• AChiefTurnaroundOfficer(CTO)wouldbeappointedbytheStateBoardandreportdirectlytothem.• TurnaroundCoacheswillbeassignedtooneormoreschoolsandshallassistincreatinglocalcollaborations

toaddresspersonalandcommunityconditionsimpactingstudentachievement.• Localboardscanamendtheirflexibilitycontractstoagreetoreceiveassistancefromthestate.• Within90daysofenteringintothecontract,aturnaroundcoach,RESApersonnel,andpossiblyathirdparty

providershallconductacomprehensiveevaluation,makerecommendations,andhelpdevelopanintensiveschoolimprovementplan.Senateamendment– thirdpartyonlyselectedinconsultationwithlocalboard

• After2years,iftheschoolisnotimproving,therearetenpossibleinterventionsincludingcontinuingtheimplementationoftheplan.Senateamendment– raisedto3years

• AnEducationTurnaroundAdvisoryCouncilwouldreporttotheStateBoardtheirrecommendationsonthequalificationsandmethodofidentifyingandselectingtheCTO.

• AJointStudyCommitteeontheEstablishmentofaStateAccreditationProcessisalsocreatedinthebill. TheCommitteeshallalsoconsiderthepossibilityofestablishingaschoolboardreviewcommission.

• Afterfiveormoreconsecutiveyearsofone-halformoreofadistrict'sschoolsreceivinganunacceptablerating,theschoolboardcanberemovedusingthesameproceduresasarecurrentlyinplaceusingtheaccreditationstatusasthetrigger. Ifthelocalboardisunderacontractamendmentorinterventioncontractandisinsubstantialcompliancewiththecontract,thisisstayed.

• Funding –• HB237– PublicEducationInnovationFundsetupatGOSA,reducedfrom$7millionto$5millionin

Senate• Thelocalboardofeducationshallnotbeeligibleforsupplementalfundingtosupportthe

implementationofthe[intensiveschoolimprovement]planunlesssuchlocalboarddemonstratesfinancialneedbasedonitsmostcurrentannualbudgetandtheresultsofthemostrecentaudit

• 2018budgetincluded$1milliontobeginimplementationofHB338

• 2018Budget• 5.8%increaseovercurrentfunding(ofthat,76%coversstudent

growth).Increasefundsfor:• PBIS,schoolcounselorsandnurses,CIS,MOWR• Reducedfundsfordifferentiatedpayfornewlycertifiedmath

andscienceteachers• 2%salaryincreaseforteachers• UniversitySystemtoreceive$2.7millionfortheCenterforEarly

LanguageandLiteracy• HB217– increasescaptotaxcreditforprivatescholarships
