Pt. B.D.Sharma, PGIMS, Rohtak is situated at a distance of about 240

km from Chandigarh and about 70 km from Delhi on Delhi-Hissar-Sirsa-Fazilka National Highway (NH-10). It is the only major Institution for

Medical Education and Research and a tertiary care centre for provision of specialized health care services not only to the people of the State of Haryana, but also to those from Punjab, Rajasthan, Delhi and western U.P.

The Institute was started under the name of Medical College, Rohtak in the year 1960. For the first three years, the students were admitted to Medical College, Patiala which acted as a host Institution. In 1963, the students

were shifted to Rohtak. In the subsequent years, multifaceted expansion measures have transformed the Institute into a fully developed center of

Medical Education and research in all the major disciplines of Medicine. In the year 1994, Medical College, Rohtak was renamed as Pt. B.D.Sharma, Medical College, Rohtak and subsequently it was upgraded to a Post

Graduate Institute of Medical Sciences in the year 1995. Today Pt. B.D.Sharma, PGIMS, Rohtak is a famous institution not only for medical

education but also for the health care facilities both at the National as well as International level.

FOREWORD

The District Census Handbook (DCHB) is an important publication of theCensus Organization since 1951. It contains both Census and non Census data of

urban and rural areas for each District. The Census data provide information on demographic and socio-economic characteristics of population at the lowest administrative unit i.e. of each Village, Town and Ward of the District. The Primary

Census Abstract (PCA) part of this publication contains Census data including data on household amenities collected during 1st phase of the Census i.e. House Listing and Housing Census. The non Census data presented in the DCHB is in the form of

Village Directory and Town Directory contain information on various infrastructure facilities available in the village and town viz; education, medical, drinking water,

communication and transport, post and telegraph, electricity, banking, and other miscellaneous facilities. Later on, the Telegraph Services were closed by the Government of India on 15th July, 2013. The data of DCHB are of considerable

importance in the context of planning and development at the grass-root level.

2. In the 1961 Census, DCHB provided a descriptive account of the District,administrative statistics, Census tables and Village and Town Directory including Primary Census Abstract. This pattern was changed in 1971 Census and the

DCHB was published in three parts: Part-A related to Village and Town Directory, Part-B to Village and Town PCA and Part-C comprised analytical report, administrative statistics, District Census tables and certain analytical tables based

on PCA and amenity data in respect of Villages. The 1981 Census DCHB was published in two parts: Part-A contained Village and Town Directory and Part-B the

PCA of Village and Town including the SCs and STs PCA up to Tahsil/Town levels. New features along with restructuring of the formats of Village and Town Directory were added. In Village Directory, all amenities except electricity were brought

together and if any amenity was not available in the referent Village, the distance in broad ranges from the nearest place having such an amenity, was given.

3. The pattern of 1981 Census was followed by and large for the DCHB of 1991Census except the format of PCA. It was restructured. Nine-fold industrial

classification of main workers was given against the four-fold industrial classification presented in the 1981 Census. In addition, sex wise population in 0-6 age group was included in the PCA for the first time with a view to enable the data

users to compile more realistic literacy rate as all children below 7 years of age had been treated as illiterate at the time of 1991 Census. One of the important

innovations in the 1991 Census was the Community Development Block (CD Block) level presentation of Village Directory and PCA data instead of the traditional Tahsil/Taluk/PS level presentation.

4. As regards DCHB of 2001 Census, the scope of Village Directory was improved

by including some other amenities like banking, recreational and cultural facilities, newspapers & magazines and `most important commodity’ manufactured in a Village in addition to prescribed facilities of earlier Censuses. In Town Directory,

the statement on Slums was modified and its coverage was enlarged by including details on all slums instead of ‘notified slums’.

5. The scope and coverage of Village Directory of 2011 DCHB has been widenedby including a number of new amenities in addition to those of 2001. These newly

added amenities are: Pre-Primary School, Engineering College, Medical College,

Management Institute, Polytechnic, Non-formal Training Centre, Special School for Disabled, Community Health Centre, Veterinary Hospital, Mobile Health Clinic, Medical Practitioner with MBBS Degree, Medical Practitioner with no degree,

Traditional Practitioner and faith Healer, Medicine Shop, Community Toilet, Rural Sanitary Mart or Sanitary Hardware Outlet in the Village, Community Bio- gas, Sub Post Office, Village Pin Code, Public Call Office, Mobile Phone Coverage,

