Environmental Health staffOfficers from the Environmental Health Department will be visitingyour stall during the day to ensure that everything is safe andhygienic. Please help them to carry out their duties. Workingtogether will help everyone have a safe and enjoyable Carnival.

Close downYour trading licence only permits trading until 8pm. Enforcementofficers will be on duty reporting late traders. Those not closingdown when requested will not be issued with licences in 2012 and subsequent years.

Setting up timesPlease arrive in plenty of time to set up your stall safely.

Unless agreed in advance that your vehicle forms part of your stall, all vehicles must be removed from the Carnival area by 8am and mustnot re-enter until the end of the day.The Carnival Parade will start at 9am.

It would greatly assist the police if traders moved their vehicles as early as possible. This will allow them to concentrate on the barrier plans and removal of unauthorised vehicles.

Vehicles will be prevented from returning to their stalls during the day.

Health and safetyFirst aidYou must have a first aid kit at your stall. You will not be allowed totrade without one.

Knife SafetyTraders are reminded to keep all knives at the back of their stall awayfrom public access.

Licence ConditionsStalls must not sell alcohol at any time (this includes beer and lager). Youmust sell soft drinks only. No glass containers (this includes bottles).

You must not sell any counterfeit, faulty or misleading labelled goods.

Pitch sizes and stallsYou must provide your own stall. Your pitch size is stated on yoursite confirmation letter. Please read it carefully as some pitchsizes have been changed this year to include the pavement, whereit is safe to do so, behind your stall. If your pitch does not includethe pavement then you are not authorised to use it and your streettrading fee has been reduced. We have also included firebreaksbetween stalls which will be marked on the road. Please do notobstruct them as they are there for your safety. Licensing andenforcement officers will be checking the pitch sizes throughoutthe day to ensure you comply with your licence conditions.

Remember: Your stall must be in good repair and clean atthe start of the day and kept clean throughout Carnival.

Fire extinguishersAll stalls must have the appropriate fire extinguishers, which are as follows:

Stalls cooking food• Four kilograms of dry powder or four litres foam• If you plan to use a deep fat fryer, it is recommended that you

fit a flame failure device and also provide a suitable fire blanket

Stalls with generators/electrical equipment• Four kilograms of dry powder or Carbon Dioxide (CO2)

Stalls not cooking food• Four-and-a-half litres of water

BarbecuesThe main problem with barbecues at Carnival is that they are often situated where the public can be pushed against them and burn themselves.

Please ensure that barbecues are sited at the back or the side of yourpitch, and ensure you have adequate barriers if needed, where peoplecannot come into contact with the heat of the barbecue or its flame.Do not use police barriers: they are not for traders’ use. The useof police barriers is a breach of your licence contract. The police willremove all illegally acquired barriers.

In the event of a fire, call the fire brigade on 999 immediately.

If gas cylinders are involved, do not throw water over them.Tell the fire brigade how many cylinders there are and where they are.

• Only tackle a fire if you feel confident to do so• Never return to a fire if it is not under control• Warn people to keep as far away as possible

GeneratorsThe Fire Brigade recommend that you use diesel generators as they generally require less refuelling and the fuel is more stable.

Generators need ventilation. Do not store them under the stall or near combustible materials.

Fuel must be stored in an approved container away from sparks and the generator. Never refuel whilst the generator is still running.

Vehicle engines and generators produce fumes and noise which can causeannoyance and be unpleasant for residents and Carnival goers. Pleaseensure that your vehicle or generator is operating efficiently. You shouldensure fumes are directed away from food stalls and residential property.

ElectricalAll electrical wires and connections must be safe. If you are in doubt, ask the London Electricity Board or a competent electrician for advice.The Council electrician will disconnect any illegal or dangerousconnections e.g. connections to lamp posts, overloaded cables,exposed conductors and trailing cables. Wires and cables should not be trailed where they can be tripped over or walked into.

Liquid Petroleum Gas (LPG)This is the bottled gas used for cooking and heating e.g. Calor Gas.Please ensure you rub soapy water around joints and look for bubbles.If bubbles appear then it means that the joint is leaking and is unsafe

Also:• Secure all connections correctly• Only use flexible hoses that are not cracked• Rub soapy water around joints and look for bubbles. If bubbles

appear then it means that the joint is leaking and is unsafe• Store spare cylinders upright safely so that they cannot fall over

and are away from sparks/flames• Do not use last year’s cylinder unless it has been serviced

Food safetyIt is your responsibility to ensure that your food does not make thepublic ill. All stall holders must ensure they comply with the newmarket standards. If Environmental Health Officers find serious foodhygiene or health and safety breaches trading licences will not beissued in future, and further action may be taken against traders.These are some key Dos and Don’ts for catering at Carnival.

Plan carefully8 Don’t prepare/cook foods too far in advance

8 Don’t bring more food than you can store safely

Temperature control3 Do keep hot food hot (above 63°C) and cold food cold (below 8°C)

8 Don’t leave food out on the stall for several hours

3 Do cook food thoroughly

8 Don’t cut the cooking time because you have a queue of people waiting

3 Do make sure food is thoroughly thawed before cooking

Avoid contaminating food8 Don’t let raw foods or unwashed fruit come into contact

with food that is ready to eat

3 Do use separate utensils, chopping boards and knives for raw and cooked foods

3 Do display food off the ground

3 Do cover food with cling film, foil or place in plastic containers

Refuse3 Do keep your refuse in plastic sacks within your allocated areas.

Inappropriate storage can be a fire risk as well as attracting flies and vermin

3 Do store waste fats and oils in containers

8 Don’t pour fats and oils into drains

3 Do put refuse into the street at the end of the day, and the Council will collect it

3 Do damp down coals and dispose of them in a suitable container.Hot coals are a fire risk and will damage roads and pavements

The Council will recover the costs of damage to the highway caused by oils, fats, hot coals or any other items. These costs may also resultin an increase in licence fees the following year.

Personal hygiene3 Do wear clean overclothing

3 Do wash your hands regularly, especially after handling raw food or refuse. Please use disinfectant wipes and if you are carrying out any food catering then you must also have a supply of hot water and soap, as well as hygienic hand drying facilities.

3 Do cover cuts and sores with waterproof plasters

8 Don’t cough or sneeze over food

8 Don’t smoke whilst on the food stall

Please respect residential property8 Don’t use it for storage or disposal of refuse. Access and egress

to residential property must be maintained at all times.
