3.1.2 Geological and Soil Conditions
ThegeologyofthestudyareaisdominatedbyformationsinthePretoriaGroupoftheTransvaalsequence,howeverundifferentiatedsurfacedepositsarelocatedinlowlyingareas.Outcropswithinthisgroupinclude:Magaliesberg,Silverton,Daspoort,HekpoortandTimeball.Thesearelargelycomprisedofquartzitesandshales.
Thequartziteridgesarethedominantlandformsintheareaastheyareharderthanthemoreeasilyerodedshales,andgiverisetotheMagaliesbergandWitwatersberg.TheSilvertonandTimeballShalesformthevalleysinbetweenthesetwoquartziteridges.Undifferentiatedsurfacedeposits lieon topof theshales.Thegeological formationsrun from thenortheast to thesouthwest through thestudyarea.Certainaspectsofthe geology characterise the topography of the area such as the existence of thequartziteridgesandshalesinthevalleys.Withregardstoengineeringprecautionsandcharacteristicsofthegeologicalconditionsofthestudyarea:
• DifficultyisexperiencedintheeffectiveoperationofFrenchdrainsforthedis-posalofeffluentfromseptictanks,owingtotheimpermeabilityofthePretoriaShales;and
• DuetothesmoothnessoftheplanesintheshalesoftheSilvertonandTime-ballgroups,theyhavebeenknowntoslideintoexcavationsalongthedirectionof the dip.3
3.1.3 Hartbeespoort Dam
TheHartbeespoortDam,whichissituatedwithintheCrocodileRivercatchmentanddrainsintotheCrocodileRiver,wascompletedin1925.Theprincipaluseofthedamwaterisforirrigation(80%),withlesserusefordomesticconsumptionandcompensationflows.AreasdirectlyaroundthedamsuchasSchoemansville,MelodieandIfafiutilisesdamwaterfordomesticuse.

Thedamisalsoamajortourismattractionandisusedforrecreationalpurposes.Today,thedamisalsoapopularresidentialareawithpropertyalongthewaterfrontsellingforapremium.4ThenaturalpresenceoftheMagaliesbergandtheridgestothesouthofthedamcreateanatmosphereofanaturalsettingbyshieldingthedambasinfromminingandotherdevelopmentstothenorthandurbansprawl.5TheHartbeespoortDamisofparticularconcernduetoitsvalueasatourismattractionanditsscenicqualities.6
The environmental character of theHartbeespoortDamno longer reflects the ruralatmosphere of a decade ago due to increased development, and this change incharacter is continuing. Once all the approved developments around the dam arecompleted,theareasurroundingthedamwillbecompletelydevelopedinsomeformof another.
Althoughthisdevelopmenttrendhasapositiveeconomiceffect,thenaturalenvironmentisheavily impactedon.Theconsequent increasingpressureonnatural resources ismanifesting inproblemssuchas lossofbiodiversityandheritage,decreaseinwaterqualityintheregion,shortageofpotablewaterandalackofcapacityatthesewagetreatmentplanttohandleincreasingsewerloads.Theseandotherproblematicissuesthreaten the sustainability of the environment and can lead to visible and invisibledamage(or‘measurableandimmeasurabledamage’)ifnotaddressedtimeouslyinanintegratedandstrategicmanner.
Theresourcequalityofthedamislessthanoptimalduetopoorwaterquality,degradedin streamand riparianhabitat and imbalanced foodwebandspecies compositions,jeopardizing the developmental potential of the dam. One of the main concerns isthatlosingsomeoftheideallylocatedlandtodeveloperswillviolateandhamperthesuccessful roll-outof the integratedwater resourceandenvironmentalmanagementprogramandassuchall thesecondaryspin-offs thatcouldbeachievedthroughtheprogram.7

• Portion5and6ofDeRustonthesouthernshoreofthedam(includingLake-land);
• Portion4ofDeRust(TheCoves,MagaliesparkGolfEstateandLeguaanLeap);
• Portion6ofDeRust(CaribbeanBeach,Kurperoord,HartbeespoortBoatClubandMontegoBay);and
• Portions109and110ofDeRust(Kosmos).
Assuch,theDepartmentofWaterAffairsdemarcatedproposedrecreationrelatedusezones on land adjacent to the dam in terms of the document “Proposed Land useandFacilityrequirementsfortheHartbeespoortDamintegratedBiologicalRemediationProgramme,Version2.July2009”(refertoTable10).
The vision that has been developed for the dambyDepartment ofWaterAffairs isa residential dam focusedonwater based recreation,with clarified equitable publicandprivateaccess,aswellascontrolledcommercialoperations,offeredinasafeandhealthyenvironment,frombothaphysicalandenvironmentalperspective.8