Internet Cafes/ Common Service Centre, Private Courier Facility, Auto/Modified Autos, Taxis and Vans, Tractors, Cycle-pulled Rickshaws, Carts driven by Animals,

Village connected to National Highway, State Highway, Major District Road, and Other District Road, Availability of Water Bounded Macadam Roads in Village, ATM, Self-Help Group, Public Distribution System(PDS) Shop, Mandis/Regular Market,

Weekly Haat, Agricultural Marketing Society, Nutritional Centers (ICDS), Anganwadi Centre, ASHA (Accredited Social Health Activist), Sports Field, Public

Library, Public Reading Room, Assembly Polling station, Birth & Death Registration Office. In the Town Directory, seven Statements containing the details and the data of each Town have been presented viz.; (i)-Status and Growth History of

Towns,(ii)- Physical Aspects and Location of Towns, (iii)-Civic and other Amenities, (iv)-Medical Facilities, (v)-Educational, Recreational & Cultural Facilities, (vi)- Industry & Banking, and (vii)- Civic & other amenities in Slums respectively. CD

Block wise data of Village Directory and Village PCA have been presented in DCHB of 2011 Census as presented in earlier Census.

6. The data of DCHB 2011 Census have been presented in two parts, Part-Acontains Village and Town Directory and Part-B contains Village and Town wise

Primary Census Abstract. Both the Parts have been published in separate volumes in 2011 Census.

7. The Village and Town level amenities data have been collected, compiled andcomputerized under the supervision of Smt. Neerja Sekhar, IAS, Director of Census

Operation, Haryana. The task of Planning, Designing and Co-ordination of this publication was carried out by Dr. Pratibha Kumari, Assistant Registrar General (SS) under the guidance & supervision of Dr. R.C.Sethi, Ex-Addl. RGI and Shri

Preface The District Census Handbook (DCHB) is one of the important and

most valuable publications of Census Organisation which is brought out for each district. It contains several demographic and socio-economic characteristics village-wise and town-wise of the district along with the status of availability of civic amenities, infrastructural facilities etc.

DCHB reflects an overview of the district and is widely used by administrators, planners, academicians, researchers, various departments and general public. For DCHB publication, population data was taken from Census 2011, whereas non-census data was collected with the active collaboration of State Govt.

The Census 2011 was conducted under the able guidance of Dr. C. Chandramouli, IAS, Registrar General & Census Commissioner, India. The credit of the successful accomplishment of this huge task goes to him for his tremendous and spontaneous work. HISTORY AND SCOPE OF THE DISTRICT CENSUS HANDBOOK

The need of data at the grass root level for the administrative and planning purposes at sub micro level as well as academic studies prompted the innovation of District Census Handbook. District Census

Handbook is a unique publication from the Census organization which provides most authentic details of census and non-census information from village and town level to district level. The District Census

Handbook was firstly introduced during the 1951 Census. It contains both census and non census data of urban as well as rural areas for

each district. The census data contain several demographic and socio-economic characteristics of the lowest administrative unit i.e. of each village and town and ward of the district. The non census data comprise

of data on availability of various civic amenities and infrastructural facilities etc. at the town and village level which constitute Village

Directory and Town Directory part of the DCHB. The data of DCHB are of considerable importance in the context of planning and development at grass-root level.

Brief History of the District

The district derives its name from its headquarters town Rohtak which is said to be a corruption of Rohtasgarh, a name still applied to the ruined sites (also called Khokra Kot) of two older cities, one lying immediately north of the present town and the other about 3 miles to the east. Traditionally, it is named after Raja Rohtas in whose day the city is said to have been built. It is also claimed that the town derives its name from the roherra (Tecoma undulate) tree called rohitak in Sanskrit. It is said that before the town came into existence, it was the site of a forest of rohitak trees and hence its name Rohtak. The name Rohitaka is, however, well known in early literature. It is mentioned in Buddhist literature among the towns visited by the Buddha and the Mahabharata in connection with the campaign of Nakula, the pandat prince, who had to face the stiff resistance of the Mattamayuraka Yaudheya warriors. The district has been described as Bahudhanyaka or rich grains and was a part of the kingdom of the Yaudheyas.

