding industry networking and profes-sional development.

In 2011, an executive MBA programwas added by the CIM National SteeringCommittee. The CIM Executive MBA isspecifically designed for individualswith five or more years of experience inthe industry.

WASHINGTON — Nomatter how you slice it,the outlook for the 2012transportation construc-tion market is mixed, theAmerican Road & Trans-portation Builders Asso-ciation’s (ARTBA) senioreconomist said in her an-nual economic forecastduring a 90 minute webi-nar for Wall Street ana-lysts and construction in-dustry executives.

“There is good newsand bad news for 2012depending on the mode oftransportation,” accord-ing to ARTBA’s AlisonPremo Black.

First the bad news: thehighway and bridge con-struction market is ex-pected to contract 6 per-cent, to $72.6 billion froman estimated $77 billionin 2011. The subway andlight rail markets will bedown even more.

“The main factors driv-ing the decline in high-way and bridge construc-tion are not surprising:the winding down of in-frastructure investmentunder the American Re-covery & ReinvestmentAct (ARRA), continuedweak growth in the U.S.economy, persistent stateand local budget chal-lenges, and a static feder-al aid highway program,”Black says.

Black cautions the longdelayed highway/transitreauthorization bill re-mains a “wild card.” IfCongress in early 2012passes a multi-year bill,that at minimum, main-tains current investmentlevels, it could help inter-ject greater certainty inthe market. Both theSenate and House pro-posals also contain lan-guage to expand theTransportation Infra-structure Finance and In-novation Act (TIFIA),which if leveraged quick-ly, could offer anothermarket boost, she says.

The good news in theARTBA forecast: the rail-road market, drivenlargely by private sectorinvestment, is expected toincrease by nearly 4 per-cent; and the value ofconstruction for portsand waterways is expect-ed to grow by 6 percent,driven by work on bothcoasts in preparation forthe 2014 expansion of thePanama Canal.

Also good news, thetransportation construc-tion market sector will re-main the most stable in-dustry sector as it hasbeen for the past fiveyears. Between 2007 and2011, the real value ofhighway and bridge con-struction, adjusted withthe ARTBA Price Index formaterial prices, wages andinflation, fell only 10 per-cent. Over the same peri-od, the real value of totalconstruction work in theU.S. fell by one third from$1.1 trillion to an estimat-ed $769 billion. And thereal value of residentialconstruction tanked morethan 50 percent from$500.5 billion in 2007 to$236.5 billion in 2011.

The historical stabilityof the transportation mar-ket is in large part due tothe role of public sector fi-nancing, ARTBA says.

Despite the nationaldownturn in market ac-tivity, some states arepoised for growth, Blacknotes. There are 18 stateswhere the value of stateand local governmenthighway and bridge con-tract awards for fiscalyear 2011 is higher com-pared to fiscal year 2010.This is an indicator thatthe value of work in thosestates will likely increasein the coming year asthose projects are under-way. The value of con-tract awards is down in24 states and Washing-ton D.C. Contract awardsin the remaining eightstates were relatively sta-ble, either up or downwithin five percent.

is expected to drop by 10percent from $26.3 billionto $23.6 billion, primarilybecause nearly all the proj-ects that include ARRA in-vestments are finished orunderway and state/localDOTs are pulling back onnew projects. This is likelydue to a combination ofthe delayed federal reau-thorization bill, and con-tinued state and localbudget challenges.

AirportsThe value of work done

on airport runways is ex-pected to fall 4 percentfrom $4.9 billion in 2011

to $4.7 billion, primarilybecause of flat funding forthe Airport and Light Rail.

After a decade ofgrowth, the real value ofsubway and light railconstruction is expectedto drop nearly 16 percent

from $5.4 billion in 2011to $4.6 billion. Contractawards for subway andlight rail are downsharply in 2011, indicat-ing transit agencies arepulling back on projects.

ARTBA has a series of

econometric models thattake into account currenteconomic conditions, stateand local funding and fed-eral investment. The ART-BA forecast model as-sumes: 1. the U.S. econo-my will continue to show

modest growth in the com-ing years; 2. materialprices and project costswill be in line with infla-tion; and 3. there is nomajor increase or decreasein federal investment overthe next five years.

Recently, I’ve noticedthat the maintenancefees for our accountingsoftware are throughthe roof! With as muchas we’re paying, wecould easily afford anew accounting pack-age. What is a reason-able expectation when itcomes to increases inmaintenance fees?

Hey Jeannie -

That’s a great question.The undeniable truth isthat software vendorsmust increase theirmaintenance fees for avariety of reasons —many of which benefityou and your business.

For example, account-ing software vendors willraise their maintenancefees in order to compen-sate for investments theyare making in their prod-

ucts. Committed vendorscan spend upwards ofhundreds of thousands ofdollars on research anddevelopment efforts sothat they can offer vari-ous product updates,new features and evennew products that canhelp to increase your effi-ciency and profitability.Maintenance fees also in-crease because softwarevendors are working toprovide better support.And let’s be honest, qual-ity support is well worththe money.

With that said, it’s im-portant to monitor main-tenance fee increasescarefully and to makesure that you are receiv-

ing value for your dollar. Iwould say that a 1 to 5percent increase eachyear is acceptable, andyou should be seeing reg-ular product updateswith enhanced featuresthroughout that year.Product support shouldalso be strong. Remem-ber — you’re paying mon-ey and you should be get-ting something in return.If maintenance fees areridiculously high andyou’re not getting regularupdates or receiving ac-ceptable product sup-port, then it may be timeto consider switching toanother package.

You do have the optionto continue using the

same software and dis-continue maintenance,but I strongly adviseagainst it. To me, it is likeputting a temporarybandaid on a bigger is-sue. The fact is that youare working with a com-pany who’s more commit-ted to their bottom linethan to creating betterproducts and servicesthat will help your busi-ness grow.

Two scrap industry vet-erans have been tappedto help lead the UpstateShredding — Ben Weits-man & Son family of com-panies into the nextphase of developmentand expansion.

Norb Klebanski, whoworked for Liberty Iron &Metal for nearly 24 yearsas a senior buyer, hasbeen named commercialmanager for Ben Weits-man of Scranton and BenWeitsman of Liberty. Inhis previous position,Klebanski called on in-dustrial scrap accounts,steel mills and foundriesin seven states and Cana-da, buying for the compa-ny’s shredders. He willhave similar duties atBen Weitsman of Scran-ton as well as Ben Weits-man of Liberty, which willopen later this fall.

“Norb is perfectly posi-tioned to strengthen ourindustrial accounts divi-sion and build upon ourexisting relationships,”said Adam Weitsman,company president.
