We take greatpride in these services and, despite theon-going financial challenges, continueto push ourselves. One way in whichwe do this is by setting ourselves keyobjectives which can be seen in our2020 Strategy. On page 12 you will beable to see the highlights of our End ofYear Review which should give you anindication of how we’re doing so far.The financial challenges continue toimpact all aspects of the public sectorincluding welfare and benefits. You maybe aware that from April 2013 there willno longer be a national Council Taxbenefit scheme and councils will haveto manage their own locally fundedschemes. It means that all councils will have to replace it with their own locally funded schemes, known as Council Tax Support.

As part of the reforms, the government is reducingfunding for this support, meaning less money for councilsto fund their new local schemes.

Surrey Heath’s own scheme would start from 1 April2013 and is proposed tobroadly follow therules of the existingcurrent benefitscheme. Howeverdue to the reductionin money availableto fund support, it islikely to mean thateveryone of workingage who currentlyreceives Council TaxBenefit will have topay somethingtowards their CouncilTax bill.

As required by thegovernment, pensionerhouseholds willcontinue to receive thesame level ofassistance with theircouncil tax as theywould have done under Council Tax Benefit. However foreveryone else there may be changes in their entitlementand even those on the lowest incomes may have to paysomething towards their council tax.

The final local scheme will not be decided until after careful consideration of all responses received tothe council’s consultation, which took place earlier this autumn.

If the council were to decide on a ‘no change’ option, itwould need to look elsewhere to find efficiences in orderto cover the costs from its reduced budget.

Other changes to welfare benefitsChanges to Housing Benefit

From April 2013 further reductions to Housing Benefitpayments will affect working age people renting homesfrom Housing Associations. These changes will affecttenants who are living in a larger

property than theirhouseholdrequires. For thosewith one bedroommore than theyneed, theestimatedaverage housingbenefit reductioncould be around14%. For thosewith two or morebedrooms thanthey need, thereduction couldbe around 25%.Those affectedwill receivenotification ofthis from theirlandlord.

The Benefit Cap

A Benefit limit is being introduced by the governmentfrom April 2013. This means there will be a maximumamount that a working age household can receive intheir total benefits.

Total benefit payable will be limited to a maximum of£500 per week for couples and lone parents and £350for single people. Entitlement to certain other benefitsmay exempt people from the household benefit cap.

Where households are assessed as being over the limitthen the excess figure must be taken off the HousingBenefit payment in the first instance.

Surrey Heath Borough Council is working with a numberof landlords and advice agencies to target information tothose who may be affected by the changes.

Exhibition - Percy Harland Fisher(1865 to 1944)19 January to 9 March 2013

Surrey Heath Museum has a largecollection of paintings by PercyHarland Fisher, a renowned artistwho chose to live in Camberley from1903 onwards. Percy was one ofthree brothers and each studied atDulwich College, an art school with close connections to the Royal Academy.

Percy suffered from bronchitis and itis thought he came to this area, afterliving abroad for 20 years. TheSurrey heathland was reputed to

have been the freshest air inEngland and good for asthmatic andtubercular sufferers. He worked fromhis studio on Plantation Row inYorktown and advertised his servicesto the local town. His work consistsof local scenes and portraits ofpeople and animals.

Surrey Heath Museum Calendar 2013‘Preserving Local Memories’

The museum has recently had anumber of the photographs in theircollection digitalised and haveproduced their first calendar.Available to purchase for £5, thecalendar features local scenes fromthe past 100 years and comparesthem with a present day view –scenes such as Camberley Station in1890, the R P Over and Sonsdepartment store on London Road,

On 3 August, she started hercampaign at the Games and herfirst match was a victory over anAlgerian competitor. In the nextround she edged past a Slovenianfighter. Moving into the quarter-final,she beat Kazakhstan’s GulzhanIssanova to progress to the semi-final match against Japan's MikaSugimoto. Karina narrowly lost thatbout, dropping her into the bronzemedal contest against IrynaKindzerska from Ukraine.