Archaeological excavations in the district were undertaken for the first time in 1879 at Khokrakot by Mr. Wood, the then District Administrative Officer. It , however, brought to light three phases of early material culture, the first represented remains of walls, pottery, bone and broken iron objects, the second yielded particles of jowar, remain of a small room and an image while the third disclosed an earthen pot containing a few small coins which according to Hoernle belonged to the closing period of the Saka rule. After Mr.Wood, some excavation was also done by the Archaeological Survey. The most remarkable finding of this venture was the discovery of the remains of thousands of coins was, however, undertaken by Silak Ram. The scholar has brought to light about forty three new sites in the district showing thereby that it was inhabited by a variety of cultures, namely, Pre-Harappan Polished Ware, Early-historical, Early-medieval and medieval. Devender Handa and O.P. Bharadwaj in their learned articles have covered literary sources in the history of the district.

On the history of the district, from the times of the Rigveda to the age of Buddha, the evidence is very thin. The Indo-Greeks held some sway over the district became clear from the discovery at Khokrakot of the coins of their fourteen rulers. The Saka influence over the region can be ascertained from the discovery of the coins of Gondophernes and a lion capital fragment measuring 3 feet in width and 18 inches in height belonging to that period from Khokrakot. Later on the district formed a part of the Kushana Empire.

It appears from the account of village settlements based on local studies made by Fanshawe in his Settlement Report of 1880 that about the 9th and 10th centuries, a number of Rajput clans as well as communities of Jats came to settle in this area. They founded their villages in wasted jungle or occupied settled sites. The local distribution of these communities led him to conclude that the Jats followed the Rajputs who had immigrated into India at an earlier period and had become more completely Hinduised by the time the Jats appeared on the scene.

The Tomara Rajputs ruled over ‘Haryana’ from Delhi when the Ghaznavids invaded India from the north-west. The Chahamanas of Ajmer, after subduing the Tomaras by the middle of the 12th century soon came face to face with the Ghauris. After taking Lahore in1186, Muhammad

Ghauri encountered the Chahamanas under Prithviraja. Beaten in his first encounter in 1190-91 at Tarain (Taraori), fourteen miles from Thanesar in the Karnal district, he came back the following year to defeat Prithviraja in 1192. In conquering that portion of Haryana which now lies in the present district of Rothak, he destroyed the most important town of Maham which was re-built many years later under settled conditions.

The Sultanate of Delhi established in 1206 depended on the support of Muslim nobles. On account of its nearness to Delhi, the Rohtak area influenced the struggles among the aspirants for the throne of Delhi. The restless Hindu chiefs of the area, ready to assert their independence, were kept in check by the newly-settled Muslim chiefs, whose own loyalty and support were determined by motives of self-interest. The Haryana area in general and the Rohtak area with its population of jats and Rajputs in particular, could therefore be a source of strength or weakness to the Sultans depending on the political circumstances and the intrigues and proclivities of the chiefs at a given time.

The Sultans, and the Mughal emperors after them, took several measures to improve the Haryana tract by constructing canals. During the Mughal period territories in the Rohtak area often changed hands as a consequence of constant fighting between the Sikhs, Jats, Marathas and Rajputs. Some changes were also made to serve the administrative purposes of the rulers in Delhi. Under Akbar, the present Rohtak district, a part of the subah of Delhi, fell within the sarkars of Delhi and Hissar Firuza and enjoyed political stability.

With decline of the Mughal empire, territorial ambitions were let loose and the royal decree in this area was only heeded if backed by force. Frequent changes in the ownership of estates were effected either by imperial orders in favour of loyal nobles or were brought about by powerful local parties backing their claims with force. Maham bestowed by Akbar in jagir on Shahbaz Khan Afghan, was plundered by the Rajputs under Durga Das in the time of Aurangzeb. In subsequent years, the Marathas disregarded the imperial decree with impunity. Emperor Farrukhsiyar granted the Rohtak area along with the rest of Haryana in 1718 to his Minister Rukn-ud-din who transferred it a few years later to the Nawab of Farrukhnagar. This family was in possession of a large part of Haryana including the present district of Rohtak when a Maratha army under Raghunath Rao and Malhar Rao Holkar obliged the reigning Nawab to pay tribute. The custom of demanding tribute and levying contributions was not confined to the Marathas. Prince Ali Gauhar, who later became Emperor Shah Alam II, also followed this course when he visited various parts of the district of Rohtak. The Nawab of Farrukhnagar, who had previously paid tribute to the Marathas and taken a lease of his territory from them, was now forced to pay revenue to the prince also. In his campaign of collections the prince attacked Aulya Khan Baluch of Dadri in the Rohtak District, secured a promise of a large tribute and then came to restore his outpost at Jhajjar. The Jats under Suraj Mal dislodged or expelled the Nawab of Farrukhnagar from his estate. Later, while Jhajjar passed into the hands of Walter Reinhardt, husband of Begum Samru of Sardhana, Gohana, Maham, Rohtak and Kharkhoda were held by nominees of Najib Khan, Amir-ul-umara to Emperor Shah Alam. Between 1785 and 1803, the area of Rohtak was possessed by several parties. George Thomas, an Irish adventurer,

whose name is intimately connected with historical events in the Rohtak district was a remarkable character.

