1. Introduction
HighwaysEnglandisthenewCompanysetupbyGovernmenttooperateandimprovethemotorwaysandmajorAroadsinEngland.
WhentheInfrastructureBillcurrentlybeingconsideredbyParliamentreceivesRoyalAssent,HighwaysEnglandwillassumeresponsibilityfortheStrategicRoadNetwork,andfordeliveringtheGovernment’svisionforthatnetwork,fromApril2015.TheCompanyhasaclearbriefsetoutintheGovernment’sRoadInvestmentStrategy(RIS)andwillhavecommittedfundingforafiveyearperiodtomeettheperformanceexpectationssetoutinthatstrategy.
HighwaysEnglandisapublicsectorcompany,ownedbytheGovernment.Ourprimaryroleistodeliverabetterserviceforroadusersandtosupportagrowingeconomy.Wewillworkintheinterestsoftaxpayers,roadusers,andthemillionsofpeoplewhorelyonthenetworkeveryday.
ThisStrategicBusinessPlanisthefirstdocumenttobepublishedbyHighwaysEnglandinresponsetotheGovernment’sRIS.ItsetsoutourmainactivitiesanddescribeshowwewillgoaboutdeliveringtheInvestmentPlanandtherequirementsofademandingPerformanceSpecificationthathighlightsthelevelsofperformancewearetoachieve.
HighwaysEnglandwillbeaverydifferentbusinessfromtheorganisationitwillsucceed.Wewillhavealargerprogrammeofinvestmenttodeliver,willworkatamuchfasterpaceandwithmuchgreaterfocusontheserviceweofferourcustomers.
OverthenextfewmonthswewillcompleteourpreparationsforthelaunchoftheCompany.Wewillmobiliseourownpeople,ourcontractorsandourdesignerstodeliverahugeprogrammeofinvestmentthatwillmakearealdifferencetobusinesses,communitiesandindividualsacrossthecountry.

TheStrategicRoadNetwork(SRN)isarguablythebiggestandsinglemostimportantpieceofinfrastructureinthecountry.Itisatthecoreofournationaltransportsystem.Itsmanyarteriesconnectourmajortownsandcities,ensurecommutersmakeittoworkeverydayandhelpmillionsofusvisitourfriendsandfamilies.
OurmotorwaysandmajorAroadsarethemostheavilyusedpartofthenationalroadnetwork.Theycarryathirdofalltrafficandtwo-thirdsofallfreight1,providebusinesswiththemeanstogetitsproductsandservicestotheircustomers,givesaccesstolabourmarketsandsuppliersandencouragetradeandnewinvestment.Itisessentialtothegrowth,wellbeingandbalanceofthenation’seconomy.
TheRISsetsouttheinvestmentplanandperformancerequirementsforthenetworkforthenextfiveyears,togetherwithalong-termcommitmenttocapitalfundingtotallingmorethan£11bn.Thelong-terminvestmentwillenableustostartworkondeliveringamodernandsustainablenetworkthatwilltacklecongestion,supportseconomicgrowthandprovidesbetterconnectionsacrossthecountry.
ThereissubstantialprovisionwithintheRIStoensurethattheprogrammeofinvestmentisdeliveredinawaythatminimisesimpactontheenvironment.Wewillbuildonrecentprogresstomitigatetheimpactofourworkandforgecloserpartnershipswithenvironmentalbodies,enablingtheplantobedeliveredingreaterharmonywiththeenvironmentthaninthepast.

2.Summary
Inthisfirstplanwehavesetoutwhatwewilldo,howwewilldelivertheperformancerequirementssetbytheGovernment,andprogressdeliveryoftheInvestmentPlaninlinewiththetimescalesproposed.ItwillbethefirstofaseriesoffiveyearplansinwhichwewillincrementallysetouthowwewilldelivertheGovernment’svisiontobecomealeadinginfrastructureoperator.
Incommittingtoasubstantialinvestmentprogrammetodeliverabetternetwork,theGovernmenthasacknowledgedtheneedformoreautonomyandflexibilityinthewaytheroadsaremanagedandhastakenactionbycreatingHighwaysEngland,apublicsectorcompanyownedbyGovernment.