3.3 Spatial Form and Land Uses
3.3.1 General Spatial Form
The Hartbeespoort Dam is commonly known as the playground of water sport. Apropertybloomwasexperiencedinthelastfewyearswiththedevelopmentofalarge
numberofsecurityandprivateestatesinthevicinityofthedam.Thisresultedinthedevelopmentofseveralnewbusinessesandshoppingmallsinthisarea.1
The study area is characterised by urban (mostly exclusive residential estates)development in the area directly around the dam, with more agricultural and ruralresidential related land uses further away from the dam.Although the developmentpatternscloselyfollowthedam,thereisalsoastronglinkbetweenthedevelopmentpatternsandtheregionalroadsaroundthedam(refertoFigure14).
Themain(ormainemerging)nodesandgatewaysinthestudyareaare:
• theR511nodetotheeastofIfafi;
• theJasmynnodetotheeastofMeerhof;
• theDamdorynareaattheintersectionoftheR104andR560;
• thesectionoftheR512tothesouthofPecanwoodEstate;and
• sectionsofScottStreetinSchoemansvilleandMelodie.
TheRietfonteinareainthenorth-easternpartofthestudyareaexperiencesparticularunderdevelopmentpressure fromboth legaland illegaldevelopments. Thearea ismainlycharacterizedbyorusedforruralresidentialpurposesandillegalbusinessesand light industries.
3.3.2 Residential Development
The area around the dam developed primarily as a residential area, with olderresidential neighbourhoods such as Kosmos, Schoemansville, Ifafi, Melodie andMeerhof,andmorerecentlyaproliferationofprivateresidentialestates.Besidesthe

developedestates, therearea largenumberofapprovedestates thathavenot yetbeen developed.
The development trends in the area generally manifested in problems such asgrowthininformalsettlements(duetotheperceptionofincreasedjobopportunities),uncoordinated and fragmented housing development leading to sub optimalinfrastructuredevelopment, theprivatisationof thewateredgeand lackofadequatepotablewaterandcapacityatthesewagetreatmentplanttohandleincreasingsewerloads.
Theareaiscurrentlyexperiencingasituationwheremanyoftheapproveddevelopments(especiallysmallerones)cannotgoaheaduntil infrastructure in theareahasbeenupgraded.
The larger informal settlements in the area include the Popo Molefe and Mariossettlements inthecentral-easternpartof thestudyarea,closetotheexistingWasteWater Treatment Works, the Ten Rooms informal settlement along the R514, theCapitane informalsettlementadjacent to theR560and theOrangeFarmsettlementadjacenttocosmos.Anumberofsmallinformalsettlementscanbefoundthroughoutthe study area, in most cases comprising farm workers. These settlements arecharacterisedbyextensivesocio-economicproblemssuchasunemployment,lackofengineeringservices,crime,lackofeducationservices,lackoftransportservicesetc.
Oneofthemainproblemsintermsoftheformalisationofinformalsettlementsarethelargenumberofillegalforeignersresidinginthesesettlementswhodonotqualifyforhousing subsidies.
Therearetwoaffordablehousingprojectsinthestudyarea,bothadjacenttotheR514in thenorth-easternpartof thestudy (in theRietfonteinarea),namely theRefentsedevelopment(previouslytheAfsaaldevelopment)alongthenorthernsideoftheR514,and the new Sunway Village along the southern side. The latter development willcompriseapproximately3,000unitswhencompletedwhichwillrangefromsubsidisedhousingtoentry-levelbondedhousing.TheRefentsedevelopmentistheonlyapprovedPHPsubsidisedaffordablehousingprojectintheprecinct(167subsidies).2

Thereisagreatneedforanaffordablehousingdevelopmentinthewesternpartofthestudyareatocaterinthehousingneedoffarmworkers,mineworkersandresidentsofinformalsettlementsintheseareas.
3.3.3 Business Development
The largest concentration of business development and non-residential activity canbefoundalongtheR511tothenorthoftherailwayline,withthemajorityofbusiness,officeandlight industrial landusesconcentrated inthisarea.ThesecondsignificantconcentrationofbusinessdevelopmentscanbefoundattheintersectionoftheR104andR560tothewestofthedamwall(theDamdorynarea).
SmallerconcentrationsofbusinessdevelopmentcanalsobefoundintheBroederstroomandPecanwoodareaalongtheR512andalongScottStreet inSchoemansvilleandMelodie.