Within two years of the abandonment of his dominion by George Thomas, the rising power of Sindhia in North India was completely broken by the British forces under General Lake in the Second Maratha war. The Rohtak district, with other possessions of Sindhia west of the Yamuna passed on to the British East India Company by the treaty of Surji Arjungaon in 1803.

The greater part of the population in the country between the Yamuna and the Satluj showed sympathy with the Uprising of 1857. In Rohtak district, the Ranghars and Jats who had been serving in the regular regiments of the East India Company in large numbers were discontented with their British masters. The sepoys of these regiments coming home on leave spread disaffection among the villagers. Noticing these, order by calling all the sepoys into headquarters who were on leave in the district. The horsemen sent to Rohtak for help by the Nawab of Jhajjar in response to the demand of the Collector proved very unruly and in fact inflamed the villagers as they came along. As the days passed the dissatisfied sections of the population began to stir the entire population against the British. The arrival of Tafazzal Hussain, an emissary of Emperor Bahadur Shah with a small force in Rohtak added fuel to the fire. The Collector, John Adam Loch, found himself in a difficult situation. Failing to give fight to Tafazzal Hussain, he fled to Gohana with Thanedar Bhure Khan. The other officials and Europeans followed his example to run away unopposed, the troops burnt the offices, courts and bungalows of the British officials. They destroyed official records, plundered the wealthy people in the town and forced their way into the District Jail to set free prisoners inside it.

The customs bungalows at Maham, Madina and Mandothi were also burnt down. True that troops of Tafazzal Hussain did not soil their hands with British blood but they had done enough damage in the Rohtak area before returning to Delhi. All outward signs of law and order now disappeared for a time. The Ranghars hoisted their own flag. Hearing how things had gone well, the Emperor of Delhi issued a proclamation to the people of Rohtak forbidding acts of violence and enjoining obedience to the landlords who were loyal to his cause.

The authority of the British government in Rohtak was not restored until13 days after the fall of Delhi. In September, General Van Cortlandt marched into the district to punish all concerned in the Uprising. The villages which were prominent in their opposition to the British were fined a total of Rs. 63,000 while the lands of those who were considered guilty were confiscated. The worst sufferers were the Ranghars.

Apart from the jagirdars, who were punished for their anti-British activities during the Uprising of 1857, the Rohtak district itself suffered a set-back. The district alongwith the south-east Punjab, roughly comprising Haryana, which had hitherto been a part of the North-Western provinces was tagged to the Punjab. The resources of the peasants were crippled by many years of drought and famine after 1895. Many of them, immersed in debt, would have been dispossessed of their lands but for the Land Alienation.

The Arya Samaj movement in its own way accelerated the desire for reform. Starting in about 1890 with a mandir in Rohtak, the Arya Smaj movement soon spread to Sanghi, Maham, Jhajjar and Mahra.

Political consciousness was engendered by the Indian National Congress whose programme began to attract attention. On October 12, 1888 a congress meeting attended by many lawyears and Honorary Magistrates was held at Chopal Dehri, Rohtak, under the presidentship of Torabaz Khan where Lala Lajpat Rai spoke. At this stage, a local leader appeared on the scene whose dynamic personality was to exercise a deep influence on public life of the Punjab for many years to come. This personality was Chhotu Ram. Born in a Jat family of Garhi Sampla, he shifted to Rohtak to practise as a lawyer towards the end of 1912. The Jat Sabha which Chhotu Ram founded, aroused their feeling against indebtedness, litigation and bribery.

During the First World War the effort of the Rohtak district in supplying manpower to the army and making substantial contributions to various funds placed it among the first five districts of the province. Lord Chelmsford, the viceroy made a special visit to Rohtak as a mark of appreciation.