Despitetherecenteconomicdownturntrafficlevelshaveremainedconsistentlyhigh.Astheeconomyrecovers,performancewillcontinuetodeteriorateastheprovisionofextracapacityhassimplybeenunabletokeeppacewithdemandstousethenetwork.
Amodernnetworkwilleasecongestion,reducedelaysandimprovejourneysforallourcustomers.Anetworkthatissafer,moresustainableandmoreaccessibletoallusersincludingpedestriansandcyclists.
SmartMotorways
Motorwaysaretheheartofournationalroadnetwork.Theyconnectourmajortownsandcitiesandeconomichubsincludingportsandairports.Thenetworktransportsmorethantwo-thirdsofallfreightacrossthecountry.
3.Whatwewilldo
InrecentyearsourSmartMotorwaysprogrammehasmadeuseofthehardshoulder,utilisedadvancedtechnologytoaddextracapacityandusedourTrafficOfficerServicetomanagetrafficeffectivelyacrosssomeofthebusiestsectionsofthemotorwaynetwork.WewillbuildonthisbysignificantlyexpandingtherolloutofSmartMotorwaysacrossthecountry.
Byaddingmorethan400milesofextracapacitywithouttheneedtowidentheroad,wewillcreateaspineofSmartMotorwayswhichwillrelievecongestionandreducedelaysacrossthenetwork.Importantlyweexpecttheroadtobeatleastassafeasitwasbeforethechangesweremade.
Expressways
Inadditiontoaddingcapacitytothemotorwaynetwork,wewillbegintoupgradesomeofourmostimportantmajorAroadstothenewExpresswaystandard.Makingupthemajorityofthenon-motorwaynetwork,theseroadsplayanimportantroleinsupportingtheeconomyparticularlyataregionalandlocallevel.
Overthenextfiveyears,wewillstarttoimprovethewaywemanagetrafficonsomeofourbusiestAroadsbytransformingthemintoExpressways,mirroringthejourneyexperiencenormallyassociatedwithourmostadvancedmotorways.

Othermajorinvestments
Wewillsupportregionalandlocalgrowthbyaddressinganumberofspecificbottlenecksandheavilycongestedroutesacrossthecountry.Forexamplewewill:
• EaseaccesstotheeastcoastportsandenablesignificanthousingdevelopmentbyimprovingtheA14andsurroundingroadsfromCambridgetotheA1nearHuntingdon.Theschemewillstartconstructionin2016.
• ConsultthepubliconoptionsforamuchneededfurtherLowerThamesCrossinginearly2016,whichsubjecttothenecessaryplanningconsentsandfundingmechanisms,willstartconstructionby2021.
• Developanddeliverinvestmentofmorethan£2bntoeasecongestion,reducedelaysandsupportlocalgrowth.
• Starttotackleanumberofpersistentandlong-standingissuesatspecificlocationsonthenetworkincludingtheA303inthesouthwest,theA1northofNewcastleandtheA27onthesouthcoast.

ASaferNetwork
Webelieve‘nooneshouldbeharmedwhentravellingorworkingontheStrategicRoadNetwork’.Toachievethisambitiousgoal,wewillimplementacomprehensiveSafeSystemsapproachandstrategyfocussedonsafervehicles,saferroadsforsaferpeople.
Thenetworkisoneofthesafestintheworld.Wewillmakeitevensaferbycontinuingtoworkalongsideindustrybodies,motoringorganisationsandenforcementagenciestoimproveroaddesign,driverbehaviourandvehiclemaintenance.Wewillalsoworkwithgovernmentandotherhighwayauthoritiestoidentifyaroadsafetyassessmentratingsystemforourroads.ThiswillbuilduponexistingIRAPstarratingsystems,suchasEuroRAP.
Whilstthissystemisdeveloped,wewillusedesignatedfundingtodeliveranetworkwideimprovementprogrammedesignedtoensuremorethan90%ofthenetworkachievesasafetyratingequivalenttoEuroRAP3*by2020.
Moresustainable–reducingourimpact
TherecontinuetobesignificantareasofpoorairqualityalongsidethenetworkandadjoiningroadswhichexceedtheUKandEUstandards.Vehiclesareoneofthemainsourcesofcarbonandotherharmfulemissions.Theimprovementswewillmaketothenetworkcombinedwithcleanervehicles,changingdriverbehavioursandinnovativetechnologieswillmakeadifference.Therearenoquickfixesoreasysolutionstoreducecarbonemissions.