After initially going down by 7points, she responded with a strongcounter and evened the contest.Her opponent then scored another5 points on her, but Bryant pulled amaximum score throw out of thebag when it mattered most and tookthe victory and the bronze medal.

Karina’s coach Luke Preston (headcoach of Camberley Judo Club)said of the result: “I’m delighted

for Karina that she has achieved the medal that was missing fromher judo career. Moreover it isbrilliant for everyone at CamberleyJudo Club and for everyone in the borough.”

After winning her Olympic bronzemedal, Karina was overwhelmedwith emotion and said: “I've dreamtof getting a medal since I was a kidand I couldn’t ask for a better stagethan this. I hope mine and GemmaGibbon’s (-78kg London OlympicSilver medalist) performances willinspire the next generation to startJudo and maybe one day becomechampions too!”

Camberley Judo Club’s Karina Bryant was selected to compete in the London 2012 Olympics inthe over 78 kg section, in what would be her fourth Olympic Games.

September’s theme was‘businesses and communitiesworking together’ and includedpresentations from Steve Coburn ofCollectively Camberley - Surrey’sfirst Business Improvement District,Helen Pyttlik of WaitroseCommunity Matters and DannyPecorelli, Chair of Camberley Judo Club.

A highlight was Olympic bronzemedallist Karina Bryant who took tothe stage to proudly show off hermedal. Many attendees took thechance to chat with Karina and shewas happy to have photos takenwith anyone wanting a chance tosee and hold her medal.

Delegates could also visitthe numerous exhibitionstands, finding out moreabout the companies andtheir services.

Cllr Moira Gibson, leaderof the council said: “Thisevent has become amain fixture in localbusinesses calendarsand because of the highturnout we continue to keep runningit. It's a great way for existing andnew businesses in Surrey Heath tonetwork, share ideas and contacts.”

The centre will be created bydemolishing garages at the WindleValley site in Bagshot and building asingle storey 50 square metreextension, providing sufficient spacefor up to 12 people at a time.Aimed at people in the early stagesof dementia, it will offer information,help and advice and a pathway intoappropriate assessment andsupport services.The £80,000 centre will be fundedby Surrey County Council from a£500,000 one-off budget being used

to provide wellbeing centres spread across Surrey’s 11 boroughsand districts.Surrey Heath’s portfolio holder forcommunity Councillor VivienneChapman said: “Dementia presentsa huge challenge to society bothnow and increasingly in the future.In 2009 just under 14,000 olderpeople in Surrey were estimated tohave the illness, by 2020 this ispredicted to be over 17,000.“There are huge benefits inproviding a wellbeing centre,

not least bringing about improvedawareness among older people andassisting with early diagnosis.“Windle Valley already offers highlyvalued services and I’m pleased itwill be expanding to help make lifeeasier for even more people.”From Monday to Friday, WindleValley is open to older people as aday service in which users canmake friends and enjoy a range ofactivities such as bingo and paintingas well as receiving a cooked lunch.

Surrey Heath Borough Council's Executive has given the go-ahead to proposals for a wellbeingcentre for people with dementia at the Windle Valley Day Centre, Bagshot.

Nine Surrey Heath GP practices have created a new NHS organisation calledSurrey Heath Clinical Commissioning Group or “CCG” for short. From April 2013the CCG will have an annual budget of over £100m of taxpayers’ money tospend on providing the best healthcare for local patients.

They also recruitvolunteers for the not-for-profitsector, and have recentlyfocussed on providing cruciallinks between businesses and the community, forexample the company SCJohnson’s annual communityday, which gives staff theopportunity to work on localcommunity projects.

The Food Hygiene Rating Schemerates eateries and other placesthat sell food on their hygienestandards, based on inspectionscarried out by Surrey HeathBorough Council. What's more,these ratings are available foreveryone to see.

This national scheme, developedby the Food Standards Agency

(FSA) in partnership with localauthorities, rates food outlets on ascale ranging from zero at thebottom (which means 'urgentimprovement necessary' to a toprating of five ('very good'). You cancheck the rating online atwww.food.gov.uk/ratings, via a freephone app, or look for thedistinctive green and black ratingsticker that businesses areencouraged to display.