In 1920, Gandhiji in alliance with Ali Brothers, the khilafat leaders, launched an All-India campaign of non-violence and non-co-operation to bring the British administration to a standstill. A district conference organized at Rohtak in November, 1920 and attended by ten to fifteen thousand persons, passed a resolution to launch non-cooperation. Being strongly opposed to this move, Chhotu Ram and his followers severed their connection with the Congress. But under the influence of Gandhiji in the country the non-co-operation movement progressed in Rohtak. Gandhiji and Maulana Abul Kalam Azad addressed a large public meeting at Kalanaur.

The District Congress Committee unanimously supported the ‘Quit India’ resolution adopted by the Congress in 1942. The arrest of Gandhiji in August 1942, was followed by hartals and processions over nearly the whole of the district.

After India achieved Independence on August 15, 1947, the Princely States were merged in the Indian Union. The Rohtak district assumed its present form in 1948 by the merger of the erstwhile Dujana State into it. The migration of large numbers of people from West Punjab created numerous problems of settlement and social re-adjustment.

The areas now comprising the present district of Rohtak underwent many territorial changes before the administrative unit in its present form emerged. The estates such as Gohana, Kharkhoda-Mandothi, Rohtak-Beri and Maham-Bhiwani were included in the Rohtak district in 1824. The district was abolished in A.D. 1841; Gohana going to Panipat, and the rest of the tahsils to Delhi but it was created again in 1842.

The two districts of Rohtak and Jhajjar together with the rest of the Delhi and Hisar divisions were detached form North-Western provinces after 1857 and passed to the Punjab by the Government of India Notification No. 606 of the 13th April 1858. The Rohtak district remained a part of the Hisar division until 1884.

Administrative set up The area comprising Rohtak district underwent numerous changes in the

past before the administrative unit came in its present form. It was part of Delhi Suba and fell within the Sarkars of Delhi and Hisar Firuza during the Mughal rule. With the decline of Mughal Empire, the tract went under the control of Marathas but in 1803 the whole area passed on to the British. Rohtak –Beri and Maham tahsils were given to the Nawab of Dujana but he resigned the major portion of the gift as he could not control. In 1824, Rohtak district comprising Gohana, Kharkhauda-Mandothi, Rohtak-Beri and Maham-Bhiwani tahsils was formed. Jhajjar and Rohtak district along Delhi and Hisar divisions detatched from North West Province and passed on to Punjab State in April, 1858. Jhajjar tahsil was added to Rohtak district in 1880. In 1884 Rohtak district was transferred to Delhi division on the abolition of Hisar division. It consisted of Rohtak, Gohana, Jhajjar and Sampla tahsils. But Sampla tahsil was abolished in 1910. Sonipat tahsil was added to the district in September, 1912 which was earlier a part of Delhi since 1861. In 1948 Dujana State was merged in Jhajjar tahsil. Sonipat district was created on 22nd December, 1972 by taking Sonipat and Gohana tahsils from Rohtak district. Gohana tahsil was transferred to Rohtak district on 16-10-1989 but retransferred to Sonipat district on 24-7-1991. Maham tahsil was created in 1979 out of Rohtak tahsil. In 1991 Census, there were five tahsils, namely, Gohana (90 villages and Gohana town), Maham (32 villages and Maham town), Rohtak (109 villages and three towns, namely, Kalanaur, Rohtak and Kheri Sampla Census Town), Jhajjar (199 villages and two towns of Beri and Jhajjar) and Bahadurgarh(62 villages and Bahadurgarh town) in the district.

The State has been experiencing inter-district and inter-tahsil jurisdictional transfers ever since its formation on 1st November, 1966. There were 7 districts at the 1971 Census which increased to 12 in 1981, 16 in 1991, 19 in 2001 and 21 in 2011. Likewise the number of tahsils has increased from 32 to 74 and towns from 65 to154 in 1971and 2011 respectively.

Haryana State is divided into four administrative Divisions, namely Ambala, Rohtak, Hisar and Gurgaon, each headed by Divisional Commissioner. Ambala Division covered Panchkula, Ambala, Yamunanagar, Kurukshetra and Kaithal districts; Rohtak Division extended over Karnal, Panipat, Sonipat, Rohtak and Jhajjar districts; Hisar Division is spread over Jind, Bhiwani, Hisar, Fatehabad and Sirsa districts; Gurgaon Division is spread over Mahendragarh, Rewari, Gurgaon, Mewat, Faridabad and Palwal districts. During 2011 Census two newly created districts, namely, Mewat (17th December 2004) out of district Gurgaon and Palwal (13th August, 2008) out of district Faridabad have been added in Gurgaon Division.

