Safety History in the Workplace

The Occupational Safety and Health Administration (OHSA) aims to ensure worker safety and health in the United States by working with employers and employees to create better working environments. Since its inception in 1971, OSHA has helped to cut workplace fatalities by more than 60 percent and occupational injury and illness rates by 40 percent. At the same time, U.S. employment has doubled from 56 million workers at 3.5 million worksites to more than 115 million workers at 7.2 million sites.

Fire A Chemical Reaction

Fire develops when 3 elements create a chain reaction: Fuel – solids (combustibles like paper, wood, rags), liquids

(solvents, gasoline, oil), flammable gases and vapors. Oxygen – The greater the concentration of oxygen, the

brighter the blaze and the more rapid the burning. Try to reduce extra sources of oxygen.

Ignition source – such as sparks, arcs, flames, or sources of heat that could cause vaporization.

FIRE AND EMERGENCY

Workplace Fire and Emergency: Know your escape route:

You can take steps everyday to prevent fire. Know the causes and how to prevent fires. Review escape routes and emergency plans. Each building and department has an Evacuation Route posted. Eliminate fire hazards through good housekeeping and safe work practices.

Fire Extinguisher Safety

Know the extinguisher to use for each fire class.

(A) for fires involving combustibles like wood or paper.

(B) for flammable liquids and gases. (C) for fires where electricity may be

present. (D) for combustible metals like

magnesium.

Fire extinguishers are labeled for use on either a single class of fire. (A) or (D), or for multiple classes of fires (BC), or (ABC).

Fire Extinguisher Safety Remember PASS

when using a fire extinguisher:

Pull the pin Aim hose at the base

of fire. Squeeze trigger Sweep back and

forth with the extinguisher.

Remember these Firefighting Tips: Most fire extinguishers are emptied in less than a minute. Do not attempt to fight a large fire. Always leave yourself a way out-keep your back to an exit.

Office Safety

Don’t overload electrical circuits or outlets. Pull the plug on equipment that sparks or smokes. Most workplace fires start from electrical equipment or system failure. Never place extension cords under carpets or rugs. Keep storage areas clear of rubbish.

Bloodborne Pathogens

All of the requirements of OSHA’s Bloodborne Pathogen standards can be found in Title 29 of the Code of Federal Regulations at 29 CFR 190.1030. The standard’s requirements state what employers must do to protect workers who are occupationally exposed to blood or other potentially infectious materials (OPIM), as defined in the standard. That is, the standard protects workers who can reasonably be anticipated to come into contact with blood or OPIM as a result of doing their job duties.

Your job is helping othersbut sometimes doing your job may put your own

health at risk.

One such risk is exposure to bloodborne pathogens – microorganisms such as the hepatitis virus, including Hepatitis B (HBV) and Hepatitis C (HCV), and the human immunodeficiency virus (HIV), which causes AIDS (Acquired immunodeficiency syndrome).

Your chance of being directly exposed to bloodborne pathogens on the job are small.

But keeping that chance to an absolute minimum is so important that your employer has established a written Exposure Control Program that follows regulations set up by the federal Occupational Safety and Health Administration (OSHA).

Your employer’s Exposure Control Plan will help you do your job safely.

The plan includes:

1. Universal or standard precautions

2. Work practices, including the use of protective clothing, that eliminate or minimize employee exposure.

3. Housekeeping procedures to ensure cleanliness and sanitation.

4. Hepatitis B vaccinations for employees at risk. (There is no approved vaccine for hepatitis C.)

5. Exposure evaluation and follow-up for exposure incidents.

6. Hazardous material container warnings, such as biohazard labels.

7. Confidential, accurate employee medical records

To protect yourself against HIV and hepatitis avoid direct exposure to infectious blood or body fluids – the prime

transmitters of hepatitis and HIV.

Take Precautions

Universal Precautions - means you treat all blood and other potentially infectious body fluids as if they are infected.

Standard Precautions - apply to (1) blood, (2) all body fluids, secretions, and excretions except sweat, (3) non-intact skin, and (4) mucous membranes.

Do

Wash hands and exposed skin with soap and water for at least 20 to 30 seconds immediately after exposure to infectious materials or after taking gloves or other personal protective equipment.

Use antiseptic or nonabrasive cleansers or towelettes only if washing facilities aren’t available.

Minimize splashing, spraying, or spattering of blood or other potentially infectious materials.

Place contaminated sharps in assigned, labeled, puncture-resistant, leak-proof containers.

Don’t

Don’t shear or break contaminated needles or other sharps, and don’t bend, recap, or remove unless specifically instructed.