Wewillalsoimprovefacilitiesforpeoplecyclingorwalkingalongsidethenetwork.Wewillagainmakeuseofthedesignatedfundingtomakeprovisionforsuchgroupswhendesigningandbuildingourmajorschemesandwherefeasiblemakeitsaferandeasierforcyclistsandpedestrianstoaccesslocalrouteswhencrossingthenetwork.Forcyclistswewill:
• Invest£100mtoimproveaccess,integrationandfacilitiesonandaroundthenetwork
• Undertakestudiesat600sitesidentifiedinconjunctionwithSustransandTheNationalCyclingCharitytodecidethebestpotentialsolutionforeachlocation
• Provideadditionalprofessionaldevelopmenttrainingforthoseengineersandplannersresponsiblefordesigningschemestoincludeappropriatecyclingprovision
• ProduceourfirstNationalCyclingStrategybytheendof2015.
Increasedfundingandcertaintymeanswecantakeactiontoaddressmanyoftheseissuesnow.Wewillreducetheeffectsofnoiseformanythousandsofpeoplebybringingforwardsubstantiveresurfacingandnoisemitigationprogrammesacrossthenetwork.Thiswillincludeaddressingnoiseissuesatthe1150NoiseImportantAreas,throughinterventionssuchasuseoflownoisesurfacing.Wewillalsoinstalladditionalmeasuressuchasnoisebarriersandbundstocombatthedisturbanceexperiencedinlocationswherenoiselevelsareattheirhighest.
Wewillcontinuetoadheretotheprinciplesofsustainabledevelopmentineverythingwedo.Wewillimproveourperformancebyfindingnewandinnovativewaystodeliveramoresustainablenetwork.

MaintainingtheNetwork
Since2010wehavesuccessfullyreducedthecostofmaintenancebynearlyathird.Wehaveworkedhardtokeepthenetworkinareasonablecondition.However,roadclosureshavesometimesbeenneededtocarryoutsmallscalerepairs,whichwearoutmorequickly.Theeconomiccostofsuchclosurestocommuters,freightandlogisticoperatorsandbusinessasawholehasbeenconsiderable.This‘findandfix’wayofworkingwasashorttermandinefficientsolution.Itnowmakessoundeconomicsensetospendmoretoavoidincurringlargerbillsinfuture.
Thecurrentannualfundingcyclemeansweoftenplanworkinthespringandsummerandcarryitoutintheautumnandwinter.Workingwhendaylighthoursareshorterandtheweatherispoornotonlyposesadditionalsafetyriskstoworkers,butalsomeanstheworkundertakendeterioratesatafasterratethanthatundertakeninmorefavourableconditions.
Wedomorethan£100mofconstructionworkeverymonth.Thebenefitsofimprovedsafety,reducedcongestionandimprovedreliabilityaresignificant,butasmostworkisundertakenatnightitisrarelynoticed.Howeverworkingatnightcancausesignificantdisruptiontohauliersandlogisticoperatorswhotakeadvantageoflesscongestedroadstotransportfreightatnight.