It is part of Rohtak Division and headquarters of the Division is located in Rohtak town. The district is having two sub-divisional offices located at Maham and Rohtak controlling administratively the tahsils of the same name. Five Community Development Blocks, Lakhan Majra, Maham, Kalanaur, Rohtak and Sampla have been set up in the district for the development of rural areas.

A major reshuffle occurred during 1991-2001 inter-Censal period when two tahsils of Jhajjar and Bahadurgarh were transferred to newly created Jhajjar district in June, 1997 and Gohana tahsil was transferred to Sonipat

district in July 1991. One village Mokhra Kheri (Hadbast No 102) was newlycreated out of Mokhra Kheri Rojh (Hadbast No102) in Maham tahsil and another village Garhi Bohar (Hadbast No 135) was newly created out of Bohar (Hadbast No 68) village in Rohtak tahsil. Rohtak tahsil gained six villages from Gohana tahsil and two villages from Bahadurgarh tahsil. It lost 3 villages to Bhiwani tahsil of Bhiwani district. Kheri Sampla Census town of 1991 was declassified in 2001.

Position from 2001 has changed in 2011 is that a new tahsil Sampla has been carved out of tahsil Rohtak in 2004. Present status of the district is that there are three tahsils, namely, tahsil Maham (31 villages and Maham town), tahsil Rohtak (90 villages, Rohtak & Kalanaur towns and Sunari Kalan Census Town) and tahsil Sampla (22 villages and Sampla town).

Administratively, the Deputy Commissioner is the overall incharge of the general administration in the district and performs the duties of the District Magistrate and the District Collector. Below the Deputy Commissioner is the Additional Deputy Commissioner who assists the Deputy Commissioner in the work relating to general administration, rural development, etc.The Deputy Commissioner along with ADC, Chief Executive Officer of Zila Parishad, Superintendent of Police and other senior officers of the district looks after the development and regulatory functions in the district.

To decentralize the authority in the administrative set up, the district is

divided into two sub-divisions, Rohtak and Maham. Sub-divisions are not necessarily co-terminus with the name of their respective tahsils. However, in Rohtak district both the tahsils have sub-division status also. Zila Parishad and Panchayat Samitis correspond to the district and C.D. Block boundaries except that the municipal areas are not covered by them.

The Zila Parishad, elects its President and Vice-President from amongst the elected members. The term of office of members is five years. An officer in the senior scale of I.A.S. is deputed by the State government as the Chief Executive Officer to the Zila Parishad. The Parishad is also assisted by various departments of the district. At the community Development Block level, each Panchayat Samiti has an elected Chairman and Vice Chairman.The Block Development and Panchayat Officer works as Executive Officer of the Panchayat Samiti. The executive authority for the purpose of carrying out the provisions of the Haryana Zila Parishad and Panchayat Samitis (C.D. Blocks) Act vests in the Chief Executive Officer and the Block Development and Panchayat Officer respectively.

The statutory urban local bodies are municipal councils, municipal committees, etc.The urban local bodies elect councilors from each of the ward and their term is five years.

Process of governance at the lowest level is Gram Panchayat which makes adequate arrangements for developmentin various fields in rural areas.

District Highlights – 2011 Census

Rohtak district occupies 14th position in population size during 2011.

In terms of density Rohtak ranks at 11th position with a density of

608. Whereas during 2001 the density was 539.

The general Sex Ratio of the district which was 847 in 2001 has

increased to 867 in 2011. The district stands at 17th place amongst

the 21 districts of the State. The Sex Ratio in rural is 852 and it is

lower than the urban Sex Ratio which is 887 during 2011 Census.

In terms of Child Sex Ratio (0-6 years age group) the district stands at

15th place with a Child Sex Ratio of 820. In 2001 the district Child Sex

Ratio was 799.

The proportion of Child Population (0-6 years) is 12.19 per cent in

Rohtak district.

The percentage of Scheduled Caste Population to Total Population in

the district is 20.4 per cent and it ranks at 11th position whereas

during 2001 it was 19.1 per cent.

In terms of literacy Rohtak stands at 7th place. The literacy rate in

2011 is 80.2 per cent whereas it was 73.7 per cent during 2001

Census.

The literacy rate amongst Male population which was 83.2 per cent

during 2001 has increased to 87.7 per cent and in urban area it is

89.9 per cent.