Tourism-relateddevelopments(i.e.lodges,conferencevenues,restaurants,dayspasetc.)canbefoundalongallthemajormovementroutesaroundthedam,includingtheR512,R560andR511.Thewell-knownandrecentlyrefurbishedHartiesCablewayissituatedintheMagaliesbergMountaintothenorthofSchoemansville.

3.3.5 Social and Community Services
3.3.5.1 Education, Libraries and Community Halls
The study area comprises two government primary and secondary school (i.e. theGeneraalHendrikSchoemanprimaryschoolandHartbeespoortsecondaryschool inSchoemansville and theEnnisThabongprimary school to the south of theXanaduEco-Estate).
There are three private schools, namely the Mount Cambridge School in MelodieAgricultural Holdings, Doxa Deo in Xanadu Eco-Estate and Pecanwood CollegeadjacenttothePecanwoodEstate.
MeerhofSchoolforDisabledChildrenislocatedinMeerhof.
ScheerpoortPrimarySchoolislocatedjustoutsideofthesouth-westernboundaryofthestudyarea,andanumberofthechildrenofinformalsettlementsinthewesternpartofthestudyareaattendthisschool.
TherearealsoaparceloflandinSchoemansvilleandanotherinIfafithathavebeenearmarkedasschoolsites,althoughnotyetdeveloped.
Thereisapubliclibrary(MabolokaCommunityLibrary)inSchoemansville.
In terms of the Madibeng IDP, 2013/2014, the Kosmos Community Hall requiresadditional parking to be able to function to its full potential. On the eastern side of the damnoformalcommunityhallexistsalthoughtheexistingeducationalfacilitiesservethepurpose fairlyadequately. In futurehowever,a largerandcentral facilitymayberequiredasthepopulationanddemandforsuchafacilityincreases.
3.3.5.2 Recreation
Themajorityoftherecreationalneedsoftheareaarebeingaddressedinaccordancewithmarketmechanisms.Sportingfacilitiesnotrelatedtowatersportsshouldhowever,be investigated further.3
3.3.5.3 Safety and Security
Thereisonepolicestationinthestudyarea,locatedinSchoemansville.
NECSA is contracted by theMadibeng LocalMunicipality to provide all emergencyservices(ambulanceandfirebrigade) to theareasouthof theMagaliesberg,and isthereforeresponsibleforthestudyarea).
3.3.5.4 Health
Theareacomprisesanumberofprivatemedicalfacilities.AprivatehospitallicensehasalsobeengrantedfortheXanaduEco-Estatedevelopment.
Therearetwocommunityhealthclinics(government):(i)locatedalongtheR512tothesouthofPecanwoodEstateand(ii)inMaraisStreetinSchoemansville.
Hartbeespoortmobileclinicprovidesaservicetofarmareas.4

Onecemeteryisbeingusedandnearingitsfullcapacity.Analternativesiteshouldbeidentifiedforlong-termpurposes.5

3.3.6.1 Existing Roads
Theremainregionalroadsare:
• TheR104whichrunsinthesouth-easternandnorth-westernpartofthepre-cinctandconnectsthestudyareawithTshwane(PretoriaCBD)andRusten-burg;
• TheR560whichrunsthroughthewesternpartoftheprecinctandconnectsthestudyareawithMagaliesburginthesouth-west;
• TheR514inthenorth-easternpartofthestudyareathatconnectstheareawithTshwanetotheeast;
• TheR511whichrunsthroughtheeasternpartofthestudyareaandconnectstheareawithSandtontothesouth-eastandBritsandtheN4(Bakwena-Plati-numHighway)tothenorth;and
• TheR512whichrunsalongthesouthernboundaryandthroughthewesternpartofthestudyareaandwhichconnectstheareawithRandburginthesouthandBritsandtheN4(Bakwena-PlatinumHighway)inthenorth.
TheR511andR512arealso themajor access routes to themajority of residentialestatesandtheSchoemansville/Melodie/Ifafi/Meerhofresidentialneighbourhoods.ThesectionoftheR511fromtheGautengboundaryuptotheLimpopoboundary,aswellas thesectionof theR512northof theR104,was takenoverbySANRAL in2012.Generally,theR511isinabadcondition.
Otherimportantaccessroutesintheprecinctare:
• SimonBekkerAve(ProvidesaccesstoKosmosRidgefromtheR512inthenorthernpartofthePrecinct);and
• ScottStreetanditsextensionacrossthedamwall(providesaccesstoSchoe-mansvilleandlinksupwiththeR104tothewest).
3.3.6.2 Planned Roads
Themajorplannedroadsintheprecinctare:
• TheNWPWV1whichrunsparalleltotheR104/R512alongthesouthernboundaryoftheprecinctandwillfurtherextendtheexistingN4(NECSA)thatendsattheTshwane/Madibengborder;
• TheNWPWV3whichisanextensionoftheR512whichrunsacrossthewest-ernpartofthedamandwilllinkupwiththeN4(Bakwena-PlatinumHighway)inthenorth;
• TheproposedK16whichrunsinaeast-westdirectionalongthenorth-easternboundary,connectingtheprecinctwithTshwane;
• TheproposedK20whichrunsinaneast-westdirectionthroughthecentreoftheeasternpartoftheprecinct;and
• TheproposedK27whichrunsinanorth-southdirectionthroughtheeasternpart of the precinct.
3.3.6.3 Rail
ThereisaabandonedrailwaylinerunningalongthesouthernsideoftheHartbeespoortdam,linkingPretoriaandMagaliesburg.TherailwaylinefellindisusewhenSpoornetdecidedthatthelineisaburdenduetomaintenancecost.AprivatepersonhoweverusesasmallportionofthelinefromPecanwoodtoMeerhofforweekendexcursions