Improvingourinfrastructure
Wewilldevelopmoreaccurateandtimelydatasystemsthatwillpredicthowassetsperformunderbothnormalandstressconditions.Thiswillhelpusmakeconsistent,evidencebaseddecisionsaboutplanninghowbesttocarryoutworkonthenetwork.
Wearecommittedtodeliveringevenmoresavingsthanthosewehavedeliveredinthelastfouryears.Wewillcarryoutourmaintenanceworkmoreefficientlyreinvestingthesavingsmadetoimprovetheassetandtheserviceweprovide.
Wewilldothisby:
• Carefullyconsideringworkthatneedstobedonenowandinthefuturesothatwewillnotneedtogobackandcarryoutfurtherworkforatleastanotherfiveyears

TheStrategicRoadNetworkplaysavitalroleinhelpingtoimproveproductivityanddrivingeconomicgrowth.Itcangreatlyincreasemobilitysothatpeopleareabletoaccessbetterandmorerewardingjobs.Itcanopenupnewmarketsandsuppliers,sothatbusinessescancompetemoreeffectivelyathomeandabroad.Itcancreateopportunitybyopeninguplandfordevelopmentandbreakdownbarriersbetweenareasofaffluenceandeconomicdeprivation.

Fourmillionpeopleusethenetworkeveryday.ItisoneofthemostheavilyusednetworksanywhereinEurope.Evenwiththisvolumeoftrafficourroadsareamongthesafestanywhereintheworld.Thisplansetsoutourhighlevelplansforbuildingonthisinordertomakethenetworkevensafer.
TheGovernment’stargettoreducethenumberofpeoplekilledorseriouslyinjuredonthenetworkby40%by2020ischallenging,butonewewillworkhardtodeliver.Thesafetyofthoseusingorworkingonthenetworkisparamount.Nooneshouldbeharmedwhentravellingorworkingonthestrategicroadnetwork.
Ourcomprehensiveandsystematicapproachtosafetywillmeansaferroads,safervehiclesandsaferpeople.Safetywillcontinuetobeatthecoreofourworkaswemodernise,maintainandoperateourroadsnotonlyfordrivers,butalsocyclists,pedestriansandotherroadusers.TheintroductionofExpressways,worktoupgradejunctionsandremovalofsomeoftheworstbottleneckswillallreducetheriskofincidents,aswilltheringfencedfundingtosupportwidersafetyinitiatives,cyclingandnetworkaccessibility.
ASafeandServiceableNetwork
Bettermaintainedroadsurfacesandinfrastructurewillalsocontributetomakingthenetworksafer.Ourfullyimplementedassetmanagementprincipleswillunderpinadeliveryprogrammethatmaintainstheroadsurfaceinlinewith,orabovethosesetoutintheGovernment’sperformancespecification.
WorkingalongsidetheDriverandVehicleStandardsAgency,thePoliceandotheragencieswillreducethenumberofpoorlymaintainedvehiclesonthenetwork.Improvementsinvehicletechnologywillfurthermitigatetherisksofdrivererror.Ourworkalongsidemanufacturers,enforcementagenciesandwidergovernmentwillprovidethenecessaryplatformforthewiderapplicationofsuchtechnology.Designatedfundingwillactivelyencouragemoreinnovationanduseoftechnologytoaidroadsafety.
Theuptodateandmorereadilyaccessibleinformationwemakewidelyavailabletoourcustomerswillkeepthembetterinformedabouttheinherentdangersofusingthenetwork.Itwillhelppeoplemakesafeandinformeddecisionsinadvanceofandduringtheirjourneysandencourageeveryonetorespectotherroadusersthosewhoworkontheroad.Wewillsupportcourteousandcompliantdriversandeffortstoreducethelevelsofanti-socialbehaviourthroughinformationandultimatelyenforcement.Wewillalsoworkwithourpartnerstoraiseawarenessandaddressarangeofissueswhichimpairdriving,suchasfatigue,distraction,alcoholanddrugs.