The literacy rate has also shown an increase amongst female

population. During 2001 it was 62.6 per cent and it reached 71.7 per

cent during 2011.

The Work Participation Rate (WPR) of Rohtak district is 32.6 per cent

in comparison to 35.2 per cent of the State.

The Work Participation Rate of Males in Rohtak is 48 per cent,

whereas the Female work Participation Rate is 14.9 per cent.

The percentage of Cultivators to Total Workers in 2011 in the district

is 27.7 per cent whereas during 2001 it was 38.6 per cent.

The percentage of Agricultural labourers to Total Workers in 2011 in

the district is 10.6 per cent whereas during 2001 it was 12.3 per cent.

The percentage of Household Industry Workers to Total Workers in

Rohtak district is 2.5 per cent in comparison to 2.9 per cent of

Haryana.

The percentage of other Workers to Total Workers in the district is

59.3 per cent in comparison to 52.1 per cent of Haryana.

Brief Note on Primary Census Abstract

Introduction:

The Indian Census has the reputation of being one of the best in the world.

The first Census in India was conducted in the year 1872. This was conducted at different points of time in different parts of the country. In 1881 a Census was taken for the entire country simultaneously. Since then, Census has been

conducted every ten years, without a break. Thus, the Census of India 2011 was the fifteenth in this unbroken series since 1872, the seventh after independence and the second census of the third millennium and twenty first

century. The census has been uninterruptedly continued despite several adversities like wars, epidemics, natural calamities, political unrest, etc.

The Census of India is conducted under the provisions of the Census Act 1948 and the Census Rules, 1990. In Censuses until 1931, a synchronous de-facto method was adopted wherein the Census was conducted throughout the

country on a single night. This being a very costly affair and involved the deployment of very large force at one point of time was given up in 1941. Since then the same methodology has been followed in all the Censuses. It is a

gigantic operation and considered to be the single largest, complex, peace time administrative exercise in the world.

The Census Operation in India is carried out in two distinct but inter connected phases - the House listing and Housing Census followed by the Population Enumeration. During the first phase of Census 2011 i.e.,House

listing and Housing Census, the buildings, census houses and households were identified and systematically listed in the House Listing and Housing

Census Schedule during the periodApril to September, 2010 in different States/Union Territories. Apart from listing of houses,some useful data on the amenities available to the households was also collected for assessingcondition

of human settlements, housing deficits etc. Censuses prior to Census 2001 had the system of collecting the

information through Individual Slip which was a key schedule for every

individual. The information collected through slip was then compiled for a household. Some information was also collected in addition to this for the

household. During 2001 Census a comprehensive Household Schedule was adopted replacing the individual slip concept. In 2011 Census also similar household schedule was used for canvassing. The scope of demographic, socio-

economic parameters has been widened in every census.

2. Population Enumeration - Census 2011:

The field work of the second phase i.e. Population Enumeration was carried out during February-March, 2011. One of the essential features of

Population Enumeration in the second phase was that each person was

enumerated and her/his individual particulars were collected at a well-defined point of time.

The Census moment and the reference date for the Census of India

2011 was 00:00 hours of 1st March, 2011. The enumeration was conducted from 9th February to 28th February, 2011 alongwith a revisional round from 1st March, 2011 to 5th March, 2011 synchronously all over the country except for

few specific areas of the Jammu & Kashmir, Himachal Pradesh and Uttarakhand states that remain snowbound in February. In these locations the

population enumeration was done from 11th September, 2010 to 30th September, 2010 along with a revisional round from 1st October, 2010 to 5th October, 2010. The reference date for the census in snow bound non-

synchronous areas of these states was 00.00 hours of the first day of October, 2010. In addition to the coverage during House listing& Housing Census, the enumeration of the Houseless population was carried out on the night of 28th

February, 2011, as has been the usual practice. For the purpose of Census, certain areas where the access of the civilian enumerators was not permissible

due to security reasons termed as ‘Special Charges’ such as the Defence and strictly Military/Para-Military areas, including operational areas were also covered. Such areas were not covered during the House listing& Housing

Census. In addition to the defence/para-military areas, Special Charges also included certain factory areas, certain colonies, sensitive areas, scientific

establishments, etc. These also formed Special Charges as these were not accessible by the usual census enumerator.