Don’t eat, drink, smoke, apply cosmetics or lip balm, or handle contact lenses in work areas with exposure potential.

infectious materials. Use good housekeeping practices. Take special care when you collect, handle, store, or

This Rule states that you have a “RIGHT TO KNOW” what hazards you face and how to protect yourself against them.

Why do we need the Hazard Communication Standard?

Before the standards were passed, there were no guarantees that employees would be told about chemical hazards they may face on the job.

Guidelines or informational sheets were given out, but they may not have provided enough information to protect the employees.

This is why federal government decided to set a uniform hazard communication standard.

You’ll find chemicals in a lot of unexpected places on the job

Examples of chemicals found on the job:

1. Corrosive cleaners

2. Pesticides

3. Toner in office copier

4. Toxic or flammable solvents

5. Chlorine in swimming pools

6. Oven cleaner

How do you know if something is hazardous?

1. Look on the container, if the chemical is hazardous it will say so.

So get into the habit of reading labels and following instructions!

OSHA revised its Hazard Communication Standard (HCS) to align with the United Nations’ Globally Harmonized System of Classification and Labeling of the Chemicals (GHS) and published it in the Federal Register in March 2012 (77 FR 17574). Two significant changes contained in the revised standard require the use of new labeling elements and a standardized format for Safety Data Sheets (SDSs), formally known as Material Safety Data Sheets (MSDSs). The new label elements and SDS requirements will improve worker understanding of hazards associated with chemicals in their workplace.

What goes on the LABELS?

OSHA has updated the requirements for labeling of hazardous chemicals under its Hazard Communication Standard (HCS). As of June 1, 2015, all labels will be required to have pictograms, a signal word, hazard and precautionary statements, the product identifier, and supplier identification. A sample revised HCS label, identifying the required label elements, is shown on the right. Supplemental information can also be provided on the label as needed.

Safety Data Sheet ( SDS)

The Hazard Communication Standard (HCS) requires chemical manufacturers, distributors, or importers to provide Safety Data Sheets (SDSs) (formerly known as Material Safety Data Sheets or MSDSs) to communicate the hazards of hazardous chemical products. As of June 1, 2015, the HCS will require new SDSs to be in a uniform format, and include the section numbers, the headings, and associated information under the headings below:Section 1, Identification includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use.Section 2, Hazard(s) identification includes all hazards regarding the chemical; required label elements.Section 3, Composition/information on ingredients includes information on chemical ingredients; trade secret claims.Section 4, First-aid measures includes important symptoms/ effects, acute, delayed; required treatment.Section 5, Fire-fighting measures lists suitable extinguishing techniques, equipment; chemical hazards from fire.Section 6, Accidental release measures lists emergency procedures; protective equipment; proper methods of containment and cleanup.Section 7, Handling and storage lists precautions for safe handling and storage, including incompatibilities.

Why did OSHA decide to modify the Hazard Communication Standard to adopt the GHS?

OSHA has modified the Hazard Communication Standard (HCS) to adopt the GHS to improve safety and health of workers through more effective communications on chemical hazards.

While the available information has been helpful in improving employee safety and health, a more standardized approach to classifying the hazards and conveying the information will be more effective, and provide further improvements in American workplaces.

The GHS provides such a standardized approach, including detailed criteria for determining what hazardous effects a chemical poses, as well as standardized label elements assigned by hazard class and category. In addition, the safety data sheet requirements establish an order of information that is standardized. The harmonized format of the safety data sheets will enable employers, workers, health professionals, and emergency responders to access the information more efficiently and effectively, thus increasing their utility.

Adoption of the GHS in the US and around the world will also help to improve information received from other countries—since the US is both a major importer and exporter of chemicals, American workers often see labels and safety data sheets from other countries. The diverse and sometimes conflicting national and international requirements can create confusion among those who seek to use hazard information effectively.

Why must training be conducted prior to the compliance effective date?

OSHA is requiring that employees are trained on the new label elements (e.g., pictograms and signal words) and SDS format by December 2013, while full compliance with the final rule will begin in 2015.

While many countries are in various stages of implementing the GHS, OSHA believes that it is possible that American workplaces may begin to receive labels and SDSs that are consistent with the GHS shortly after publication.

Thus, making it important to ensure that when employees begin to see the new labels and SDSs in their workplaces, they will be familiar with them, understand how to use them, and access the information effectively.

What are the major changes to the Hazard Communication Standard?

The three major areas of change are in hazard classification, labels, and safety data sheets.

1. Hazard classification: The definitions of hazard have been changed to provide specific criteria for classification of health and physical hazards, as well as classification of mixtures.

2. Labels: Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Precautionary statements must also be provided.

3. Safety Data Sheets: Will now have a specified 16-section format.