TheGovernment’sperformancespecificationsetsoutitsambitionforafreeflowingnetwork.Theyhavesetchallengingtargetstomaintainnetworkavailabilityandtoclearthemajorityofincidentswithinanhour,althoughacknowledgingthatotherfactorsincludingthescaleofinvestmentandtheroleofotherpartnerswillbeanimportantfactorsthesetargetsbeinginachieved.
Thelevelofworkrequiredshouldnotbeunderestimated.By2020wewillbedeliveringaroundthreetimestheworkcurrentlycarriedoutonthenetwork,sosomeimpactonjourneytimesisinevitable.Minimisingtheimpactofthisdisruptionontheeconomy,environmentandpeople’severydayliveswillbeamajorpriorityforthenewcompany.
Laneavailabilitywillnotfallbelow97%inanygivenyear,aswhereandhowworkwillbedeliverediscarefullyplannedtominimisedisruption.Existingandinnovativewayswillkeepcustomersbetterinformedaboutwhenworkwillbecarriedout,whyitisnecessaryandthebenefitsthatwillresultonceitiscomplete.FeedbackfromcustomersandTransportFocuswillactivelyinformourworkschedulingandcommunicationssothatweareconstantlyimprovingwhatwedo.

Advancesintechnologywillcontinuetoreducethenumberandseverityofincidentsonthenetworkandenablethemtobeclearedmorequickly.OurTrafficOfficerServicewillworkevencloserwiththeemergencyservicesandotherpartnerstoreturnthenetworktofulloperationasquicklyaspossibleafterincidentsoccur.Atleast85%ofmotorwayincidentsbeingclearedwithinonehourandchangestotheremainderofthenetworkwillbechallenging.HowevertheintroductionofExpresswaysandtheextensiveprogrammeofjunctionimprovementswillresultinsmoother,morereliabletrafficflowsonmanyofnon-motorwayroutes.
Inthisplanwehaveoutlinedthescaleofinvestmentrequiredoverthenextfiveyearsandbeyondtodeliveramodernandwellmaintainednetwork.Anetworkthatislesscongested,whereroutinedelaysaremoreinfrequent,andwherejourneysaresaferandmorereliable.

ImprovedEnvironment
Roadtransportcontributessignificantlytothenation’sgreenhousegasemissions.Airquality,noise,biodiversity,thewiderlandscape,floodingandwaterqualityareallenvironmentalissuesthatareaffectedbythenetwork.Improvementsinourapproachtodesignandconstruction,quieterroadsurfacingandspeciesprotectionhavebeenwidelyacknowledgedaspositivewayswehavereducedtheimpactofourwork.
TheGovernmentrecognisesthechallengeofassessingtheenvironmentalimpactofthenetwork.Wewillworkwiththem,industryandotherstakeholderstodevelopbetterwaystoestablishameaningfulwaytomeasurethebetteroutcomesthatneedtobeachieved.Howeverthisplanclearlydemonstratesourcommitmenttoworkingwithpartnerstomakesignificantprogressoverthenextfiveyears.

Thenetworkconnectsmanyofourtownsandcities,enableslongdistancejourneyswhichoftenstartandendonthelocalroadnetworkandensurespeopleandgoodsareabletoaccessourkeyeconomichubsincludingports,airportsandfreightdistributioncentres.
Manyofourtownsandcitieshavegrowninresponsetodemographicchanges.Asaconsequenceincertainlocations,thenetworkitself,orthelackofit,hasinadvertentlybecomeabarriertovehiclesandotherroadsuserssafelyaccessinglocalroads,orkeyeconomichubs.
TheGovernmenthasreiterateditscommitmenttopromotegreatertransportchoicebyencouragingwalkingandcyclingandgenerallymoreactivelifestyles.Itexpectsthenetworktoaddressbarrierstothesafemovementofvulnerableusersacrossandalongsidethenetworkandpreventfutureonesfromoccurring.
Inadditiontoprovidingbetterintegratedcyclingfacilitiesandcrossingpointsatover200locationsonthenetwork,bettertraininganddevelopmentofourdesigners,engineersandplannerswillincreasetheawarenessoftheneedsofcyclistsandothervulnerableusers.Theprovisionoffurtherdedicatedfundingwillmeanamoreaccessibleandeasiernetworktonavigate.Betterintegrationbetweennetworksincludinglocalroads,existingandemergingraillinksandportsandairportswillalsobenefitroadusers,businessesandthewidercommunitieslocatedonornearthenetwork.
