More Presidential?

This last week, Donald Trump gave a “much anticipated”, “major” Foreign Policy speech

at the Center for National Interest. CNN reported that Trump’s comments drew praise in

Russia 1. Politico was not so impressed 2 A second CNN segment recorded reactions from folks

around the World 3. The Brookings Institute boiled his remarks down to five take-homes4. I’d

like to offer my own comments on Trump’s Speech, since he IS the top seed in the Republican

Presidential Race.

First of all, I retrieved a transcript of Donald’s Speech – much the way I did with

Obama’s State of the Union Address and his West Point Commencement Address last year. By

deleting the advertisements, applause and sidebars, and without the gestures, body language,

intonations and facial expressions it was easy to identify the essence of the address. I must

say, it was pretty superficial.

The text was heavy on historical references, few of which were provided with much

detail. Much of this spanned other presidential tenures and did not address party differences.

Trump did, however, make a strong appeal for rebuilding our military, restoring our economy (as

requisite to rebuilding the Armed Forces), renewing our relationship with bona fide world

allies, and using international trade as both a reward for our allies, and a bludgeon for our

enemies. He made a big point (which might leave a sour taste in some mouths) about NATO and

other nations which have not in the past shown proper respect for what the U.S. has done to

defend them against aggressors. He thus made five points: 1) our resources are over-

extended. 2) our allies are not paying their fair share for the defenses they get from us. 3)

the World perceives the U.S. as being unreliable. 4) our “rivals” don’t respect us. 5) America

has lost its way – no strategy, goals or plans. That the U.S. “needs” to be restored as a World

Power to bring peace and prosperity was well supported. The ‘How” part was largely missing.

From the presidential front-runner I expected a more succinct address. A condensed

recap of Obama’s 8 years would have been okay as a backdrop to a future plan. But then he

should have delivered a specific list of who our real world allies are – in their order of

importance. A definition of who our world enemies are, with some effort to list them in order

of importance. Third, I expected to hear a cogent representation of the troop levels in each

of the branches of the military today – and where they ought to be. The metric for “adequacy”

is capacity to address conflicts on two (2) fronts. I’d like to hear about restoring our Carrier

Fleet and Battle Groups to levels which support “Peace through Strength”. Fourth, we need to

re-think our Diplomatic Resources – and not just foreign aid. Fifth, since Economic Growth has

been the catalyst in rebuilding our military, just how does Mr. Trump plan to jump-start our

economy? Some experts reject the notion that simply reducing personal and corporate tax

rates would accomplish this. Even repatriation of corporate profits held overseas would not be

enough. So what else is needed? Sixth, I would think energy independence would play a role in

economic savings, debt reduction, stability of U.S. production and leverage against oil-enemies.

Seventh, since it seems untenable that all of this could be done instantaneously, what national

budget priorities must be set in place? Since no tax and no social program ever seems to be

rescinded, how will he revoke the Shrimp on a Treadmill research, or rescinding DOD’s $6

Million on failed goat-mating project - how will we do this? Eighth, I’d like to peek in the

Foreign Policy Tool Box to see what imaginative things would help our allies and hamper our

enemies. (Frankly, I think Obama’s plan to disband our nuclear arsenal, remove the East

European missile defense program, to close bases in Europe, to play “footsie” with ISIS,

“negotiate” with Iran, to patrol the South China Sea and have “détente” with Russia is no more

than horse manure!). Ninth, I expected more than just a sidebar on Immigration Policy as a

vital part of Foreign Policy. What tools are in this box of wonders? What about Trade, Work

Visas, Educational Visas, Control of financial markets? I can’t imagine having open borders,

unrestricted international travel, Visa waivers, Anchor Babies, and special UPS flights bringing

undocumented Syrian Refugees in the night is a road to success.

Go back and read my OPINION piece on April 3rd. Compare & contrast the amount of

detail in Ted Cruz’s “Flat Tax Plan” as he laid out in his website. Although it’s not a Foreign

Policy plan, I think it demonstrates what I mean about substance. Let’s get serious! If Trump

gave us all he’s got on Foreign Policy Speech, I would vote for someone else. What do you