3. Quality Assurance:

A Task Force for Quality Assurance (TFQA) functioned under the

chairmanship of the RG & CCI. Experienced officers of the different divisions of the organization i.e. Heads and senior officers of the Census Division, Data

Processing Division, Map Division, Demography Division and Social Studies Division comprised the TFQA. The Directors of Census Operations were co-opted as members whenever the TFQA discussed the data for their

States/Union territories. The main objective of constituting the TFQA was to subject the data to stringent validation checks and ensure its quality before

release as it was expedient to be satisfied itself about the quality of data before putting the same in public domain.

The Directors and their senior officers were involved at all levels with

respect to the quality and the coverage of their States/UTs. The TFQA intensively scrutinized coverage and content parameters including edit and imputation logic. The most important aspect of the data quality was to ensure

complete coverage of all geographical areas especially for the population enumeration phase where the data is disseminated right up to the village level

in the rural areas and the ward level in the urban areas. Thus ensuring the complete coverage and correct geographical linkage of each enumeration block was one of the major planks of the quality control, especially for small area

population statistics. The content was scrutinized mainly through the process of internal consistency, comparison with similar data in the past and also through validation with likewise data if available, from external sources. Quite

often the local knowledge and perception was looked at to understand both the

existing and the new emerging trends of population distribution and characteristics. A very comprehensive check and edit mechanism was put in place to objectively examine the preliminary Census 2011 Population

Enumeration results and finally clear them for use. The population data was cleared only after the full possible satisfaction of the TFQA.

The entire work relating to the data validation and scrutiny was

completed by all the States/Union territories under the overall supervision and monitoring of the Census Division of the Office of the Registrar General, India

with active cooperation and support of the Social Studies Division, Data Processing Division, Data Dissemination Division and Map Division.

4. Primary Census Abstract:

The Primary Census Abstract which is an important publication of 2011

Census gives basicinformation on Area, Total Number of Households, Total Population, Scheduled Castes, Scheduled TribesPopulation, Population in the

age group 0-6, Literates, Main Workers and Marginal Workers classified by thefour broad industrial categories, namely, (i) Cultivators, (ii) Agricultural Labourers, (iii) Household Industry Workers, and (iv) Other Workers and also

Non-Workers. The characteristics of the Total Population includeScheduled Castes, Scheduled Tribes, Institutional and Houseless Population and are

presented by sex andrural-urban residence.

In 1981 census main workers were presented into four categories. As

regards 1991 Census, the nine-fold industrialclassification of main workers has been given in the Primary Census Abstract. One of the important features of the Primary Census Abstract of 1991 Census was the presentation of

population of the age group 0-6 which is continued in 2001 and 2011 Census.All the children of age 6 years or less have been treated as illiterate

even if the child is going to a school and may have picked up reading and writing. This will help the data users in better analysis and understanding of the literacy data as the literacy rate is calculated with 7 years and above

population and it is referred as effective literacy rate.In 2001 and 2011 census four categories of main workers have been given in the Primary Census

Abstract.

5. Level of Presentation of PCA data in District CensusHandbooks:

The format of Primary Census Abstract (PCA) adopted in the DCHB of 2001 Census has been continued for 2011 Census as the data on four

categories of works have been presented similar to 2001 census. The Primary Census Abstract data in different PCAs are presented at different levels. The

level of presentation of Primary Census Abstracts in DCHB is as under:

1.District Primary Census Abstract -District/C.D. Block/Town.

2. Primary Census Abstract for Scheduled Castes- District/C.D. Block/Town.3.Primary Census Abstract for Scheduled Tribes -District/C.D. Block/Town. 4. Village Primary Census Abstract -C.D. Block/Village wise.

The PCA Data for villages was presented C.D. Block wise for the first time in 1991 Census. Thispractice is continued in 2001 and 2011 Census. The term

‘Total Population’ includes the Scheduled Castes, the Scheduled Tribes, the Institutional and the Houseless populations. An appendix to District Primary Census Abstract has also been furnished showing urban enumeration block-

wise particulars on Total Population, the Scheduled Castes Population and the Scheduled Tribes Population for each town.

6. Area Figures:

The area figures supplied by local revenue authorities of the district in respect of tahsils, Police Stations and by the local bodies in respect of towns are given in square kilometers. The area figures of the villages supplied by the

Tahsildars in acres have been converted and shown in hectares. The area figures of the C.D. Block are the total of the village areas coming under each

C.D. Block. The area figures for the district are the same as adopted by the Surveyor General of India to maintain uniformity at the national level.