withamotortrolley.6Muchofthislinehasbeendestroyed,butithaspotentialasbothafuturecommuterandtourismtransportationservice
Thereisonestationlocatedinthestudyarea,directlysouthoftheXanaduEco-Estate.
3.3.6.4 Road Based Public Transport
ThariTransportand,insomeareasPUTCO,providesapublictransportserviceintheHartbeespoortareaandmainlyservicecommutersand learnerstoandfromoutsideareas.Theroute,whichservicestheHartbeespoortarea, is theBrits,Hartbeespoortroute. The pickup points are situated along a carefully planned route through thesuburbsandhavenobus terminusas such.Commuterswait at bus stops for theirbusses.SeveraltaxisalsoservicethisareawithawaitingpointinScottStreet.Thisishowevernorecognizedtaxiranks.7
TaxioperatorshavecreatedaninformaltaxirankadjacenttotheR511inSchoemansville.whichiscurrentlythemainstoppingplaceinthearea.TherearesuggestionsonthetablethatthistaxirankbeformalisedaspartoftheMelodieX27development.ThereisalsoaproposaltodevelopanewtaxirankoppositetheVillageMall.
3.3.6.5 Road Safety
TheR560,R512,R511andR104havebeenidentifiedbystakeholdersasmajorroutesthatare inparticularlybadcondition.Many local roads in thestudyareaarealso inparticularlybadcondition,withtarredsurfaceshavingdisintegratedcompletelyinmanyinstances.
Highaccidentzones include(i) the intersectionof theR511andR514,(ii)alongtheR512tothesouthofPecanwoodEstateand(iii)theintersectionoftheR560withtheR104atDamdoryn.ThesectionoftheR512towardsPecanwoodpasttheMountain

Lakeshoppingcentreisinparticulardangerousduetospeedingtrucksonthedownhillsection of the road.
3.4 Infrastructure
3.4.1 Electricity
TheSubstationsintheareaareallownedbyEskomandTshwane.MadibenghoweverownssomeofthelinesfeedingoutfromIfafiSubstationintotheurbanareas.
Ingeneralmostofthesubstationsareonmaximumcapacity.TheTshwanesubstationswhich includeIfafi,BroederstroomandFloraparkarenearfullcapacity,but themainconstraintisthe33kVnetworkfeedingthesesubstationswhichisalreadyovercapacity.The Eskom substations have a strong backbone network, but the substations arealsonearfullcapacity,however,Eskomhasafewprojectsinthepipelinetoupgradethesesubstationsinthenext3years.SkeerpoortSubstationcurrentlyhas2X5MVAtransformers installed which have a safe capacity of 5MVA (in the event that onetransformerislost).Thecurrentmaximumdemandonthissubstationisapproximately8MVAwhichmeansthatthissubstationisalreadyoveritssafecapacity,however,Eskomisplanningtoupgradethissubstationandreplacetheexisting2X5MVAtransformerswith2X20MVAtransformers.
SummerhillSubstationcurrentlyhas1X5MVATransformerinstalledwhichmeansthatthereisnosafecapacityavailable.Themaximumdemandonthissubstationishoweververylowwhichfreesupmuchofthecapacityonthistransformer.Thesubstationhassufficientspacetoaddasecondtransformer,butthiswillinvolveadditionalcostsandtime.
Hartbeespoort Dam Substation has 2 X 40MVA Transformers installed with a safecapacityof40MVAofwhichthemaximumdemandcurrentlyisaround36MVA.Thereisthus4MVAsafeavailablecapacityinthatsubstation.
SafariSubstation isusedprimarily forNECSAandnosupplywillbemadeavailablefromthatsubstation.
